Consultations Agreement
• Agreement on consultation procedures between
state authorities and the Sámi Parliament (2005)
• The consultation agreement applies in cases that
may directly affect the Sámi.
• ILO convention No. 169 concerning Indigenous and
Tribal Peoples in Independent Countries (1990)
United Nations Declaration on the Rights of
Indigenous Peoples, 2007
• Article 19
States shall consult and cooperate in good faith with the
indigenous peoples concerned through their own
representative institutions in order to obtain their free,
prior and informed consent before adopting and
implementing legislative or administrative measures that
may affect them.
