Another storm is on its way towards the Philippines as this appeal is being issued. This will exacerbate the conditions further for the hundreds of thousands of people who find themselves homeless and who have lost all their possessions and means of earning a living. Members of ACT Philippines Forum: Christian Aid (CA), Lutheran World Relief (LWR), Norwegian Church Aid (NCA), the National Council of Churches in the Philippines (NCCP) and the United Methodist Committee on Relief (UMCOR) are planning to provide assistance including food and non-food items, WASH, shelter, livelihood, psychosocial services, capacity building and disaster risk reduction. ICCO Cooperation is planning to join the full appeal.

I. NARRATIVE SUMMARY

DETAILS OF THE EMERGENCY Barely recovering from the devastation of a 7.2 magnitude earthquake, people in the provinces of Cebu and Bohol as well as in other parts of the country were once again hit by another disaster in the form of super Typhoon Haiyan (local name: Typhoon Yolanda). Typhoon Haiyan, considered the strongest typhoon ever, with sustained winds of 234 kph and gusts of 275 kph, made landfall in the Philippines on 8 November 2013. The winds, torrential rain and tide surges severely affected nine regions (Regions: IV-A, IV-B, Bicol, Western Visayas, Central Visayas, Eastern Visayas, Northern Mindanao, Davao Region and CARAGA); 36 provinces, 39 cities, 343 municipalities and 1,741 barangays. The National Disaster Risk Reduction and Management Council (NDRRMC) reported that a total of 982,252 families (4,459,468 individuals) were affected; initial figures show that 151 people lost their lives in the typhoon (mostly from Tacloban and Palo City), and, 3,840 houses were damaged (2,071 totally wrecked and 1,409 partially damaged). Of the total affected, 101,762 families or 477,736 individuals were displaced – 86,513 or 403,502 persons are staying in 1,425 evacuation centers while 15,249 families or 74,232 persons are staying with their relatives and friends. Leyte and Samar – devastated The islands of Leyte and Samar were the most devastated by the monster typhoon, in terms of number of casualties and damage to property. Tacloban City was totally wrecked as Typhoon Haiyan induced huge storm surges which swept and destroyed buildings and houses. In its aftermath, dead bodies littered the streets of the city. At least 138 people were confirmed dead but authorities are saying that fatalities may increase to thousands as more areas are accessed. Cebu and Bohol – devastated once more Barely recovering from the strong earthquake, Typhoon Haiyan and subsequent tidal surge affected 846, families (3,805, 142 individuals) in 280 barangays in the two provinces’ 41 towns and cities. All together Haiyan has affected 9 regions, 43 provinces, 54 cities, 520 municipalities, 8,819 barangays. ACTIONS TO DATE, AND EMERGENCY NEEDS Rapid assessments are currently being conducted by ACT Philippines Forum in the affected areas. However, there is severely limited communication as electricity and communication lines have been destroyed. For immediate response, NCCP has issued appeals for donations, in cash or in kind, to its member churches, friends and supporters and has opened its main building and members’ offices as drop centres for relief goods and other support. NCCP have responded initially to the emergency needs of the affected population through their own resources by distributing food packs and clothing. Member churches have also responded by opening up facilities and services to help families that were affected by the typhoon. The WASH cluster had its first meeting on 11 November and discussed reports from the provinces stressing the need for large generators for water systems, water treatment units, water trucking and water kits for household storage and transport as well as hygiene kits and sanitation. There is also lack of fuel for generators. There are great challenges in the response with lack of communication with communities in remote areas, debris on roads and lack of security. Furthermore, a new storm is also underway which will affect transport by sea. NCA plan to respond with ACT alliance partners and with partners in the Global WASH Cluster by delivering clean water, hygiene and sanitation services to 25,000 persons. ACT members Lutheran World Relief and Christian Aid will shortly be carrying out a needs assessment to Leyte province. Rapid assessments are conducted by resources in the clusters. Some of ACT alliance are considering creating a joint hub for cooperation and coordination in Cebu, as Cebu is a hub for logistics. NCA emergency team will establish a base in Cebu from 13 November with a team leader, logistics officer and WASH advisor. Needs identified The rapid assessments conducted by NCCP and its member churches along with assessment reports sent by regional ecumenical councils and partner organizations, indicated that there are still affected areas that government and non-government agencies have not yet reached. Urgent needs include food, sleeping materials, water, blankets, tarpaulin, tents, medicines, mosquito nets, generators, hygiene kits and kitchen utensils. The massive destruction of houses prevents families from returning home. Thus, there is immediate and increasing need for plastic sheets for temporary cover and enclosed tents for families with vulnerable members. One of the most urgent needs is safe drinking water and hygiene kits across all affected areas as water pipelines may have been damaged and accessible water is not potable. There is acute lack of clean water, food for the population in all nine provinces where more than 9 million people are affected. Children are in particular a vulnerable group. There are reports of looting as people grow desperate for food and water. Women and children are experiencing post-traumatic stress syndrome (PTSD), thus extension of psychosocial support is needed. There is also an identified need to support early recovery of affected families through repair and construction of damaged houses.

PROPOSED EMERGENCY RESPONSE OVERALL GOAL: The overall goal of the project is to contribute to the overall efforts of the affected communities in recovering from the devastating effects of the typhoon through the provision of relevant assistance that will cover their immediate needs, provide opportunities for early recovery and rehabilitation, and build up their capacities to better prepare and cope with disasters. One of the main goals is to save lives and alleviate human suffering by provision of clean water, sanitation and hygiene services. OBJECTIVE(S) OF THE EMERGENCY RESPONSE:

1. Provision of emergency food to families affected by the typhoon and contribute to alleviating hunger,

2. Provision of non-food assistance to families such as plastic, sheeting, blankets etc. 3. To provide clean water, sanitation and hygiene services to 25,000 people in Leyte province and

additional 30,000 water units,

4. Provide psychosocial assistance to people suffering trauma caused by the disaster, 5. Provide early rehabilitation support to families whose sources of livelihood were destroyed,

including agriculture and cash for work, 6. Provide construction material, 7. To provide for awareness building and skills development for churches, communities and affected

population on disaster preparedness and risk mitigation. PROPOSED ASSISTANCE: TARGET POPULATIONS: ACT Forum members intend to target subsistence farmers, small fishermen, poor urban dwellers and odd jobbers who are amongst the worst affected by the typhoon and who have very limited capacity, finances and resources of their own to recover from the recent disaster. NCCP and other ACT members are guided by the following criteria for beneficiary selection:

Degree of vulnerability: the target beneficiaries belong to the most vulnerable segment of the affected population; they are among the poorest of the poor, female-headed households, family members are disabled, etc

Extent or degree of damage to the livelihood of affected population: target beneficiaries will be those most badly affected by the disaster; families whose primary source of livelihood is totally or partially destroyed, e.g. small retail stores, crops, fishing boats, etc

Extent or damage to property: families whose houses were totally or partially damaged but who lack the resources to construct a new house or repair damage.

The beneficiaries have been involved in the identification of priority needs and in identification of the specific forms of agriculture and livelihood assistance through a series of meetings and consultations in the course of developing this appeal. In the actual implementation of project activities the target groups and

IMPLEMENTATION ARRANGEMENTS: ACT members NCCP, Christian Aid, UMCOR, LWR, and NCA will coordinate their activities with other the Government, Churches, UN Agencies, and NGOs in the area. ICCO&KIA will join the full appeal. The focus is at the moment on life-saving activities but keeping the longer-term rehabilitation and development aspect in mind. The activities mentioned in the following chart are subject to changes and adjustments according to the situation and needs. There might be double counting on the number of people assisted as some of the families may get different kinds of assistance. We calculated the average family of six persons. COORDINATION: At the forum level, a coordination meeting was organized in which the areas of operation were identified. It was ensured that there will be no duplication of areas and every effort will be made for complementation of activities. Close coordination will likewise be ensured with other service providers to ensure complementation and avoid duplication of efforts and areas of operation. Coordination will likewise be made with the national agencies and the local governments. All project activities will be coordinated with the respective disaster coordinating councils in the affected areas and peer non-government organizations. In addition, all implementing partners are active in various formal and informal civil society circles and fora, especially those relating to disaster risk reduction (DRR), climate change and humanitarian work. NCCP, LWR and Christian Aid are registered and accredited agency by the Department of Social Welfare and Development (DSWD). UMCOR is in the process of getting registered. All ACT members will coordinate with the regional, provincial and municipal disaster coordinating councils in the affected areas. All ACT partners will acknowledge ACT Alliance’s contribution and role in all activities to project participants, stakeholders, general public, government and peer organizations. COMMUNICATIONS: The NCCP Office of Communication and Research (OCR) shall be in-charge of the internal and external communication related to the implementation of the emergency, rehabilitation and post-crisis phase of the project. Using the website and other media channels, it will gather stories and situation reports from the local population as well as published update bulletins from time to time as may be deemed necessary. This media will also be used to call for further assistance such as volunteer mobilization or donation

PRINCIPLES AND STANDARDS: As an ACT member and a registered, accredited and licensed social welfare agency in the Philippines, NCCP adheres to the principles of the Code and Conduct and the standards set forth by the Department of Social Welfare and Development and the SPHERE Standards. The Standards are part of the orientation being provided to the members of the Disaster Response Committees, the program staff as well as the volunteers. PLANNED IMPLEMENTATION PERIOD: The duration of project implementation is 12 months, from November 2013 to October 2014. This will include the necessary social preparation and set-up activities at the early period of project implementation, and report writing, evaluation and audit in the latter period. The full appeal proposal will be submitted as soon as the rehabilitation plans have been defined and firmed up in consultation with the affected communities. MONITORING AND EVALUATION: Monitoring the progress of ACT Forum projects will be conducted by the Program Coordinators of the requesting members in this appeal. Reports will be prepared by the local partners and will form the basis of the reports to be prepared by the ACT Forum requesting members and submitted to the ACT Alliance on the designated dates of submission. The final financial and narrative report, as well as the audit will be prepared based on the guidelines set by ACT Alliance reporting and will be in conformity with ACT guidelines.
