The buzzword on the tip of all our tongues is Brexit, and despite the uncertainty of our exit from the European Union, the Falsified Medicine Directive (FMD) is still planned to go ahead next month. We have added a short explanation of FMD to help us all understand some of the confusion surrounding the new regulation that we all need to be well prepared for. Last year certainly proved that we are in the midst of a worldwide telecommunication and technological revolution and as this edition shows, the NHS, our team here at Forte and Alliance Healthcare are at the forefront of this and continue to find new and innovative ways to help your business and patients. Hazel Harris has written a short guide to the changes the NHS have implemented with ePACT moving to ePACT2 , and we are delighted to share with you a number of small articles about all our digital progression here at Forte and Alliance Healthcare; Forte generic scheme pricelists which are now entirely digital, you can now receive your Alliance Healthcare monthly statements electronically – offering more convenience and helping to reduce paper consumption, and what’s more we have created a new streamlined missing order claim process called E-missings and developed our unique E-consultancy service available to all our Forte members. As such, Ailsa Colquhoun has kindly written an article updating us on the DDA position regarding the ‘digital deficit’ some rural practices are facing. The ‘Digital Deficit’Ailsa Colquhoun. Award-winning freelance journalist and writer specialist in NHS community pharmacy and dispensing practice.

In his speech to the Autumn Conservative party conference this year, DDA chairman Dr Richard West raised the issue of the ‘digital deficit’ and the problems that this causes rural patients. Statistics subsequently released in the Scottish parliament – revealing that around one in three rural residents do not have access to superfast broadband – show the problem of digital exclusion in rural areas is a problem both sides of the border.

In his conference presentation, he spoke about the impact on patients of life on the wrong side of the digital divide: their inability to access convenient services such as online appointment booking and repeat prescription ordering, as well as the wealth of accredited health apps now available from NHS digital libraries. However, digital exclusion does not just affect patients; dispensing practices are themselves finding it increasingly difficult to operate effectively in what can be a technological abyss.

For example, for urban, digitally-enabled practices, the Electronic Prescription Service has become an increasingly familiar part of practice, and they are well-placed to manage the service as it transitions into its final stage – where patients will no longer have to nominate a dispensary to have their prescriptions dispensed. However, dispensing practices remain stubbornly outside the service, unable to incorporate the service into daily workflow, blocked from accessing the administrative advantages of the system, and more significantly still, prevented from competing on a level playing field with online pharmacy operators whose EPS accreditation is intrinsic to the operation of NHS and commercial prescription mobile phone apps.

As UK medicines regulators increasingly look to tech to solve problems such as prescription fraud and counterfeit medicines, it is imperative that the NHS addresses the digital divide. Fail to include all parties in the supply chain and you simply get a gaping hole through which the fraudsters will happily climb.

EPACT2New features and changes in ePACT2

ePACT has now been replaced by ePACT2 – an online application which gives authorised users access to prescription data.

You can access online analyses of prescribing data held by NHS Prescription Services, and this data is available 6 weeks after the dispensing month.

ePACT2 has more functionality available to users than the original ePACT system, including the ability to:

▸ Interrogate prescription data in ways not been possible before.

▸ Easily create data visualisation using interactive reports and dashboards.

▸ Look at high level data summaries down to individual prescription item detail.

▸ Schedule queries to be pre-run so the results are available when the user opens a dashboard.

▸ Export the data from reports and dashboards.

▸ Add an alert to trigger workflows based on specific events.

▸ Access to whole country data.

▸ View patterns of prescribing at patient level.

ePACT2 provides easy-to-use analysis, reports and dashboards (medication safety, medicines optimisation dashboard, generic prescribing and many more). You don’t need an N3 connection as you can access the system with an internet connection.

What is FMD?The European Falsified Medicines Directive (FMD) aims to reduce the number of potentially falsified medicines entering the European medicines supply chain.

Falsified medicines include:

▸ Products with little or no active ingredient(s).

▸ Products with the wrong active ingredient(s).

▸ Products and/or packaging that have been stolen for re-use or resale.

These products pose a risk to patients and undermine the genuine products supplied by manufacturers and pharmacies. The EU Directive will help to improve security cross the supply chain, protecting patients from falsified products.

When will it be implemented?

From 9 February 2019, community pharmacies, hospitals and dispensing medical practices must start authenticating any new packs of prescription medicines that have the safety features, as part of the dispensing process.

You may notice that some manufacturers are already introducing the two new FMD safety features on their products: an anti-tampering device and a 2D barcode. These packs will gradually replace all existing stock over the next few years.
