� PETRO TANKAGES INDIA LIMITED (PTIL) a Special PurposeVehicle (SPV) established by Vadinar Ports & Terminal Limited(VPTL) an ESSAR Group Company - is planning to develop anLPG Storage facility at Bharana in Devbhoomi Dwarka District.
� LPG is a mixture of Propane and Butane so facilities will bedeveloped for storage and evacuation of Propane, Butane andmixture of Propane and Butane.
� Proposed project will have LPG storage of 32,000 MT in tworefrigerated tanks of 16,000 MT each along with requiredassociated facilities.
� ESSAR’s available marine facilities will be utilized for this project.
� PTIL will provide storage and evacuation facilities for Propane,Butane and mixture of Propane and Butane.
� Jamnagar-Loni LPG pipeline will be the main mode oftransportation of LPG.

■ As against that only one LPG import terminal has come in last five year
hence existing facilities are operating at very high capacity utilization
■ If present trend is continued for consumption and production which is
more likely situation in near future. LPG consumption, production and
import scenario by 2020 will be ,
■ To address this growing requirement of LPG import, a world class LPG
import terminal is required.
■ LPG deficit is high in North India and hence port in Gujarat will be ideal
location for a LPG import terminal. Also Gujarat ( Vadinar) is having good
Gas pipeline (Safe transport mode) , Rail & Road connectivity with North
India.

Considering the above comparison, it is concluded to opt for the Site-2 for the followingreasons,

1. Enough land is available in case of Site-2, whereas for Site-1 no land is available, for Site-3 ,the land is just enough to meet the criteria.
2. Site-3 is within Refinery, it would be prudent to provide the LPG facilities outside Refineryconsidering the Safety aspects. In that case Site-2 has edge over Site-3
3. Since, we propose to provide refrigerated storage, we need to bring refrigerated lines from Jettyto the Storage area. In this case the larger the pipe is more vapour back pressure will be thereand more vapour pressure will be generated in the storage area. Considering this, Site-2 whichis midway between Jetty and despatch area is the most convenient location.
4. Site-1 is much away from existing despatch locations within the Refinery. As such, it is requiredto lay additional pipelines to bring LPG to despatch locations (Existing GAIL Pumping station &Refinery Road/Rail Gantry).
Since, Site 2 is adjacent to ESSAR Complex, all the utilities, firefighting facilities will be available.However in case of new Site-1, all the facilities will have to be created.

Description of the environment19. The study area shall up to a distance of 10 Km from the boundary of the proposed storage
facility20. Location of the storage facility, nearest habitats with distances from the facility to be
demarcated on a topo sheet (1:50000 scale)21. Land use based on satellite imagery including location specific sensitivities such as national
parks/wildlife sanctuary, village, industries, etc.22. Demography details of all the villages falling within the study area.23. Topography details of the project area.24. The baseline data to be collected from the study area w.r.t. different components of
environment viz. air, water, land, biology and socio-economic . Actual monitoring of baselinecomponents shall be strictly in accordance to the parameter prescribed in the ToR afterconsidering the proposed coverage of parameters by the proponent in draft ToR and shallcommence after finalization of ToR by the competent authority.

Incompatible land use attributesinclude- Public water supply areas from rivers/surface water bodies, from ground water- Scenic areas/tourism areas/hill resorts- Religious places, pilgrim centers that attract over 10 lakh pilgrims a year- Protected tribal settlements (notified tribal areas where industrial activity is not permitted)- Monuments of national significance, World Heritage Sites- Cyclone, Tsunami prone areas (based on last 25 years);- Airport areas- Any other feature as specified by the state or local government and other features as locally
applicable, including prime agriculture lands, pastures migratory corridors, etc.37. If ecologically sensitive attributes all within the study area, proponent shall describe the
sensitivity (describe, area and significance) and propose the additional points based onsignificance for review and acceptance by the EAC/SEAC. Ecological sensitive attributesinclude:- National parks- Wild life sanctuaries and game reserves- Tiger reserve/elephant reserve/turtle nesting ground- Mangrove areas- Wetlands- Reserved and protected forests- Any other closed/protected area under the Wildlife (Protection) Act, 1972.- Any other eco-sensitive areas, etc.
Anticipated environmental impacts and mitigation measures38. Anticipated generic environment impacts due to this project which may be evaluated for
significance and based on corresponding likely impacts, VECs may be identified. Baselinestudies may be conducted for all the concerned VECs and likely impact will have to beassessed for their magnitude in order to identify mitigation measures
39. Tools may be referred by the proponent for the appropriate assessment of environment impactsand some may be submitted in draft ToR for consideration and approval by EAC/SEAC.
