What is the Provisional
Vocational Certificate?
The Provisional Vocational Certificate is issued to individuals who have work experience in specific skill areas for which school districts have state-approved reimbursable vocational programs.
The Provisional Vocational Certificate (old type) number 34 grade level 11-12 is no longer being issued is still honored. Holders of this certificate must also meet renewal requirements.
New type number 35 grades 7-12.
The Provisional Vocational Certificate is issued when the district is unable to find a secondary teacher with the endorsement required to teach the class (i.e. Agricultural Education; Industrial Technology; Family and Consumer Sciences; Business Marketing and Management and Health Occupations).

Who Must Meet Requirements
for Renewal
The requirements for continuing
professional development apply to anyone
employed on this type of certificate in an
Illinois public school during the five-year
validity cycle of those certificates.
The five-year validity cycle that has
professional development renewal
requirements begins the first time you
register on or after July 1, 2009 which is
when the requirements were implemented.

Similarities with Teaching
Certificate Renewal
The certificate renewal is very similar to the Standard certificate renewal.
Differences in the renewal requirements:
The law does not allow a reduction in CPDU’s for holding advanced degrees.
The Local Professional Development Committees (LPDC’s) does not review the professional development requirements. Even if an LPDC is in place.
The option for earning an endorsement or subsequent certificate does not apply.
The option for becoming highly qualified in another area does not apply.
The activity for supervising a student teacher or student education candidate is not available.

Professional Development
Options
Eight semester hours of undergraduate or graduate level education-related coursework, with no fewer than two semester hours addressing the certificate holder’s knowledge and skill as a teacher in relation to the Illinois Professional Teaching Standards and the content-area standards in his or her area of certification, endorsement; or,
120 Continuing Professional Development Units (CPDU’s), or
Advanced Education Related degree from a regionally accredited institution, or
National Board of Professional Teaching Standards (NBPTS) certification, or recertification process, or
Four semester hours of approved graduate-level coursework in either: Self assessment or
NBPTS certification or preparation
Four semester hours of graduate-level coursework in preparation for meeting the requirements for certification by the National Board for Professional Teaching Standards.

Reduction in Requirements
Your employment history may reduce
your professional development
requirements:
If you were not employed during the
full five-year validity period.
You were employed part-time during
the cycle.

The Education Certification System allows you to access your certification files.
You can use ECS to enter professional development activities for renewal, submit activities, receive renewal recommendations, pay registration fees, order duplicates of your certificates, review degrees and teaching history.

Part-Time teachers
For any period during your cycle in
which you teach for less than 50
percent of the school day or school
term, you are only required to
completed 50 percent of the
professional development
requirement.
The reduction only applies if you use
the CPDU or coursework options.

Exemption Status
It is the individual’s responsibility to enter
status in the Educator Certification System
for the correct amount of semesters of
employment over the five year cycle.
The requirements for your renewal cycle will
not be accurate if your exemption status
does not match your teaching history found
in ECS.

Steps to Change Exemption
Status
ECS Educator Certification System web site. www.isbe.net/ecs
Create a login or log into existing account.
Click on professional development
Click on exemptions
Click on enter/review exemptions under the certificate applicable
Click on modify exemptions status
Click on the status for the semester(s) you are changing
Type in reason for exemption
Click on submit (the exemptions are approved by the ROE)
To view approval status of pending exemptions, click on statement of assurance

This is a secure site. You only need to use your SSN once. You’ll use your Userid after you’ve established your account.

You will have established most of your profile as you created your account. You can use “My Profile” to review and edit your personal information later.
Select “Prof Development” to enter professional development activities.
Note: At your leisure, take some time to explore the features and resources on the ECS web site.

Entering Professional Development
Once you’ve selected “Profession Development” from the home page, select “Activities” and you’ll come to this page. If you have more than one certificate, they will be listed. Select “Enter/Review Professional Development Activity” under the appropriate certificate. Note the various options available under the Professional Development category.

Note: The date(s) you enter must fall within the renewal period.

The provider list is long, be patient in your search. Don’t discount alternative spellings or acronyms (e.g. CCSD, CUSD, etc.)

CPDUs Step 5 - Purpose
If you use CPDU’s or coursework, each activity must address one or more of the purposes. In addition to 20% of the units must address Purpose “E”. Meeting the needs of students w/disabilities in the leastrestrictive environment.

Select as appropriate. Note that “Not Applicable” is a choice.

CPDUs Updated!
Note that CPDUs are updated with the new entry and a running total is started. Repeat the CPDU entry step as often as necessary. Avoid grouping more than one activity into an entry. You can also remove or edit an erroneous entry.

When professional development is entered, you’re ready to submit your Statement of Assurance. Note: Submitting the Statement of Assurance initiates the renewal process with ISBE and is required.

SOA – Monitoring
After your SOA is submitted, you can return to the Statement of Assurance link to monitor status. The “Pending” will change to “Approved” once the Regional Office of Education and Illinois State Board of Education have reviewed the SOA and approved it. At times, SOAs are returned by the ROE or ISBE for additional information. Simply edit the professional development activity needing more information and then re-submit.

When your SOA is “approved,” you can renew and register your certificate online (including paying fees via credit card). You can also file paper renewal/registration forms. See:

Tracking the Statement of
Assurance
Checking for recommendations-Click on “Professional development” and then click on “Statement of Assurance” until you get to “View Statement” and look at the status.
Withdraw-The “Withdraw” link is for you to withdraw a submittal in case you realize you have made a mistake or left something off of your Statement of Assurance that you wish to add. If you have “submitted,” you cannot change it until you withdraw the submittal.
Returned Status-If the status reads “returned”, you need to open the statement to read why it was returned. Click on “View Statement” to read comments. Scroll to the bottom of the statement to edict activities. Remember to resubmit the statement of assurance after editing.
Editing Activities-Click on “Professional Development and Renewal” and the “Enter/Review Professional Development”. To the far right to each of your entries is a “Remove/Edit” link

Rolling Credits into the Next
Cycle
In the second and subsequent
renewal cycles, any creditable
activities completed on or after April 1
of the last year of your certificate’s
validity period, may be “rolled over”
into the subsequent cycle. Activities
may not be counted twice (i.e., in the
current cycle and the next cycle).

Reasons for Disapproving
an Activity or Returning an
SOA
You may be recommended for nonrenewal if you have not completed the professional development required of you.
The activity does not conform to the definition of the activity.
The activity was not conducted by an approved provider in cases of using the CPDU method.
The number of CPDU’s claimed for the activity differs from the CPDU’s allowed for the activity.
Purpose E does not meet the required amount of 20%.

Reinstatements
If your certificate is not renewed because you failed to meet the requirements, you may apply for a one-year reinstatement (July 1 to June 30).
After the one-year reinstatement your certificate will be renewable if you have:
Completed the balance of the professional development activities that were required for the renewal; and
Earned five additional semester hours of credit from a regionally accredited institution of higher learning relevant to the field of certification.
Contact the Lake County Regional Office of Education for filing a file the one-year reinstatement form (ISBE Form 73-93).
