1.0 EXECUTIVE SUMMARY

1.1 Executive Summary

Dari Granite mine is situated at Village- Dari, Tehsil- Pali, District- Pali, and State-

Rajasthan over an area of 3.00 ha.

The mining lease was granted in favour of M/s Shree Shyam Minerals, R/o- G-62,

RIICO Industrial Area, 1st Phase Jalore (Raj.), vide order no. 894 dated 21/07/2015. The

Mining lease was registered on dated 13/08/2015 for a period of 30 years.

This mining project falls under Category “B2” Project or activity 1(a) as per EIA

Notifications 2006, 2009, 2011 and 2013.

1.4 Conclusion

The production of mineral will benefit to the State in the form of Royalty. Apart from

this, the project will generate direct and indirect employment opportunities to the tune

of about 20 persons from the nearby villages. Also, the mine management will conduct

medical camps at regular interval in the nearby villages and will help the nearby

villages in providing infrastructure like school furniture, water tankers, etc.

2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 Identification of Project and Project Proponent

Dari Granite mine is situated at Village- Dari, Tehsil- Pali, District- Pali, and State-

Rajasthan over an area of 3.00 ha.

The mining lease was granted in favour of M/s Shree Shyam Minerals, R/o- G-62,

RIICO Industrial Area, 1st Phase Jalore (Raj.), vide order no. 894 dated 21/07/2015. The

Mining lease was registered on dated 13/08/2015 for a period of 30 years.

2.2 Brief Information about the Project

The project has been proposed for mining of 100010 TPA ROM of Granite by opencast

Mechanized method. The mine lease area is 3.00 Ha. The expected life of the mine is 17

years. Water requirement for the proposed project for drinking use, dust suppression and

other use will be 5.0 KLD which will be taken from nearby source.

2.3 Need for the Project and Its Importance to the Country or Region

Today in India granite is used widely in domestic construction sector, monuments

construction markets, hospitality industry, export market and handicraft and antiques. The

material is starting to be more well-known and popular because of technological

advancements, sophisticated quarrying techniques, and decreased cost of mining and

growth in usage as material in the decoration sector. Granite as material is showing

beauty and long-lasting value and therefore people have started to use it more and more in

memorials and in other funerary items. Today granite is popular material in laying floors

and cladding walls in airports, hotels and other public and commercial centers.

2.4 Demands-Supply Gap

The demand for Granite is ever growing with the growth of the infrastructure sector in

our country. The mineral is used in the construction activities like buildings, structures.

The requirement for the mineral is always high in the nearby cities and towns. Therefore

there is always a good demand of the mineral in the domestic market.

2.5 Imports vs. Indigenous Production

Development needs will be met only through indigenous produced granite material

against the high cost of imported material.

2.6 Export Possibility

There is no proposal to export the granite. However, Granite produced from the mine will

fulfill the needs of the region and surplus if any, will be considered for export.

2.7 Domestic/ Export Markets

Domestic Market

The mineral is used in Tiles flooring, column making, graveyard, pre fabrication unit,

statue making and in small usages like monument of table top, name plate, vases, candle

holder etc

Export Market

The proposed mining activity is for indigenous consumption only for real state,

decorative accessories etc.

2.8 Employment Generation

The proposed mining activity will provide employment to about 20 workers. The workers

will be hired mostly from the nearby villages.

3. PROJECT DESCRIPTION

3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.

The mine is over an area of 3.00 hectares. The proposed production is 100010 TPA

ROM. This is an independent mining project and there are no interlinked projects

involved.

The project falls under Category “B2” Project or activity 1(a) as per EIA

Notifications 2006, 2009, 2011 and 2013

3.2 Location

The mining lease area is located at Village - Dari, Tehsil - Pali, District - Pali, and State -

Rajasthan.

3.3 Details of Alternate Sites

Mining is site specific so no alternative site is proposed.

3.4.1 Size or magnitude of operation

The mining lease has been granted over an area of 3.00Ha. During four year Total

production of Granite shall be approximately 68095 Tonnes. The average number of

working days in the year would be 300.

Local GeologyPost Delhi intrusive/extrusives--- boulder granite and rhyolitte of Malani suit.The rock of the area comprises of plutonic rocks of Jalore granite suite. Pinkish & redcoloured granite outcrops in the area. The granite is medium grained. The granite comprisesquartz, feldspar biotite hornablende etc as mineral component.

3.5 Project description with process details3.5.1 Method of MiningThe proposed method of mining will be semi mechanized "Open Cast" mining. TheCutting of rocks will be done by wire saw and lifting of blocks by excavator. For thesystematic working of open cast mines, benching will be done. The height of bench will notbe kept more than 6m at a time and the width of the benches will be always more than theheight. The main development work will be the formation of systematic benching. Thisbenching will also give the desired production of the granite. The following are differentmining operation for development and production work at this mine.A Granite mine has to have two types of activities i.e. one for removing waste rock /overburden and another mining of Granite blocks.Overburden/fractured/Soil capping from 6m is removed by drilling small dia holes, blastedwith light explosives charge (to prevent damage to Granite blocks from crakes) and theoverburden is digged out and removed by Poclain CK 90 excavator and Ashok Leyland 10Tone cap. Dumper.When Granite is exposed, a free face along the strike direction along weak zone of strata isopened out by digging a trench box of 10m x 6m this in local terminology is called gallipreparation. Thus a bench is formed. The height of bench is 6m. Vertical holes of 42mm diaare drilled by wagon drill and horizontal hole of 42mm is drilled by LD4. The horizontal holecoincides with vertical hole. Bottom Cut/Side/Back Cut is made with the operation of WireSaw and The Big size block (Fada) is separated and toppled by using Jacks. Big size block isfurther divided into Small blocks by drilling and Wedge method/Wire saw cut.

Area of Final Product/S, Mode of Transport of Raw Material and Finished ProductNo raw material will be required for production of Granite. The granite blocks andlaffers/ Khanda will be loaded by Derrick Crane into trucks and transported to the Paliand other gang saw and small cutter units. At the plant, block can be dressed by dressingmachine and then cut in slabs and tiles then go to polishing and then sold to the user ofthe granite.

3.7 Resource Optimization/ Recycling and ReuseNot envisaged.

3.8 `Availability of Water Its Source, Energy/ Power Requirement and Source3.8.1 Water Requirement

Water for domestic, dust suppression and plantation is required to be 5.0 KLD. Drinkingwater can be obtained from tube well situated near by the lease area. Water for dustsuppression and plantation will be collected from nearby villages.

3.8.2 PowerElectricity power supply does not exist at mine site and it is available in Dari village.

3.9 Quantity of wastes to be generated (Liquid and solid) and Scheme for theirManagement/Disposal

3.9.1 Solid Waste Generation & its DisposalNature of Waste: The waste rock obtained will be the granite rock pieces, which donot have any market. These are obtained while sizing of the rock, and also at the time ofblasting.The total waste rock to be handled in five years is as follows :

4. SITE ANALYSIS

4.1 Connectivity

The mining lease is situated of Village Dari, Tehsil- Pali, District - Pali. The Tehsil

headquarter is about 50km away form lease area.

4.2.3 Land Ownership

The proposed lease area is Pvt. Land.

4.3 Topography

The lease area is in the form of part of hillock. The highest contour in the area is 201m RL

and the lowest contour is 199m. Total relief of the area is about 15m. During rainy season,

rain water flows down to the general slope and flows into the nearby fields outside

the applied area. There is no public road passing through the area. There are no prominent

geographic features like monuments, pond, talab, govt. well, historical place exist in the

area. The land status is private Land.

4.3 Existing land Use Pattern

4.6 Soil Classification

The major soils of this Physiography are very deep to deep calcerous or non calcerous,

fine loamy/ coarse loamy soils.

4.7 Climate data from Secondary Sources:

The area is characterized by semi arid with an average annual the area is characterized by

semi arid with an average annual rainfall of about 600mm, which is mainly received during

monsoon season of July to September. There is a large variation of temperature in the area. In

winter the minimum temperature goes to 2ºC and maximum 20ºC, while in summer it is 25ºC

and 47ºC respectively. Relative humidity in the area is above 70% during the monsoon

months but is below 20% during the months of March-May. Wind velocity in the area is

medium.

4.8 Social Infrastructure available:

The applied mine is not facilitated with power line.

The ground water table is 50m from the surface (in rainy season) to 55m (in DrySeason). Drinking water can be obtained from tube well situated near by the lease area.

The state transport buses and private buses are available up to village Dari and minesite.

The nearest telephone is available at nearby village Dari.

The nearest police station applicable is at Pali.

Permanent offices and other buildings at mine proposed.

Mobile phone connectivity is available at mine site.

The post office applicable for the area is Pali.

Medical facility is available at Dari.

5 PLANNING BRIEF

5.1 Planning Concept

The proposed method of mining will be semi mechanized "Open Cast" mining. The

cutting of rocks will be done by wire saw and lifting of blocks by excavator. For the

systematic working of open cast mines, benching will be done. The height of bench will not

be kept more than 6m at a time and the width of the benches will be always more than the

height. The main development work will be the formation of systematic benching. This

benching will also give the desired production of the granite. The following are different

mining operation for development and production work at this mine.

5.3 Assessment of Infrastructure demand (Physical & Social)On the basis of the preliminary site visit, the infrastructure demand in the village wasassessed on the basis of need and priority.The health infrastructure of the study area requires improvement. The lack of medicalfacilities needs improvement. Medical facilities will be provided by mine owner duringmining.

5.4 Amenities/Facilities

Workshop

For maintenance of machinery it is proposed to establish a workshop nearby to mine sitefor Welding, puncture etc.

Power supply

Electric power supply does not exist at mine site and it is proposed to take connection.

First Aid

A first aid facility is proposed at Mines office.

Rest Shelter

Rest shelter is proposed near mine site.

Latrines and Urinals

At the mine site urinal and Bath is proposed for staff and labors.

6. PROPOSED INFRASTRUCTURE

6.1 Industrial Area (Processing Area)

No infrastructure is proposed.

6.2 Residential Area (Non Processing Area)

As local workers from nearby areas will be engaged for the mining activity, no residential

area/ housing are proposed.

6.3 Green Belt

Total area of green belt would be 33% of mine lease area. As the mine lease area is 3.00

Hact. so plantation would be around 0.99 Hact. of plantation shall be done on the

Periphery area and rest plantation shall be done along both sides of transportation route.

6.4 Social Infrastructure

The Applicant shall spend 2% of profit for the development of the area i.e. treatment of

poor, schools, temples and other social work

6.5 Connectivity

The mining lease is situated of Village Dari, Tehsil- Pali, District - Pali. The Tehsil

headquarter is about 50km away form lease area.

6.6 Drinking Water Management

Water for drinking is required to be 1.5 KLD Drinking water will be brought from the

nearby Tube-wells.

6.7 Sewerage System

Domestic waste water will be treated into septic tank followed by soak pit

6.9 Solid Waste management

Nature of Waste: The waste rock obtained will be the granite rock pieces, which do

6.10 Power Requirement & Supply/Source

The operation will be done only from sun rise to sun set hence there is no power requirement

for the project at site. The electricity line passes out side near the M.L area. The electricity

facility is not available at mining lease area. Only diesel equipment will be used.

6.11 Environment Management PlanThe environmental management plan consists of the set of mitigation, management,

monitoring and institutional measures to be taken during the implementation and operation of

the project, to eliminate adverse environmental impacts or reduce them to acceptable levels.

The present environmental management plan addresses the components of environment,

which are likely to be affected by the different operations in the mine area.

7. REHABILITATION AND RESETTLEMENT (R&R) PLAN

As no personnel are expected to be migrated due to mining in the lease area and the

adjoining region is also having a good mineral potential, the rehabilitation of the

employees is not going to be a problem. The workers and other staff can get job in the

neighboring areas after the end of life of mine.

8 PROJECT SCHEDULE & COST ESTIMATES

8.1 Likely Date of Start of Construction and Likely Date of Completion

No construction activities are proposed. The mining activity will commence only after

receiving Environmental clearance and other statutory clearance.

8.2 Estimated Project Cost Along With Analysis In Terms of Economic Viability of the

Project

Estimated project cost is Rs. 30 Lac. The lessee has all the mining equipments required

for the scientific mining. The mine is Eco-Friendly. Economically the ore is mineable as

compared to overburden thickness. The entire mineable reserve as estimated is

categorized as 121+122.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

The proposed mine will bring economical benefits to the state by the way of Royalty for

mineral and to the local people by way of direct and secondary employment opportunities

granite, like other building stones, is used for a variety of structural and decorative

purposes. The material is in high demand at the local market for real estate industry.

The project will bring about socio-economic improvement of the area and will prove

beneficial to the area.

Points Compliances1. A legal affidavit on Rs. 100/- non-judicial Stamp

Paper, duly attested by Notary Public, stating that:-(i) In case of New Projects, “No activity relating to thisproject (i.e. name of the project) including civil constructionhas been undertaken at site except fencing of the site toprotect it from getting encroached and construction oftemporary shed(s) for the guard(s). (If fencing has not beendone, then the same may be deleted). This would besupported by submitting self attested current photographsviewing towards the project area from four directionsindicating date of photograph taken, direction from whichtaken, name of the project, and signature of P.P. along withseal, so as to ensure that no activity in violation of theprovision of EIA Notification has taken place. Nonsubmission of such affidavit about Violation would beconstrued as willful non submission/ concealing ofinformation regarding Violation of the Environment(Protection) Act, 1986/Environment Impact Assessment(EIA) Notification, 2006 in relation to MOEF O.M. No. J-11013/41/2006-IA.II (I) dt. 12.12.2012.

No activity relating to Dari Granitemining Project (M.L. No.- 8/2014)including civil construction has beenundertaken. A legal affidavit on Rs.100/- non-judicial Stamp Paper, dulyattested by Notary Public has beenattached as Annexure- 1.

(ii) In case of Existing Projects requesting forexpansion-

(a) “No expansion/ modernization activity has beenundertaken in violation of the provision of EIAnotification” (Please submit current pictures as above).Incase of the “Expansion Projects”, provide also theEnvironmental Load Statement (Annex-D). Details ofExpansion / activity undertaken in violation of EIAnotification, if any, be submitted with photographs, andpoint-wise compliance report of conditions of EC (if any)/CTE/CTO/NOC of RPCB & details of Notices receivedfrom RPCB and compliance their of as per MoEF, O.M.no. J-11013/41/2006-IA.II (I) dt. 01.07.2011. Nonsubmission of such affidavit about Violation would beconstrued as willful non submission/concealing ofinformation regarding Violation of the Environment(Protection) Act, 1986/Environment ImpactAssessment (EIA) Notification, 2006 in relation toMoEF O.M. No. J-11013/41/2006-IA.II (I) dt.12.12.2012.

(b) In case of construction Projects listed under item 8 of theschedule, details of adverse impacts from newconstructions on the existing structures should besubmitted, along with information about theconsiderations taken into account.

(iii) In case of both new & existing projects it should alsobe categorically declared by the Project Proponentthat, “There is no litigation pending against the project

Declaration by the Project Proponentis attached as Annexure- 1.

(iv) In all cases, one legal affidavit by the PP stating that,“(a) I hereby give undertaking that the data andinformation given in the application, enclosures andother documents are true to the best of my knowledgeand belief and I am aware that if any part of the dataand information submitted is found to be false ormisleading at any stage, the project will be rejected andclearance given, if any to the Project will be revoked atour risk and cost. (b) I hereby also submit thisundertaking as part of the EIA Report, owning thecontents (information and data) of the EIA Report”.Another legal affidavit by the consultant (if any)stating “(a) that the prescribed ToRs have beencomplied with (to be deleted if not applicable) & (b)that details and the data presented are factually correct”,as per along with other information is also to besubmitted. Contents of the affidavit in the form otherthan that mentioned above shall be construed asmisleading the committee.

In cases of Mining Projects (applying for ToRs/EC):(i) Provide information in Annexure-E (Part-A, B & C),(ii) Certificate regarding mine lease area not falling in theAravalli Hills to be issued by the Mining Engineer/Assistant Mining Engineer in the prescribed format, asper the instructions contained in the letter no.DMG/ADM/Env/EC/F11/06/17-76 dt. 17.01.2011 issuedby the Director, Department of Mines and Geology, GoR,Udaipur, should be countersigned by the AdditionalDirector (Mines), DMG of concerned Region and copy besubmitted with other required documents.(III)Projectscovered under MoEF Notification Dtd. 9.9.13 shouldsubmit all relevant documents as per the Notification.Projects being claimed under B2 category by the PP asper MoEF OM Dtd 24 .6.2013 and/or Dtd 24.12.13 alongwith following :-

iii. Considering the limited area, for cases where it is notfeasible to carry out plantation on 33% of the area in theproposed project, an alternate land of 33% area shouldbe identified in the nearby area in consultation with the

Area wise plantation details aregiven in page no. 21 of PFR.

concerning Gram Panchayat and the PP should submit acommitment to carry out the entire plantation in that areain this coming rainy season.

iv. The PP should submit information regarding localgeology of the area.

Details of local geology have beenattached as given in page 14 of PFRReport.

v. The PP should submit a copy of the map along with aletter from the competent authority (SME/ ME/AME) ofthe Mining Deptt. Regarding details of other miningleases falling within 500 mts.from the periphery of theproposed mine under consideration for EC. DMG/ADM/Env/EC/F11/06/17-76 dt.17.01.2011 issued by the Director, Department of Minesand Geology, GoR, Udaipur. For B2 category of projectscountersign by the Additional Director (Mines), DMG ofconcerned Region may not be necessary.

(b) The consultant should mention the serial no. atwhich the name of the consultant appears in the latestlist available on MoEF website. The accreditedconsultant should also submit a copy of accreditationletter issued by MoEF/QCI/ NABET indicatingapproval of sectors and experts.

8. A statement of commitments related to the proposedproject, for compliance during post E.C. period should besubmitted in the format prescribed at Annex-“F”.
