• The consolidated set of documentation required by participants, controllers and evaluators to conduct the exercise

• The road map for the preparation and conduct of the exercise

• Data = information provided by a controller to a player when adequate actions are taken to obtain it• Example: ambient gamma measurement when a

survey is conducted
