    1. Introduction:

    After more than 50 years of cooperation policies, we can today affirm that the process

    of development of a community is closely intertwined with its culture. The success ofany development policy depends on recognizing and considering the principles ofcultural diversity.

    This approach is clearly inspired by the progress on this matter that, during these lastyears, has taken place in the international scene. The UNDP Report on HumanDevelopment of 2004, Cultural Freedom in a Diversified World, recognizes, for thefirst time within the UN system, the incidence of the cultural dimension in humandevelopment. The report also acknowledges the cultural diversity characterizing thedifferent societies, and states that democracy and equitable growth are not enough toreach a holistic development, but that multicultural policies recognizing the differencesand defending diversity and cultural freedom are also necessary. In that sense,

    allowing the peoples to communicate in their own language, to practice their ownreligion and to participate in the formation of their own culture are part of thesemulticultural policies.

    The past work of the international instances around cooperation and cultural diversitytakes shape in the adoption, in October of 2005, of the UNESCO Convention on theProtection and Promotion of the Diversity of Cultural Expressions. TheConvention's introduction explicitly stresses that cultural diversity is one of the maindrivers of sustainable development for communities, emphasizing its importance for anintegral realization of the human rights and fundamental liberties proclaimed in theUniversal Declaration of Human Rights. We should also bear in mind that the UNESCOConvention highlights the specificity of cultural goods and services as elementscarrying identities, values, and meanings, which places culture at the heart of anysustainable social and political project.

    Concerning the EU, the UNESCO Convention negotiations were undertaken in closecommon coordination, creating bonds that later, and thanks to the decisive impulse ofnumerous cultural organizations of the European civil society, led to the 2007European Agenda for Culture. The European Agenda and the subsequent work ofseveral Presidencies have hinted the way to go in order to promote cultural diversityand to take advantage of the potential of culture and its relation towards creativity,economic development and governance. The Spanish Presidency wants to contributeto one of the strategic targets established by the European Agenda: the enhancement

    of culture in the Union's external relations, and, in particular, in the common Europeandevelopment cooperation.

    For this reason, we want to take over from the successful Colloquium Culture andCreativity, vectors for development, which was organized by the EuropeanCommission and the ACP countries (Africa, Caribbean and the Pacific) in April 2009,and resulted on the adoption of the "Brussels Declaration". Spain now proposes tofurther expand the EU's cultural development cooperation with the organization,together with the European Commission, of an International Seminar in Girona, on the4th and 5th May 2010.

    2. Objectives:

    Taking into account the results and experiences stemming from the implementation ofcultural development cooperation projects financed by the EU (Spanish Cooperation,other Member States and European Commission), the Seminar's primary target will beto encourage the agents responsible for cooperation in partner and donor countries,and in International Organizations, to integrate culture in their development policies.The Seminar will review experiences reflecting that investing in culture is a way toattain diverse objectives in the fight against poverty, and will analyse a series ofprogrammes and projects that can serve as a collection of "best practices".

    The role of Spain as host country will be to share the large and fruitful experience ofthe Spanish Cooperation in this field.

    The Seminar will be open to the contributions of Member States and key multilateralactors concerning their current lines of action towards this matter.

    The European Commission will seek to further integrate culture in its developmentpolicies while emphasizing the key message that culture can be financed not only byestablishing culture as a focal sector in the Indicative National Programmes (NIPs), butalso by operating along horizontal cooperation lines such as non-state actors,governance, etc.

    3. Participants:

    The Seminar will have the presence of Ministers/High Representatives of Culture andCooperation of EU Member States and partner countries. It will also be attended byleaders, directors and presidents of institutions and NGOs linked to the world ofdevelopment and cultural cooperation.

    The presence of countries with experience vis vis the integration of culture in theirnational development strategies, will be actively sought. In the same way, theattendance of organizations with consolidated working lines in the field of fight againstpoverty through culture will also be encouraged.

    The representatives of international organizations of the sector will also be invited:UNESCO, OECD-DAC, World Bank, Inter-American Development Bank, Organizacinde Estados Iberoamericanos para la Educacin, la Ciencia y la Cultura (OEI),Secretara General Iberoamericana (SEGIB), Comunidade dos Pases de LnguaPortuguesa (CPLP), Organisation Internationale de la Francophonie (OIF) andCommonwealth of Nations, among others.

    4. Organisation of the Event:

    The Seminary will be organized in the city of Girona with the collaboration of theUniversity of Girona, which holds the pioneering UNESCO Chair for Cultural Policiesand Cooperation.

    The event will have three different parts:

    - On the 4th May, prior to the inauguration of the Seminar, the Follow-up Committeeof the Colloquium Culture and Creativity, vectors for development will hold ameeting to keep track of the implementation of the recommendations of theBrussels Declaration. This meeting will be restricted to the members of the Follow-up Committee.

    - The Seminar on Culture and Development will take place on the 4th and 5th Mayand will be open to all the participants who wish to register.

    - After the conclusion of the Seminar, in the morning of the 6th May, EU MemberStates, the European Commission and cultural organisms and institutes will havean informal work meeting. This meeting will be restricted to the representatives ofEU Member States, the European Commission and representatives of theorganisms and invited cultural institutions.

    The venue set to host the three sections will be the Parc Cientfic i Tecnolgicof theUniversity of Girona which will sponsor the event and offer its premises free of charge.

    5. Methodology:

    The Seminar assumes that there is already an international consensus in place

    concerning the link between Culture and Development. For this reason the debates willbe oriented to assess the way in which Culture is being integrated in DevelopmentCooperation, both through a practical and a strategic analysis. The Seminar will seek toidentify good practices, and to exchange experiences on programs and projects ofcultural development cooperation.

    - The Seminar will revolve around three main thematic lines:

    The role of Culture in the achievement of the Millennium Development Goals(MDGs): This line will include a reflection on the approach towards Culture inDevelopment Cooperation, highlighting issues such as its incorporation toPoverty Reduction Strategies in partner countries and donors' planning; the

    impact of cultural development policies in the achievement of the MDGs;Mainstreaming culture in development policies; the Donor Information Systemin OECD-DAC; or the work concerning indicators evaluating the impact ofculture in development.

    Economy and Culture: This line will unite the debates around experiences andgood practices vis visculture as a vector for economic development, with aspecial emphasis in the policies promoting cultural industries; the programmesdealing with Heritage and Development; initiatives for sustainable culturaltourism; mobility of artists, cultural goods and services in the EconomicPartnership Agreements of the EU; and professional networks.

    Cultural Governance and Cultural Diversity: Finally, this line will deal issuessuch as institutional building policies and the management of private and publicstructures of the cultural sector in developing countries. Moreover, this line willinclude an assessment on how the 2005 UNESCO Convention on theProtection and Promotion of the Diversity of Cultural Expressions is beingintegrated in developing countries, and of the challenges and opportunities thatthis document entails.

    - Besides these three thematic lines, the last panel will focus on the synergiesbetween current programmes: the Culture and Development thematic window ofthe Spanish-UNDP Fund for the Millennium Development Goals and other

    examples of bilateral and multilateral cooperation. The panel will present recentinternational cooperation programmes aimed to structure the cultural sectors andfoster their contribution towards achieving the Millennium Development Goals. It will

    seek to identify strategies to maximize the impact of support programmes in thecultural fields and to highlight the link between cultural development and economic,social and human development. The panel will also promote coordination andcomplementarities in strategies and projects implemented by different internationaldonors.

    - The Seminar will be structured around a series of plenary discussion panels. Itsmain objective will be to adopt a document with conclusions that summarize themain future challenges concerning Culture and Development.

    - Each Panel will have a coordinator and several speakers. The coordinator will actas a moderator and will introduce the Position Document drafted for each panel.The speakers will provide different perspectives. The organisers will try to combinepolitical participants and thematic experts in every panel. Finally, every panel willhave a rapporteur.

    - The Panels and the Follow-up Committee meeting will both take place in the

    plenary room. The facilities include translation and interpretation in Spanish,English, French and Portuguese.
