Introduction
For 2007-13, main EU funding sources for research and innovation amount to +/- € 140 billion: € 86 bn Structural Funds (of which € 50 bn for ‘core’ RTDI); € 50 bn FP7 & € 3.6 bn CIP. These funds work well already separately but there is increasing recognition of need to promote synergies between them. Brief overview of how dossier has developed. Then results so far of search for practical examples.

Communication’s Conclusions
Main responsibility for promoting synergies rests with MS and regions. However, EC will act as a facilitator through various actions to make better use of European funding:
A practical guide to help research institutions and companies to identify the most appropriate source of funding for them.Improving information exchange with national/regional authorities so that they know what organisations receive FP7 and CIP grants.Report on progress at national and regional level in coordinated use of Community instruments and examples of best practice.

Presented to your meeting last year in Paris.Drafted jointly by the Commission services responsible for research and innovation following public consultation and with involvement of NCP & PCAvailable on CORDIS in six languages since December 2008. Report on coordinated use of instruments
DG RTD approached NCP (National Coordinators & Regional) and the Programme Ctte. DG REGIO also sought examples through its sources.Many good examples provided but not from all MS due to difficult in identifying them. Typology of examples of synergies developed.Report now in preparation in form of Commission Staff Working Document.Examples will also be placed on revised synergies web page on CORDIS.

Some examples of synergies more common than others.Most common is Structural Funds followed by FP7, as cohesion policy is ideally placed to finance the infrastructure that later facilitates success in FP.Not all examples received can be used.So, no guarantee that any particular example alluded to here (no names or MS will be mentioned) will necessarily appear in the report.Each bullet point refers to a separate example & MS

Synergies at policy level
Following a major conference on synergies, follow up survey undertaken on identifying practical examples of synergies across the research community. Inclusion of specific reference to synergies in Structural Funds programmes.Action in national RTDI programme under Structural Funds to directly support participation in FP7. Related reinforcement of cooperation between different authorities responsible for research.Development of research and innovation network through INTERREG.

Centre of Excellence in medical research simultaneously receiving funds under FP7 for development of its research potential while also funding related activities through Structural Funds.Main actors in an important research theme involved in coordinated exploitation of all available research funding under Structural Funds, FP7 and national resources.

Major national research support programme since late 90s has underpinned significant increase in access of MS to funding under FP6 & 7.Research centre owing its existence to Structural Funds grant in Objective 1 region of otherwise developed MS, now a major player in FP7.Research infrastructure constructed with assistance from Structural Funds now active participant in FP7.

Research laboratory in ‘new’ Member State actively involved in FP long before accession. Now it has access to Structural Funds and continues its expansion in the areas of excellence that emerged through FP participation.Research infrastructure whose planning was supported by FP will now be built with support from Structural Funds.

Conclusion
The examples gathered prove synergies exist but more work needs to be done.In particular the promotion of synergies at policy level needs to be generalised across the MS Examples at programme/project level can only offer ideas: the situation of each MS & region will be different The most interesting & relevant examples will also be placed on CORDIS.
