Dawn Swartz, Presbytery of Southern Kansas Motion approved to seat corresponding members. WELCOME The assembly was welcomed by Rev. James Benson and the Good Shepherd Presbyterian Church, Rock Island, IL. TE James Benson led the assembly in the Call to Worship, prayer and an opening hymn. OPENING BUSINESS The assembly motioned, seconded, and approved the Docket with the following changes made:

- Treasurer, RE Gary Davis’s report will be moved until after lunch. - Administration Chair, TE Chuck Goodman will also be presenting a nominating committee report.

COMMITTEE ON PREPARATION FOR MINISTRY REPORT (Appendix A) TE Patricia Stetson-Warning

- Examination of Paul Stroup to move to candidacy. (Questions pertaining to candidate’s sense of call-Christian Faith, forms of Christian service undertaken, and motives for seeking ministry – allowed at this examination.)

- Paul was invited forward and examined by the assembly. The examination was arrested and approved. The motion was made by the committee to approve Paul Stroup to the candidacy phase in preparation of ordination as Teaching Elder. The motion was approved. The constitutional questions were asked and a charge was given by TE Patricia Stetson-Warning and a prayer was given by TE Becki Weltmann.

BOARD OF PENSIONS UPDATE TE Ken Green

- There are more changes than have taken place in the last couple of years than there were in the previous 30 years.

- Developed a “Theology of Benefits” to explain why the Board of Pensions has made the changes they have made.

STATED CLERK REPORT (Appendix B) Stated Clerk, TE Elissa Bailey, reported the PJC findings:

- On March 25, 2017, the Permanent Judicial Commission (PJC) having heard testimony from the Prosecuting Committee and Defendant and witnesses for the defendant regarding the charge that Ruling Elder W. Charles France, member and ruling elder of the First Presbyterian Church of Chenoa, Illinois, failed to further the peace, unity, and purity of the church (G-3.0301c and W-4.4003) and find unanimously that the pertinent facts have been proved beyond a reasonable doubt.

- The PJC chooses not to hear evidence concerning censure and imposes the censure of temporary exclusion of the exercise of ordained office in the Presbyterian Church, U.S.A., for the period of one year from today’s date.

- Motion made, seconded, and approved the receiving of the Stated Clerk Report. ADMINISTRATION TEAM REPORT (Appendix C) TE Chuck Goodman

- The team approved the February 14, 2017 Assembly minutes. - The team discussed a Committee on Representation (as was voted to do so at the prior Assembly meeting)

and will continue to look further as to how our Presbytery nominates individuals for service. - The team approved the election of TE Tim Snart as the vice-chair of the team. - The following nominations are brought to the floor of the Presbytery for service on the Nominating

- Sandi reported that TE Kathy Mitchell had been hired by the Personnel Committee as the CRE Point Person.

COMMITTEE ON PREPARATION FOR MINISTRY REPORT TE Patricia Stetson-Warning

- Examination of Alexandra Lysdahl for ordination as a Teaching Elder in the Presbyterian Church, USA to a role of validated ministry.

- Alexandra was invited forward and examined by the assembly. The examination was arrested and approved. The motion was made by the committee to approve Alexandra Lysdahl for ordination as a Teaching Elder in the Presbyterian Church, USA to a role of validated ministry. The motion was approved. A prayer was given by TE Patricia Stetson-Warning.

- An update was given on Inquirer Brandon Ouellette and Candidate Jenny Hardin (graduating this day!). Patricia led the assembly in prayer for those under care of the Presbytery.

- Motion made and approved to update the PGR Preparation for Ministry Handbook by replacing all notations of “Midwest Ministries” to “Vocational Assessment Counseling”.

- The CPM elected Drew Nagle as the vice moderator of the committee. - Motion was made, seconded and approved to receive the CPM report.

WORSHIP TE James Benson led the assembly in worship. The two Scripture readings were Isaiah 40:1-8 and Mark 1:32-39 with the sermon titled “On Point”. Distractions – some distractions even seem like the right thing to do but still can be off mission. Jesus almost seems to be “off mission”. Jesus is the faithful one- the disciple. Jesus needs retreat and refocus. Instead of taking the Sunday afternoon nap, Jesus goes to pray. Jesus tells the other disciples it is time to go off course y going to smaller towns. But it is his purpose that requires him to leave. SACRAMENT OF THE LORD’S SUPPER DISSOLUTION OF TE ALAN FINNAN’S CALL TE Joyce Chamberlin A motion was made, seconded, and approved to dissolve the call between the Presbytery of Great Rivers and General Presbyter TE Alan Finnan. LUNCH Special thanks to the Presbyterian Women at Good Shepherd who provided lunch for us. We also celebrated TE Alan Finnan’s ministry with us with cake and conversation.

REPORT OF SPECIAL CALLED MEETING WITH THE LEADERSHIP OF THE PRESBYTERY TE Chuck Goodman

- A motion was made, seconded, and approved to dissolve the call between the Presbytery of Great Rivers and General Presbyter TE Alan Finnan.

- Chuck spoke to the work that the leadership of the Presbytery has been doing since Alan’s announcement of retirement. We will continue to prayerfully work to discuss what will be next for our Presbytery. If persons have questions, they are invited to contact members of the leadership.

This is a recommendation coming from the Leadership Team and this is the first notice given of this change. The by-laws change will be voted on at the next Assembly meeting.

PRESBYTERIAN WOMEN OF THE PRESBYTERY OF GREAT RIVERS RE Sharon Graham

- Sharon gave a history of the women of the PCUSA church. When the organization of PW began, women were often only allowed to serve others and take care of their homes and their families. Even just a few decades ago, women were not allowed to do much professionally.

Appendix A COMMITTEE ON PREPARATION FOR MINISTRY REPORT

1. Inquirer Paul Stroup has satisfactorily met the outcomes of Inquiry and met the agreed upon goals. The CPM

gives their endorsement to the MOTION: to approve Paul Stroup be advanced from Inquirer to Candidate in PCUSA.

2. Candidate Alexandra Lysdahl has satisfactorily met the outcomes of Candidacy and is Certified Ready for a

Call. Alex is currently serving as a Sunday Chaplain at Unity Point Methodist in Peoria. She is active in Ministry alongside her husband Rev. Zachary Lysdahl at First Federated in Peoria. The CPM gives their endorsement to her for Ordination Examination by the Assembly. MOTION: To ordain to Alexandra Lysdahl to ordered ministry of Teaching Elder in Validated Ministry.

3. This year the Synod of Lincoln Trails changed the organization to which we are contracted for Vocational

Assessments used by COM and CPM to LeaderWise. The Preparation for Ministry Handbook lists Midwest Ministries in numerous locations as the counseling agency used. Since the contracted agency may change in the future the CPM makes the MOTION: To update the PGR Preparation for Ministry Handbook by replacing all notations of Midwest Ministries to Vocational Assessment Counseling.

The Administration team met on April 21st. The team approved the February 14th, 2017 Assembly minutes. The team approved the division of the Ebersolt Fund Distribution between the following churches: Indian Point United Presbyterian Church, Athens $2,277.29 United Presbyterian Church, Greenview $2,277.29 Central Presbyterian Church, Petersburg $2,277.29 Rock Creek Presbyterian Church, Tallula $2,277.29 Total: $9,109.16 The team approved the property sale of land owned by the First United Presbyterian Church in Rushville, IL. The church is selling 40 acres of timberland for the price of $60,000. The team approved a request from Westminster Presbyterian Church of Springfield to form an agreement with Verizon Wireless to lease a portion of their property for a cell tower. The team approved the appointment of TE Tim Snart as the vice moderator of the Administration Team. The team discussed a committee on representation and will continue to look further as to how our Presbytery nominates individuals for service.

Appendix E BILLS AND OVERTURES COMMITTEE REPORT

Our commissioners to the 222nd General Assembly reviewed the proposed amendments sent to each presbytery. There were no amendments the committee felt needed to be explained in detail or opposed. This year the amendment document was sent electronically so we encourage all presbytery commissioners to read the material provided at http://www.pcusa.org/resource/ga222-proposed-amendments-constitution We offer this brief summary of all the amendments we must vote on at the May 13, 2017 assembly meeting. 16.A. Child and Youth Protection Policy. This is an addition of language to clarify that all councils shall adopt and implement a sexual misconduct policy, and a child and youth protection policy. 16.B. Parity in Committees. This is a change in the requirement of at least half parity of teaching elders and members of congregations on councils higher than the session from to nearly equal in numbers. PGR made a similar change to the requirement of quorum for our committees in 2016 due to the reality of having all the ruling elders present but not enough teaching elders to make a quorum, which impeded the work of the committee even when numerically quorum was present. 16-C.1-8. Ordered Ministry Titles. These come from the overture PGR sent to GA requesting that the use of the titles “minister of Word and Sacrament” and “commissioned lay pastor” be restored. Each of these amendments changes “commissioned ruling elder” to “commissioned lay pastor” and “teaching elder” to “minister of Word and Sacrament.” 16.D. 1-2. Relationship to the PCUSA of a Person Who Has Renounced Jurisdiction of the Church. The first change is to ban a person who has renounced jurisdiction from service in a PCUSA congregation until they undergo the disciplinary process. The second is to change the time limit for accusations for those teaching elders who come forward to undergo the disciplinary process. 16.E. Certified Service Requirements. This is a removal of words stating “in a handbook will be provided by” since much of the training offered by organizations makes use of other formats. 16.F. The Ministry of Members. This is the inclusion of the phrase, “caring for God’s creation” in the list of responsibilities of members. 16.G. Access to the Lord’s Table. This is change to the requirements of who is allowed to partake of Communion. 16.H. Revised Directory for Worship. This is the culmination of the long process of revising the Directory for Worship. Appendix F VISIONING TEAM REPORT

The Visioning Team met by conference call on Thursday, April 27th. The team approved two Bucks for Blessing grants, one Sabbatical Grant, and one Worship Initiative Grant. We have more money available so please contact the Presbytery office if your church is interested in applying for a grant. Attached to this report is the summary of grants available. The Visioning Team also elected Rev. Joe Eby to be the Vice-Moderator of the Visioning Team. The Visioning Team is planning some events with Ministry Architects this summer around the Presbytery. The events will help churches with identifying their mission, strategic planning, and vision. As we finalize the dates, communication will be sent to all the churches. This is a great event that could be a stepping stone to applying for the Church Consulting Grant.

Appendix G LEADERSHIP TEAM

We are called to share Christ’s love by partnering in service, uniting in worship, and risking in ministry. ~Presbytery of Great Rivers Vision Statement The Leadership Team met on April 26, 2017 at the Presbytery office to discuss the various activities of the Presbytery and the work of the committees. While there are motions to come during the assembly from the individual committees, the Leadership Team has one motion. The leadership team approved the recommendation to change the by-laws to include the immediate past moderator who will serve on the leadership team for one year following his/her term as Moderator. The change will be found in Article IV Section 1 and Article VII Section 2.
