The ENE Registry is a database containing detailed information about the Centres of Vocational Excellences identified in the 17 ETF partner countries according to the criteria set up by the ETF.The Registry serves three main purposes:- Informing ETF analysis of current situation and ongoing trends in the
development of COVEs in our partner countries- Informing ETF and ENE’s members about suitable institutions to form
together or join an existing partnership- Informing the ETF ENE project about thematic areas to focus on in the
medium term.
Timing: March – May 2020, finalisation of the first version of the Registry
ENE REGISTRY UNDER DEVELOPMENT
Permits ENE members:
❑ To reflect and self-assess in order to establish a baseline for development according to selected dimensions.
❑ To establish priorities and set developmental goals taking into account their own aims and contexts
Enables the ENE to:
❑ To identify needs and to plan cooperation and support services
❑ Analyze needs and progress by dimension, by sector, by country or by maturity
❑ Evaluate impact of interventions
❑ Knowledge development:
❑ Framework will provide systematic and explicit account of the dimensions of excellence
❑ Network will help to design and review the framework
❑ Relevance of framework in application will be tested over the life of the network

❑ Design an action plan, with objectives, activities, responsibilities and time schedule to be carried out by the partnership members throughout 2020.
❑ Investigate opportunities for peer learning activities (PLA) among members.
❑ investigate the production of some kind of tool i.e. a training module, a planning tool or some instructional materials.
❑ Identify and propose relevant opportunities to make applications for EU and other national and international Programmes and schemes, such as Erasmus+, E-Twinning, TAIEX calls.
❑ Explore opportunities linked to Mobility/Learning agreements offered by the EU (and beyond).
Partnerships, “groups of CoVEs sharing common interests” are central to efforts of CoVEs to achieve excellence.
Typically, CoVEs build and engage in partnerships in order to use resources efficiently, to attract high quality teachers and trainers and to produce tools and innovative curricula in niche economic areas.

The EU provides funds for the establishment and development of transnational platforms of CoVEs.
Platforms are formed by CoVEs, which :
❖ share a common interest in specific sectors or trades (aeronautics, e-mobility, healthcare, tourism, etc.) or
❖ develop together innovative approaches to tackle societal, technological and economic challenges (climate change, digitalisation, artificialintelligence, sustainable development goals, integration of migrants, upskilling people with low qualification levels, etc.)

The ETF Network will support partnerships in the following areas:

Work in progress for the 1st sub initiative:
In the framework of this sub-initiative with the Latvian partner:
❑ The sub initiative will include all 3 types of outputs: partnership, peer learning and tool development.
❑ Mapping WBL in all regions with a focus on Eastern Partnership countries, based on Country Coordinators experience: is it a reform priority? Are schools active on WBL and do they have a specific focus on sectors? Can they have a leading role?
❑ Organisation of two peer learning activities (Latvia and Estonia in 2021)
Carry over activities in Morocco:
❑ planning, designing and validating with national counterparts activities to accompany the advanced regionalisation process in Morocco
❑ Taking stock and building up on previous ETF activities ran in the country in terms of multi-level governance (regionalisation)

learning, laboratory tests etc.Trades and skills cities (CMC): A deep reform to accompany the advanced regionalisation process in the Kingdom❑ Multisectoral and multifunctional VET campuses in each of the 12 regions ❑ Private management of the campus and optimisation of resources❑ Specialities that feet the local socio-economic current and future needs❑ Strong involvement of private sector in the governance and work-based learning
❑ ETF activity, Montenegro and Moldova, 2020 (in editing) - we are wrapping up the methodology and the reports and aiming for them to be publicly launched during skills week.
❑ ETF activity, Ukraine 2 regions, 2020 (ongoing) - this is the continuation of what was started in Montenegro and Moldova – but at the regional level in 2 pilot regions. This time, zooming into regions (Kharkiv and Zaporizhnya), we will put more of an emphasis on regional ecosystems and the role of VET schools and centres – and link it to SMEs. Experts have started desk research.
❑ ETF publication - article on skills for smart specialisation will incorporate the role of CoVEs.
❑ ETF paper for ENRLMM (European network on labour market monitoring). ENTLMM launched a call for papers on ”the importance of SMEs as innovators of sustainable inclusive employment: new evidence from regional labour markets”. ETF proposal to look at how CoVEs can address SME training, capacity and innovations constraints – and facilitate their move to value added activities. For most SMEs it is more fitting to their absorptive capacity to seek collaboration with VET schools rather than with academic partners. The link we are trying to establish to CoVEs is how by partnering with other CoVEs in similar S3 priority areas in other countries, they can support SME innovation, boost WBL, teacher training etc.
❑ Input on skills for Smart Specialisation which is a dimension in the self assessment tool for CoVEs

✓ March: Collection of replies from partner countries (ongoing - delayed due to COVID19)
o April-June: ETF publication on CoVEs - An engine for VET development?
o April-May: Creation of database/Registry and selection of CoVEs for ENE
o April: Launch of 1st sub-initiative (with Latvian and Estonian partners)
o May: Consultation and test of Research Framework for Dimensions of Excellence
o April onwards: pilot Mapping of CoVEs in 5 -7 African countries (tbc by DEVCO)
o April: Launch of 2nd sub-initiative (with Skillman)
o June: Launch of 3rd sub-initiative (Governance and PPP)
o End of 2020 or beginning of 2021: Peer learning activity in Latvia under the first NP3 (dates tbc)
o November/December (tbc): Launch conference of ENE (place to be decided)
