I. FOR INTRODUCTION

European culture of Kosova

Culture of Kosova is part of the Europeanculture. Kosova is a member of the big Eu-ropean culture family. This is an indispensa-ble truth. Nonetheless the consequences,conditions, influences and the reasons, thisis a stable fact. Kosova has a very preciouscultural treasure which enriches furthermore the European culture. And this is notall.

Based on the human and universal char-acter of the cultural values, we can say thatthe cultural values of Kosova are worldwidevalues. Although Kosova is a small country,it still has a lot to offer to the European andWorld culture. Anyway, this is not the endof the story. Actually, this is the best part ofthis story. The other part of it deals with theinstitutional and citizen involvement andcommitment to conserve, cultivate andpromote these values as well as to reflectthem properly. There is a lot of exhaustingand time-consuming work to do about this.This situation deteriorates and worsens bythe political reality in which we are living.

On the other side, in the last decades ithas been done a little or nothing about theconservation and promotion of these val-ues. This complicated situation makes usconstraints us for an immediate action. Wehave lost enough time and thus now weneed to be vigilant and effective in al our ac-tions. It is an urgent need to be put awayfrom damaging practices and the neglectexposed to culture, by treating the culture

Kultura evropiane e Kosovës

Kultura e Kosovës është pjesë e kulturësevropiane. Kosova është pjesë e familjes sëmadhe kulturore evropiane. Kjo e vërtetëështë e pamohueshme dhe epatjetërsueshme. Pa marrë parasyshrrethanat dhe kushtet, ndikimet dhemotivet, ky fakt është i palëkundshëm.Kosova posedon me një thesar shumë tëçmueshëm kulturor, i cili e pasuron edhe mëtutje kulturën evropiane. Dhe jo vetëm kaq.

Nisur nga karakteri gjithënjerëzor dheuniversal i vlerave kulturore, lirisht mund tëthemi se pasuria kulturore e Kosovës ështëpasuri botërore. Ndonëse një shtetrelativisht i vogël, Kosova i ofron shumëpasurisë kulturore evropiane dhe botërore.Megjithatë, tregimi nuk përfundon këtu. Nëfakt, kjo është pjesa më e bukur e këtijtregimi. Pjesa tjetër lidhet me angazhimininstitucional dhe qytetar për t’i ruajtur,kultivuar, promovuar dhe pasqyruardenjësisht këto vlera. Puna që kërkohet nëkëtë pikë është mjaft e lodhshme dhekonsumuese. Këtë gjendje e vështirësonedhe realiteti politik në të cilin po jetojmë.

Në anën tjetër, në dekadat e fundit ështëbërë fare pak ose aspak në drejtim tëruajtjes dhe promovimit të këtyre vlerave.E gjithë kjo situatë mjaft komplekse naobligon për veprim të menjëhershëm. Kemihumbur mjaft kohë dhe tani duhet të jemivigjilentë dhe efektivë në veprimet tona.Urgjentisht duhet distancuar nga praktikatdëmtuese dhe neglizhenca ndaj kulturës,

of our country through a structural and pro-fessional approach, as well as with a fullwillingness.

Kosova possesses European Culture, andthis is not just a privilege but, more thanthat it should be accepted as an obligationand a need for an effective action. The evi-dence that should be given is that Kosovanot only possesses cultural values but alsoknows how to cultivate them and be repre-sented next to other global values.

WHY A STRATEGIC DOCUMENT FOR

HERITAGE DAYS?

A clear evidence of Kosovar commitmentto follow the European culture trends andevolution is the celebration of EuropeanHeritage Days in Kosova in 2006 and 2007.During these two years of institutional cel-ebration but also during the previous yearswhen the organization was based mainly oncivil society initiative, Kosova took n impor-tant step entering thus a new stage ofshowing prudence and care for its culturalheritage. The difference in this case waspretty qualitative because the EuropeanHeritage Days in Kosova were being cele-brated in parallel with all other Council ofEurope states, in a manifestation officiallyrecognized from this European institution.

The experience of organizing these Euro-pean Heritage Days in Kosova has height-ened the attention to this European officialholiday. Through these few years of organ-ization have been learnt lots of lessons, andabove all it has been noticed the immediateneed for a strategic document which wouldclarify the role of the stakeholders involved,and more qualitative results would comeout. The celebration of European HeritageDays in Kosova that had started as a proj-ect of Kosovar civil society needs a morestructured approach and a maximal com-mitment of everyone in order to have anadequate representation of the cultural val-ues of Kosova. This strategic document is asmall step but necessary.

Një dëshmi e qartë e përkushtimit kosovarpër të ecur në hap me trendët dhe zhvillimete kulturës evropiane është edhe kremtimi iDitëve të Trashëgimisë Evropiane në Kosovënë vitet 2006 dhe 2007. Gjatë këtyre dyviteve të kremtimit institucional, por edhegjatë viteve më parë, ku organizimi ishtekryesisht i bazuar në iniciativë të shoqërisëcivile, Kosova bëri një hap të rëndësishëmduke hyrë në një etapë të re të shfaqjes sëkujdesit ndaj trashëgimisë së saj kulturore.Dallimi në këtë rast ishte mjaft kualitativ,ngase po kremtoheshin Ditët e Trashëgi -misë Evropiane bashkë me të gjitha shtetete Këshillit të Evropës, në një manifestim tënjohur zyrtarisht nga ky institucionevropian.

Përvoja e këtyre viteve të organizimit tëDitëve të Trashëgimisë Evropiane nëKosovë ka sugjeruar një vëmendje më tështuar ndaj kësaj feste zyrtare të Evropës.Përgjatë këtyre pak viteve të organizimitjanë nxjerrë shumë mësime, e mbi të gjithaështë vërejtur nevoja imediate për njëdokument strategjik, përmes të cilit do tëqartësohej roli i aktorëve të involvuar dhedo të prodhohen rezultate më cilësore. Inisur si projekt i shoqërisë civile kosovaredhe i bartur nën ombrellën institucionale sëvoni, kremtimi i Ditëve të TrashëgimisëEvropiane në Kosovë kërkon një qasje mëtë strukturuar dhe angazhim maksimal tëtë gjithëve për përfaqësim të denjë tëpasurisë kulturore të Kosovës. KyDokument Strategjik është një hap i vogël,por i domosdoshëm në këtë drejtim.

Përmbajtja e këtij Dokumenti Strategjikështë produkt i diskutimeve paraprake mespartnerëve të projektit dhe tenton tëpasqyrojë pasurinë dhe vlerat qëpërfaqësojnë Ditët e TrashëgimisëEvropiane, me mision të qartë, ofrimin e tëgjitha informatave relevante dhe tëdomosdoshme për organizatorët e ditëvetë trashëgimisë në Kosovë, në mënyrë qëvendi unë të dëshmojë profesionalizëm dhepërshtatshmëri me standardet evropianenë organizimin e këtyre ditëve.

Pjesa hyrëse e Dokumentit Strategjik,pasohet nga një përmbledhje e informatavezyrtare mbi Ditët e Trashëgimisë Evropiane,përfshi historikun, misionin, objektivat dhebartësit evropianë të këtij manifestimi.

Një pasqyrim i gjendjes së përgjithshmetë trashëgimisë kulturore pas vitit 1999 dhedebatit aktual mbi të në Kosovë, jepet nëkapitullin e radhës, ku pasqyrohen edheorganizimet e dy viteve të fundit të ditëvetë trashëgimisë në vendin tonë.

Pjesa më vitale dhe e rëndësishme e këtijDokumenti Strategjik, e paraqitur në formëtë rekomandimeve për organizimin eDitëve të Trashëgimisë Evropiane nëKosovë, është përpjekje ambicioze ehartuesve të këtij Dokumenti Strategjik, meqëllim të stimulimit të kushteve për ngritjene mëtutjeshme të cilësisë së organizimit tëDitëve të Trashëgimisë Evropiane nëKosovë.

Pas rekomandimeve, jepet shembulli iAnglisë, si model i suksesshëm iorganizimit dhe mundësi për të përfituarnga kjo përvojë mjaft e pasur.

The introduction of the Strategic Docu-ment follows after the summary of officialinformation about European HeritageDays, including the history, mission, objec-tives and European stakeholders of thismanifestation.

Next chapter presents the general situa-tion of cultural heritage after 1999 and thecurrent debate on this issue, which reflectsalso the two, last years’ organization of thecultural heritage days in our country.

The most important part of this StrategicDocument that is presented as a recom-mendation for organizing European Her-itage Days in Kosova, is an ambitiouseffort of the designers of this Strategic Doc-ument, with the purpose of stimulating theconditions for increasing further more thequality of the organization of EuropeanHeritage Days in Kosova.

After the recommendations, is given theexample of England, as a successful modelof organization and as an opportunity tobenefit from this rich experience.

The last part of the Strategic Documentcontains resources and important infor-mation about culture itself and the cul-tural heritage in Kosova and Europe. There

Ndonëse ky Dokument Strategjik ështëpërgatitur në frymë të atillë që të jetëudhërrëfyes i shumë aktorëve të përfshirë nëorganizimin e Ditëve të TrashëgimisëEvropiane në Kosovë, ai megjithatë, nëradhë të parë iu dedikohet Divizionit tëTrashëgimisë Kulturore në Ministrinë eKulturës Rinisë dhe Sportit, si bartëse më elartë institucionale (shtetërore) e organizimittë ditëve të trashëgimisë në shtetin tonë.Përgjegjësia më e lartë që nga inicimi iorganizimit e deri tek përmbyllja dheraportimi mbi aktivitetet, i takon Divizionittë Trashëgimisë Kulturore. Prandaj, edhe kyDokument Strategjik mëton të jetë njëdoracak i vyeshëm në punën e këtijinstitucioni, me shpresë që sado pak do t’ialehtësoj punën dhe obligimet në këtëndërmarrje kaq serioze dhe të rëndësishmepër kulturën evropiane të Kosovës.

Natyrisht, ky është vetëm versioni i parë ikëtij dokumenti, një fillim besojmë i mbarëdhe stimulues për hapa të mëtutjeshëm. Nukka fare dyshim se kjo përpjekje e parë do tëketë nevojë për pasurim gjatë viteve tëardhshme. Me këmbëngulje dhe përvojëorganizimi, përmbajtja e këtij DokumentiStrategjik do të ngritet në cilësi tëdëshirueshme. Dëshirojmë, që atë nivel cilësieparalelisht ta kemi edhe në organizimin eDitëve të Trashëgimisë Evropiane në Kosovë.

Even though this Strategic Document isprepared in such a way as to be a guidelinefor the stakeholders involved in organizingEuropean Heritage Days in Kosova, first ofall it is dedicated to the Cultural HeritageDivision in the Ministry of Culture, Youthand Sports, as the highest institutionalstakeholder of organizing the heritage daysin our country. The highest responsibilitystarting form the initiative for this organi-zation up to the conclusion and reportingabout activities belongs to the Cultural Her-itage Division. Therefore, this StrategicDocument tends to be a useful handbookfor this institution hopping to make its joband the commitments easier in such a seri-ous and important initiative for the Euro-pean culture of Kosova.

Obviously, this is just the first version ofthis document, hopefully a good start andstimulator for the further steps. There is nodoubt that this first effort will need to beenrichment in the years to come. With in-sistence and experience in organizing, thecontent of this Strategic Document willhave the desired quality. We want to havethis level of quality in parallel even duringthe organization of European HeritageDays in Kosova.

Ditët e Trashëgimisë Evropiane janëaktivitet i përbashkët i Këshillit të Evropësdhe Komisionit Evropian, që përfshin 49shtetet nënshkruese të KonventësKulturore Evropiane. Programi vjetor ofronmundësi për t’i vizituar ndërtesat,monumentet dhe objektet, shumica e tëcilave zakonisht janë të mbyllura përpublikun. Qëllimi i ditëve të trashëgimisëështë zgjerimi i qasjes dhe stimulimi ikujdesit ndaj trashëgimisë arkitektonikedhe mjedisore. Këto aktivitete njihen edheme emrin “Ditët e Dyerve të Hapura”,karakteristikë e shteteve anglishtfolëse.

“Dear Gijs, here in France is being organ-ized a La Journée Portes Ouvertes (Days ofthe Open Doors). It is going well. It’s an ini-tiative of Jack Lang, minister of culture inFrance. We visited Eglise de Saint-Pierre inComps. Do you think Netherlands can dosuch a thing?” In 1985 these were the firstwords of a postcard sent to a clerk of theNetherlands Ministry of culture, from an oldcolleague, who moved to France afterbeing retired. It is a short note but with anextraordinary influence.

CHRONOLOGY OF THE DEVELOPMENT

OF EUROPEAN HERITAGE DAYS

(A SHORT HISTORY)

European Heritage Days are a commonactivity of Council of Europe and EuropeanCommission that includes 49 states whosigned the European Cultural Convention.The yearly program offer the opportunitiesto visit buildings and monuments, most ofwhich are usually closed for the public. Thepurpose of heritage days is widening theapproach and stimulating the taking of careof architectonic and environmental her-itage. These activities are known as “ Daysof the Open Doors”, that is a characteristicof English speaking countries.

It all started in 1984, with La JournéePortes Ouvertes, sponsored by the Ministryof Culture. In1985, in Granada, the FrenchMinister of culture proposed to make thisactivity international under the umbrella of

Holandaorganizoi ditët e para të trashëgimisë OpenMonumentendag (Ditët e Hapjes sëMonumenteve) më 1987, duke u pasuar ngaSuedia dhe Republika e Irlandës më 1989dhe Belgjika e Skocia më 1990.

Në vitin 1991 këto aktivitete bashkuannën ombrellën e Ditëve të TrashëgimisëEvropiane, iniciativë e Këshillit të Evropësdhe e përkrahur nga Bashkimi Evropian. Më1996, 40 shtete të Evropës Lindore dhePerëndimore tashmë ishin pjesë të Ditëvetë Trashëgimisë Evropiane, përfshi shtetettjera të Mbretërisë së Bashkuar, derisa më1997 u bashkëngjit edhe Rusia. Në vitin2000, për herë të parë, 47 shtetetnënshkruese të Konventën KulturoreEvropiane morën pjesë në Ditët eTrashëgimisë Evropiane, meAzerbeixhanin, si anëtarin më të ri. Më2003, numri i nënshkruesve dhepjesëmarrësve u rrit në 49 me përfshirjen eSerbisë dhe Malit të Zi.

Ditët e Trashëgimisë Evropiane janëbartur edhe jashtë Evropës, me skema tëngjashme në Kanada, Shtetet e Bashkuaratë Amerikës, Australi dhe vendet tjera tëbotës, përgjatë periudhave të ndryshme tëvitit.

Sot, Ditët e Trashëgimisë Evropiane mundtë konsiderohen si instrument i rëndësishëmpër ofrimin e përvojave të prekshme tëkulturës dhe historisë Evropiane, përveçrolit vetëdijesues mbi vlerat e shumta tëtrashëgimisë së përbashkët dhe nevojës sëpërhershme për ruajtjen e saj. GjithandejEvropës, gjatë fundjavave të Shtatorit, Ditët

Council of Europe. Netherlands organizedthe first heritage days Open Monu-mentendag (Days of the opening of Monu-ments) in 1987, being followed by Swedenand the Republic of Ireland in 1989 and Bel-gium and Scotland 1990.

In 1991, these activities brought under theumbrella of European Heritage Days theinitiative of the Council of Europe and sup-ported by the European Union. In 1996, 40states of Eastern and Western Europe werealready part of European Heritage Days, in-cluding other states of the United Kingdom,while in 1997 joined also Russia. In 2000, forthe first time, 47 states who had signed theEuropean Cultural Convention took place inthe European Heritage Days having withthe newest member Azerbaijan. In 2003,the number of participants and the statessigning this convention grew up to 49 in-cluding Serbia and Montenegro.

European Heritage Days are hold also outof Europe but with similar schemes such asin Canada, United States of America, Aus-tralia and other countries of the world, dur-ing different periods of time of the year.

Nowadays, European Heritage Days ex-cept for having the role of awareness aboutnumerous values of common heritage andpermanent need for conserving it can beconsidered also as a very important instru-ment that offers the (tangible) experiencesof European culture and history. All over Eu-rope, during weekends of September, Eu-ropean Heritage Days open the doors ofmany monuments and buildings most ofwhich are usually closed for the public. Thisway they enable the citizens of Europe toenjoy and get to know their cultural her-

The 49 states whosigned the Cultural Convention do activelyparticipate in this initiative and the numberof visitors is approximately 20 millions peryear, and there are over 30,000 buildingsand monuments included in the program.European Heritage Days has successfullymotivated the participation of civil society,the commitment of the youth, volun-teerism and international cooperation, pro-moting thus, the basic principles ofintercultural dialogue, partnership and civilresponsibilities.

General Directorate IV – Education, cul-ture and heritage, youth and sports, ofCouncil of Europe in a very close coopera-tion with the General Directorate for edu-cation, culture and heritage, youth andsports, Council of Europe, provide the gen-eral direction. Secretariat of European Her-itage Days is managed by the Directoratefor Culture and Cultural and Natural Her-itage of Council of Europe, under the re-sponsibility of Steering Committee forCultural Heritage and Landscape.

Since they reached the European level,European Heritage Days has become veryimportant with the passing of years. The 49states that signed the Cultural Conventionare participants of these days and havedemonstrated a huge success among thepeople. The citizens of the 49 states celebrate theof European heritage days once a year. Thisinitiative, called European Heritage Dayswhich was started by Council of Europe in1991, has been organized with the cooper-ation between Council of Europe and Euro-pean Commission since 1999. In Septemberof every year the 49 states who signed theConvention, take place in the EuropeanHeritage Days, by showing out new culturalassets and by opening the doors of histori-cal buildings that normally are closed forthe people. The cultural events expose thelocal agilities and tradition, architectureand artistic works, but the main purpose re-mains the putting people together to inter-act in harmony opposed to cultural andlinguistic differences.

Every year there are national and regionalevents on a certain topic. These topics differevery year depending on the country. Thetopics include: specific forms of heritage (ex.musical instruments, culinary tradition, andarchitecture), specific periods of history (ex.middle age, Baroque heritage), and society’sapproach to the heritage (ex. heritage andcitizenship, heritage and youth). Council ofEurope and European Commission alwaysencourage the selection of the trans-na-

MISSION OF EUROPEAN HERITAGE DAYS

Main purposes of European HeritageDays include:

• raising the awareness of European cit-izens about the values and diversity ofEurope,

• creating such an environment whichstimulates the appreciation of the richmosaic of European cultures,

• fighting the racism and xenophobiaand also encourage a bigger tolerancein Europe and out of state borders,

• informing the people and political au-thorities about the need of conservingand protecting the cultural heritagefrom the new threats,

• inviting Europe to react toward social,political and economic challenges

In order to harmonize all the national andregional events and also their unificationunder the European flag, in 1991 were de-fined the basic principles of organizing theEuropean Heritage Days:

• European Heritage Days must be cele-brated during a September weekend,

• European Heritage Days enables thepeople to visit monuments and build-ings all over the Europe, which are nor-mally closed for the people,

• Buildings that are anyway opened allthe tie could still contribute to the pro-gram, with the condition so that theyoffer special activities, such as guidedvisits, exhibitions, concerts, lectures,

• Visits must be for free or with a verylow price,

• All the participating states must use theofficial name “European Heritage Days“. States that started this initiative be-fore 1999 with a different name, mustmention that the organization is donewithin “the frame of European HeritageDays”,

• Logos of European Heritage Days,Council of Europe and European Com-mission must be posted in al the pro-moting material for European HeritageDays,

• The flag of European Heritage must beput in all the opened buildings for thepeople during the events.

Since 1999, European Heritage Days havea permanent slogan: “Europe, a commonheritage”. This was the topic of the Councilof Europe’s campaign (1999-2000), uponwhich was decided in the Second Summitof State Heads and Governments of thestates being members of the Council of Eu-rope (Strasbourg, 1997). The campaignaimed the raise of cultural and heritagevalue of Europe, respecting its cultural di-versity.

The interaction of Council of Europe andEuropean Commission, in a close coopera-tion with the group of national coordinates,insures the success of European HeritageDays.

WHAT HAPPENS DURING THE

HERITAGE DAYS?

Every country organizes one heritage day,the second or third week of September. Theofficial opening happens every year in a dif-ferent state. The logo and the motto arecommon: “Europe, a common heritage”.National coordinators meet together everyyear to share their experiences and look fora further cooperation.

The dimension of the European HeritageDays became so evident through the proj-ects that created the possibility for cooper-ation with other countries. For several yearsthere was given a special price in order tostimulate the god examples. Some of thesegood examples are:

• cross-border activities of the neighbourcountries creating thus, different toursvisiting monuments in border regions,

• the use of friendly relation with othercities for exchanging information abouteach other’s monuments, through pub-lications or exhibitions.

Several countries treat different topicsand issues every year. The cooperation withanother country which treats the sametopic for comparing the monuments ofeach other could be an interesting idea. Forexample, Netherlands has exchanged theexhibitions about the parks of Lithuaniaand exhibitions about the wind and watermills with Greece.

Another way of treating the internationaldimension comes from Amersfoort, aNetherlands city. They created an inven-tory of different kinds of stones that areused as a construction material for histori-

All the countries of the Council of Europejoined the program of European HeritageDays. The way all this started, changes ac-cording to the country. In some cases thecelebration started in a specific city or re-gion and then it got spread in all over thecountry. In other countries the event wasfirst organized by a private institution,which later became a governmental organ-ization or visa verse. It is important to em-phasize that these formulas worked out.The celebration of these days all over theEurope attracts more than 20 million visi-tors each year.

Sometimes there are some unexpectedexperiences with the visitors. Once in Glas-gow, in a training center for the Bible, whichhad been a church in the past, was openedduring one of the heritage days. The man-ager apologized because it was very coldand because they were having problemswith the central heating. He explained thatthe whole system was to be changed, butthey didn’t have enough money o do so.One of the visitors, who was introduced asthe manager of a big company of the heat-ing technology, promised to help in solvingout this problem, offering information forfinding the funds. the manager of the cen-ter answered him back saying: “ You aresent form the God!”

The experience with European HeritageDays has also stimulated other initiativesoutside Europe. Some French regions lo-

Ishulli i Curacao-s (pjesë eMbretërisë Holandeze) e ka ditën e tij tëtrashëgimisë. Ka pasur edhe ditë tëtrashëgimisë në Tunizi dhe në qytetinFremantle të Australisë. Në Kanada, për njëkohë të gjatë, organizohej një ngjarje engjashme me Ditët e TrashëgimisëEvropiane.

RAISE OF AWARENESS ABOUT CULTURAL

HERITAGE

Heritage days contributed the raise of thepeople’s interest about the historical build-ings. This fact is seen clearly also in the gov-ernment politics of the European countries.There can hardly be found any report orgovernment speech where is not evidentthe raise of the people’s interest for the cul-tural heritage buildings. Heritage days arealso another place to test the new tech-niques and approaches toward raising theawareness of the people, e.g. involving thechildren in heritage events. In Netherlandswas published a Strategic Document to beused by local communities with the pur-pose of increasing the attraction to theirprograms for the youth. It’s a bunch of un-bind papers that continues this way everyyear. Anyway it is pretty hard to attract thechildren. Adults are usually the majority ofthe visitors. Urging the children to beguides of the visits in monuments could bea god technique. Such an initiative wastaken in a middle age castle near Amster-dam and the reactions and feedback of chil-dren, parents and visitors were positive.

Making people more aware about theircultural heritage, we contribute in the con-

Duke i bërë njerëzit të vetëdijshëm përtrashëgimisë e tyre kulturore, nekontribuojmë në ruajtjen e kësajtrashëgimie. Gjatë viteve 1998 dhe 99, trashëgimiakulturore e Kosovës ka pësuar në masë tëmadhe. Lokalitete të tëra janë djegur dheasgjësuar. Ndër më me vlerë vlen tëpërmenden Çarshia e Gjakovës, Çarshia ePejës, Fshati i Nivokazit, por edhe shtëpipopullore dhe ndërtesa të tjera fetare. Kjonë masë të madhe ka rrezikuar deri nëzhdukje disa prej zonave më të rëndësishmekulturo-historike. Sipas një përllogaritjeje,janë dëmtuar mbi 450 kulla, afër 400 xhamidhe me dhjetëra shtëpi qytetare. Pas vitit1999 janë shënuar përpjekje nëkonsolidimin e sektorit. Në kuadër tëMinistrisë së Kulturës, Rinisë dhe Sportit uformua Divizioni i Trashëgimisë Kulturore, icili është përgjegjës për të menaxhuar mesektorin. Si rezultat i bashkëpunimit tëaktorëve të ndryshëm është realizuar njënumër i caktuar i ndërhyrjeve konservuesedhe në shumicën e këtyre rasteve janëdhënë rezultatet të kënaqshme. Mirëpo nëshumicën e rasteve tjera, që janë mbi 90%,gjendja është edhe më e rëndë se në vitin1999. Në mungesë të përkrahjes, shumëpronarë kanë filluar t’i demolojnë shtëpitëdhe pasuritë e tjera kulturore për shkak tëkostos së lartë të intervenimit dhemirëmbajtjes, por edhe për shkak tëmungesës së një vizioni konservues dhepromovues, për të cilin do të duhej tëkujdeseshin institucionet shtetërore. Cultural heritage of Kosova after 1999

During 1998 and 99, the cultural heritageof Kosova was harmed a lot. Entire placesare burnt and destroyed. Among the mostimportant ones were Çarshia (market) ofGjakova, Çarshia of Peja, Nivokazi village,but also other houses and religious build-ings. Because of this some important cul-tural-historical areas were exposed to theabolition. Based on some statistics, therewere destroyed over 450 kullas, around 40mosques and many civil houses. After 1999many efforts were done trying to consoli-date this sector. On behalf of the Ministryof Culture, Youth and Sports was estab-lished the Cultural Heritage division, whichis responsible for managing this sector. Asa result of the cooperation of differentstakeholders have been realized numerousconserving interventions and most of thesecases produced good results. But, most ofother cases, that is over 90%, the situationis even more difficult then in 1999. Becauseof lack of support, many owners havestarted the demolition of the houses andother cultural values. This happens also be-cause of the very high price of interventionand maintenance, but also because of thelack of a conserving and promoting visionwhich should be taken care by the govern-mental institutions. In 2006 was drawn theLaw for Cultural Heritage, but still it is beingmostly not applied because of it is not com-

Gjendja e trashëgimisë kulturorenë Kosovë dhe debati aktual

Debati aktual në Kosovë mbi trashëgiminëkulturore ka tendenca të mëdha politizimi,sidomos në lidhje me trashëgiminë fetareortodokse, e cila u trajtua edhe gjatënegociatave për Statusin e Kosovës. Dhe nëkëtë kontekst është përpiluar edhe Aneksi 5i Propozimit Gjithëpërfshirës të PresidentitAhtisaari për Statusin e Kosovës, që iu ështëkushtuar mbrojtjes së trashëgimisë kulturoredhe fetare. Në këtë dokument thuhet qëKisha Ortodokse Serbe, manastiret, kishatdhe zona të tjera kulturore që kanë rëndësitë veçantë për komunitetin serb të Kosovësdo të kenë mbrojtjen e nevojshme fizike,derisa nëntë prej tyre mbrojtjendërkombëtare. Gjithashtu janë paraparë 45zona të veçanta mbrojtëse për t’u vendosurrreth manastireve, kishave dhemonumenteve tjera historike. Në këto zonado të ketë kufizime dhe ndalime të disaaktiviteteve kulturore, natyrore, historike

As it is known, the budget of theMinistry of Culture, Youth and Sports forculture department is about 5.4 million,thus around 0.5% of the total budget ofKosova. Another concern is the non-func-tioning of the Council for Cultural Heritage,as the highest policy-making body whichreports to the Kosova Assembly.

The situation of cultural heritagein Kosova and the current debate

Current debate in Kosova about the cul-tural heritage tends to become political, es-pecially when it is about the orthodoxreligious heritage, which has been discussedalso during the negotiations about the sta-tus of Kosova. In this context was drawn theAnnex 5 of the comprehensive Proposal ofPresident Ahtisaari for the status of Kosova.This Annex is dedicated to the protectionand conservation of cultural and religiousheritage. In this document is said that Ser-bian Orthodox Church, monasteries,churches and other cultural areas with a par-ticular importance for the Serbian commu-nity of Kosova will have the appropriate andneeded physical protection, while nine ofthem will have international protection.There are foreseen also 45 special protec-tion areas around the monasteries, churchesand other historical monuments. In theseareas are going to be limitations and prohi-bition of certain cultural, natural and histor-ical activities and also those that endangerthe environment, but there will not be in-truded the right on the property. Rreth 2800 ndërtesatë inventarizuar, dhjetëra zona arkeologjikejanë evidentuar, doket dhe zakonet e vjetraende janë të gjalla në disa vise të Kosovës.Të gjitha këto nuk janë të politizuara porjanë lënë pas dore. Prej vitit 1999 vetëm njëmonument është futur në listën zyrtare. Jomë shumë se 10 ndërtesa restaurohen nëvit. On the other hand we can not say thatthere is any ascertainment for the politi-cization of other cultural values of Kosova.About 2800 inventoried building, tens of ar-chaeological areas are evidenced, oldhabits and morals still live in a few regionsof Kosova.

All of these are not politicized but leftaside. Since 1999 only one monument hasbeen included in the official list. There areusually restored not more than ten build-ings per year.

Municipalities do not support this sectorwith the excuse that cultural heritage is notincluded in their responsibilities. None ofthe municipalities has done enough in theirspecial planning policy to protect the cul-tural heritage and comprise it as a potentialfor local development.

Shembulli më i mirë nëkëtë drejtim është Shqipëria, e cila në katërvitet e fundit ka arritur që të promovojëGjirokastrën dhe Beratin, të cilat tani janënë listën e UNESCO-s. Në përgjithësi, ështëevidente se nuk është bërë mjaft përmbrojtjen dhe promovimin e trashëgimisëkulturore nga viti 1999. Qeveria duhet tëpërkushtohet për hartimin e strategjisë ecila siguron që i gjithë fondi i trashëgimisëkulturore është i identifikuar dhe i integruarnë të gjitha planet zhvillimore të vendit, sibërthama e zhvillimit të vendit. Të gjithakomunat duhet të obligohen që të marrinmasa urgjente për të mbrojtur zonathistorike nga ndërtimet e egra. Pronarëtduhet të mbështeten financiarisht, por edheme vizion se si ata mund të përfitojnë duke eruajtur trashëgiminë kulturore. Shkollatduhet të kenë programe për të krijuarresurse humane të cilat menaxhojnë metrashëgiminë kulturore. Pa këtë qasje karrezik që nesër të krenohemi më të kaluarën,por pa pasur mundësi ta prekim dhe tashijojmë, sepse ajo tashme do të ketë ikur.

Over days, the historical areas are gettingtransformed into neighbours with so muchconstruction. Just in Prishtina we have 26%of the buildings disappeared since the lastinventory done in 2002. During the recon-struction phase, since 1999, has been lost abig fund for cultural heritage, reconstruct-ing houses with the standard 75 m2, withoutany strategy on how to integrate the his-torical areas. The monastery of Deçan is putin the list of UNESCO but it hasn’t beenworked in any other occasion on promotingit and get it in the list of values. To get in thelist, the authorities should show commit-ment for protecting the cultural heritage.Budget is no the indispensable while, an ef-fective management is. The best exampleof this, is Albania, which in the last fouryears has managed to promote Gjirokastraand Berat that now are included in the listof UNESCO. In general, it is pretty clear thatsince 1999, it hasn’t been done enough forprotecting and promoting the cultural her-itage. The government must get commit-ted to drawing a strategy that ensures thatthe whole fund for cultural heritage is iden-tified and integrated in all the developmentplans of the county, as the core of countydevelopment. All the municipalities shouldbe engaged in taking urgent measures toprotect the historical areas from wild con-structions. The owners should be supportedfinancially, but should also be provided thevision on how could they benefit by pro-tecting the cultural heritage. Schoolsshould such programs to create human re-sources that will manage the cultural her-itage. Without such an approach we risk tobe proud just about our past without hav-ing being able to touch it or enjoy it, be-cause it will be gone.

Traditën e organizimit të Ditëve tëTrashëgimisë Evropiane Kosova e ka filluarqë në vitin 2003 me pilot projektin “Java eTrashëgimisë”, duke vazhduar më pas me“Ditët e Trashëgimisë Europiane 2004” nëDrenoc (Deçan) dhe vitin e fundit ”Ditët eTrashëgimisë Europiane 2005 – “Dasmakosovare” në Drenoc dhe Isniq (Deçan). Më3, 4 dhe 5 Tetor 2003, Isniqi ishte nikoqir imanifestimit kulturor “Java eTrashëgimisë”. Ishte kjo ngjarja e parë ekëtij lloji në të cilën u prezantuan vlerat epasura etno-kulturore të rajonit. Projektiështë iniciuar dhe zbatuar nga FondacioniTrashëgimia Kulturore pa Kufij, Suedi - Zyranë Prishtinë në bashkëpunim të ngushtë meMinistrinë e Kulturës, Rinisë dhe Sporteve,Komunën e Deçanit, OJQ lokale ORTA dhekomunitetin e fshatit. Më 3 Tetor 2004,Drenoci ishte nikoqir i radhës manifestimitkulturor Ditët e Trashëgimisë Europiane.Vendtakim ishte caktuar zona historike eDrenocit që në vete përmban një numër tëmadh të kullave dhe shtëpive të gurit. Më17 Shtator 2005, në mbështetje të Ministrisësë Kulturës, Rinisë dhe Sportit dhemenaxhuar nga Fondacioni TrashëgimiaKulturore pa Kufij, Suedi - Zyra në Prishtinë,u mbajtën Ditët e Trashëgimisë Europianeku si motiv kishte ritualin e dasmëskosovare të përcjellë me performansa dheaktivitete tjera. Rezultat i këtij aktivitetiishte edhe dokumentari i prodhuar nëbashkëpunim me Radio Televizionin 21.

The first steps of heritage days inKosova

Kosova has started the tradition of or-ganizing the European heritage days since2003 with the project “the heritage week”,following up with “European Heritage Days2004” in Drenoc (Deçan) and the last year”European Heritage Days 2005 – “Kosovarwedding” in Drenoc and Isniq (Deçan). OnOctober 3, 4, and 5, 2003 Isniq was the host-ess of the cultural manifestation “Heritageweek”. This was the first event of this kindwhere were presented ethno- cultural val-ues of the region. The project was initiatedand realized by foundation Cultural Her-itage Without Borders, Sweden – office inPrishtina in a very close cooperation withthe Ministry of Culture, Youth ad Sports,Municipality of Deçan, local NGO ORTA andthe village community. On October 3, 2004Drenoc was the next hostess of the culturalevent European Heritage Days. It tookplace in the historical area in Drenoc whichis composed of many kullas and stonehouses. On September 17, 2005 supportedby the Ministry of Culture, Youth and Sportsand managed by the Foundation CulturalHeritage Without Borders, Sweden – officein Prishtina, was organized and held the Eu-ropean Heritage Days whose motif was theritual of kosovar wedding associated withother performances and activities. The re-sult of this activity was also the documen-tary produced in cooperation with Radio TV21.

Në vitin 2006, Kosova iu qas organizimittë Ditëve të Trashëgimisë Evropiane nëmënyrë institucionale. Përgjatë muajitShtator, u organizuar aktivitete në katërfundjavat e muajit, duke ofruar një programmjaft të begatë dhe të suksesshëm tëkremtimit të këtyre ditëve.

Programi i vitit 2006 u organizua në këtovende dhe me këtë renditje:

Të shtunën, në ateleun privat të skulptorittë ndjerë kosovar, Agim Çavdarbasha, nëÇagllavicë, u bë hapja zyrtare e Ditëve tëTrashëgimisë Europiane 2006 në Kosovë.Ceremoninë e hapi Ministri i Kulturës, AstritHaraçija, në prani të KryeparlamentaritKolë Berisha, Kryetarit të Akademisë sëShkencave dhe Arteve të Kosovës, RexhepIsmajli, dhe përfaqësuesve të shumë zyravendërlidhëse ndërkombëtare, organizatavetë ndryshme ndërkombëtare dhe lokale,dhe mysafirëve të shumtë.

In 2006, Kosova approached institution-ally the organization of European HeritageDays. During September, in the four week-ends, were organized different activities of-fering a very fulsome successful program ofcelebrating these days.

2006 program was organized in theseplaces and with this ordering:

First week, September 9 - Çagllavicë (Prishtinë),

Second week, September 16 - Hoçë eMadhe (Rahovec) and Sep-tember 17- Mitrovicë,

Third week, September 23- Isniq andDrenoc (Deçan),

Fourth week, September 30 – Prizren.

On Saturday, in the private atelier of thekosovar sculptor, Agim Çavdarbasha tookplace the official opening of European Her-itage Days 2006 in Kosova. The ceremonywas opened by the Minister of Culture, As-trit Haraçija, in the presence of the Head ofParliament Kolë Berisha, the Head of theAcademy of Science and Arts of Kosova,Rexhep Ismajli, representatives of interna-tional liaison offices, different internationaland local organizations and many otherguests.

With the official opening of the “Euro-pean Heritage Days” in Kosova is intendedto enlarge further its vision by promotingalso artistic heritage, which better thananything else, can bring together the peo-ple, communities and cultures of Kosova.

In 2007 for the second time this activitywas realized under the patronage of theministry of Culture, Youth and Sports ofKosova in cooperation with the Council ofEurope and also with its implementing part-ners: Cultural Heritage without Borders”,“Intersos” and “The opened Door”.

Kosova ka një traditë të gjatë e të pasurme zanate të vjetra, për punimin e të cilavejanë përdorur teknika dhe shkathtësitradicionale. European Heritage Days 2007 in Kosovawere opened in Old Çarshia (market) ofGjakova. Çarshia (market) of Gjakova rep-resents the origin of the city and dates sincethe end of XVI century. Since then Çarshiahas experienced three burnings and a dam-age from the earthquake which are coveredby three different reconstructions / restoreswith the tendency of returning back its orig-inal condition.

Kosova has a long and rich tradition withold crafts, where are used traditional tech-niques and skills. Amongst the differentkinds of folk arts that were developed inKosova, the most distinguished ones wereapplicative arts, which being a designatedexpression of artistic feeling of the people,created very close relationships with the lifeand reproduction aiming the practical use.Objects of the applicative arts were realizedon different materials, on the stone, wood,textile, leather, etc. During European Her-itage Days 2007 in Kosova different crafts-man, women and men of all the ethnicitiesand regions of Kosova exposed and demon-strated different works of cultural heritageof Kosova and they were all works of wood,stone, knit, needlework, paintings, icons,leather, ceramic, filigree, jewellery, sculp-tures, and wooden pictures, musical instru-ments, clowns, traditional food, sweets,etc.

Hapja zyrtare e manifestimit u mbajt tëpremten, 28 Shtator (18:00-20:00) në Sallate Pallatit të Rinise dhe Sporteve nePrishtinë, ku Ansambli i Valleve Popullore„Shota“ ekzekutoi valle popullore nga tëgjitha viset e Kosovës. Me këtë rast u servuatryezë me ushqime vendore tradicionalenga kultura e përgjithshme e kuzhinëskosovare.

Juniku shtrihet në pjesën perëndimore tëKosovës ndërmjet qyteteve Pejë dheGjakovë. Deri te themelimi si Pilot NjësiKomunale Juniku ishte konsideruar të jetëfshati më i madh në Kosovë. Ditët eTrashëgimisë Evropiane 2007 në Junik umbajtën në kullën e sapo restauruar të RamëZyberit. Restaurimi është bërë në periudhën2004-2007 me iniciativën e vet djemve tëRexhep Musës me qëllim të ruajtjes sëtraditës familjare dhe asaj lokale. Kjo ështënjëra ndër iniciativat e rralla private përruajtjen e trashëgimisë kulturore të Kosovës.Ky pronar është përkrahur nga FondacioniTrashëgimia Kulturore pa Kufij, Suedi – Zyranë Prishtinë në drejtim të promovimit tëkullës së për qëllime edukative dhe turistike.Si përkrahje është bërë punimi i panovepromovuese të vendosur nëpër tërë kullëndhe me këtë synon të jep shembull për tëgjithë pronarët tjerë të kullave të Kosovës.Juniku në anën tjetër përfaqëson një trevëtipike me trashëgimi të pasur kulturore por

The official opening of this manifestationwas held on Friday, September 28 ( (18:00-20:00) in the Halls of the House of Youthand sports in Prishtina, where the ensem-ble of popular dancing “Shota” performedpopular and traditional dancing from all theregions of Kosova. On this occasion wasserved local and traditional food from thegeneral culture of kosovar food.

Junik is positioned in the west side ofKosova between cities Peja and Gjakova.Until its establishment as a Pilot MunicipalUnit, Junik was considered as the biggestvillage in Kosova. European Heritage Days2007 in Junik were held in the just restoredkulla of Ramë Zyberi. Restoration was doneduring 2004-2007 with the initiative of thesons of Rexhep Musa with the purpose ofconserving the family tradition and thelocal one. This is one of those rare privateinitiatives for protecting the cultural her-itage of Kosova. This owner was supportedby the foundation Cultural Heritage with-out Borders, Sweden – office in Prishtina, inorder to promoting the kulla for educa-tional and tourist purposes. As a support,there were prepared the promotional ban-ners in all the kullas which aim to give an ex-ample for all the other owners of the kullasof Kosova. On the other hand, Junik repre-sents a typical territory with a rich cultureheritage but because its urbanism thesevalues have started to be jeopardized. Thefoundation Cultural Heritage without Bor-ders, Sweden – office in Prishtina, duringMarch – June 2007 has made the Plan forProtection and Development of Junik. Inthe yard of Ramë Zyberi kulla were heldtwo exhibitions. One of them was about thePlan for Protection and Development of

Suedi – Zyra në Prishtinëgjatë muajve Mars – Qershor 2007 ka hartuarPlanin për Ruajtje dhe Zhvillim të Junikut. Nëoborrin e kullës së Ramë Zyberit u mbajtëndy ekspozita. Njëra mbi Planin për Ruajtjedhe Zhvillim të Junikut si dhe tjetra mbiprezantimin e Kampit të Restaurimit tëmbajtur në kompleksin e kullave të Drenocit(fshat në Komunën e Deçanit).

Mbetjet arkeologjike vërtetojnë qëPrishtina paraqet një vendbanim të vjetër,të banuar që nga kohërat e hershme tëneolitit (viti 6000 p.e.s.). Gjatë shekullit XVzhvillohet si qytet i rëndësishëm, ndërsa pasLuftës së dytë botërore bëhet kryeqytet iKosovës. Prishtina ka trashëguar nga ekaluara shumë monumente të trashëgimisëarkeologjike dhe arkitektonike, të cilat i janëekspozuar rrezikut të shkatërrimit sidomospas Luftës së dytë botërore si pasojë etrendëve të reja të zhvillimit. Në Qershor tëvitit 2007 Fondacioni Trashëgimia Kulturorepa Kufij, Suedi – Zyra në Prishtinë ka iniciuarprojektin “Analiza e trashëgimisë së mbeturnë Prishtinë”, i cili ka për qëllim studimin endryshimeve të cilat kanë ndodhur gjatëkohës në pjesën e vjetër të Prishtinës dhevlerësimin e objekteve historike të cilat ikanë mbijetuar këtyre transformimeve.Faza e parë e projektit përmban analizën endryshimeve vizuele nga periudha tëndryshme, përkatësisht krahasimin efotografive të vjetra dhe të reja të realizuaranga pikat e njëjta të shikimit dhe krahasimine hartave. Faza e dytë përmban analizat dhestatistikat në lidhje me objektet e mbeturahistorike: monumentet e shpallura tëtrashëgimisë kulturore (1947-1999) si dhemonumentet nën mbrojtjen pararendëse që

The archaeological remaining proves outthat Prishtina represents an old habitation,inhabited since the early times of neolith(6000 b.c). During the XV century it devel-oped into an important city while, after theWorld War II it became the capital city ofKosova. Prishtina has inherited from thepast any monuments of archaeological andarchitectonic heritage, which are exposedto the risk of being disappeared especiallyafter the World War II as a result of the newtrends of evolution. On June 2007, the foun-dation Cultural Heritage without Borders,Sweden - office in Prishtina, has initiatedthe project “Analysis of the remaining her-itage in Prishtina“ that aimed to study thechanges that had occurred over time in theold part of Prishtina and also the evaluationof historical objects that could survive thesetransformations. The first phase of the proj-ect contains the analysis of visual changesin different periods, respectively the com-parison of old photos with the new ones re-alized from the same points of observationand the comparison of the maps. The sec-ond phase contains the analysis and statis-tics about the remaining historical objects:the declared monuments of cultural her-itage (1947-1999) and also the under- pro-tection monuments that do not have adecree (2001). The exhibition in the GreatHamam of Prishtina, held on behalf of theEuropean Heritage Days 2007, presentedthe results of the project which tend to re-vive the past image of Prishtina and thisway to transmit further the real spirit andidentity of the city.

Mësimet e nxjerra ngaorganizimet e deritanishme

Sikurse në vitet e organizimit nga shoqëriacivile, ashtu edhe në dy vitet e organizimitinstitucional, mungesa kryesore eevidentuar nga të gjithë dhe e pranuarunanimisht ishte planifikimi, strukturimi dhekoordinimi i organizimit. Me një fjalë, gjithëkëto vite nxorën në pah nevojën për njëudhërrëfyes qendror, përmes të cilit do tëvendosen bazat, standardet dhe drejtimet eorganizimit efektiv dhe profesional tëDitëve të Trashëgimisë Evropiane nëKosovë. Në këtë kuadër, si mangësi eidentifikuar ishte edhe koordinimi jo shumëefektiv mes parterëve të organizimit, sipasojë e mosdefinimit të qartë të detyravedhe përgjegjësive të secilit. Për më tepër,inicimi dhe planifikimi i vonshëm i ditëve tëtrashëgimisë, që shpesh rezultoi me nivel jotë kënaqshëm të aktiviteteve, u shndërruanë një kërcënim serioz, të cilin duheteliminuar menjëherë nga fjalori i organizimittë këtyre ditëve. Mungesa e fondeve tëmjaftueshme në vitet e caktuara tëorganizimit të Ditëve të TrashëgimisëEvropiane doli si faktor tejet relevantshtytës për shtrirjen e organizimit të këtyreditëve në tërë vitin, duke e ripotencuarrëndësinë e inicimit dhe planifikimit mekohë të aktiviteteve për Ditët eTrashëgimisë Evropiane. Lessons learned from the so farorganizations

Both when organized by civil society andalso in the last two years with the institu-tional organization there was a serious lackof planning, structuring and coordination ofthe organization which was very evidentand accepted by everyone. As a result, all ofthese made clear enough the need for acentral guideline through which would bedecided on foundations, standards and in-structions for an efficient and professionalorganization of the European HeritageDays in Kosova. Another identified defi-ciency was also the non-very effective co-ordination between organization partners,as a result of non well-defined duties andresponsibilities of each.

Moreover, the late initiation and planningof the heritage days, which often resultedin an unsatisfied level of activities, turnedto become a serious threat that needs toget eliminated immediately from the vo-cabulary of these days. The lack of fundsduring the mentioned years of organizingthe European Heritage Days showed to bea very motivating factor for enlarging theorganization of these days in the wholeyear, by re-emphasizing the importance ofthe initiation and planning on time of theactivities for European Heritage Days.These experiences have also been guide-lines of the recommendations of thisStrategic Document for as much as a suc-cessful organization of the European Her-itage Days in Kosova.

The first years of organizing the heritagedays in Kosova brought out also these ele-ments:

IV. REKOMANDIMET PËR ORGANIZIMIN E DITËVE TËTRASHËGIMISË EVROPIANENË KOSOVË

Përgatitja e këtij Dokumenti Strategjik,respektivisht procesi i përcaktimit tërekomandimeve udhëzuese ka qenë ibazuar në hulumtim të gjerë, përfshi burimeinterneti, udhëzues, analiza dhe libra mbipërvojat e vendeve tjera dhe vetë konceptine Ditëve të Trashëgimisë Evropiane nëEvropë dhe rajon, fokus grupe për t’i nxjerrërekomandimet dhe udhëzimet tjera të këtijDokumenti Strategjik, intervista dhe bisedame njerëz të kulturës dhe të trashëgimisëkulturore për të marrë mendimin dhesugjerimet e tyre mbi përmbajtjen e këtijDokumenti Strategjik. Në fund të këtijprocesi, është arritur tek rekomandimet emëposhtme, të cilat janë të vendosura nëkategori të caktuara dhe përmbajnësugjerime konkrete dhe praktike përorganizim efektiv dhe të suksesshëm tëditëve të trashëgimisë.

IV. RECOMMENDATIONS TO THE ORGANIZING THE EUROPIAN HERITAGE DAYSIN KOSOVA

This strategic Document, respectively theprocess of designating the instructive rec-ommendations, has been based on a wideresearch including internet resources, indi-cations, analysis and books on other coun-tries’ experiences and the concept of theEuropean Heritage Days in Europe and re-gion, focus groups in order to come up withrecommendations and other instructions ofthis Strategic document, interviews andother discussions with people of culture andcultural heritage in order to get their opin-ion and suggestions about this StrategicDocument. In the end of this process, thefollowing recommendations came out andare grouped in specific categories, contain-ing concrete and practical suggestions foran effective and successful organization ofthe heritage days.

Kosova – member of Europeanfamily of the European HeritageDays

As the newest state in Europe (and in theworld), Kosova must act urgently to be asigning party of the Cultural Convention ofEurope. This duty belongs to the Ministry ofCulture, Youth and Sports, which has to co-ordinate and company its efforts with thecivil society organizations and to lead an in-tensive dialogue in the presence of Councilof Europe in Kosova, in order to follow cor-rectly the procedures of signing the Con-

Si hap iparë dhe i domosdoshëm rekomandohethapja e një ueb-faqeje zyrtare të Ditëve tëTrashëgimisë Evropiane në Kosovë, ndërsaparalelisht të bëhet kërkesë institucionalepër krijimin e hapësirës për ditët etrashëgimisë në Kosovë, në kuadër të ueb-faqes zyrtare të Ditëve të TrashëgimisëEvropiane, e cila operon si pjesë integrale eueb-faqes zyrtare të Këshillit të Evropës.

Grupet e përfshira

Ditët e Trashëgimisë Evropiane përqafojnëmentalitetin përfshirës evropian, përmespromovimit të shumëllojshmërisë. Kjo qasjedoemos sugjeron përfshirje sa më të gjerëshoqërore në organizimin e këtyre ditëve. Tëgjitha shtetet e Këshillit të Evropës tregojnëkujdes të veçantë për organizimin e Ditëvetë Trashëgimisë Evropiane prandaj edhe nëKosovë duhet të ketë përkujdesje të shtuarinstitucionale (qeveritare), duke i kushtuarrëndësi të veçantë këtyre ditëve nëkalendarin vjetor kulturor të qeverisë. Përveçinstitucioneve qeveritare (qeveria dhekomunat), organizimi i ditëve tëtrashëgimisë duhet të përfshijë edhe grupettjera shoqërore, si shoqërinë civile, bizneset,mediet, artistët e pavarur, individët tjerë të

Even though, the European Her-itage Days in Kosova during 2006-2007were organized on behalf of the Govern-ment, the exclusion of Kosova in the officialweb-site of European Heritage Days and inthe official calendar of this organization forthese years, but also for 2008, are clear in-dicators that the Kosova Institutions mustact urgently towards getting officially in-cluded in the European family of EuropeanHeritage Days. As a first step is recom-mended to open an official website for Eu-ropean Heritage Days in Kosova, while inthe same time to make an institutional re-quest for establishing the space needed forthe heritage days in Kosova, under the offi-cial website of the European Heritage Daysin Kosova that operates as an integral partof the official website of Council of Europe.

Involved groups

European Heritage Days embrace thementality of Europe through the promotionof diversity. This approach suggests a widerinclusion of the society while organizingthese days. All the council of Europe coun-tries show a special treatment and care inorganizing the European Heritage Daystherefore, also in Kosova should be shownan increased institutional (governmental)cautiousness and carefulness, giving higherpriority and importance to these days intheir annual cultural calendars of the gov-ernment. Except for governmental institu-tions (government and the municipalities),the organization heritage days should in-volve also other social groups such as civilsociety, businesses, media, independentartists, other interested individuals andother potential groups. The role of govern-mental institutions is very important when

Këto grupe duhettë angazhohen në cilësinë ebashkëpunëtorit, bashkorganizatorit osebashkëfinancuesit.

Bartësit institucional të Ditëve të Trashëgimisë Evropiane në Kosovë

Ministria e Kulturës, Rinisë dhe Sportit qënga viti 2006 është bartëse zyrtare eorganizimit të Ditëve të TrashëgimisëEvropiane në Kosovë. Konkretisht, kjopërgjegjësi i takon Divizionit tëTrashëgimisë Kulturore në kuadër tëDepartamentit të Kulturës së Ministrisë sëKulturës, Rinisë dhe Sportit. Rekomandohetmbajtja e kësaj linje të përgjegjësisë dhedetyrës organizative, derisa mund të lihet ehapur mundësia e angazhimit të resorëvetjerë qeveritarë në organizimin, në varësi tëtematikës së ditëve të trashëgimisë. P.sh.nëse në një vit të caktuar të Ditëve tëTrashëgimisë Evropiane do të trajtohetekskluzivisht rëndësia e edukimit formalmbi trashëgiminë kulturore, atëherëbashkorganizator i Ditëve të TrashëgimisëEvropiane për atë vit mund të jetë edheMinistria e Arsimit, Shkencës dheTeknologjisë. Rëndësi e veçantë duhet t’ikushtohet partneritetit me nivelin komunal,varësisht nga fshati apo qyteti ku parashihetmbajtja e aktiviteteve.

Thisorganization should be held under the pa-tronage of the governmental institutions(recommended the Ministry of Culture),while the role of the other groups should bewell defined and promoted. These groupsshould be involved in the quality of a co-op-erating, co-organizing or co-financing.

Institutional stakeholders ofEuropean Heritage Days inKosova

Since 2006 the Ministry of Culture, Youthand Sports, has become the official stake-holder of the organization of European Her-itage Days in Kosova. Actually, thisresponsibility belongs to the Cultural Her-itage Division on behalf of the Departmentof Culture nearby the Ministry of Culture,Youth and Sports. It is recommended keep-ing this line of responsibility and organiza-tion tasks unless the possibility for involvingother government resources is left opened,of course depending on the topics of theheritage days. For example, if in a certainyear of organizing the European HeritageDays is going to be treated exclusively theimportance of formal education on culturalheritage, then as a co-organizer of Euro-pean Heritage Days for that year could alsobe the Ministry of Education, Science andTechnology. A very special importanceshould be given to the partnership with themunicipalities, depending on the village orcity where as foreseen will be held the ac-tivities.

Koordinatori nacional i Ditëve tëTrashëgimisë Evropiane

Një ndër nevojat më urgjente të zbuluargjatë viteve të kaluara të organizimit tëDitëve të Trashëgimisë Evropiane ishte ajo enjë koordinatori që do të merrej në mënyrëpermanente me sfidën e organizimit tëDitëve të Trashëgimisë Evropiane nëKosovës. Mungesa e një koordinatori tëkëtillë, ka shkaktuar vonesa në ekzekutimine punëve dhe koordinim të dobët mesbartësit institucional dhe shoqërisë civile, poredhe në raport me Këshillit e Evropës. Përkëtë arsye, rekomandohet fuqishëm, krijimii një pozite të re pune në kuadër të Divizionittë Trashëgimisë Kulturore, për të punësuarnjë person i cili do të jetë përgjegjësekskluzivisht për organizimin e ditëve tëtrashëgimisë në Kosovë. Në bazë të praktikësevropiane, kjo pozitë quhet Koordinatornacional i Ditëve të Trashëgimisë Evropiane.Për detalet e përshkrimit të vendit të punëssë Koordinatorit nacional, mund të konsul -tohen termat e referencës së këtyrekoordinatorëve nëpër vendet tjera evropiane.Në rast se Ministria a Kulturës, Rinisë dheSportit ballafaqohet me vështirësi financiarepër krijimin e kësaj pozite, ajo duhet t’ihulumtojë mundësitë alternative tëfinancimit, duke kërkuar ndihmë tekorganizatat jo-qeveritare dhe fondacionet,që mund të ofrojnë ndihmë qoftë përmesresurseve humane dhe logjistike, qoftë edhepërmes sigurimit të rrogës dhe kushteve tëpunës për Koordinatorin nacional. Nëpërzgjedhjen e Koordinatorit nacional duhettë konsultohen partnerët paraprakë dheaktualë të Divizionit të TrashëgimisëKulturore në organizimin e ditëve tëtrashëgimisë në Kosovë.

The National Coordinator ofEuropean Heritage Days

One of the most urgent needs that cameout during the past years of organizing theEuropean Heritage Days was the need for acoordinator that would deal permanentlywith the challenge of organizing the Euro-pean Heritage Days in Kosova. The lack ofsuch a coordinator has caused lateness inexecution of works and a weak coordina-tion between the institutional stakeholdersand the civil society, but also in regard tothe Council of Europe. Therefore, it isstrongly recommended the creation of anew job position on behalf of the divisionfor cultural Heritage, to hire a person whowould be exclusively responsible for organ-izing the heritage days in Kosova. Based onthe European experience, this is position iscalled National Coordinator of the Euro-pean Heritage Days. To look for the detailsof this job description (National Coordina-tor) could be consulted the reference termsof these coordinators in other Europeancountries. In case the Ministry of Culture,Youth and Sports faces financial difficultiesfor the creation of this job position, itshould look for other possibilities of alter-native financing to the non-governmentalorganizations and foundations, which couldoffer that help either through human andlogistic resources or through providing thesalary and the working conditions for thenational Coordinator. When selecting theNational Coordinator, there should be aconsultancy between the previous and cur-rent partners of the Division for CulturalHeritage for organizing the heritage days inKosova.

The initiative and the involvedgroups

The initiative comes naturally from the in-stitutional stakeholders of the European Her-itage Days. The Cultural Heritage Divisionevery year initiates the process of organiza-tion of heritage days a few months beforeSeptember, starting the consulting withother groups. On the technical level, theprocess is guided by the national Coordina-tor of the European Heritage Days. Thesooner the consulting start, the more timewill be available for organizing the heritagedays’ activities. The end of the first trimestershould be the period in which the CulturalHeritage Division through the national Coor-dinator involves the other stakeholders of Eu-ropean Heritage Days through out a processof consulting and defining the tasks (see theCalendar for the adequate time). This is theperiod when the relevant stakeholders, suchas non-governmental organizations, busi-nesses, media local governmental, etc. –should have a clear idea about their role andtheir responsibilities for the European Her-itage Days for the specific year.

FEBRUARY – BASIC CONCEPT

The concept for planning of the activitiesand the drawing of Basic Concept of the Eu-ropean Heritage Days for the respectiveyear. The Cultural Heritage Division startsthe conceptualization of the activities andthe content of heritage days consideringthe dynamics and concurrencies in Kosovaand Europe. The process should be trans-parent and opened to the civil society or-ganizations, which should be an integralpart of the identification of the topic (top-ics). It could be taken into considerationalso the option of announcing the compe-tition for the most attractive ideas for theheritage day’s topics in the respective year.

MARCH – PARTNERSHIP AND

COORDINATION

The Cultural Heritage Division organizesmeetings with potential partners to definethe European Heritage Days activities. Inthis phase is aimed to include as muchpartners as possible in the process of con-sulting. A high attention is paid to the co-ordination with the Coordinating Office ofEuropean Heritage Days, which is man-aged by Europa Nostra that supervises andcoordinates the organization of EuropeanHeritage Days in all the European coun-tries. The national Coordinator pays a spe-cial attention to the coordination calendarand to the meetings that national coordi-nators take part during the year. In these

Based on the written plan for or-ganizing the European Heritage Days,should be moved on to apply for financingto the potential donors. A very special at-tention goes to the planning of the neededresources both physical and human in orderto have a successful organization.

JUNE – VOLUNTEERS

Recruiting the volunteers and involvingthem in the preparation of European Her-itage Days. Non-governmental organiza-tions, organizing partners, take a leadingrole in the cultivation of the volunteers fororganizing the heritage days.

The primary role in reachingthis objective belongs to the media sponsorof European Heritage Days in the respec-tive year.

AUGUST – FINAL EVALUATIONS

In this period there is an intensification ofthe meetings between partners in order tomake the final evaluations about the plannedactivities and the identification of the even-tual slacks in order to avoid any problemsthat might appear during the implementa-tion of the official activities in September.

Preparations for organizing the EuropeanHeritage Days should continue till the lastday before the official activities of the re-spective year. September is the officialmonth of organizing the activities of Euro-pean Heritage Days.

Coordination with the Council ofEurope and Europa Nostra

A special duty of the European HeritageDays’ national Coordinator is the coordina-tion the works with the Council of Europe,following promptly the yearly official cal-endar of the European Heritage Days andalso to provide the Council of Europe withall the needed information and material ona central level of organization of EuropeanHeritage Days. On March 2006, after a pub-lic competition took place, the Council ofEurope as a Coordinating Office for Euro-pean Heritage Days, selected the networkof organizations Europa Nostra. EuropaNostra is a pan-European Federation forHeritage and includes 235 non-governmen-tal organizations that work on heritage allover the Europe. Europa Nostra is respon-sible for giving the official character to theEuropean Heritage Days. The National Co-ordinator and the Cultural Heritage Divisionshould work on a very close cooperationwith Europa Nostra for the right of usingsymbols in European Heritage Days and theintroduction and inclusion of the Kosova ac-tivities in the official calendar of the her-itage days.

Roles of the stakeholders

MINISTRY OF CULTURE, YOUTH AND SPORTS

The Cultural Heritage Division and alsothe national Coordinator of European Her-itage Days (when it becomes an institu-tional position), have executiveresponsibility for organizing the heritagedays. The Ministry of Culture, Youth andSports offers the institutional umbrella inorder to have these two stakeholders func-tioning, by creating the necessary condi-tions for the work needed to organize theheritage days. The Ministry of culture,Youth and Sports is also responsible forconveying the issue of European HeritageDays to the governmental level, where getcoordinated the potential inter-ministrypartnerships for organizing the activities ofheritage days. Ministry of Culture, Youthand Sports cares especially for the financialsustainability of European Heritage Days,through the allocation of the fund for or-ganizing these days, but also by mobilizingother donors in order to cover all the nec-essary financial expenses for this organiza-tion.

• CULTURAL HERITAGE DIVISION

The principal duty of the Cultural HeritageDivision is to provide the continuity of theorganization of European Heritage Days inKosova, as it has the highest responsibilityfor organizing these days. The specific duties and responsibilities ofthe national Coordinator are presented inofficial calendar for organizing the Euro-pean Heritage Days in Kosova. The nationalCoordinator has an operative responsibilityfor the welfare and on-going of the fore-seen activities in the calendar, while heworks under the supervision of the Head ofCultural Heritage Division. One of the mostimportant responsibilities of the nationalCoordinator is also the close coordinationwith the Council of Europe and Europa Nos-tra in order that when organizing the her-itage days in Kosova there wouldconsistency with the calendar and Euro-pean official organization of these days.

LOCAL GOVERNMENTS

Local Governments should be directly in-volved in planning and implementation ofthe activities of European Heritage Days inKosova. The Cultural Heritage Division andthe national Coordinator act together in avery close cooperation with local govern-ments of the municipalities where the or-ganization of the activities of EuropeanHeritage Days is planned to be held. Localgovernments should be important compo-nents in organizing the heritage days,mainly and not only through Directoratesfor Culture. Local governments of the mu-nicipalities where the organization of her-itage days’ activities is being held are

SHOQËRIA CIVILE

Roli i shoqërisë civile në organizimin editëve të trashëgimisë u dëshmua nëinicimin e idesë dhe organizimin e Ditëve tëTrashëgimisë Evropiane në vitet 2003, 2004

strongly recommended to give high prior-ity to this issue by getting committed alsoon the Mayor level. Local governments inKosova should plan previously in theiryearly cultural agenda the realization of dif-ferent cultural activities for September (ex-hibitions, tourist trips, promotions,festivals, fairs, etc.). The Association of Mu-nicipalities of Kosova could be an importantpartner for central coordination of these ac-tivities. Local governments should have aleading role also in mobilization of the ele-mentary and high schools to urge them to-ward realizing different cultural activitiesand also self-awareness activities for cul-tural heritage. This would affect the culti-vation of the volunteerism feeling and theincreasing the frequency of organizing suchactivities for the heritage days. A concretestep to do this would be the campaign forincluding the subject of cultural heritage inthe official school program, as a facultativeor alternative course. The Ministry of Edu-cation, Science and Technology should actas an important and institutional partner forthe implementation of these activities.

CIVIL SOCIETY

The role of civil society in organizing theheritage days was shown in the initiation ofthe idea for organizing the European Her-itage Days in Kosova in 2003, 2004 and2005, where our country got to know theconcept and the importance of such an allover Europe organization. Civil society wasthe one who enlightened the heritage daysin Kosova, by bringing this activity to get in-stitutionalized and raising it to high impor-tance in the agenda of the Ministry ofculture, Youth ad Sports. Non-governmen-tal organizations and other civil societygroups have a pretty big and important re-

A very important duty of the civil societyis also the recruitment of volunteers andthe stimulation of volunteerism in organiz-ing the European Heritage Days in Kosova.Through volunteerism, the heritage days,first of all affect the enlargement of this ac-tivity, while in the same time they help incultivating the feeling of taking care of the

DONORS

The success of heritage days is mainly re-lated to the participation and contributionof the donors in organization. The offer tothe donors of European Heritage Daysshould be an extensive one and not ori-ented only in getting the donors’ funds. Allof those who are willing to support finan-cially the activities of heritage days shouldbe part of organization and should be in-cluded in all the implementation phases ofthe activities. The donor should be concep-tualized as an important partner and shouldbe consulted foe ideas or suggestions dur-ing the preparations for the heritage days.Donors should be offered enough space formaking a decision for the way the moneywill be spent and for the active involvementin planning and implementation of the ac-tivities of European Heritage Days.

MEDIA

The primary commitment towards mobi-lization of the media for European HeritageDays is the identification of the mediasponsor for the year the organizing of her-itage days is being realized. From the mo-ment an agreement is reached with e mediasponsor (see the Calendar for the specifictime) then it becomes an equal partner oforganizing the heritage days and shouldparticipate in the important meetings forplanning and executing the activities of Eu-ropean Heritage Days. The second part ofthe media involvement has to do with

In order to reach a high level of profes-sionalism in organizing European HeritageDays, there should be considered the fol-lowing principles of organizing and logis-tics:

• Initiation and planning on time of theactivities,

• Involvement of as much groups as pos-sible in organizing,

• A clear and exact definition of every-one’s tasks and responsibilities,

• Setting the time schedule for each ofthe foreseen task,

• Determination of an effective coopera-tion for work accomplishment,

• Recruiting a big number of volunteers,• Contacting the professional compa-

nies for offering the defined services,as there is just a little or not any inter-nal capacity for them,

• A big publicity of the activities, inorder to mobilize the whole commu-nity and stimulate initiatives.

FINANCING

One of the most important aspects of or-ganizing the European Heritage Days is alsothe fund-raising and the financial sustain-ability of this organizing. We have learntfrom the experience that delays in applyingfor funds have affected in unsatisfactorybudget for organizing the European Her-itage Days. To avoid these deficiencies thataffect the well-going of this organizing, it isnecessary to start finding the funds much

The organiz-ers should be very creative in finding differ-ent ways of mobilizing the donors byresearching in details about the mission andthe field of the foundations’ activities, thenational interest of the governmental agen-cies that work in Kosova, the focus marketof private businesses and other similar op-portunities. At the beginning of the year,after the determination of the preliminarybudget, based on the Basic Concept for or-ganizing the heritage days, the Ministry ofCulture, Youth and Sports should offer thefirst financial obligation for the activities ofthe respective year. This commitment willbe at a great help to mobilizing otherdonors.

SELECTION OF TOPICS AND LOCAL

PECULIARITIES

Even though the heritage days tend topromote the European heritage values, theinitial influence is the local or national one.Each country that organizes the heritagedays tries through this instrument to raisethe general self-awareness about the cul-tural heritage values of that country. There-fore, it is recommended that also in Kosovathe selection of the topics for the EuropeanHeritage Days should first of all be based onthe local and national peculiarities. Cultureheritage in Kosova is pretty rich but it ischallenged by many problems. One of themost effective ways to deal with theseproblems is finding the right topics to beused during the heritage days.

SELF-AWARENESS OF THE CITIZENS FOR

CULTURAL HERITAGE

As everywhere else, the European Her-itage Days should be seen and used as aninstrument for educating and raising theself-awareness of the citizens about the cul-tural heritage of their own country. Euro-pean Heritage Days are more than justinforming the citizens on the cultural her-itage values. In fact they are a concreteguide on how we should protect, cultivateand promote the cultural heritage. That’swhy we should be vary careful and not letthe European Heritage Days get trans-formed into cultural tourism and empty in-forming campaigns, but throughsophisticated and realistic programs to in-fluence directly in getting good results thatwould go on the cultural heritage ofKosova’ benefit.

ADVOCATING TO DECISION-MAKERS

Even though the European Heritage Daysare organized on the highest level form thegovernmental institutions, they should stillbe used as a possibility to advocate for bet-ter politics and for a higher governmentalcare for the cultural heritage. The role ofcivil society and the media should be alwaysin governmental institutions’ mind, be-cause their interest in cultural heritage ofthe country can not be shown only duringthe organizing of heritage days.

Ditët e trashëgimisë në Angli njihen meemrin Heritage Open Days (Ditët e Hapuratë Trashëgimisë). Kjo iniciativë u ndërmornë vitin 1994, si kontribut i Anglisë për Ditëte Trashëgimisë Evropiane. Programi i ditëvetë trashëgimisë në Angli udhëhiqet dhekoordinohet nga The Civil Trust, organizatëbamirëse ambientale, lidere në Britaninë eMadhe, e dedikuar në përmirësimin ecilësisë së ambientit jetësor.

Ditët e Hapura të Trashëgimisëorganizohen një herë në vit, tradicionalishtbrenda katër ditëve, përfshi fundjavën edytë të Shtatorit. Shumica e objekteve janëtë mbyllura për publikun në pjesën tjetër tëvitit, me përjashtim të muzeve të caktuara,kishave dhe ndërtesave tjera publike.

V. A POSITIVE EXAMPLE OF ORGANIZING

England, Great Britain

Heritage days in England are known asHeritage Open Days. This initiative wastaken in 1994, as a contribution of Englandfor the European Heritage Days. The her-itage days’ program in England is leadedand coordinated by The Civil Trust, a char-ity and environmental organization, aleader in Great Britain, dedicated to im-prove the quality of the living environment.

Heritage Open Days are organized once ayear, traditionally within four days, includ-ing also the second weekend of September.Most of the objects are closed for the restof the year, excluding particular museumschurches ad other public buildings.

Heritage days in England are organizedby volunteers who are mainly owners ormanagers of the buildings and objects.Heritage Open Days for the citizens arethe biggest and the most known culturalactivity in England, realized by the volun-teerism and the caring spirit of the com-munity. In 2006, heritage days hadattracted over one million visitors. Thesedays offer the visitors a unique opportu-nity to explore and experience the pleas-ures that these places offer, which aresometimes hidden, often curious and al-ways interesting belonging to the citiesand villages of England. The other goodnews about this story is that all this pleas-ure cots no money.

Idetë e kësaj Pakojandryshojnë nga tregimi i përrallave, historiagojore, këngët dhe fotografia përpasqyrimin e historisë lokale, arkitekturadhe kultura deri tek krijimi i Informatorit A-Z për zonën tënde lokale, ndërtimi i modelittënd të qytetit apo performimi në njëaktivitet të Ditëve të Hapura tëTrashëgimisë. Produkti i dytë është

Civil society activists, buildings and ob-jects’ owners, real-estate managers, visi-tors, company directors, curacy members,tourism managers, education officials –people from all the fields, who take careand are proud of the environment they livein, are the implementers of Heritage OpenDays in England. This initiative does per-manently encourage people to be part ofthis great organization, to get the citizensand the cities closer, to explore the build-ings and objects and over all, to become ac-tive members of the community.

On behalf of organizing the heritagedays in England, have been taken two verypowerful initiatives for enriching this ac-tivity and increasing the quality of this or-ganization. The first initiative has beenconcretized with the production of Teach-ers’ Package (see Internet Resources),which contains a long list of ideas for proj-ects, working schemes, instructions fromother teachers and many other informa-tion on teachers who through this Packagemobilize and inspire the English studentsto be an active part of organizing HeritageOpen Days. The ideas of this Packagechange from the fairytales, rhetoric histo-ries, songs and pictures representing thelocal history, architecture and culture upto the creation of Informer A-Z for yourlocal area, construction of you city modelor performing an activity for the EuropeanHeritage Days.

The second product is Organizer’s Hand-book (see Internet Resources), which pro-vides advices and support for the localorganizers of Heritage Open Days. Exceptfor advising the organizers on a monthly
