CHAPTER – 1

EXECUTIVE SUMMARY

1. Executive Summary

M/s Seetharam Cements Ltd (SCL) operated a 120 tpd VSK based

Mini Cement Plant for 14 years from 1987 to 2000 in Farorqnagar

(V), Shadnagar (M), Mahaboobnagar Dist., 70 km to the existing ML

area of 429.07 acres in Gandlapally (V), Kodangal (M), Mahabubnagar

(D), Andhra Pradesh.

SCL now proposes to setup a new Greenfield Cement Project at the

pit head of Gandlapally mines for production of 1.5 MTPA clinker and

2.0 MTPA cement at Angadi Raichur/Indanur Villages of Kodangal

Mandal, Mahaboobnagar District, Andhra Pradesh.

Limestone requirement will be met from the existing mining lease of

429.07 acres located at 0.1 km from the proposed cement plant site

Mahabubnagar District, Andhra Pradesh

Limestone mine spreads over an area of 429.07 acres with about 48.6

million tonnes of mineable reserves will last for 22 years with

proposed production capacity of 2.25 Million Tonnes Per Annum

(MTPA) capacity. SCL applied for PL (prospecting licenses) adjoining

to the existing ML area to support additional limestone requirement.

Opencast Mechanized method of mining will be adopted. The

limestone produced will be crushed in the mine for transport to

cement plant by conveyor.

There is no Overburden or other reject in the ML area except topsoil.

Average soil thickness is 0.5 and limestone is exposed on surface at

most of the places. Top soil of 0.681 million tonnes and is expected to

be generated during the life of the mine which will be utilized for

plantation and development of greenbelt.

Water requirement for the proposed mine is about 100 m3/day for

dust suppression, plantation and domestic purposes. This

requirement will be supplied by cement plant initially and after

formation of the mine pit, rain water collected in the mine pit will be

used.

The limestone bearing areas are in the form of hillock/mound with an

elevation of 15 to 30 m w.r.t the surrounding plains.

The capital Investment Cost is estimated as Rs. 40 Crores. All the

infrastructural facilities will be provided.

CHAPTER – 2

INTRODUCTION OF THE PROJECT /BACKGROUND INFORMATION

2.0 Introduction of the Project / Background information

i. Identification of project and project proponent. In case of mining

project, a copy of mining lease / letter of intent should be given.

PROJECT: Seetharam Cements Limited (SCL) now proposes to

setup a new Greenfield Cement Project at the pit head of Gandlapally

mines for production of 1.5 MTPA clinker and 2.0 MTPA cement at

Angadi Raichur/Indanur Villages of Kodangal Mandal,

Mahaboobnagar District, Andhra Pradesh.

The limestone requirement, for the proposed cement plant, will be

met from Limestone mine spread over an area of 429.07 Acres with

about 48.6 million tonnes of geological reserves of limestone. SCL

applied for PL (prospecting licenses) adjoining to the existing ML area

to support additional limestone requirement.

The present proposal is for obtaining Environmental Clearance for

429.07 acres of limestone mine from Ministry of Environment &

Forests (MoEF) under 1(a) I category of EIA notification SO1533 dated

14th Sep. 2006 and subsequent amendments dated 01.12.2009 &

04.04.2011 to operate proposed limestone mine with production level

of 2.25 MTPA.

The area is limestone bearing belonging to Bhima Series and in

continuation to the Bhima basin in Karnataka as an isolated patch.

There are two types of limestone viz massive Grey and flaggy

limestone occur in the area.

The area contains limestone of variegated colours most of them being

high grade in quality.

The mine lease document issued by Govt. of Andhra Pradesh is

enclosed as Annexure-I.

The limited drilling carried out in the area indicates the thickness of

limestone increase gradually towards east.

The deposit is a sloping terrain with elevation of the area ranging

from 560-580 m above MSL with slope towards South West.

PROJECT PROPONENT:

SCL has entered into an MOU with the Government of Andhra

Pradesh on 12th January, 2012 during the Partnership Summit to

setup a 1.5 MTPA Clinkering Plant and 2.0 MTPA Cement Plant in

Angadi Raichur/Indanur Villages, Kodangal Mandal, Mahabubnagar

District, Andhra Pradesh. The project will be a Joint Venture Project

with Builders Association of India (BAI), Hyderabad,

M/s BAI agreed to extend full financial support and will take entire

cement for its captive consumption. Hence, SCL have neither a

problem of finance nor marketing of cement. In fact, the cement

prices will get stabilized by establishing this unit in the state of AP.

SCL will be supplying cement “at cost plus price” to the Government

of AP for use in all its Infrastructural & Housing projects.

The Hon’ble Chief Minister of AP announced at a BAI meeting held on

13/05/2012 that SCL unit will be given all clearances/ approvals for

setting up the mega project and the AP Government will consider to

take a stake in SCL provided the unit promoted by SCL/BAI is willing

to supply cement to the Government on cost plus price.

ii. Brief description of nature of the project

The proposed project is a limestone mine spread over an area of

429.07 acres with about 48.6 million tonnes of mineable reserves to

produce 2.25 MTPA of Limestone at Gandlapally Village of Kodangal

Mandal of Mahaboobnagar District, Andhra Pradesh.

The mining of the deposit is proposed to be worked by deep hole

drilling & blasting with fully mechanized open cast mining method.

The limestone produced from the mine will be transported to the

crusher located in mining lease area by dumpers/trucks and after

crushing to the desired size in the crusher will be transported to the

plant by a covered belt conveyor.

The benches will be of 8 m height with a width of 30 m. The benches

will be sloped at 60o-65o while working and ultimately 45o to

horizontal. Since, the formations are medium hard and near

horizontal with dip angle between 7o – 8o, there will not be risk of any

slope failures.

There is no Overburden or other reject in the ML area except topsoil.

Average soil thickness is 0.5 m and limestone is exposed on surface

at most of the places. Top soil of 0.618 million tonnes is expected to

be generated during the life of the mine which will be utilized for

plantation and development of greenbelt.

During the life of the mine, about 429.07 acres will be developed into

water reservoir depending upon the slope and bench height, bottom

most benches will be converted to water reservoirs and 6.75 Acres

will be under afforestation (includes bench reclamation).

iii. Need for the project and its importance to the country and or

region.

Cement industry is one of the main beneficiaries of the infrastructure

boom. While on the one hand several big and small cement

companies are actively considering expansion plans in anticipation of

further growth in demand for cement, on the other, a phase of

acquisitions and mergers among the existing players is also going on.

In India, the south consumes maximum of 30% followed by East at

17%, North at 19%, central at 16% and West 18%. Also, there is an

increase in the consumption of PPC cement from 48% to 50%.

Weaker sections’ housing, construction of public toilets, schools in

rural area apart from several private and public infrastructure

projects will also give tremendous boost to the cement consumption

in the state. Most importantly, irrigation projects, worth nearly Rs. 1

lakh Crore, will trigger unprecedented demand for the next 5-7 years.

As per the industry sources, demand has mainly come from the

construction sector with the three main cities in the South -

Bangalore, Chennai and Hyderabad - witnessing hectic construction

activity be it for the information technology sector, shopping malls or

integrated townships. The growth in demand has prompted many

cement industries to consider expanding their capacities, both in

present locations and in Greenfield locations.

The chemical characteristics of limestone extracted from this mine do

not warrant any mineral beneficiation, since the quality of limestone

produced from this mine is suitable for cement.

To meet the limestone requirement of the plant, SCL has applied the

lease for the subject mine, and it is aimed to produce 2.25 MTPA of

limestone from this mine.

Demand– supply Gap

Since Limestone is the main raw material for cement production, the

demand is always there with that of cement. Moreover, the subject

mine produces good grade limestone leading to conservation of

mineral resources.

The cement market has growth due to the central government

liberalization policies and new schemes for housing, road projects.

Cement demand growth is anticipated to be about 11% increase

mainly through road projects & Housing Projects.

Continuous demand for exports to China and other South-East Asian

countries along with the increased requirement of the domestic sector

has been lead all the cement manufacturers in the country to plan for

increased capacities.

iv. Imports Vs Indigenous production.

The limestone produced from SCL is meant for the captive

consumption in the cement plant.

v. Export possibility.

No exports of limestone are proposed.

vi. Domestic / export markets

The limestone produced from SCL is meant for the captive

consumption in the cement plant.

vii. Employment generation (direct and indirect) due to the project.

Mechanized method of mining will be adopted. The limestone

produced will be crushed in the mine for transport to cement plant by

conveyor.

The workmen employed from local villages at different levels. The

Managerial, supervisory, Skilled, Semi-skilled and unskilled labor

totaling to 60 will be engaged as per requirement.

CHAPTER – 3

PROJECT DESCRIPTION

3.0 Project Description

i. Type of project including interlinked and interdependent

projects, if any.

The proposed project is a limestone mine of 429.07 acres with

production capacity of 2.25 MTPA.

SCL proposes to set up a 2.0 million tonnes per annum, Greenfield

cement plant at Angadi Raichur/Indanur villages of Kodangal Mandal

of Mahabubnagar District, Andhra Pradesh. The limestone

requirements for the cement plant is proposed to be met from the

existing mine lease of 429.07 acres having mineable reserves of 48.6

million tonnes with life of 22 years. Additional resources of limestone

are available to meet the required reserves adjoining ML area.

Mineral produced will be utilized in own plant proposed at Angadi

It is categorized as Category A Project under Schedule 1(a) as the

mining lease area is more than 50ha hence it necessitates obtaining

The existing mining lease area comprising 429.07 acres is situated at

Gandlapally village of Kodangal Mandal of Mahabubnagar District,

Andhra Pradesh.

The limestone deposit at Gandlapally village is covered by Survey of

India, Topo sheet No. 56G/12 & 56 G/8 and falls between A) 170 4’

33.69” N – 770 30’ 16.8” E, B) 170 5’ 8.69” N – 770 29’ 11.75” E, C)

The location map of the mine site is shown in Fig – 1.

The area is approachable from Hyderabad in SW direction about 140

km via Kodangal which is about 120 km from Hyderabad city. The

area is well connected by NH-218 connecting Gulbarga - Sindgi is at

a distance of 71.1 km in Western direction to the mine site. The State

Highway (SH-20) connecting Sedam - Kasturpally is at a distance of

2.0 km in SW direction to the mine site.

From the main road to the deposit / lease it is connected by all

weather metalled road. The nearest railway station is Nawandgi RS

which is 15.6 km in NW.

Nearest railway line connecting Vikarabad – Sedam of South Central

Railway line is located at a distance of 15.5 km at N direction to the

mine site. Kodangal is the nearest town located at a distance of 12.3

km in ENE to the mine site.

site is depicted in Fig – 2.

There are no wild life sanctuaries, national parks, elephant/tiger

reserves within 10-km radius of the study area.

the proposed site, particularly the environmental considerations

gone into should be highlighted.

No alternate sites were considered as the project is mineral specific.

iv. Size or magnitude of operation.

Mine area is 429.07 acres. The proposed rate of production of

limestone is 2.25 Million TPA.

v. Project description with process details (a schematic diagram/

flow chart showing the project layout , components of the

project etc. should be given)

The mining will be opencast mechanized mining, employing DTH

drilling for blast holes, after blasting the mineral will be loaded into

the dumpers using hydraulic excavator. The limestone will be hauled

to the crusher and subsequent through belt conveyor to the cement

factory.

The benches will be of 8 m height with a width of 30 m. The benches

will be sloped at 60o-65o while working and ultimately 45o to

horizontal. Since, the formations are medium hard and near

i) Drilling

Latest hydraulic drills will be used in combination with the diesel-

operated compressors. The diameter of drill hole will be of 150 mm

diameter.

Primary Drilling

Bench Height

As per the deposit characteristics the bench height will be kept at 8.0

m with substituting of 10% (9 m).

Burden & Spacing

A burden and spacing of 3 x 5 m will be maintained to carry out

staggered pattern of drilling for blasting.

Angular Holes

Angular blast holes in a staggered pattern will be drilled for blasting.

Secondary drilling

No secondary drilling will be carried out. The boulders will be broken

by deploying Rock – Breaker or by using secondary blasting if

required. However with the precise method of blasting and adopting

the method of decking in between the fractured zone, will try to avoid

the boulder formation.

ii) Blasting

Blasting is one of the most important operations in the production

cycle of a mine. Open cast mining adopting deep hole blasting

technique & deploying HEMM.

Type of explosives used / to be used

Only Class 2 & 6 explosives will be used for priming, column charge

and blasting accessories

iii) Loading

Loading of limestone will be carried out with the help of hydraulic

excavators of 4.2 m3 / 6.5 m3 bucket capacity.

iv) Hauling

Dumpers of 50 ton capacity will be used for transport of limestone

from pit to crusher.

v) Raw material required along with estimated quantity, likely

source, marketing area of final product/s, mode of transport of

raw material and finished product.

No raw material is required.

vi) Resource optimization / recycling and reuse envisaged in the

project, if any, should be briefly outlined.

The top soil generation from the mine is 0.618 million tonnes. Part of

top soil will be utilized for filling up in the low lying area in the plant

to develop greenery and part quantity will be dumped along mine

boundary.

vii) Availability of water its source, energy /power requirement

Water requirement for the proposed mine is about 100 m3/day for

dust suppression, plantation and domestic purposes. This

requirement will be supplied by cement plant initially and after

formation of the mine pit, rain water collected in the mine pit will be

used.

The power required for illumination will be supplied by cement plant.

viii) Quantity of wastes to be generated (liquid and solid) and

scheme for their management / disposal.

No waste is envisaged from the proposed mine except the top soil.

SITE ANALYSIS

4.0 Site Analysis

i. Connectivity.

The mine area under reference extends over an area of 429.07 acres

at Gandlapally Village of Kodangal Mandal, Mahabubnagar District,

Andhra Pradesh.

Nearest railway line connecting Vikarabad – Sedam of South Central

Railway line is located at a distance of 15.5 km in N direction to the

mine site.

The area is approachable from Hyderabad in SW direction about 140

km via Kodangal which is about 120 km from Hyderabad city. The

area is well connected by NH-218 connecting Gulbarga - Sindgi is at

a distance of 71.1 km in Western direction to the mine site. The

State Highway (SH-20) connecting Sedam - Kasturpally is at a

distance of 2.0 km in SW.

From the main road to the deposit/lease it is connected by all-

weather metalled road. The nearest Railway station is Nawandgi RS

located at a distance of 15.6 km in NW.

Infrastructural facilities like Post & Telegraph Office, Telephone,

Police Station and Primary Health Center etc., are available in the

campus. The nearest International airport is Hyderabad at a distance

of 98.2 km in ENE.

ii. Land form, land use and land ownership.

Mine area of 429.07 acres is the existing mine lease of SCL with

rainfed cultivation.

Mine lease area is a private land.

Topography

The lease area is a sloping terrain with RL ranging from 560 to 580

m. Surface plan of the Mining lease area is enclosed as Fig – 4.

iii. Existing land use pattern (agriculture, non-agriculture, forest,

water bodies (including area under CRZ), shortest distances from

the periphery of the project to periphery of the forests, national

park, wild life sanctuary, eco sensitive areas, water bodies

(distance from the HFL of the river), CRZ, in case of notified

industrial area, a copy of the Gazette notification should be

given.

Mine area of 429.07 acres is the existing mine lease of SCL with

rainfed cultivation

No sensitive areas like National parks and Wild life Sanctuary are

located within 10 km of the mine area.

Gandlapally RF is located at a distance of 0.3 km in N, Jutpalle No 1

RF is located at a distance of 6.5 km in NE, Appaipalle RF is located

at a distance of 6.6 km in ENE and Daulatabad RF is located at a

distance of 7.2 km in SE.

The company obtained clearance from the Principal Chief

Conservator of Forests, Hyderabad to set up the Cement Plant

adjoining the Reserve Forest area (copy attached below)

iv. Soil classification

The top soil is black in colour, fine to medium grained. Friable and

sticky when wet. In the area eastern part of the area is covered with

0.5 mts (maximum) thick black cotton soil cover.

v. Climatic data from secondary sources

In general the climate of this area is dry. Summer starts from mid of

February and continues up to first week of June, when the monsoon

breaks. The monsoon continues till the end of October. Winter is

between November and middle of February. The peak of summer is

in May. The maximum temperature is about 450C. During the cold

months of December the temperature falls to 5.6 0C. The average

rainfall of the district is 847 mm.

vi. Social infrastructure available.

Kodangal is the nearest populated area situated at about 12.3 km

from the Mine site. It is a nearest town with well connected to all

major cities by rail/road. All basic amenities such as school, hospital,

market, etc., are available here. Sedam is major town, which is

around 30 km from plant & Mine site.

5.0 Planning Brief

i. Planning concept (type of industries, facilities, transportation

Not applicable.

The subjected mine is the captive limestone mine of M/s

Seetharam Cements Limited at Gandlapally Village of Kodangal

Mandal of Mahaboobnagar District, Andhra Pradesh with mine

extent of 429.07 acres. The proposal is for 2.25 MTPA limestone

production.

ii. Population projection

About 60 workers will be deployed.

iii. Land use planning (breakup along with greenbelt etc.,)

During the life of the mine, about 429.07 acres will be developed into

water reservoir depending upon the slope and bench height, bottom

most benches will be converted to water reservoirs and 6.75 Acres

will be under afforestation (includes bench reclamation).

iv. Assessment of infrastructure demand (physical & social)

The establishment of the Cement Plant would aid in the overall social

and economic development of the region. The plant and mine will

give employment to about 2000 people (450 direct and 1550 indirect),

in addition there will be indirect employment to many more people, in

the form of contractual jobs, business opportunities, service facilities

etc. The will enhance the economic status.

Apart from the jobs, the company will provide medical and

educational facilities to the employees which can also be availed by

the people around the plant. The company also proposes to construct

a full – fledged colony comprising 150 quarters at cement plant.

Adequate recreational facilities for the staff of the company and the

local people will be created.

v. Amenities / Facilities.

Infrastructural facilities like Post & Telegraph Office, Telephone,

Police Station and Primary Health Centre etc., will be provided at

cement plant of SCL. The mine office with first aid rooms, rest

shelters, toilets, tool/store room etc., are proposed in cement plant.

SCL will establish a dispensary in the plant premises.

CHAPTER – 6

PROPOSED INFRASTRUCTURE

No processing is involved

The mine will be operated by means of opencast fully mechanised

method of mining which includes deep drilling and blasting, loading

the broken material by heavy machinery like hydraulic excavators

and tippers for transporting the limestone crusher. Conveyor of 0.6 -

0.8 km length will be laid from mine to plant for transport of crushed

limestone

ii. Residential area (non-processing area)

No residential area is proposed at mine.

iii. Greenbelt

7.5 m of mine periphery will be under plantation in an area of 6.75

acres.

iv. Social infrastructure

The mining activity carried out in the area rather has a positive socio-

economic impact upon the nearby human settlement as indirect

employment potential is created due to mining and allied activities in

the area. Apart from these, the company promotes health and

education awareness in the area time to time by organizing health

and education camps.

In addition SCL will take various social welfare programmes in the

surrounding villages. The focus areas include:

REHABILITATION AND RESETTLEMENT (R & R) PLAN

7.0 Rehabilitation and resettlement (R & R) Plan

The mine area does not cover any habitation. Hence the mining

activities do not involve any displacement of human settlement. No

public buildings, places, monuments etc., exist within the lease area

or in the vicinity. The mining operations will not disturb/relocate any

village. The land oustees will be enumerated and compensation will

be paid as per the Govt. Policy

PROJECT SCHEDULE & COST ESTIMATES

8.0 Project schedule & Cost Estimates

Mine will be started after getting EC, CTE, CTO and all other

regulatory clearances. Life of the mine @ 2.25 million tonnes per

annum for the mineable reserves of 48.6 million tonnes would be 22

years.

ii. Estimated project cost along with analysis in terms of economic

viability of the project.

The estimated project cost for the limestone production will be about

Rs. 40 Crores.

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

9.0 Analysis of proposal (Final Recommendations)

i. Financial and social benefits with special emphasis on the

benefit to the local people including tribal population, if any, in

the area.

Economic development of the region depends largely upon the nature

of activities undertaken in the surrounding region. Corporate

development invariably contributes towards acceleration of the

process of socio-economic upliftment of the rural society by means

of employment, health & study programme, medical camps etc.,

Employment: Preference will be given for locals for employment

based on qualifications & requirement

Medical facilities: Medical facilities will be provided for employee as

well as people of nearby villages.

Educational facilities: Basic educational and vocational facilities

will be provided for the children of employees as well as nearby

villages.

Infrastructure facilities: Approach roads will be developed at par

with plants roads

Additional: The establishment of factory will facilitate additional

auxiliary facilities like banking post office & recreation facilities.
