    CHAPTER 1

    INTRODUCTION

    1.1 BACKGROUND OF THE STUDY

    Dhaka City is the capital of Peoples Republic of Bangladesh. The Dhaka Metropolitan Area (DMA) has a population of 9.15 million1 (6.1% of the whole nation in 2009). Currently the urban transportation in DMA heavily relies on road traffic, where the travel modes such as automobile, bus, and rickshaw are coexistent. This brings about serious traffic congestion in addition to aggravation of health condition due to air pollution. It is further expected that, in the years to come, DMA will experience growth of the economy and increase in the number of automobiles, and urban population. All these make the improvement of the urban public transport system pressing issues for the DMA.

    With due consideration of this situation, the Government of Bangladesh (GOB), through Dhaka Transport Coordination Board (DTCB) as the implementing agency, formulated the Strategic Transportation Plan (STP) in cooperation with the World Bank in 2005. The STP prepared Urban Transportation Policy for the period of 20 years from 2004 to 2024, and identified priority issues such as establishment of the organization to manage project implementation and maintenance/operation, improvement of the mass transit system such as introduction of Bus Rapid Transit (BRT) and Mass Rapid Transit (MRT), and improvement of road network.

    Under such circumstances, Japan International Cooperation Agency (JICA) conducted formulation study for Dhaka Urban Transport Project in March 2008. Following this formulation study, JICA conducted preparatory survey on Dhaka Urban Transport Network Development Project (DHUTS) (Phase 1 Study) from March, 2009 to March 2010. The Phase 1 Study recommended a set of urban transport network development projects and programs.

    MRT Line 6 Project was selected in the Phase 1 Study as the priority project and it was agreed between GOB and JICA that this project will be further studied in the Phase 2 to confirm possibility of implementation.

    1.2 OBJECTIVES OF THE STUDY

    The objectives of the Phase 2 Study are to conduct the feasibility study on MRT Line 6 Project by confirming technical, economical and financial viability of the Project as well as assesing environmental and social impact.

    It should be noted that the Final Report of the Phase 2 Study is to be used by JICA as a basis of the project appraisal if MRT Line 6 project will be considered as a candidate for Japanese ODA Loan Projects.

    2.1 2BFUTURE URBAN STRUCTURE

    Dhaka is capital city of Bangladesh with the functions of administrative, commercial, industrial, educational and cultural centers. It is often called Mega City0F 1 1F, which indicates a large population agglomeration with more than 10 million. More significantly, Dhaka has extremely high density of population. Some areas in the old city area have a population density of more than 1,000 persons per hectare, which causes serious traffic congestion and deterioration of living environment.

    According to the previous master plans like Dhaka Metropolitan Development Plan (DMDP), it is proposed that Dhaka should be decentralized in population and employment opportunities from the inner city to the surrounding areas with satellite communities. Following the recommendations of the DMDP, the Government has developed satellite communities outside of DCC, such as Uttra, Tongi, Gazipur, Savar, Narayanganj.and Purbachal. The Phase 1 Study follows the concept of decentralization in population and work place from city center to surrounding satellite communities.

    Dhaka Urban Region consists of dominant city of DCC and surrounding satellite communities and rural settlements and they are economically integrated. Thus, future urban development in Dhaka will emanates from a dominant urban center and envelopes adjacent cities and settlements, such as Tongi, Gazipur, Savar, Narayanganj and Purbachal. These cities and settlements will constitute a multi-core mega urban region centering DCC. There are at least four key issues in the development of multi-core urban region as shown in Figure 2.1-1. They are: (1) strategic urban development of satellite communities, (2) effective transport network to connect existing urban cores with surrounding growth poles, (3) economic integration between dominant urban center and surrounding urban/peri-urban/rural settlement, (4) good governance to manage the urban region in effective and efficient manners.

    The development of multi-core urban region needs to encourage decentralization of over

    concentration of urban activities and population from the central area to the satellite communities. A large number of employment opportunities and new residential areas for medium and low income people should be developed in the satellite communities. In order to introduce private investment into the satellite communities, new transport system connecting between the central area and satellite centers will be necessary to alleviate traffic congestion.

    The future urban structure making multi-core mega urban region in Greater Dhaka Area toward 2050 is illustrated in 0HFigure 2.1-2. It is proposed that three development axes with mass transit corridors should be established: (1) Existing North-South Development Corridor, i.e., Tongi Uttara City Center - Narayanganj, (2) East-West Development Corridor, i.e., Purbachal Uttara Savar, and (3) Eastern Fringe Development Corridor.

    Strategic urban development along these mass transit corridors should be encouraged. The mass transit includes Buss Rapid Transit (BRT) and rail oriented Mass Rapid Transit (MRT), which will become a trigger to change the urban structure of Dhaka to multi core mega urban region.
