I. Introduction
Shandong Hai River Basin Pollution Control Project (SHRBPCP) is being implemented in secondary cities and counties of Binzhou, Dezhou, Jinan, and Liaocheng municipalities in the Province. ADB is providing an $80 million loan from its ordinary capital resources to partly fund the project. Government is in charge of implementing the project. The goal of the Project is to improve the urban environment and public health in Shandong Province by reducing pollution of the Hai River Basin from different sources. The Project involves (i) improving municipal wastewater collection, treatment, and reuse by construction of four wastewater treatment plants and sewer systems; (ii) providing municipal solid waste collection and disposal by construction of three landfills and associated waste collection and transfer facilities; (iii) adopting clean industrial processes and improving waste management in two paper mills; and (iv) supporting the institutional development of utilities. The Environmental Management Plan (EMP) covers all phases of the Project from pre-construction through commissioning and operation, and aims to ensure the monitoring of environmental impacts and the implementation of environmental mitigation measures.
During this reporting period, the EMP has been executed for all the subprojects. Environmental mitigation measures have been taken during construction while the environmental compliance monitoring and reporting have been carried out since project inception. Adverse impacts on the environment have been minimized. For the six subprojects that are currently in normal operations and the one subproject that is in test operation, their environmental management practices have been carried out based on their environmental management plans during the operations. For Quanlin Paper Mill Environmental Mitigation Subproject, the environmental management practice for the construction period is implemented since the subproject is still under construction.
II. Potential Impacts and Implementation of Mitigation Measures Potential environmental impacts of the eight subprojects and the mitigation measures during this reporting period are summarized in Tables II-1 to II-3. The implementation status of the mitigation measures are summarized in the last columns of the tables for comparison with the designed mitigation measures stated in the subproject Environmental Management Plans (EMPs).

Binzhou: There are standby equipments for water pumps, sand pumps and sludge pumps. Linqing: Standby equipments are prepared (there are totaling 4 lift pumps of which two are working with other two standby; 2 sets Ozonizers, of which one is working with other one standby; two oxygen generators one is working, the other standby; air compressor, wash water pumps and line system are all have their respective standby equipment); dual power supply for pump station; strengthen supervision, management and operational monitoring; develop emergency plan; develop industrial pollution control and management plan; establish water quality testing department and sample testing for 24 hours.

effluent impact to water receiving bodies
WWTP operation must comply with the discharge requirements
Binzhou: Currently all the treatment facilities are smoothly operated. Biochemical system is stable. All the effluent indicators meet Class I-B national standard. Some indicators meet Class I-A standard. 24 hour monitoring. Therefore, there is no adverse impact to the receiving water body. Gaotang: WWTP has well operation control system such as complete management rules, training on staff; regular maintenance of machine to minimize the failure occurrence and lower the operation cost; daily test the major indicators on water inflow and outflow; county EPB regularly monitors the inflow and outflow water; effluent discharge from WWTP meets the required standard. Shanghe: WWTP established well operation control system; 24 hour monitoring; effluent discharge from WWTP meets the required standard; there is no adverse impact to receiving water body. Linqing: WWTP has set up a well operational control system; develop series of operational management system; assign staff to their own position; enhance training on management staff; develop testing indicators for each process;24 hour monitoring; effluent discharge from WWTP meets the required standard.
Groundwater
Install monitoring wells around the WWTP to enhance required monitoring activities
Binzhou: Has tested ground water and the indicators of ground water quality meet the requirement. No hazardous situation is found. Gaotang: Installed 4 groundwater well around the location of WWTP in line with the regulation; county EPB monitors groundwater once a year; no groundwater is impacted in surrounding area. Shanghe: Groundwater well is installed around the WWTP in line with the regulation; regularly monitoring groundwater quality,no groundwater is impacted by the WWTP in surrounding area. Linqing: One groundwater well is installed to the west of the WWTP in line with relevant regulation; monitoring the groundwater and the result shows that the groundwater quality meets the quality standard.

Air
Odor
Provide buffer for the facilities and around the WWTP; potential odor source enclosure; provide effective scrubbers; solid treatment facility enclosure and avoid storage of dewatered sludge, enclosed transportation and haul to landfill for final disposal; install certain width of the buffering zone and plant within the WWTP; adequate WWTP facility layout to minimize odor to potential receptors.
Binzhou: Set up buffering in working area and the plant is built far away from the residential areas to avoid the impact to neighboring residents. Plant greening belt is mitigating the odor; 2)sealed the odor source that is mainly from the sludge in the dewatering station. 3)Set up washing equipment for reclaimed water and effectively wash sludge to reduce the production of the odor; 4)Cover the sludge treatment facility, timely enclosure and transportation to landfill for disposal; 5) Set up greening belt around the WWTP and plant trees within the plant. Gaotang: a. Set up 50m buffering zone and plantation around the WWTP, greening is conducted in the all except buildings; b. Endorsed all pipeline network; c. Work shop is equipped with good ventilation and exhaust fan to effectively mitigate the impact to the staff; d. Two enclosed sludge transportation trucks take turns to transport sludge to Quanlin Jiayou Fertilizer Plant for making organic fertilizer; e. Sludge pressure filter, fine screening bar and other equipment can be washed automatically. Shanghe: A. Noise

Binzhou: Use low-noise equipment in entire plant. Gaotang: use Germany blowers with noise eliminating cover in it and silencer at the admitting port to effectively reduce the noise pollution; use shock pad when installation; set up greening belt; plant various kind of trees in and out of the plant. Shanghe: Use low-noise equipment; noise-proofing is used in the equipment room, operation room, doors and windows; set up greening belt around the workshop in the plant. Binzhou: Sludge is transported to Binzhou landfill with enclosure for disposal after it is treated with stabilization. Gaotang: Sludge is transported to Quanlin Jiayou Fertilizer Plant with enclosure for organic fertilizer after it is treated with stabilization. Shanghe: Sludge is treated with stabilization. Due to the slight smell, sludge is transported outside for organic fertilizer with enclosure. Linqing: After the sludge is treated with stabilization, sludge is dewatered and compressed and transported to Woyuan Organic Fertilizer for making organic fertilizer.

Conduct analysis to determine potential impacts
Binzhou: Has current reclaimed water treatment capacity of 10,000 t/d , but the agreement with reclaimed water users has not signed. Gaotang: The construction of reclaimed water facility started in February, 2008 and put into operation in August, 2010. The treatment capacity is 40,000t/d and mainly provides water reuse as industrial water for Quanlin Paper Mill and other industries. Reduce the extraction of groundwater. Shanghe: There is no wastewater reuse component for this subproject. Currently the effluent discharge from WWTP meets the required standard. Linqing: Constructed clean water tank, water reuse pump station and installed water reuse pumps to reduce the wastewater discharge and use of ground water.

Plantation impact
no less than 30% space for landscaping within the WWTP
Binzhou: The greening rate has already reached 60% in the plant. Plant 2523 poplars, 3709 white wax, apple tree, peach tree, pear tree, Chinese toon, Sabina chinensis, locust tree, etc. 23073.5 m2 of clover, 3316.5 square meters of lawn and Cynodon dactylon, 5453 fructus forsythiae, cercis, hibiscus and other shrub, and 84 china rose, morning glory, etc. Gaotang: The greening rate has currently already reached 30%. Due to the too high salt and alkali content in the soil within the plant, all the planted trees and grass died. It is decided that replace soil and replanting. Shanghe: The greening rate has currently reached 62.5% with 2.4 hectare greening area. Sophora japonica, white wax, Platanus orientalis, Ligustrum vicaryi, holly, clover and ryegrass, etc have been planted. Among them, 400 white wax, 150 platanus orientalis, 20 holly, 5 gingko, 60 white poplar, 30 Chinese cherry apple, 650 china rose, 200 rosebush, 10 sakura, 10 Pomegranate, 100 Prunus cerasifera, Ligustrum vicaryi and campsis, etc. The environment of WWTP is great with over 12000 square meters of greening area. Linqing: The current greening area within the plant is 9500 square meters and 36% of greening rate. 152 Platanus orientalis, 65 poplar tree, 310 white wax and other tall deciduous arbor. Ligustrum vicaryi, holly and china rose and so on are planted in the vacantcy between the buildings to form three layer stereo greenng system without bare soil

Totally plant 3800 Populus tomentosa, 1400 fast growth aspen, 5300 square meters lawn, 2000 square meters bushes, 40 Prunus cerasifera, 30 crape myrtle and 120 square meters clovers. Linqing: Greening area has reached 60mu, accounting for 21.4% of total area. Among them, 2500 fast growth aspen, 3000 white wax, 20 mu of plantation and 1500 holly and china roses. Linyi: Greening is being organized in the plant.

Zouping: Zouping is implementing closure of old landfill. Installed gas discharge guiding layer, anti-seepage layer, rainfall discharge guiding layer, final soil layer and plant cover in closure cover system. Slope is strictly controlled to guarantee the stabilization of the landfill pile and prevent the rainfall erosion. The closure of the old landfill is combined with ecosystem to prevent the plant root damaging geo-membrane. Gas guiding discharge layer connected with vertical pipe and the vertical pipe is 100cm higher than the final soil cover layer. It guaranteed the safety of the landfill and is good for gas collection and utilization and avoid the damage leachate brings. Regular examination to leachate provides the condition for greening in the plant and later utilization; developed monitor management requirement 3-year after the closure of the landfill. Linqing: Landfill enclosure is implemented in line with national regulation and closure plan. Make sure the safety of landfill; avoid the damage brought by leachate; greening in the plant is carried out; developed 3-year monitor management requirement after the closure of the landfill. Linyi: This item is not applicable for the subproject.

III. Environmental Monitoring Results
Subproject IAs have developed environmental monitoring programs in line with the requirements of the EMPs, and the requirements from SPEPB and related local governments. The monitoring follows the methodology provided in the National Standard Methods for Monitoring Pollutants. Pollutant Discharge/Emission Standards are used as guidelines to govern the environmental monitoring and evaluation.
During this reporting period, the environmental monitoring results are summarized in Tables III-1 to III-3 below. The monitoring results are used to evaluate the: (i) extent and severity of environmental impacts; (ii) compliance with related rules and regulations; and (iii) overall effectiveness of the Project EMP. Required actions will be taken based on the monitoring results.

IV. Environmental Training
Construction contractors and the are responsible for actual implementation of mitigation
measures during construction and operation, respectively. Environmental specialists of
the IAs have received training in environmental management, monitoring and
supervision, environmental regulations, and other environmental management
techniques.
Environmental training has been conducted since project inception. During construction
period, project management staff and construction management personnel from each
subproject has been trained. During operation period, facility management staff and
facility operators have been and will continue to be trained. A summary of the training
received by relevant staff in each IA is provided in Table IV-1 below.

V. Summary
Environmental monitoring results during construction and operation phases are

submitted by each IA to the local EPBs and gathered to SPPMO. The EMR from the IAs include information regarding environmental management, implementation of mitigation measures, results of environmental monitoring and staff training. Based on the EMRs from the subproject IAs, conclusions can be summarized below.
• environmental protection measures based on the EMPs have been implemented; • the environmental performance is generally in compliance with national,
provincial and local regulations and standards;
• environmental training has been carried out and technical skills of each IA are expected to steadily improve;
• the EMPs for the subprojects are appropriate and effective; and • positive environmental impacts through the subproject operations begin to realize
for the six subprojects.
