1.0 The Proposal under Consideration is Chandula – Simalgoda stone quarry Project. This is an existing Project. The project worked till 2001 since then it was closed as :

- The lease expired - Forest land degraded was not regularized. - The validity of approved mining scheme expired.

Now stage I clearance for degraded forest land has been obtained Mining Scheme has been submitted to IBM for approval & is likely to be approved shortly.

2.0 Lease will be renewed after Env. Clearance is granted The leaseholder is M/s Jharkhand State Mineral Development Corporation Ltd., a Govt. of Jharkhand undertaking.

3.0 The Project is located in village Chandula & Simalgoda District - Sahibganj in State of

Jharkhand. Its geographical Co-ordinates are given below – Latitude - 24˚53’40” - 24˚54’34” Longitude - 87˚45’ 04” - 87˚45’ 54”

4.0 The mine produces stone boulders, metals & chips. 5.0 Mining Plan for the project has been prepared with capacity of Mine to Produce

9,20,000 MTA. Estimated recoverable reserve of stone is 13.00 Mcum.

6.0 Lease Area is 69.93 Ha. Out of this past mining and allied activities are confined to 10.535 Ha. The lease area is divided into two sectors Simalgoda & Chandula Sector.

7.0 The new mining Scheme envisages mining & allied activities confined to area degraded in the past. Land requirement for plan period is 17.107 Ha. including 15.852 Ha. of forest land and 1.255 Ha. of non-forest land required for plan period is available.

8.0 Mine has all infrastructures in Place. It is proposed to provide a Material Handling

Plant with crushing & screening facilities to cope with higher capacity of Mine. 9.0 The area under project activities are forest land for which stage I clearance has been

obtained. No additional land is required. As such no R & R issues are involved. 10.0 Estimated water demand is 35 KLD. This will be met through tube wells and existing

open dug wells & water collected in quarries. 11.0 Nearest railway station is Barharwa R.S which is about 6 km away Barharwa –

Sahibganj Road runs on eastern side. The mine site is connected to this road by an access road.

2.1 Identification of Project

The mine was opened by Farraka Barrage Project. On Completion of Farraka Barrage Project, the mine was transferred to M/s Bihar State Mineral Development Corporation Limited. a State Govt. undertaking in 1976. On formation of Jharkhand State, the lease was transferred to M/s Jharkhand State Mineral Development Corporation Limited. a Stage Govt. Enterprises. M/s JSMDC Ltd. worked in Forest Land. In absence of regularization of degraded forest, the mine was closed in 2001. The project relates to mining of stone including boulders, (+ 8”), Lump Spawls (4” – 8”) Metals (1” – 2”) & chips (1” –5/8”) (5/8” –1/2”) (1/2” –1/4”) & dust <1/4”, by open cast method of mining. This is an old mine which has been worked in past by the proponent. The mine was closed in 2001.

2.2 Project Proponent M/s Jharkhand State Mineral Development Corporation Ltd, a Govt. of Jharkhand undertaking is the project proponent. It is a company registered under company’s Act. Its Regd. office is located at Khanij Nigam Bhavan, Doranda, Ranchi - 834002. The corporation is run by Board of Directors which is headed by Chairman. Managing Director is the CEO of the company. It is responsible for mining of minerals and their marketing in the state of Jharkhand.

2.3 Nature of Project The project worked till 2001. In 2001 project activities were stopped on account of

expiry of Lease. The project is essentially an opencast mining project. Stone was mined by opencast method of mining. Overburden was removed. Prior to mining of stone. After removal of overburden, stone was mined. For mining of stone, blasting is done. For this purpose, Blast holes ate drilled using Jack hammer Drills. Blasted mass is crushed to required size in jaw Crusher. Products are classified into following sizes.

Products are dispatched by road/rail. In the new Mining Plan, mining method which was practiced in past will be continued.

Presently there is no crushing & sizing Plant of its own. Materials are handled manually. There is proposal to construct a Material Handling Plant for the mine. Including crushing & sizing of materials after mine is restarted.

2.4 Need & Importance of Project The mine is located in an economically under developed area of the state. Presently only source of employment in the area is agriculture. Due to poor quality of Soil and lack of irrigation facilities, there is mono-cropping in the area which is limited to

monsoon season only. Moreover, agriculture yield is low. In this situation there is urgent need for setting up industry that will create additional source for employment and income generation in the area. The area has large resource of good quality of construction stone. The mine under consideration is one of those locations where stone reserve is available. This mine was established to mine the stone. This created source for employment in Primary, Secondary & Tertiary Sectors. Employees in the project are mostly local.

Importance to Region The mine exploits the locally available natural resource. The mine has created source for livelihood for local people by creating employment opportunities in primary, secondary & tertiary sector. Due to this mine, physical infrastructure in terms of roads, power network in the area will also improved. The increase in earning capacity of the local population will brought economic prosperity in the area. The project contributes to State revenue in terms of Cess, Royalty & Sales Tax. Importance to Country The country is on a path to industrial & economic development. Infrastructure development in term of construction of roads, bridges, power projects, industrial structures ate key to accelerated growth. And construction of these infrastructure needs construction materials including stone boulder metals, chips etc. This mine produces very good quality of stone products required by construction industry in the area.

2.5 Demand & Supply

There is wide gap between demand and supply of boulders, ballast and building aggregates in Pakur area where Chandula- Simalgoda Project is situated. The major consumers of boulders are Railway, Irrigation Depts. of the Govt. of Bihar and West Bengal and Road Construction Deptt. Govt. of Jharkhand & road and building construction sector operating in this region. The requirements of stone chips of various Govt. agencies and private construction companies are to be met from quarries operating in this area. Against the above back ground of demand the supply position from various

consumer in the area is not satisfactory because of actual production being much

less compared to the demand resulting in to delay of most of the construction

projects.

Also, the small owners lack financial capacity and technical expertise and are unable to expand their activities to augment production to meet such huge demands. Moreover, supplies are, occasionally found to be erratic and necessitate requisite provision for stacking and reclaiming to be a deterrent to private owners in making investment for production.

Under the above circumstances it is considered worthwhile opening the existing Chandula- Simalgoda project to produce at least 9.20,000 M3 per annum of various products i.e. boulders, lumps, metals and chips etc.

2.6 Imports vs. indigenous Production

Demand for stone products required for construction industry in the region can be met by locally available resources. There is no need for importing the stone product from outside. Indigenous production can meet the demand. The need is to exploit locally available resources in a scientific manner to protect environment.

2.7 Export possibility

The demand for stone products in the region is such that the mine can meet the demand. Export of this material may not prove to be a viable proposition However there is demand for this quality of construction material in neighboring country Bangladesh.

2.8 Employment Generation The mine will create employment opportunity in Primary, secondary & Tertiary sector. The project employs about 200 persons.

The Secondary Sector i.e. Service Sector also offers employment to local people. Besides above in the tertiary Sector including Construction Sector which uses the products of this Project also offer employment to local population.

3.1 Type of project The Project under consideration is a mining Project that will produces stone products for use construction industry for roads, building, Bridges etc. and railways.

This is an independent project. 3.2 Location

Now realizing that there is huge demand for stone products for construction & railway, the proponent has decided to start the project again. Chandula-Simalgoda project is situated at a distance of about 6 Kms. to the North West of Barharwa Jn. Railway station on Patna-Howrah route via Bhagalpur and Sahibganj Loop line of Eastern Railway. Barharwa Jn. is situated at a distance of about 351 Kms. from Patna on the above route. The H.Q of the project is at Sahibganj which is situated at a distance of about 55 Kms. the project is approachable by Barharwa – Sahibganj Road via village Dighi. The project is also approachable by road from Ranchi at a distance of about 539 Kms via Giridih , Dumka & Littipara. A metalled road connects the mine with Barharwa Town. The project is provided with P&T facility Telephone connected to Barharwa Exchange. The Post Office at Barharwa is about 6Kms, form the mine. The project site is located in tribal area and sparsely populated. The general living condition of the people is poor. The area around the project is partly agriculture, partly barren and remaining are covered with thin forest. The annual rainfall varies between 40˚(100 c.m) to 60” (150 c.m)

3.3 Reserve

So far the mining operation has been carried out on the southern slopes of Chandula – Simalgoda hills. In Chandula zone mining activity is limited within the contour 765’ to 865’ whereas in Simalgoda zone Quarrying till date is confined between 840’ and 900’ contours.

However, based on the geological reasoning like mode of origin, behavior of rocks and existing quarries etc. an average thickness of 30m 40m in Chandula and Simalgoda respectively can safely be considered for consideration that no undesired rocks occur in these hills. Following reserve of basalt would be available from the area under lease of Jharkhand State Mineral Development Corporation Ltd.

After giving 50% allowance for voids, O.B. mining leases etc. the recoverable reserve

could be of the order of 476.63 million Cft. About or 13.0 million cubic meters.

3.3.1 Proposed Method for OB Removal & Mining of Minerals

Overburden Removal in project was being done manually as its quantum is not much and the material being soft, no blasting operations was needed. The thickness of overburden varies from 2 to 4 meters to occasionally none. The present system of removal of OBR by manual means would continue.

3.3.2 Past System of Mining

This project produced boulders for supplying to Farakka Barrage Project and stone chips of sizes for supplying to various consumers. The system of mining followed was open cast method of mining. Boulders were produced from selected patches. The production was mostly manual

except for stray drilling and blasting when big pieces of boulders are to be broken to

a size of 40 of 50kgs. i.e. (+9”) acceptable to Farakka while producing boulders some

spawls were also produced which vary in size from 4.5 to 27.5 kg.i.e. from (+)5” to (-

) 9”. The boulders produced were stacked near face for transportation by truck to

Farakka Project.

For production of stone chips there is separate quarry face where OB was removed

manually to expose stone face which was drilled by jack hammer drills and blasted

by using high explosives or ANFO (Ammonium Nitrate with fuel oil). After blasting

3” to 5” size pieces were loaded manually into trucks for transportation to crusher

site. Oversizes were broken manually to 4” sizes which were called chellies for

feeding into Jaw Crushers. The crushed material is screened into three sizes viz. (-)

¾’ (+) 5/8,(-) 5/8”+1/2” to 1/4”. About 10% of the total feed to the crusher comes

out as dust which got little commercial market.

Machinery used was diesel compressor, compressed air, jack hammer drills,

electrical and diesel crusher etc.

3.3.3 Pumping As stated earlier, the workings will be above ground water level and drainage problems would not arise. However, during rainy season, working quarries will collect rainwater, which has to be pumped out. For this purpose a provision has been made for a HP motor.

3.3.4 Crushing & Material Handing

It is proposed to install a Material Handing Plant for production of all the products mechanically. The various products planned to be produced are as follows:

ROM from the pits will be transported by dumpers and dumped into receiving bunker over a grizzly. Any oversize will be broken manually to pass through the apertures. The capacity from the receiving hopper to a fixed grizzly screen with 8” apertures to remove -8” size. The +8” to -24” size material will be fed to the primary crusher direct from grizzly screen for crushing to – 8” size. The capacity of the primary crusher will be 200 TPH. The under flow of grizzly screen and crusher product of primary crusher will be fed together a vibratory screen of 4” apertures product + 4” to -8” size lamps for supply to IRCON. The underflow -4” material will be fed into two numbers of secondary crusher of 100 TPH capacity each for crushing to -2” size. The underflow from 2” vibratory screen and crushed product from secondary crusher will be passed through 4 deck vibratory screen to separate.

There will be two such systems for two secondary crushers. These products will be carried by belt conveyors to 50 tones over head hoppers for direct loading into tipping trucks through chutes and transport to Rly. Siding or to the stack yards as and when required. The wagons will be loaded by pay loader. Although provision has been made in the Material Handling Plant for production and separation of lumps and metals to meet the demands of IRCON, this plant will have flexibility and capacity to convert the lumps and metal into chips. In case there is no future sustained demand from the railway or other party for lumps and metals. Provision of Rs. Two hundred lakh has been made.

3.4 Raw Material The mining & allied activities requires only explosive as raw material. Other inputs

required for mining and allied activities include mining equipments, Transport vehicles, Land, diesel and Power.

3.5 Resource Optimization Resources required for the operation of the project include

Land Mining equipments Explosives. Power Diesel Manpower

At the planning stage of the project all efforts have been made to optimize use of resources & as far as possible to recycle it.

(1) Land – Project has been planned to minimize use of land & particularly agriculture

land and forest land Mining scheme has a life of only 5 yrs. During this period mine void will not be available for backfilling. Those pits where mining is proposed all have sufficient reserve. Back filling will sterilize the reserve as such no backfilling of pit is envisaged during the currency of this mining scheme. At the end of plan period, there is no area that is available for reclamation. (a) Explosives

In order to minimize quantity of explosives used for blasting, trial Blasting has been conducted in the field to determine optimal powder factor. Use of explosive taking into account the powder factor determined will minimize quantity of explosives for blasting.

(b) Power All the electrical equipments have been planned & selected with maximum efficiency.

(c) Diesel In order to minimize the consumption of diesel, it is proposed to provide a field work shop to facilitate regular maintenance and repair of diesel, based mining equipments. Properly maintained equipments consume optimal quantity of fuel.

3.6 Water Requirement & Source. Water requirement for the project has been assessed as 45 KLD. The break-up of this estimated quantity is given below. (A) Mine Site

3.8 Liquid Waste Management

Sources for generation of liquid waste in the mining Project & their estimated quantity are described below. (a) Mine Water

Waste water in mine water will be generated on account of following - Rainwater

In the monsoon, mine pit will collect water due to rainfall over pit area. The rainfall in lease area will generate surface run-off. This surface run-off will drain into mine pit. Since the mine pit is not likely to intersect ground water level, there is no likelihood of seepage of ground water into pit. The quantity of mine water due to rain will be determined by following factors.

4.1.1 Road Project is connected by road to Barharwa Sahibganj road via village Dighi. This road runs on eastern side, the project is connected to this road by a pucca road.

4.4 Infrastructure

4.4.1 Road & Railway

Project is connected by road to Barharwa Sahibganj road via village Dighi. This road runs on eastern side, the project is connected to this road by a pucca road. 4.4.2 Power

The project is connected to Grid of JSEB. It receives power through this Grid. As standby there is 500 KVA D.G generator also.

4.4.3 Water

Project has an open dug well & one 150 mm φ tube well within the leasehold area. Water is supplied to meet the potable water demand through these two sources. Water for industrial use & horticultural purpose shall be water collected in supplied by sedimentation pond & quarry.

4.5 Climatic Data The project area falls in tropical area.

The area has four season namely Summer (March - June) Monsoon Season (June – Sept), Post Monsoon (Sept - Dec) & Winter (Dec – March) Averge Annual rainfall is 1100 mm. 80 % of annual rainfall occurs in monsoon season. 5.1 Planning Concept The project under consideration is an opencast mining project to mine stone. It is a project, which worked till 2001 which it was abandoned as lease expired. The project mines stone boulders by opencast mining method which involves removal of overburden material followed by mining of stone products by blasting using explosives. The project produced following products before it was closed in

2001. Boulders - 700 m3 Spawls - 50 m3 Metal - 3500 m3

Chips - 13800 m3 Dusts - 1630 m3

19680 m3 The target of production of project has been fixed as 9,20,000 MTA.

For this purpose it is proposed to provide a material handling plant including crushing plant & screening plant. Facilities For smooth and efficient operation of the project, following facilities/ infrastructure has been provided. Rest shelter A rest shelter is proposed to be provided for workmen. This rest shelter will have arrangement will have arrangement for drinking water and washrooms. First Aid Center A First Aid Center is proposed for the project to serve as first aid to injuries, if any. Parking Lot A paved parking Lot is proposed to be provided for parking of trucks.

5.2 Population Projection The project under consideration is an existing mine. Most of the infrastructures and facilities are in place. Employees required to operate mine are already there; however it is proposed to increase production to mine and also provide additional facilities as described above. This may require some additional operatives. Most of the operatives would be local. In view of above, there will not be appreciable influx of population.

5.3 Land use Planning

Lease hold of the mine has two components

- Simalgoda

- Chandula

The total lease area of the mine worked out to 69.93 Ha. This includes 52.34 Ha. of forest land, 12.25 Ha. raiyati land & 5.34 Ha. of Govt. land (barren). The lease hold spreads into two villages namely Simalogda & Chandula both in the District of Sahebganj, state Jharkhand.

6.1 Processing Area It is proposed to set up a Material Handling Plant along with central crushing & screening plant within lease Area. It is proposed to install a Meterial Handling Plant for production of all the products mechanically. The various products planned to be produced ate as follows:

ROM from the pits will be transported in dumper and dumped in a receiving bunker over a grizzly with aperture 24” x 24”. Any over size will be broken manually to pass through the aperture. The capacity of receiving hopper will be 75 Tonnes. A reciprocating feeder of 200 TPH will carry the material from the receiving hopper to a fixed grizzly screen with 8” apertures to remove -8” size. The +8” to -24” size material will be fed to the primary crusher direct from grizzly screen for crushing to -8” size. The capacity of the primary crusher will be 200 TPH. The under flow of grizzly screen and crusher product of primary crusher will be fed together a vibratory screen of 4” aperture produce +4” to -8” size lumps for supply to IRCON. The underflow from the screen containing -4” material will be fed on another vibratory with 2” apertures. The +2” to -4” material will be fed two number of secondary crusher of 100 TPH capacity each for crushing to -2” size. The underflow from 2” vibratory screen and crushed product from secondary crusher will be passed through 4 deck vibratory screen to separate. (i) 1” -2” metal, (ii) 5/8” -1” (iii) ½” -5/8”,(iv) ¼” -1/2” & (v) dust below 1/4”

size. There will be two such systems for two secondary crushers. These products will be carried by belt conveyors to 50 tonnes over head hoppers for direct loading into tipping trucks through chutes and transport to Rly. Siding or to the stack yards as and when required. The wagons will be loaded by pay loader normally. Note: Although provision has been made in the material handling plant for production and separation of lumps and metals to meet the demands of IRCON, this plant will have flexibility and capacity to convert the lumps and metal into chips in case there is no future sustained demand from the railway or other party for lumps and metals. A provision of Rs Two hundred lakh has been made.

6.2 Residential Area There is no township of its own. Workers are mostly local those who ate not local use locally available rented houses.

6.3 Green Belt It is proposed to provide Green Belt along the periphery of the mining lease area. Green Belt will have fine rows of tree. Evergreen native species of tree will be used for Green belt. Total Area of Green belt will be 0.6 Ha green belt will be developed in first four year.

6.4 Social Infrastructure Social infrastructure including schools, health center, hospital, post – office, bank etc are already available in vicinity of the mining project Area. They are sufficient to serve the needs of the project. Their capacity will not be strained. Keeping this in view, it is not proposed to provide these social infrastructures exclusively for the Project. Instead, it is proposed to allocate fund for upgrading and improving the infrastructure for the social institution under CSR activities.

6.5 Connectivity Connectivity in term of road, railway, air etc have been discussed at Para 4.1 chapter – IV already.

6.6 Drinking Water Demand for drinking water at mine site has been assessed as 5 KLD. This demand is being fulfilled by existing open dug well and one 150 mm φ deep tube well. They ate sufficient to meet present and projected water demand for the project.

6.7 Sewerage System

6.7.1 Municipal Waste Water

Municipal waste water will be generated in office block, Rest shelter & other service & industrial buildings. Septic Tank and Cess pool have been provided to treat municipal waste water.

6.8 Solid Waste Management This has been covered in Para 3.3.1.

6.9 Power Requirement The power requirement for the Project is being met through Jharkhand State electricity Board Power Grid substation. However plant & material handling plant, the power supply system is proposed to be upgraded by replacing existing transformer. Necessary budgetary provision has been made for this purpose. As a standby power source additional 2 x 100 KVA D.G set has also been provided.

9.1 Proposal under consideration relates to an existing opencast mine which

produces stone. The mine has already been developed most of the

infrastructure required for the operation of mine. Manpower for the mine is

available. Once E.C is obtained, lease will be renewed & mine can be stared. It

is advisable to restart the mine for following reasons.

- Land, infrastructure, equipments & manpower for the project

is available. Very little has to be done to restart the project. All

the equipments, manpower can be used.

- There is sufficient reserve of stone available within the lease

area

- There is demand for the products being produced by the mine.

- The mine provides source for employment & income

generation for local people. Closure of mine will have an

adverse social and economic impact.

- This is a profitable Venture. It is source for income to the state

exchequer.

In view the fact stated above, the project needs to be restarted for social &

economic profit to local population & state Govt.
