Preface
A disaster is understood as the disruption of normal functioningof system or community, which causes a strong impact on people, floraand fauna, structures and environment and goes beyond the localcapacity of response. Flood is one of the major disasters that affects thehuman and animal life, cause huge damage to crops and structures.Hisar district is also prone to floods. Normally annual rainfall of district515 mm which is unevenly distributed for almost 26 days.
The Hisar District area falls in Yamuna sub-basin of Ganga basin. The year 1995 isknown for worst floods in Haryana including Hisar. Huge losses were caused to crops, livestocks and life was in disarray. The major reason of flood in this region is heavy rain and surpluswater flowing from North side of the district resultantly chokes drains, and overflows canals.Past experience suggests that villagers incise roads, drains, canals and other natural paths andbecause of this deliberate human action, water of one village enters in the adjoining village andultimately become a reason of flood.
District administration is well prepared to tackle any eventuality due to flood or heavydownpour. Keeping in view a thorough inspection of drains, canals and pump houses was done.Drains and canals are being cleared to contain and carry more water during the rainy season.Pump houses are made fully operative to drain out excess water in the time of need. 74 villagesin the district have Ring bandhs to save these villages from possible threat of floods. All theseRing bandhs have been repaired and compacted.
Incident Response System has already been established. Roles and responsibilities ofeach department has been identified so that situation of the flood if occurs could be tackledwithout any chaos and confusion. Central Flood Control Room has been established in minisecretariat. Similarly flood control rooms in department of Police, Civil Surgeon, Roadways, andIrrigation and in the offices of concerned SDMs will be established by the end of June. Resourceinventory of the district has been prepared. Places and Social Organisations have been identifiedto be used if flood occurs.
Although all necessary arrangements have been made but cooperation and support ofGeneral Public is always wanted. I have full confidence in my people and officials that they arecapable of facing any challenge. This Flood Control Order will be handy in guiding and tacklingany adverse situation in the district.

Chapter-1: Introduction
1.1 Geography of Hisar
Hisar, the west central most district of Haryana State with a total geographical area of
3,983.00 Sq. Kms. lies between the north latitudes 28° 56’ 00” : 29° 38’ 30” and east
longitudes 75° 21’ 12” : 76° 18’ 12”. It was founded by Feroz Shah Tuglak in the year
1354 it was made as an advance fort with four giant gates popularly known as Nagori
gate, Mori gate, Delhi gate & Talaqui gate. It is the oldest district carved at the time of
joint Punjab.
District Hisar is known as a city of steel as one of the biggest producer of stainless steel
i.e. M/S Jindal Strips Ltd. exists in the district. It is surrounded by Fetahabad district in
the North, Bhiwani district in South, Jind & Rohtak district in east and Rajasthan in the
west.
The district comprises of 276 villages. Hisar district is administratively divided as follow:

1.2 Demography:
The total population of Hisar district is 17,42,815 persons, 9,31,535 Males and 8,11,280
Females, which is 6.87 % of total population of the state. Decadal growth rate of
population has decreased from 27.11 % of 1991-2001 to 13.38 % in 2001-2011. Sex-
Ratio has increased from 851 of 2001 to 871 in 2011. Population density per sq. km. has
increased from 386 of 2001 to 438 in 2011. An average literacy rate of Hisar is 73.2%,
82.8% Males and 62.3% Females. Out of total population, 31.73 % lives in urban areas
and 68.27 % lives in rural areas.

1.3 Transportation Network:
Hisar district is well connected with other districts and cities of the state and outside.
Road: Hisar city is located on the National Highway No. 10 which links it with other urban
centers like Delhi, Rohtak, Sirsa, Fazilka and Ferozepur. The other important roads are Hisar-
Rajgarh National Highway No. 65, Hisar-Tohana-Chandigarh Road, Hisar-Tosham-Bhiwani
Road and Hisar-Balsamand-Bhadra Road.
Rail: Hisar is also well connected by broad-gauge railway route which links it with Jakhal,
Sangroor, Ludhiana and Sirsa, Bhatinda, Bhiwani-Rewari-Delhi etc. It is a terminal point of
broad-guage railway line coming from Rajgarh (Rajasthan).
Air: Hisar has Aviation Club and the Airport which was once used for Viyudoot services, flying
between Delhi-Hisar and Chandigarh. State government has announced to establish an
international airport in Hisar. The International airport will be functing soon.
1.4 Topography and Drainage:
The district has predominantly plain topography and is located 234 mts above mean sea
level and having a gentle slope towards south-westerly direction. The district area falls in
Yamuna sub-basin of Ganga basin. There is no natural drainage in the district area.
However, the area is drained by network of canals and the artificial drains (field
drains/channels). These artificial drains are mainly confined in Bass, Hansi-I, Narnaund
and Barwala blocks. There are a total of 39 drains existing in the area, which run for a
distance of 126.25 km. The area is irrigated by shallow tubewells and network of Bhakra
Canal Systems and Western Yamuna Canal Systems.
1.5 Climate and Rainfall:
The climate of Hisar district can be classified as tropical steppe, semi-arid and hot which
is mainly dry with very hot summer and cold winter except during monsoon season when
moist air of oceanic origin penetrates into the district. There are four seasons in a year.
The hot weather season starts from mid March to last week of the June followed by the
south- west monsoon, which lasts up to September. The transition period from September
to October forms the post-monsoon season. The winter season starts late in November

and remains up to first week of March to last week of the June followed by the south-

The normal annual rainfall of the district is 416 mm which is unevenly distributed over
the area. Normal Rainy days in a year are 23. The south west monsoon sets in from last
week of June and withdraws in end of September, contributing about 81% of annual
rainfall. July and August are the wettest months. Rest 19% rainfall is received during
non-monsoon period in the wake of western disturbances and thunderstorms. Generally
rainfall in the district increases from southwest to northeast. Mean Maximum
Temperature is 41.6°C (May & June) and Mean Minimum Temperature is 5.5 °C
(January).

1.6 Land Use Pattern:
Out of total geographical area of 4,04,000 hectare, 3,40,000 hectare is a cultivable area,
700 hectare is forest area, 37,500 hectare is under non-agricultural use, 7,000 hectare is
barren and uncultivable land and 28,000 hectare is current fallows. 80.9 % of the total
geographical area of the district is covered with sandy loam soil.
1.7 Agriculture and Cropping Pattern:
Major crops cultivated in Kharif season are Cotton and Bajra, and in Rabi season are
Wheat, Rapeseed and Mustard. Vegetables like Cluster bean (Guar) are also grown in a
large area. Hisar is well connected with the canal network. Major source of irrigation is
Canal (90.5%) and Bore wells/Tube wells (9.5%). Hisar is well known for its agriculture
products.
1.8 Major Industries:
Hisar is one of the major industrial centers of the state. There are 1508 total industrial
units in Hisar. Industries in Hisar are largely based on agriculture, metal (Steel), mineral,
chemical, wood/wood based furniture, paper and paper products, rubber, plastic and petro
based, leather, and others. Major exportable items are Stainless Steel Strips, Cotton Yarn,
Sewing Thread, Medicines, Gaur Gums, M.S. Pipes and Alloy Steel Ingots.

1.10 Irrigation pattern
Hisar has fertile alluvial soil interspersed with highly permeable very sandy tractsin bagar tract several with water table more than 40 feet below groundcontaining brackish water usually unfit for human consumption, where duststorms frequent during the warm summer months from April till the end of Julywhen monsoon arrives. Previously, Hisar was solely based on the rain and irrigation waspossible only in the nali region where the season Ghaggar river flows in North Hisar.After the opening of Bhakra Nangal Dam canal system in 1963 as well as theearlier Western Yamuna Canal now irrigate most of Haryana including all of the Bagarregion falling in Haryana on its western border. Opening of Indira Gandhi Canal in 1983(specially Hansi Butana branches) brought the water of Sutlej and Beas rivers to the
fields of Rajasthan including its Bagar tract stabilizing the sand dunes and soil erosion bypreventing the expansion of desert.

Over the years, land use/land cover pattern is changing continuously as is in other part of
the nation due to human needs and activities. The Built up area is on increasing and now touches
3.25 % of total area. Area under forest, pastures and waste land is decreasing
continuouslybecause more land is brought under construction either for residential purposes or
for economic activities. The area under water bodies increased significantly reason being
increase use of water in households. Also, economic activities under MNERAGA contributed by
digging more ponds.Chiefly, agriculture area, grazing land and wasteland are being converted
into built up area. The grazing land has reduced by 0.98 % from 3.48%. Pressure on agriculture
land for other activities resulted in reduction of area under cultivation and it is now
2502.88sq.km. Major reason for this decrease is change in land use particularly for construction.

Chapter 3- Flood Vulnerability of the District
3.1 Flood Vulnerability in the District
The Hisar District area falls in Yamuna sub-basin of Ganga basin. The major floods
recorded in the districts were in 1983, 1988, 1995, and 1998. During the flood of 1995,
entire district was largely inundated. All the cities and rural areas were under 0.6 to 3
meter flood water and the water remained stagnant for many days due to non availability
of natural drainage system.

3.3 Flood risk and causes of flood in the District
Even this district is not affected from floods every year but during the past year, some
part of this district was adversely-affected from flood due to heavy rains. Apart from this,
the villages in low line area near canals face regular floods during monsoon season. The
major reason for the flood in this region is breaches in the canals due to overflow,
seepage and cuts along canals.

4.1 Ongoing Flood Protection Schemes in the District
Joint Inspection of Flood protection work falling within the Territorial Jurisdiction of Hisar District under theChairmanship of Dr. Priyanka Soni, I.A.S., Deputy Commissioner-cum- Chairperson DDMA, Hisar on dated22-05-2020.
As provided under para 1.4 of Haryana Flood manual, the joint inspection of flood protection work was conducted on
22-05-2020 under the Chairmanship of Dr. Priyanka Soni, I.A.S. Deputy Commissioner-cum- Chairperson DDMA, Hisar. All
the concered officers assembled at 11.00 A.M. at Deputy Commissioner Office. The following Drainage/Flood protection

The Hisar Ghaggar Multipurpose Channel at RD 334000 near village Patan has beeninspected by the worthy Deputy Commissioner, Hisar alongwith Sh. Jasmer Singh,Superintending Engineer, Bhakra Water Services Circle No. 1, Hisar Sh. Ramesh Kumar,Executive Engineer, Hisar Water Services Division, Hisar and Sh. Yashpal Sheoran, SubDivisional Officer, Deosar Water Services S/Divn. Hisar. During inspection the worthyDeputy Commissioner has desired the desilting work has not yet been taken up andExecutive Engineer, Hisar Water Services Division, Hisar has been directed to take up thework immediately. XEN/Hisar has stated that at present the MGNREGA labour has beendeployed for internal clearance / desilting of canals as the supply in the canals is comingshortly. After clearance of canals the MGNREGA labour shall be deployed for internalclearance of HGMPC and this drain will be cleared before 30.06.2020.
It was also intimated by Superintending Engineer, Bhakra Water Services Circle No. 1, Hisarthat there are 2 No. schems under flood protection works are in progress i.e. (i) constructingpipe drain No. 1 from RD 0 to 9000 for village Ladwa outfalling at RD 170200-L of NewSiwani Feeder is in progress and 25% work has been done at site. (ii) The work forConstruction of Satrod Mirka Drain from RD 0 to 6450 and Dabra Link Drain from RD 0 to7525 (Balance Work from RD 870 to 3685). (Deposit Work) is in progress and 95% workhas been completed and now the work has been stopped due to non depositing the funds byHUDA authority.

Status of Joint Inspection.
The joint inspection was done by the Worthy Deputy Commissioner, Hisar WorthySuperintending Engineer, Public Health Engg. Circle, Hisar and the undersigned alongwithJEs Incharge. The mini Sectt. Disposal was the first visit and the Worthy DeputyCommissioner was updated regarding the functioning of machinery at the disposal both ofstorm water and sewerage. The functioning of movable machinery super sucker machines wasalso updated. The Worthy Deputy Commissioner visited the drain starting from mini sect.disposal to village ludas for which the Worthy Deputy Commissioner checked at a point onculvert were silt accumulation was found and was directed to desilt the same and also underthe culvert as well to clear the balance silt from bed of the drain. The Worthy SuperintendingEngineer, Public Health Engg. Circle, Hisar alongwith undersigned assured of desilting thesame to Worthy Deputy Commissioner.
Status of cleaning of drains :-Status of cleaning of drains, sewerage and storm channels; repair and checking of culvertsand approaching roads in flood vulnerable areas.There are three storm water drain channels (a) Mini Sectt. Disposal to Major Drain (b)Barwala byepass disposal to Blue Bird Lake & from HUDA Water Works Entry Gate SirsaRoad to CIRB (c) 40 MLD STP Rishi Nager upto Shahpur Village multipurpose drain.Status:- The work of desilting of drain is in progress and will be completed by 30th June2020.Sewerage:- Desilting of sewer line in in progress from Jahaj pull to drugs factory, Patel NagarArea, Fuwara Chowk to Rajia Hotel on Delhi Road HisarThe tender are under allotment for Blue bird to Govt. Polytechnic Hisar and main sewer linealong main road from Jail-2 to Godara petrol pump and patwar bhawan to Godara PetrolPump. Vulnerable areas have been identified. These areas are low lying and hired movable pumpingmachinery shall be installed as per requirement.

5.1 Flood Action Plan
The flood control room is to be setup in the office of Executive Engineer, Mechanical
Division, Canal Colony, Hisar his telephone no. is 01662-239534. The officer incharge at
present is Sh. Naresh Kumar Bhola which is under the control of Superintending
Engineer, Bhakra Water Services Circle, Hisar.
5.2 Pre-Flood Inspection
The pre-flood inspection has already been done by the worthy Deputy Commissioner,
Hisar alongwith the Executive Engineeers, Hansi and Hisar Water Services Division,
Hisar/Hisar on dated 22.05.2020.

5.6 Activities of Flood Control room
The main functions of the flood Control Room would be:-
To receive flood warning and other information of Flood related matter.
To receive message and instruction from the State Control Room and to pass these to the
other concerned Control Room.
To convey the flood situation report of this district in prescribed performa to the
Financial Commissioner & Principal Secretary to Government Haryana, Chandigarh
Immediately.
To keep proper liaison with Army authorities for seeking help any time.
To Maintenance communication system of the district.
To maintain the flood situation report file.
Supervision of all relief operations.
Flood warning information received from State Control Room will be communicated to
the Sub Divisional Control Room immediately, The Sub Divisional level Control Room
Communicate the information to the Sector Officer, of respective Sector and the officer
will immediately communicate to the concern village and relief operation parties will
reach in concerned area immediately under the supervision of Sector in charge.
The village Panchayat Sector officer will start flood operation work under the supervision
of Sub Divisional officer (c) concerned. All necessary flood operation Equipment along
with relief operation parties starts functioning immediately. They shall evacuate Children
and women in its first face from affected area. Cattles are also to be evacuated from flood
area through heavy transport vehicle.
Stock of tents arranged well in time will be available at Tehsil Head quarters. The Sector
Officers will communicate their requirement through their respective control room. In
case tents are not available in sufficient quantity local arrangement for shelter by way of
providing sirkies may be resorted to.

Community kitchens will be started according to the need. The evacuates will keep their
own reserve stocks for the emergency themselves.
1. The Deputy Commissioner is assisted by the Officer-In-Charge of flood and famine branch
who shall be the overall Incharge of all the relief operations in district.
2. Similarly, Sub Divisional Officer (C) shall be overall incharge of flood relief operations in
their respective Sub Division. Each Sub Division shall further be divided into sector. The
responsibilities given to each officer Incharge to provide relief to flood victims including
evacuation, where necessary.
3. In addition, Civil Surgeon, Deputy Director, Animal Husbandry, Superintending Engineer,
PWD (B&R), Superintending Engineer, Public Health, Superintending Engineer, Bhakra
Water Services has been directed by the Deputy Commissioner, to remain available on
Telephone at the time of any natural Calamities.
4. The Distt. flood control room shall start functioning w.e.f 15.05.2019 at 5-00 PM to 9-00
AM. One clerk and one peon will remain on duty at Flood Control Room. A message register
is also available. There the officer incharge of FRA Branch Supervises the flood Control
Room under the guideline of Deputy Commissioner.
5. Similarly, a control room shall be set up at the Sub Divisional Headquarter level and one
employee should be deputed on telephone duty round the clock.

In the event of heavy rains, local geographical conditions, seepage or breach or cut in canals
there may arise necessity of dewatering in affected village. But there is no major specific area in
the Distt. As per past experience, main problem is in some villages of Hansi Sub Division.
namely, Kheri Gagan, Jamawari, Petwar, Hansi and Narnaund.
In addition, to this water services department has established a Sub Division at Hansi which is
fully equipped to cope with any event.
The town areas also face difficulty during monsoon season. The Executive Engineers of the
Public Health, Department and the Executive Officers/ Secretaries of the Municipal
Committees/Councils and Nigam will ensure cleaning and clearing the entire sewer before the
raining season. They should launch a special drive to cope up in the event of rainy season.

The District Food & Supplies Controller, Hisar will make elaborate arrangements for supply ofessential commodities such as Wheat Atta, Rice Sugar, Cooking Oil, Kerosene Oil, Petrol,Diesel, Tea leaves etc. The D.F.S.C. Hisar will ensure sufficient stock of essential of thesecommodities for flood affected population.
(d) Provision of Health coverage to affected population
The Civil Surgeon, Hisar will be responsible for ensuring health coverage to the affected
population.
1. Firstly to prevent the possibility of outbreak of Malaria Epidemic, Anti-Malaria Spray
will be carried out in all flood affected villages of the District.
2. Secondly Medical Relief will be provided in the flood affected villages. For this purpose,
the Civil Surgeon, Hisar will make arrangements for stocking sufficient quantities of
Anti-Malaria drugs/bleaching powder, B.H.C. and B.M. Spray, anti-malaria vaccine,
anti-snake veneredsarum, Halogen tablets and other essential medicines at the Civil
Hospital, Hisar/ Hansi/ Narnaund/ Adampur/ Barwala/ Uklana/ Agroha as well as at all
Primary Health Centers.
3. A Mobile team will be constituted to providing medical facilities to the flood affected
population. Each Medical office will supervise 2 P.H.Cs. during the floods/natural
calamities. In case of emergencies and epidemic, serious case will be shifted to the Sub
Divisional Hospitals;
4. The Civil Surgeon will make arrangements for chlorination of drinking water wells in all
villages. Chlorination will be regularly carried out and intensified in the event of flood.(e) Provision of Drinking water
The Superintending Engineer, Public Health Circle, Hisar will make arrangements for carrying
out super-chlorination of all rural water supply schemes in the event of flood. Normally during

flood all hand pumps, well and other sources are polluted and scarcity of drinking water
prevails, hence Xen Public Health should make arrangement for supply of fresh chlorinated
water to the affected people.
Similarly arrangements will be made by the S.E. Public Health, Hisar for digging of trench type
latrines in the village which might be marooned during flood.(f) Preventive steps for the care of livestock's population during flood

The Deputy Director, Animal Husbandry will be responsible to make elaborate arrangement of
veterinary coverage of animal population of entire district. Stock of sufficient quantities of
medicine like H.S.V. deworming. Tablets and FAB etc. Where necessary, a veterinary mobile
team is provided.(g) Communication information regarding flood situation
The entire police wireless system is available to pass the flood messages immediately. Entire
district is divided in 18 Sectors of Rural area and 6 Sector of Urban area functioning during the
floods and other natural/man made Calamities. Telephone numbers of each sector in charge is
given at Page 22-23 for Communication. Flood Control Room will be functioning at district
head quarter round the clock w.e.f. 15-06-2015 every year with the telephone No. (01662) 231137, 240022, 253444. Other Control Room is also functioning at Sub
Division/Tehsils level.Necessary direction have been given to the departments i.e. Health, Food & Supplies. Animal
husbandry for stocking fodder, water, and Medicines during floods.
(I) Set up of mobile wireless stations.
The Sector Officers shall send all the information and requirement through special messengers
to their respective Sub Divisional level Control Room and pass information to the district
Headquarter Control Room through the Police wireless system immediately. Where ever the
mobile wireless stations are required the same will be established with the help of
Superintendant of Police Hisar without any delay. (h) Zonation of flood prone areas (Detail list along with telephone no's and In charge name)

charge/sector manager name have been provided on page 16-17. and Telephone Sector wise

(i) Relief and evacuation centre (Safe School buildings/dharmshala & other community structures be identified for relocating people in case of need)
200 Relief and evacuation centers have been identified. All the Headquarters of Sector
Officer shall also function as relief centre and the Sector officer shall be the in charge of
relief centre. (j) Provision of funds for carrying out relief operations Expediture will be mat out of relief of natural calamities head "2245" (RNC). every year
Government allotted funds for new schemes to protect abadi/fields area. (k) Constitution of Village Disaster management committee ( In the chairmanship of village
sarpanch, members including patwari, gram sachiv, ANM, Asha worker, anganwadi worker and concerned teacher of the school)
Village Disaster Management Committees have been Constituted and village disaster
management plans of selected 46 villages (on page 16-17) have been formulated.
