The SCIENCE AND The SCIENCE AND TECHNOLOGY EXPENDITURE TECHNOLOGY EXPENDITURE PLANPLAN

• The national S&T expenditure plan is a means of reporting projected national expenditure on scientific and technological activities.

• It should provide MTEF funding status and trends .

DEFINITIONS

Scientific and Technological Activities (STA): “comprise systematic activities which are closely concerned with the generation, advancement, dissemination and application of scientific and technical knowledge in all fields of science and technology. These include such activities as Scientific and Technological Innovation (STI) which includes Research and Development (R&D), Scientific and Technological Education and Training (STET), and Scientific and Technological Services (STS).

DEFINITIONS (contd)

Scientific and Technological Education and Training (STET): covers all activities comprising specialised non-university higher education and training, higher education and training leading to a university degree, postgraduate and further training, and organised lifelong training for scientists and engineers (e.g. transfers to universities)

DEFINITIONS (contd)

Scientific and Technological Services (STS): are defined as activities concerned with supporting R&D and contributing to the generation, dissemination and application of scientific and technical knowledge. This include activities such as patenting, geological surveys, standards generation, operation of libraries and national scientific databases. (e.g. consultants, contracts & special services)

Scientific and Technological Innovation (STI): may be considered as the transformation of an idea into a new or improved product introduced on the market into a new or improved operational process used in industry and commerce, or into a new approach to a social service. (e.g. transfers to science councils, universities, agencies, etc)
