1. EXECUTIVE SUMMARY The total reserves/resources of limestone of all categories and grades in the country as per NMI data

based on UNFC system as on 1.4.2015 have been estimated at 203,224 million tons, of which 16,336

million tons (8%) are placed under reserves category and 1,86,889 million tons (92%) are under

remaining resources category. Karnataka is the leading state having 27% of the total resources followed

by Andhra Pradesh and Rajasthan (12% each), Gujarat (10%), Meghalaya (9%), Telangana (8%),

Chhattisgarh and Madhya Pradesh (5% each) and remaining 12% by other states.[Indian Minerals

Yearbook 2017, 56th Edition]. Indian cement industry is fast going industry and therefore requirement

of lime stone which is the main raw material for manufacturing cement is also increasing day by day.

The lime stone from the present mine is planned to be supplied to its own proposed cement plant and

also to other cement plants.

The proposal is for open cast mechanized extraction of limestone mineral from Ittigehalli Village. The mining lease was first granted on 18.01.1983 under ML No.1862 for a period of 20 years for mining of

Limestone & Dolomite minerals to Shri. B. Ramaswamy. Later lease was transferred to M/s. Mysore

Housing Co. Pvt. Ltd for extraction of limestone. The lessee Shri B. Ramaswamy has been appointed as

director of the company. Subsequently the lease was renewed for another 20 years in 2003, w.e.f.

18.01.2003 under ML No. 2473 over an area of 80.94 ha. Lease will be valid for 50 years from the date of

grant i.e. 17.01.2033 as per MMDR Act 2015, for the purpose of supplying limestone to consumers

industry/ or various buyers. (Lease deed Annexure‐I)

Maximum annual proposed production from the limestone mine is 0.60 Million Tons.

Scheme of Mining was approved for a period of 2008‐09 to 2012‐13, vide letter no.

MS/CTD/LST‐141‐SZ dated 13.08.2009 & valid up to 31.03.2013.

The latest review & updation of mining plan in respect of Ittigehalli Limestone Mine (ML No. 2473) over an area of 80.94 ha at village Ittigehalli, Tehsil Hosadurga, District Chitradurga, State Karnataka was approved vide File no.‐279/769/2003/BNG Dated 12/04/2018. (copy of mining plan approval letter enclosed as Annexure II).

Earlier ToR was granted to Ittigehalli Limestone Mine vide letter no. J‐11015/516/2008‐IA. II (M) dated

25.02.2009 for production capacity of 0.6 million tons per annum. Since the market condition was very

poor the ToR could not be persuaded, hence it got lapsed. (copy of earlier ToR enclosed as Annexure III).

Now the PP is applying for grant of Terms of Reference at a production 0.60 million tons of limestone

mineral under EIA notification 2006 and subsequent amendments. The mode of mining method

proposed is Open cast mechanized with adoption of drilling and blasting.

During previous mine plan and scheme of mining period no mining activities were taken up, due to

unfavourable conditions like lack of market, climatic conditions, etc. Hence, the proposed production

could not be achieved. Mine has not worked since 1994, therefore no production was carried out from

the mine since 1994.Now the company intends to carry‐out the mining operations in accordance with

the rules & regulations and present demand and favourable market conditions for limestone.

The proposal is considered under Category “A” as the mining lease area of 80.94 ha situated at Village‐

Ittigehalli, Taluk‐ Hosadurga, District‐ Chitradurga, State‐ Karnataka at the latitude is 13⁰83’46.53" to

13⁰82’26.78” N, and longitude 76⁰28’50.64" to 76⁰48’32.12” E. The lease area falls in the Survey of India

Toposheet No. 57 C/5 (OSM sheet no. D43Q5).



The leasehold area displays an undulating topography. The maximum and minimum elevations in the

lease are 730 mRL and 652 mRL respectively. The lease area is non‐forest government revenue land.

Method adopted will be mechanized open cast mining with drilling and blasting. Drilling equipment

which may use are Wagon Drill, excavator, Jackhammer, compressor and tippers etc. The bench height

of 6m and working bench width of 10m is proposed to be maintained. The side burden, waste and other

interburden materials will be dumped separately in the waste dump yard as shown in the respective

plates and later on utilized for rehabilitation of the area. Based on proved reserve of 7.329 million tons,

the life of mine is estimated to be about 12 years however based on reserve & resource of 23.61 Million

Tons as per mine plan, the life of mine has been estimated as 40 years.

During the plan period about 0.30 million tons OB/reject will be generated which will be stacked into

dump yard created in the mined‐out area. Mined out area is proposed to be partially reclaimed by

backfilling and rest of the area will be converted into water recharge pit. Plantation will be carried out at

the end of conceptual period over backfilled area. The raw materials required for working includes

21KLD water per day and 1400 litre diesel per day. The project cost is about Rs. 242 Lakhs.

ROM will be dispatched to consumers/ buyers directly. The mine will always have economic viability as

the market is already assured.

Nearest hospital is Government Hospital, located in Siddapura, Chitradurga at about 4.87 km SW from

this mining lease area. All other community facilities like Post office, ATM, Police Stations are also

available in nearby villages. The lease area lies in the seismic zone II, which is least active zone.

Analysis of proposal (Final Recommendations)

The project is proposed to mine limestone in an area of 80.94 ha. It will provide direct employment to

about 80 workers. Besides there will be indirect employment for transportation, canteen, repair shop,

security etc. Most of the employment will be given to locals from the nearby village. Further, the share

of indirect employment like increased purchasing power, dhabas and retail shops etc. is largely shared

by local residents.



2. PREFEASIBILITY REPORT Introduction of Project—Background information

The proposal is for Ittigehalli Limestone Mine over an area of 80.94 ha of M/s Mysore Housing Co. Pvt.

Ltd located in village Ittigehalli, Tehsil Hosadurga, District Chitradurga of Karnataka state at the latitude

is 13⁰83’46.53" to 13⁰82’26.78” N, and longitude 76⁰28’50.64" to 76⁰48’32.12” E. The lease area falls in

the Survey of India Toposheet No. 57 C/5 (OSM sheet no. D43Q5). The proposed Maximum Production

from the mine is 0.60 Million Tons per Annum. ROM from this mine will be sold to various buyers.

M/s Mysore Housing Co. Pvt. Ltd is promoted to undertake mining activity. The company’s registered

office is located at No. 302, RV Apartments, No. 31, 99 Pipeline road, Malleshwaram Bangalore

Karnataka 560003.

The mining lease was first granted on 18.01.1983 under ML No.1862 for a period of 20 years for mining

of Limestone & Dolomite minerals to Shri. B. Ramaswamy. Later lease was transferred to M/s. Mysore

Need of the Project:

There is a growing demand of Cement in the country. Production from the mine, will be supplied to

consumers industry and buyers. The project will generate direct and indirect employment which will

help in improving socio‐economic growth in the area.

Demand‐Supply Gap:

Accelerated growth in consumption of mineral in cement plant is taking place in the country; therefore,

there will always be demand of limestone. The mined‐out mineral will be transported to various buyers

for manufacturing of cement.



Imports vs. Indigenous production:

There will be no import of limestone in the country as India has vast reserve of limestone.

Export Possibility:

Since entire limestone will be transport to nearby consumer’s industry hence there is no export

possibility.

Domestic/ export Markets:

Entire limestone from the mine will be consumed domestically in nearby consumer’s industry. No export

is proposed.

Employment Generation:

The maximum strength of direct workers will be 80. Majority of them will be hired locally. Besides direct

employment, substantial amount of indirect employment will be generated in the form of dhabas,

transporters, repair shops etc which will improve the economic conditions of the area.

3. PROJECT DESCRIPTION Type of Project:

Present proposal pertains to mining of Limestone mineral in 80.94 ha in Vill. Ittigehalli, Tehsil‐

Hosadurga, District‐ Chitradurga, State‐ Karnataka. The mine is categorized as category ‘A’ for obtaining

the environmental clearance as per EIA notification 2006. Location of mine is given ahead. This is an

opencast mechanized mine with drilling and blasting. Maximum annual proposed production is 0.60

Details of Alternate Sites:

The mining of limestone is site specific and is dependent on availability of mineral and grant of mining

lease by the State Government. In the present case PP has been granted the lease of limestone having

area 80.94 ha at village‐ Ittigehalli, Tehsil‐ Hosadurga, District‐ Chitradurga, State‐ Karnataka. Therefore,

no alternative site has been considered.

Magnitude of operation:



Working for limestone is done by adopting mechanized opencast method with drilling and blasting. The

mining lease has been granted over an area of 80.94 ha. It has been proposed to extract mineral of 0.60

Million Tons Per Annum. The average number of working days in the year would be 300.

Project description with process details

Past Production:

There has been no past production from the mining lease area since 1994 due to poor market conditions

as depicted in the approved Mine Plan.

Proposed Production:

Proposed production in the first 5 years of the Mining plan are given as under: However, maximum

production will be 0.60 Million tons per annum.

The mine will be worked by opencast mechanized method. Mineral shall be exploited with the adoption

of drilling and blasting. ROM will be transported by trucks/tippers to their consumer’s industry/ buyers.

Hired dumpers will be deployed for transportation purpose.



Mobile Crushing unit is proposed to be deployed as per requirement having a capacity 100 t/hr. This

mobile crushing unit will have inbuilt dust extraction system with backfilter to restrict the fugitive dust

going to the atmosphere. In addition, water spraying at the main transfer point will also be practiced.

Salient Features of the proposed Working:

Mechanized open cast mining with drilling & blasting.

The area is rocky having least soil cover, 0 to 2m thick top‐soil is observed in lower portion of the

lease area.

The height & width of benches will be kept 6.0m & 10m respectively. Approach road having

gradient 1:16 will be provided to join the mining faces.

Ultimate depth of the pit will be 600 mRL.

No. of working day will be 300.

Total no. of direct employment is about 80(skilled, semi‐skilled and unskilled.)

During mining water table is not likely to get intersected.

ROM will be excavated by excavator and sent to consumer by trucks/tippers.

Market and Mode of Transport:

The mineral produced from this mine will be sent to consumers by trucks/tippers.

Resource Optimization/Recycling:

It is proposed to produce 0.60 million tons/annum of limestone for the cement industry which will be

fully utilized for the purpose. While producing the limestone there will be generation of small quantity

of soil which will be used for plantation. In addition, waste rock is also likely to be generated during the

mining of limestone which will be utilized for backfilling/reclamation of the mined‐out pit. Thus, there

will be optimum utilization of all the material coming out from the mine.

Requirement of Water, Energy/Power:

The water will be used for drinking purpose, wet drilling, sprinkling and plantation. Domestic water

requirement will be 2 KLD approx. Water for sprinkling, dust suppression in the lease and green belt

development in the areas will be about 19 KLD. Thus, there will be total requirement of 21 KLD water (at

peak demand). Water will be drawn from existing borewell of the company located outside the lease

area. No electricity will be required. All mining work will be carried out in day time. All equipments are

diesel driven.

Waste Generation and Disposal:

The area is stony topography having no soil cover therefore generation of top soil shall be insignificant

as only small quantities of top soil is observed in the lower portion of the lease area. Removed topsoil

will be used for afforestation in 7.5m boundary barrier zone. 0.30 million tons per annum of waste will

be generated due to advancement of mining faces, which will be used in backfilling.



4. SITE ANALYSIS: Location and Connectivity of the lease is given as under:

The lease area falls in the Survey of India Toposheet No. 57 C/5. (OSM sheet no. D43Q5). The lease area

is non‐forest government revenue land. The Latitude 13⁰83’46.53" to 13⁰82’26.78” N and longitude

76⁰28’50.64" to 76⁰48’32.12” E marks the lease area.

SH‐19 is 10 km E from the mine lease. The nearest railway station is Hosadurga Railway Station about

36.87 km W from the lease area. The location plan is shown in Annexure IV and 10 Km. Buffer area at

Land use and Land ownership:

It is a government revenue land, involving 80.94 ha. Land is mainly rocky terrain. The details of existing and

Topography of the area:

The topography is rough and rugged representing the typical scenario of mountainous region. The

maximum and minimum elevations in the lease are 730 mRL and 652 mRL respectively. The lease area is

non‐forest government revenue land. The lease area is hilly terrain sloping towards north. The subject

area is surrounded by revenue waste lands, Vanivilasa Sagara Reservoir and agricultural, forest lands.



Drainage

Core zone:

The drainage pattern of the lease area is dendritic to sub‐dendritic in nature. No perennial and

ephemeral stream are seen with‐in the mining lease area.

Buffer zone:

The drainage pattern of buffer‐zone area is dendritic to sub‐dendritic in nature. Three seasonal nallahs

flows on western, eastern and southern sides of the lease area and flows to Vanivilasa Sagara Reservoir.

Geology of the area:

Regional and Local Geology of the area is briefly described as under:

Regional Geology: The Chitradurga basin is an elongated narrow belt of 450 kms in length. It narrows southwards and splits

up into several linear strips south of Dodguni. The basin is structurally disturbed, followed by later

folding and shearing movements and covers an area of about 5550 sq,km. It trends NNW‐SSE with an



easterly moderate dip. Shelf facies is subordinate confined to a narrow strip along the western margin.

In the main, the basin shows characteristics of sedimentation in deep water. The mafic complex to the

south of Chitradurga town represents one of the thickest accumulations of pillowed tholeiitic basalt

associated with pyro‐clastics. Basement gneiss of smaller dimensions is present. The eastern margin is a

thrust contact with mylonite zone. An intrusive granite [2500 Million years] sets the upper limit to the

sedimentation. The change of oxide – carbonate facies with chert and manganese ore [gradually

subsiding basin] to sulphide facies with carbonaceous shale, chert layers with dominant pyrite is

observed in the deeper parts of the Chitradurga basin. Thus, traced along the strike the iron formation

appears differently, having formed under different environments of deposition. Metamorphism of

Chitradurga basin is of Green schist facies, at places it graduates into amphibolite facies, though garnet

do occur.

Local Geology:

This area forms a part of Vanivilasa Formation, Chitradurga group of rocks. The general geological

sequence of rock formations found in the lease area on the basis of field observations (marked on the

geological plan) are as given below:

The general strike direction of the formations is north to south in the region. And exhibit 50° dip

towards East.

Soil cover/Calcareous soil:

Soil cover in the lease area in general is very small hence insignificant. However in lower portion of lease

area about 0 to 2m thick mixed top‐soil is observed at some places. The soil cover is generally reddish in

colour, lateritic in nature with fragments of BHQ and Calcareous. The soil is not conducive for

agriculture.

Limestone:

Limestone occurring in this area is steel grey in colour, crystalline, fine to medium grained in texture,

massive, hard and compact with occasional dolomite, schistose laminations. The limestone shows

typical bedded nature with varying thickness. The general strike of the limestone bed is N15°W and

S15°E with easterly dipping with 50°.

Manganiferous phyllites:

Manganiferous phyllites occur adjacent to limestone in the foot wall side. It is extensively weathered

and often attains powdery forms. Phyllites are generally greyish in colour.

BHQ/Conglomerate/Granites:

From the western part of the lease area /Granites, conglomerates and BHQ was observed within the

lease area. Which are shows same dip and strike of the limestone beds.



Structure:

Sedimentation and volcanism in the Chitradurga supracrustal belt is linked to variable subsidence of the

basement foundation, probably as a result of rifting. The structural evolution of the belt followed as a

direct continuation of events that controlled the depositional and volcanic history. Variable

displacement of the basement during these late Archaean events in the Karnataka craton took place on

shear zones and related fractures that acted as channels for water and CO2 as indicated by vein minerals

and alteration products. Deformation led to a series of upright anticlines and synclines and related LS

fabrics with extreme variations in plunge of the coaxial fold axes and L fabrics within axial surfaces which

maintain a steep orientation. Low‐grade metamorphism outlasted the deformation.

Exploration:

Diamond drilling of 20 holes, were drilled by the M/s. Madras Cements Pvt. Ltd., during the period 2001‐

02.

Proposed method for mining is open cast mechanized mining. Drilling and blasting will be carried out by

use deep hole drilling and blasting as and when required. During the plan period, it is proposed to work

in eastern side of the mining lease in Pit‐1 and by merging Pits 2 & 4, advancing towards northern side.

Quality & Grade of Mineral:

Cut‐off grade for limestone is 35% CaO. However, the lowest grade available in this mine is 35.48% CaO.

Reserves:

The reserve & resources estimated at about 23.61 Million Tons as on date which will increase after

further exploration carried out after obtaining Environmental Clearance.

Life of Mine:

Based on proved reserve of 7.329 million tons, the life of mine is estimated to be about 12 years

however based on reserve & resource of 23.61 Million Tons as per mine plan, the life of mine has been

estimated as 40 years.

Sensitivity of Location:

The nearest water body is Vani Vilasa Sagara reservoir about 0.96 km NW.

There is Marikanave Reserved forest at 0.60 Km E to the lease boundary.

The lease area lies in the seismic zone II.

The nearest settlement is Nagathihalli village at 2.55 km SW.

Existing Infrastructure:

The area is connected with all season motor roads. The nearby villages are electrified.

Soil classification:

There is very little soil in the lease area. However about 0 to 2m thick mixed top‐soil is observed in lower

portions of the lease area. The soil cover is generally reddish in colour, lateritic in nature with fragments

of BHQ and Calcareous. The soil is not conducive for agriculture.

Climatic Data from Secondary sources:

The climate is tropical with temperatures ranging from 26 °C to 36 °C in the summer and 12°C to 28 °C in

the winter. The district receives low to moderate rainfall and is one of the drought prone districts in the

state. Normal annual rainfall varies between 668mm in Holalkere in western part to 457mm in

Chellakere, in the northeastern part.



Social Infrastructure Available:

Nearest hospital is Government Hospital, located in Siddapura, Chitradurga at about 4.87 km SW from

this mining lease area. All other community facilities like Post office, ATM, Police Stations are also

available in nearby villages.

5. PLANNING BRIEF Planning Concept

Proposed project is an open cast mechanized mining with adoption of drilling and blasting using,

excavator, Wagon drilling equipment, Rock breaker‐60 and tippers etc.

Population Projection

There will be employment to about 80 persons in the mine (skilled, semi‐skilled and unskilled). Most of

the labor will be employed from nearby villages hence there will be insignificant impact in increase of

population.

Land use planning

Mined out area will be backfilled with waste generated during mining & sub soil shall be carpeted over it

to bring back its maximum original topography. There will be plantation in the safety zone of 7.5 m.

Assessment of Infrastructure Demand

The proposed mining activity will produce limestone. There will be construction of temporary structures

such as mine office, rest shelters, store etc as per approved mine plan.

6. PROPOSED INFRASTRUCTURE Industrial Area:

No infrastructure is proposed.

Residential Area:

As most of workers are employed from nearby villages, no residential area/ housing is proposed.

Physical Infrastructure:

There will be construction of temporary structures such as mine office, rest shelters, store etc as per

mine plan.

Number of plants will go up substantially as and when mined out benches will be available for

reclamation.

Social Infrastructure:

Due to initiation of mining project there will be an overall development in social infrastructure as a

result of indirect employment.

Drinking Water Management (Source & Supply of Water):

Domestic water requirement will be approx 2 KLD, Water for sprinkling & dust suppression and green

belt development about 19 KLD. Thus, there will be total requirement of 21 KLD water (at peak

demand). Water will be drawn from existing borewell of the company located outside the lease area.

Solid Waste Management:

The waste consists of murrum and Manganiferous phyllites, which is nontoxic in nature. It is proposed to

handle about 1.5 Million Tons of waste during first five year plan period which will be dumped

temporarily at in earmarked area of 2.3 ha. at north eastern side of the lease area. Power Requirement:

No electricity is required for limestone mine. Work will be carried out in day time. All equipments are

diesel driven.

Supply/Source of Energy:

Overall average diesel consumption will be 1400 L/day.

7. REHABILITATION AND RESETTLEMENT (R &R) PLAN: The mining lease encompasses about 80.94 ha area which consists of limestone. Entire lease area falls in

Government revenue land. Since there is no displacement of any person from the lease area hence no

rehabilitation and resettlement will be needed.

8. ENVIRONMENT MANAGEMENT PLAN Mining operations mainly contribute to generation of dust for which sprinkling of water is

proposed.

Vegetative barrier is proposed for dust suppression.

All the equipment’s will be of highest standard of reputed make and adhered to international

standards.

Groundwater table is not going to be intersected throughout the future mining.

Maintenance of approach road will be done regularly.

Benches shall be rehabilitated by planting local species in place of existing rocky land.

Labours will be made aware of the ways of clean and green environment.

9. PROJECT SCHEDULE & COST ESTIMATES. Likely date of start of Mining and likely date of completion:



After grant of EC for extraction of limestone, mining from lease area will be started after 3‐4 months.

Project Cost along with analysis in terms of Economic Viability of the Project:

The project cost is about Rs. 242 lakhs. mine will always have economic viability as the market is already

assured.

10. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) The project is proposed to mine limestone in an area of 80.94 ha. It will provide direct employment to

about 80 workers. Besides, there will be indirect employment from transportation, canteen, repair shop,

security etc. Most of the employment will be given to locals from the nearby village. Further, the share

of indirect employment like increased purchasing power, dhabas and retail shops etc. is largely shared

by local residents.
