Tamil Nadu Slum Clearance Board was established in September, 1970.
It is the oldest organization of its kind, looking after the welfare measures exclusively of slum dwellers.
Has constructed 1.69 lakhtenements/houses under various state/central schemes.
Has provided 1.32 plotted development units.
Is the SLNA for PMAY-HFA
TAMIL NADU SLUM CLEARANCE BOARD
ACHIEVEMENTSInitially, In-situ rehabilitation of slums in Chennai city was undertaken utilizing
State Budgetary support.
Plotted development was implemented under MUDP
Board’s activities were extended to other ULBs of the State.
Tiled roof sheds were provided under Mass Housing programme.
Plotted development under TNUDP, Cash Loan scheme for construction of
individual houses, Nehru Rozkar Yojana for up-gradation of houses were
implemented.
Fire proof Asbestos sheet roofed sheds were provided in the slums of certain
selected cities.
Valmiki Ambedkar Awas Yojana (VAMBAY) was implemented.
Construction of tenements under centrally sponsored Finance commission
schemes was undertaken
Construction of tenements / houses under ETRP and RGRP were carried out.
Has constructed 42318 tenements under JNNURM.
Works for construction of 4880 tenements/houses under RAY are either
completed or nearing completion.
Now, PMAY – HFA is being implemented.

improvement without land tenure in Chennai
1977 Slum Improvement land tenure in Chennai
1984 Construction of tenements and slum improvement without land tenure and
other activities extended to other Corporations, Municipalities in phases
1985 Implementation of massive tiled roof houses
1987 Slum Improvement with land tenure in Chennai and other towns.
1992 Construction of MIG / LIG houses under urban renewal programme
1995 Rehabilitation and Resettlement schemes through Finance Commission
grants and other sources
2008 Commencement of massive resettlement schemes under JNNURM
2012 VISION 2023 - Slum Free cities
2015 Housing for All programme to attain Slum Free Cities

INSTITUTIONAL ARRANGEMENTS
Tamil Nadu Slum Clearance Board is designated as State Level Nodal Agency
(SLNA) for PMAY-HFA in Tamil Nadu.
State Level Sanctioning and Monitoring Committee (SLSMC) was constituted with
the Chief Secretary to Government as the Chairman, Secretary to Government,
Housing & Urban Development Dept., as Vice Chairman, Principal Secretary/
Managing Director, TNSCB as the Member/Convener and 12 other Secretaries /
Heads of organizations as members.
The State Level Appraising Committee (SLAC) is established.
The proposals and projects are to be scrutinized by the SLAC, approved by the
SLSMC and to be submitted to the Central Sanctioning & Monitoring Committee
(CSMC) for sanction and fund release.

Vertical III - AHP
Requirement of Houses under Vertical III - (AHP) : 2,66,586.
Projects approved so far for construction of 44,770 DUs under this Vertical
Availability of Government lands is a big challenge. TNSCB has been proposing
AHP Projects on the lands spared by Govt. and by redevelopment of dilapidated
tenements constructed four decades ago.
Government of Tamil Nadu provides Rs. 6.00 lakh per unit under this vertical.
TNSCB has proposed to adopt emerging technologies in the construction of
tenements.
BMTPC has undertaken Demonstration Housing Project for construction of 42 DUs
using GFRG techonogy at Thailavaram in Kanchipuram
Cont.,
Vertical III - AHP
TNSCB has been calling for tenders on Technology – Neutral basis for the projects
with DUs more than 500.
Construction of 2112 DUs in Kancheepuram using Monolithic Concrete Technology is
finalized and works commenced.
The share of State Government is heavy in addition to provision of land by the
Government at zero cost.
An ordinance to spare lands owned by GoI PSUs to SLNA will solve land issues to
some extent.
