TAKEAWAYS FROM PM’S SPEECH: India’s demographic dividend, government policies along with private sector initiatives expected to push services sector growth In his inaugural address at the GES 2015 Prime Minister Mr. Narendra Modi said India has made the transformation from a country worried about its “brain drain,” to a country that thinks of “brain-gain.” He said India should assess its “service” capa-bilities in the global perspective.

The Prime Minister said Indian doctors are now playing impor-tant role in running successfully the medical infrastructure of many countries of the world “which without them would collapse”. He said India had vast potential to meet the skilled manpower needs of the entire

world, and called for a careful mapping of global needs, which India could fulfi ll over the next decade.

Mr. Modi said that India’s young population in near further would need skills and training to join the global work force. He noted that the skilled talent pool of In-dia can be more attractive if only they were to possess knowledge of foreign languages and social etiquettes of the countries they were intended to work in.

The Prime Minister mentioned sectors such as nursing, high-end fi nancial services, arbitra-tion, tourism, music and vegetar-

ian cooking as examples of what India had to offer to the world, besides the already established IT and other core sectors. “We need to fi nd out in which specifi c countries and sectors we can uti-lize our demographic dividend,” he said. Yoga and IT services already have earned a reputation for India, Prime Minister Modi said. “We, however, can do some out of the box thinking to lever-age India’s rich social and cul-tural diversity. Tourism can play an important role here. We can make such schemes which allow foreign tourist to learn about our food and musical heritage and take India to the world.”

We need to come out of the protection mentality and be confi dent enough to embrace the world and technology. For in doing so, more jobs are expected to open up in the services sector.

PM stated that sectors such as nursing, high-end fi nancial services, arbitration, tourism, music and vegetarian cooking as examples of what India had to offer to the world.

Yoga and IT services already have earned a reputation for India in the services. However, we can do some out of the box initiatives too, such as leveraging India’s rich social and cultural diversity.

The Commerce Ministry is looking at exploring new geographies for promoting the services sector

Mr Arun Jaitley, Union Minister of Finance, during the GES Vale-dictory session stated that the services sector provide oppor-tunity to unleash its own energy and foster growth as it is not en-tirely dependent on availability of quality infrastructure or natural resources. Moreover, it is an area where chartering new territo-ries would also depend on the creativity and imagination of the human mind. Citing examples of the largest retailer, which has operations worldwide but does not own a single retail store or

the largest taxi service which does not own a single vehicle, he said that numerous changes have been happening in the last few years which have made the the brick and mortar model less relevant. New avenues are being opened up in cyberspace eg in education, banking, etc.“Our aim should be to be a creator rather than the recipi-ent of services. It needs to be realised that sectoral limits on FDI no longer make sense in an era when prohibitions can be breached by technology.

Mrs Nirmala Sitharaman, Minis-ter for Commerce and Industry (Independent charge), talked about opening up of FDI in ser-vices sectors more recently the opening up the insurance sector to 49%. She pointed how India at various trade and multilateral trade platforms is promoting the movement of people in services and that India is committed to defend this. The Ministry is also actively looking at exploring new geographies for promoting the services sector as also diversify-ing the services export basket. She said that the exhibition will be an annual global event to be held in February of every year. It would be a platform for show-casing and sharing experiences

in the services sector. She said that the Prime Minister had not only inaugurated the Exhibition but also given a lot of ideas for making Indian services more competitive. She hoped that the services sector would be able to double its income in the next four years.

on “MSME in Services”

The services sector has tremendous potential, stressed Mr Madhav Lal,

Secretary, Ministry of Micro, Small and Medium Enterprises, Government of India. He was speaking at a session on ‘MSMEs in Services’ at the GES. For many years, he elaborated, the focus has been on the manufacturing sector, even though the contribution of the ser-vices sector to the economy has been signifi cant, and the sector offers huge potential. And within services, he said, the MSMEs play a signifi cant role and account for a substantial contribution to the sector. Sharing fi gures, he said that the MSME segment contributes 7% to GDP towards manufacturing, but nearly 31% to the services sector. Therefore, there is a need to enhance the services sector, and MSMEs, to boost economic growth. Speaking on the role of the Government, he reiterated Prime Minister Modi’s state-ment saying that the segments within services which have grown fastest have been those where Government pres-ence has been minimal. He therefore stressed on the role that industry can play in boosting this sector, with sup-port from the Government. He spoke about initiatives such as the formation of clusters, and how technology could be effectively used to connect and dis-seminate information by way of virtual clusters.
