Existing Airport at Pantnagar

1.1 Existing Pantnagar Airport The Pantnagar Airport is a domestic airport that serves Pantnagar city in the north Himalayan state of Uttarakhand. It is operated by the Airports Authority of India. The Pantnagar airport with existing land area of approx. 267.92 Acres belongs to State of Uttarakhand. The location of the airport on Google map is shown in Figure 1.1.

1.2 Airport Reference Point The Airport Reference Point (ARP) for existing Pantnagar airport is as given below: Latitude : 29° 01´ 55.6” N Longitude : 79° 28´ 26.6´E Elevation : 233 m

1.3 Orientation of Airport

The orientation of Runway Pantnagar Airport is 10/28.

1.4 Runway The runway details of the existing Pantnagar airport are shown below: Runway Orientation : 10 and 28 end Runway Dimension : 1371.6 m x 30.48 m Runway Strip : 1632 m x 150 m Runway Surface : Asphalt Taxiway Width : 15.45 m Taxiway Length : 120.00 m (140.61 fillet ) Orientation : 10/28 Runway Shoulders : Available (3.5 m) RESA : 90 m x 150 m

1.5 Apron At Pantnagar Airport 45 m x 32 m Apron is available, which is suitable for 2 ATR-72 aircrafts.

1.6 Terminal Building

The details of existing terminal at Pantnagar Airport are as given below: Plinth Area (sqm) : 937.00 Sqm Pax Capacity : 50 Pax in Arrival Hall

50 Pax in Departure Hall VIP Room : Available Car Parking (Capacity) : 18 Nos.

The office complex i/c control tower is situated in the terminal building at Pantnagar Airport.

1.7 Traffic Handled

In 2013-14, Pantnagar Airport handled 0.00114 Lakhs (114) passengers.

1.8 Fire Station The fire station of Category V fire fighting facilities is available at the Pantnagar Airport.

1.9 Boundary Wall and Periphery Road The length of boundary wall is 7500 m and length of periphery road is 4.5 km.

1.10 Runway Light Facilities and Papi Light

The runway light facility is available at the airport. The runway edge lights are also available at the Pantnagar Airport.

1.11 Communication & NAV-Aids

The communication and navigational aids are available at the Pantnagar airport. Landing ‘I’ serviceable signage square is also available.

1.12 DVOR Building The Doppler VHF Omni Directional Radio Range (DVOR) building is available at Pantnagar airport but the counterpoise work is yet to be installed by the Radio Construction and Development Unit (RCDU).

1.13 Residential Colony At the Pantnagar airport, residential colony is available with 26 quarters as per details given below: Type I Quarters : 20 Type II Quarters : 4 Type III Quarters : 2

1.14 Bore Wells

The Pantnagar airport has one bore well is available in residential colony feeding through overhead tank and one another bore well is available near Fire station for feeding fire tank.

Proposed Extension at Pantnagar Airport

2.1 Proposed Extension at the Airport The existing Pantnagar airport with a runway dimension of 1372 m x 38.4 m is suitable for operation of ATR-72 type of aircraft in visual meteorological conditions (VMC) i.e. fair weather conditions. Apron to park 2 ATR-72 type of aircraft with a 15m wide link taxiway, fire station of CAT-V and a small terminal building to cater for 40 passengers are the existing infrastructures available at Pantnagar Airport. State Govt. of Uttarakhand has acquired additional 176 acres of land and handed over the same to AAI free of cost and free from all encumbrances for development of the Airport. For operation & development, it is decided to extend the runway of Pantnagar Airport from 1372 x 38.4m to 2050 x 45m to make it suitable for operation of Bombardier Q-400 type of aircraft and similar class of aircraft. Accordingly, AAI is proposed to take up the extension of the runway at Pantnagar airport from 1372 x 38.4 m to 2050 x 45m cater for operation of Q-400/ATR-42/ATR-72.

2.2 Scope of Work for Extension of Airport The scope of development of Pantnagar Airport for operation of Q-400 type and similar class of aircraft in all weather conditions is below:

2.2.1 Runway and Associated works

i. Extension of runway 28 by 678m (i.e. on runway 10 side), to make a total length of 2050 m (from 1372 m to 2050m), along with widening of the runway to 45m from the existing 38.4m to make the runway of dimension 2050m x 45m.

ii. Strengthening of the runway of dimension 2050m X 45m, to cater for critical aircraft Q-400.

iii. Associated runway turn pads at both ends. iv. Strip of dimension 2170 X 150m. v. RESA dimension 90m X 90m.

vi. Leveling & grading of runway strip of 150m (i.e. 75m on either side of centerline).

vii. The slopes on the runway, taxiway strip, RESA, etc. shall be as prescribed in DGCA CAR.

viii. Provision of visual markings on the runway; as per Annex-14/DGCA CAR. ix. Strom water drains outside runway strip. x. Perimeter road of 3.5 m width all around the boundary wall inside the airport.

the newly acquired land as per planning Circular no 01/2012.

2.2.2 Associated Civil Works

i) Prior to commencement of work, station road passing through the proposed extension of runway in the beginning of runway 10 has to be closed & traffic to be diverted through the newly acquired land.

ii) Electrical & telephone lines along the station road is also made underground/shifted

iii) The existing drain on the proposed extension of runway needs to be covered in the basic strip as wall as upto operational compound wall. The present alignment is running diagonally across the proposed extension of runway which may be realigned to run perpendicular across the length of the runway with a view to reduce the cost of provision of box culvert. The revised alignment of drain to be provided in consultation with concerned authorities of state Govt. of Uttarakhand.

iv) Provision of crash gates at either end of runway to facilitate movement to RFF vehicles in case of emergency.

v) Provision of windsock at both ends of the runway.

2.2.3 Electrical Works & Other Equipments/Services i) Provision of Aeronautical ground lighting facilities (i.e. runway edge lights,

threshold lights taxiway edge lights simple approach lighting system etc.) along with relocation of PAPI.

ii) Provision of standby power supply system including DG sets. iii) Provision of EFML (Apron flood Mast Lights) at appropriate location meeting

the NOC requirements and the required illumination of the apron.

2.3 Justification of Proposed Extension Pantnagar Airport is existing airport at Pantnagar. Presently, the Airport is having runway 10/28 of dimension 1372 x 38.4 m suitable for ATR -72 type of aircraft. Keeping in view the current and future requirement, Airports Authority of India has planned to extend runway to 2050 m x 45 m to make it suitable for operation of Bombardier Q-400 type of aircraft and similar class of aircraft

2.4 Past and Future Passengers Projections The flights at Pantnagar airport was resumed in October 2014. Alliance air is operating 4 flights per week on Delhi Pantnagar Sector using ATR -72 aircraft. Sufficient passengers are available for aircraft operation at Pantnagar Airport. Kingfisher Airlines, Jason Airlines and Deccan Airlines also started operations to and fro Pantnagar and Lucknow, but due to unavailability of adequate passengers they were cancelled.

2.5 Contour Grid Plan for Existing and Proposed Runway

As per contour grid plan, ground elevation at existing runway and proposed extension of runway of Pantnagar Airport varies from 229.4 m to 233.3 m above mean sea level (msl). The elevation grid plan for the airport land is shown in Figures 2.1 to 2.3.

2.6 Master Plan for Existing Airport and Proposed Extension The master plan for existing airport and proposed extension of runway and associated services at Pantnagar Airport is shown in Figure 2.4.

2.7 Filling Required for Proposed Extension As per contour plan, ground elevation at existing runway and proposed extension of runway of Pantnagar Airport varies from 229.4 m to 233.3 m above mean sea level (amsl). For leveling of land for proposed extension of runway and associated development, approx 01 Lakhs cum earth filling will be required and same shall be obtained from authorized borrow area through approved suppliers.

2.8 Project Cost The estimated cost of the proposed development of Pantnagar Airport is Rs 36 Crores.
