A meeting of the Planning, Parks and Library Committee (PPL) of Upper Dublin Township (UDT) was held on Tuesday, October 23, 2018, at 7:00 p.m., in the Township Building, Chairperson Rebecca Gushue presiding. In attendance were Commissioners Rebecca Gushue, Meredith Ferleger, and Dr. Gary Scarpello. Also present were Paul Leonard, Township Manager; Richard Barton, Community Planner and Zoning Officer; David Brooman, Township Solicitor; Cherilyn Fiory, Director of the Upper Dublin Public Library (UDPL); Derek Dureka, Director of Parks and Recreation (UDPR); and Cheryl Knight, Chairperson of the Environmental Protection Advisory Board (EPAB). PLEDGE OF ALLEGIANCE: Ms. Gushue asked all present to pledge allegiance to the flag. PRESENTATION: Update on Wissahickon Watershed Project: Paul Leonard reported on the Wissahickon Watershed Project as follows: 16 municipalities and the Watershed have joined together in a partnership. Upper Dublin, for the past two years, has chosen to partner with this group. The reason for the partnership is to propose alternative TMDL’s to the US EPA and to the PA DEP. To inform those who may not know, TMDL is total maximum daily load of types of contaminants other than water that go into our streams. The Watershed was tasked to find a TMDL related to phosphorus. It was found that the phosphorus limit was unattainable at a reasonable cost. Municipalities joined together with the DEP and the EPA to find an attainable, measurable and cost effective way of dealing with this issue. The township is nearing the end of our two year commitment. The Board of Commissioners (BOC) will be asked at the next Commissioners meeting to extend that partnership for another year or two at a flat rate of $15,000 per year. STANDARD BUSINESS: Move to Accept the Minutes from June 26, 2018 Without Reading: Dr. Scarpello motioned, with Ms. Ferleger seconding, to accept the Minutes of the PPL meeting of June 26, 2018 without reading.

VOTE ON MOTION ALL YES MOTION CARRIED REPORTS: Report of the Upper Dublin Public Library (UDPL) Director: Cherilyn Fiory reported on activities at the UDPL as follows: Updates: The Library summer program was a huge success. The theme was “Libraries Rock” (music and geology). Over 1000 people were involved in the summer programs. The Philadelphia Inquirer is available through the Library website for free with a library card. The Library will be hosting its annual Not So Scary Halloween Party and Parade. There is always a very high demand for this event so we have extended it to a two day event.

Author Events/Programs for Adults: The Library hosted two successful author visits. October 29, Stephen Fried, Investigative Journalist & Author spoke as part of the Let’s Discuss It series. October 24th, the UDPL and the Wissahickon Valley Public Library co-hosted Anne Boyd Rioux, author of “Meg, Jo, Beth, Amy: The Story of Little Women and Why It Still Matters.” The Library regularly hosts 5 -7 adult classes per semester on a variety of topics. Classes are held by highly knowledgeable instructors. Registration is free but limited so be sure to sign up early. Update for the New Library: UDT received a Keystone grant for $750,000 to assist with capital costs of repurposing the property. The design team continues to develop the design documents in preparation for request of proposals. The Library is continuing to look for measures to offset the costs including use of volunteers and fundraising. We have scheduled two public tours, one on November 7 at 5:30 pm and one on November 13 at 9 am. All are welcome. Mr. Leonard commented that while we do not see a significant staffing impact in 2019, we do anticipate it increasing in the future. Over the past ten years the township has had a net reduction in full time positions. As a township, we have been very cognizant about adding staff while still increasing services to the community. Friends of the Library: The Friends of the Library hosted two annual events, the 5th Annual Craft show on August 25, 2018 and the 9th Annual Jewelry Sale on October 20, 2018. They will also be hosting a special fundraiser on Friday November 30, 2018 from 7 – 9 pm. This will be a literary soiree, a night of wine, hors d’oeuvres and mingling with a few bestselling authors. Report of Upper Dublin Parks and Recreation (UDPR) Director: Derek Dureka reported on activities at UDPR as follows: Recreation: The Summer Evening Concert Series drew over 3,700 people to eight concerts at Temple Ambler. Our largest attended event yet was the Dueling Pianos with 1,300 attendees. Our Summer Camp Program was incredibly successful again this year. New this year, we organized a multi-day trip to Sedona, Arizona. All of the net proceeds went to our scholarship funds. A few upcoming events are: our Trunk or Treat event November 3, Vendor Market November 10, Brewery Tour December 8, Radio City Music Hall trip December 13, Upper Dublin Mini Masters January 18.

Park Division: Monitoring Ash trees for the Emerald Ash Borer will continue. The numbers will continue to rise as this problem spreads. UDPR is working with neighbors, when necessary, to safely deal with affected trees. UDPR continues to maintain our natural spaces. The Spotted Lantern Fly has entered our area. This is an invasive, southeastern Asian bug that feasts on twenty-five to thirty of our native trees, as well as local vineyards and orchards. The PA Department of Agriculture is overseeing the entire project from a state perspective and trying to figure out how to solve the problem. Residents are encouraged to scrape off the egg sacs and be mindful when travelling outside the quarantine area. Go to the PA Department of Agriculture website for more information. Township Fundraising Events: Monte Carlo Night will be held Saturday March 23, 2019. The 8th Annual UD Triathlon will be held Sunday May 19, 2019. Registration for the Triathlon will begin November 1, 2018. Capital Projects: Replacement of the turf at SPARK is just about complete with a few punch list items left. The fields did open this July with fall sports able to begin practice. The project came in significantly under budget, thanks to D’Huy Engineering and the Spinturf staff. Upper Dublin Township’s 300th Anniversary of Incorporation: The Tricentennial Celebration planning has begun. Some of the events will consist of Winterfest, a parade, a community dinner and dancing on Loch Alsh, a food truck & car show festival, and a Fall Fest. Report of the Environmental Protection Advisory Board (EPAB): Ms. Knight reported on the activities of the EPAB as follows: Sandy Run Middle School: Sandy Run Middle School has presented their sketch plan and the EPAB had several recommendations in response to the presentation. Recommendations were as follows:

With regards to vegetation, the EPAB requested: o They save as many mature trees as possible, o Remove any invasive trees along Sandy Run, o Utilize a variety of native trees in plantings, o Address concerns of the meadow, at the site of the old tennis courts, where we have

observed that many of the trees they planted years ago have died and not been replaced. With regard to drainage:

o There is an opportunity to direct some of the offsite run-off from the north side of the property into the underground detention unit south of the three story building. There is hope to abate some of the Sandy Run flood issues.

o Place the water detention outlets strategically in order to minimize erosion and take maximum advantage of the riparian buffers ability to reduce the release of fertilizer and silt into the Sandy Run.

o The EPAB would like to see a maintenance plan for the underground units. Other recommendations:

o Widen the riparian buffer along Sandy Run where possible,

o Consider a rain garden in the green space at the south end of the parking area, o Include plantings to attract pollinators, which would be a great educational feature for the

students. o Consider the possibility for future E-Vehicle charging stations, o Impervious paving where practical.

The EPAB sponsored a presentation by Emelie Swackhamer, a Penn State Extension Horticulturalist, at the UDT Building on October 3, 2018. This helped to educate residents on what they can do to help stop the spread of an invasive insect, the Spotted Lantern Fly. In late September, Ms. Knight and Mr. Landau attended a free seminar hosted by the Montgomery County Conservation District (MCCD) to learn about the ways the MCCD can support local EPAB’s in their environmental projects to reduce watershed pollution. Report of the Shade Tree Commission: Ms. Gushue reported in Steve Stone’s absence that there was a tree give away a few weeks ago. Although the weather did not cooperate, 53 trees were still adopted. Report of the Planning Commission (PC): Rick Barton reported on the activities of the PC as follows: The PC met on October 17 and reviewed a Conditional Use application which proposed subdivision of a flag lot at 1530 East Butler Avenue. This will be presented to the full board prior to the public hearing scheduled for Tuesday November 13, 2018. The PC also reviewed the recent amendments to the proposed Greater Fort Washington Zoning District. This will be presented for a public hearing set for January 22, 2019. The PC will be reviewing final plans of 122 Jackson Avenue for a proposed subdivision to construct two twin units. This will go before the full board after review from the PC and the EPAB. DISCUSSION ITEMS: Presentation and Discussion on Possible Future Use of Twining Valley Golf Course: Mr. Dureka gave a presentation on the future plans for the Twining Valley Golf Course and Fitness Center. He presented as follows:

The property totals 105 acres consisting of an 87 acre parcel and an 18 acre parcel separated by Twining Road.

Township has contracted with Links Management since 1981 to run the facility. Links Management lease ends November 30, 2019. Things important to Upper Dublin Residents are open space and trails, but they remain tax

conscious. Proposed uses for the property, Phase 1-2020:

o Reuse/rental of the Clubhouse o Reuse the storage facility o Trail loops and pavilions

Proposed uses for the property, Phase 2-2021: o Expansion of parking lot o Single track/off road trails

Proposed uses for the property, Phase 3-2022 to 2024: o Construct a dog park o Construct an event pavilion

Funding opportunities consist of the open space fund, grants and naming rights for certain amenities.

Next steps: o November 13 – presentation to the BOC o November 17 – budget hearing o December 11 – budget approval

Dr. Scarpello: Would the $2.8 million give us all of what you presented here tonight?

Mr. Dureka: Yes.

Ms. Ferleger: The cost for the township to do this work versus contracting out would be about

half. How would that affect the everyday responsibilities of the township staff?

Mr. Dureka: The cost difference is approximately one third. The department doing most of the work would be the highway department. At this time of year they are mainly working on paving roads, ADA ramps and sidewalks. We would try to schedule that work to be lighter.

Ms. Ferleger: Was the $2.8 million based on the township doing the work?

Mr. Dureka: Yes.

Dr. Scarpello: Are grants included in that?

Mr. Dureka: No, they are not. PUBLIC COMMENT: Mr. Dare: First, I think that it would be a big mistake to sell off a piece of this property.

Second, please consider keeping the fitness center.

William Newpher, 1343 Bernard Ave:

With neighboring golf courses closing there is opportunity for this golf course to bring in revenue instead of spending money. Please explore continuing some type of lease with some fitness facility and golf course.

Mr. Dureka: The number one priority is to preserve the clubhouse and make available for rental. Mr. Newpher is correct, more golf courses are closing down, but even with those closures there was no increase in round play. The largest challenge on this course was the lack of water to keep the greens green.

Mr. Newpher: Storm water detention was mentioned during the presentation. Why couldn’t

that continue to be a factor in the preservation of the golf course?

Megan O’Halloran, 1719 Jill Rd:

I am an Upper Dublin High School student and I would love to see the mountain bike trails. These types of trails are few and there is a lot of interest in this growing sport.

Tom Cleary, 1867 Purdie Lane:

Was liability insurance included in this cost? Also, I am just now hearing about these plans yet they seem like they have been in the works for a while.

Ms. Gushue: There has been no final decision made regarding the fitness center. But we have been discussing the future of the golf for a number of years.

Mr. Cleary: Will there be any other opportunity for the community to share their input?

Mr. Leonard: There have been surveys completed and are available online. The BOC have not made any final decisions yet. Golf did not raise enough interest within the community.

Mr. Cleary: One last point is that I feel the golf and fitness center is somewhat of a perk offsetting the high taxes in this township.

Mr. Dureka: To address the liability insurance, our insurance is the Delaware Valley Insurance Trust. This would be considered another facility. It should not increase our premium by much.

Roberta Rich, 1422 Malcolm Dr:

I think you should be commended on the attempt to maintain this open space and keep it natural. What better fitness than to get out and enjoy nature.

Fred Kempner:

Did I hear correctly, that the present management of the fitness club has no interest in pursuing it further?

Mr. Dureka: Links Management has said he was not interested in continuing the fitness center, but is still interested in running the golf course.

Gene Keystogh, Fort Washington:

I am a resident who has used that golf course weekly for almost 40 years. I wonder how many people will want to walk a trail in that very hilly park. I just ask that you make sure that the property lends itself to trails.

Larry Salomon, 106 Timothy Dr:

There is a fear of riding your bike on the street in this area, so I support the idea of this being a safe place to ride a bike. I notice that Mondauk Commons on any given day is packed so I think this proposal will benefit the whole community. I hope the township pursues this.

Laura Michaels, 1659 Fort Washington Ave:

I am a member of the fitness club and am so glad to hear that that’s likely going to be preserved. I am also very excited about the plans for such a creative and natural setting. I am so impressed with this plan.

Heather Sutherland, 1872 Purdie Lane:

I am not a proponent of this plan. I cannot afford for my boys to play at other golf courses. I can afford for them to play and learn the game of golf at Twining. They now play for the UDHS golf team. Please reconsider getting rid of a golf course that is affordable for our township.

Ms. Ferleger: You mentioned the High School has a golf team, where do they play?

Ms. Sutherland:

The JV team is based out of Twining, if that closes where will they go?

Mary Newpher, 1343 Bernard Ave:

I have one question for Mr. Dureka; you mentioned there would be some revenue generated by a bus shed?

Mr. Dureka: We are currently leasing a storage unit for $20,000 per year. By utilizing the storage facility on the Twining property we could save that $20,000.

Ms. Newpher: My other question is has traffic been considered?

Ms. Gushue: That area is extremely congested during rush hour; however, I don’t see the traffic increasing during those peak travel times.

Mr. Dureka: There has not been a formal traffic study done. We could anticipate peak use not during weekday rush hour. It would be weekends and evenings.

Melissa O’Toole, Twining:

As the lease for the current contract comes to an end, will there be a period of time where it will be shut down for improvement or do you expect another lease to move right in?

Ms. Gushue: At this point that remains to be seen.

Ms. O’Toole: Should the current employees and members expect a break in schedule or a complete shutdown?

Ms. Gushue: That is why we are trying to give plenty of notice. We do want the community to be aware of some of the changes forthcoming. We do want to put into place some sort of transition plan, which is yet to be determined.

I would like to see a traffic study done. Traffic in that area is very heavy most times of the day.

Ms. Gushue: We will be meeting again Tuesday, November 13th to further discuss this issue at the Commissioners Stated meeting.

Subject: UD #18-07: Sandy Run Middle School— Recommendation in support of preliminary/final land development plan, and variance #2289 for work in the floodplain

During their meeting on February 19, 2019 the Planning Commission reviewed a set of preliminary/final plans for the reconstruction of the Sandy Run Middle School at 520 Twining Road. A sketch plan was previously reviewed last December. Additionally, a variance application to do grading, a driveway, and stormwater management in the floodplain was reviewed in connection with the planned construction of sports fields at the Middle School. The Upper Dublin School District is applying for a number of variances from the Zoning Hearing Board on February 25, but only the floodplain variances require a review and recommendation from the Planning Commission.

Following discussion, the Planning Commission approved one motion unanimously to recommend that the Zoning Hearing Board grant the requested variances to peimit fill and grading, driveways, and stormwater management facilities in the floodplain (Weaver/Willcox). A second motion, approved by a majority of the Planning Commission, recommended that the Board of Commissioners approve the preliminary/final land development plan, with the requested waivers, on condition that any discrepancies with the landscaping plan be resolved (Weaver/Griffin).

On behalf of Upper Dublin School District we are resubmitting revised materials for the Sandy Run Middle School project. The revised plans reflect comments from the Township Engineer's office dated December 14, 2018. Responses are listed in the order presented in the review letter.

SUBDIVISION ORDINANCE REQUIREMENTS

1. The offer of dedication certification for the ultimate ROW along Twining Road and Limekiln Pike has been added to Sheet C000.

2. The requested note has been added as General Plan Note #10 on Sheet C301. The existing hydrant is now labeled on Sheet C201.

3. The ultimate right-of-way along Twining Road has been revised to show the 40' from centerline. Setbacks and areas have been adjusted accordingly.

4. The BCWSA Sewage Allocation letter is provided, which indicates that no additional capacity needs to be purchases for the project because it is serving the same population.

5. The plan has been prepared with the intension that for the peak start/end of school traffic will prohibit cars from use of Audubon Drive, but would have buses utilizing Audobon Drive.

6. The roadway widening areas along Twining Road will show top of curb/bottom of curb elevations. This design is being performed by McMahon Associates and hasn't been completed yet.

7. Sight distance and sight triangles will be provided in accordance with ECSIP standards for street and driveway intersections. This information is being prepared by McMahon Associates and will be provided.

8. Per discussion with the Township Engineer at the January 3, 2018 meeting, he requested that we verify that the pavement detail that we had shown on Sheet C901 was not showing any less of a pavement section than the Upper Dublin Township Standard Detail Typical Cross Section of Residential Street. 9. Crosswalks in the parking areas are now provided per the January 3, 2019 discussion with the Township Engineer.

10. ADA compliant ramps are provided on blowups with 1"=10' scale. 11. Crosswalks are now provided for at Audubon Drive and along Twining Road. 12. The Township Engineer confirms that 6" reveal curbs are permitted. 13. Per discussion with the Township Engineer, Grading & Utility Note #18 has been added

to Sheet C401 indicating that "No topsoil shall be removed from the site or used as spoil, but dependent on job conditions some may have to be removed from the site if approved by the Township Engineer. Topsoil must be redistributed on the site uniformly. All areas of the site shall be stabilized by seeding or planting. A waiver is requested from the portion of this section that requires sodding of slopes greater than 25%.

14. The following site grading comments have been addressed: a. Spot elevations are now indicated at parking lot corners and on all PC and

PT points and changes of grade. b. The 221 contour has been revised to clarify the slope from the bottom of the

step to Inlet A3. c. Verify slight grading has been performed in the floodplain to try to even out

grades for the fields. An analysis of the slight cut/fill being performed is provided and shows a net cut within the floodplain.

d. A blow up detail of the loading area is now provided on Sheet C407. e. A blow up detail of the courtyard area is now provided on Sheet C408. f. The retaining wall and fence details previously referenced on Notes 1 and 2

are now included on Sheet C903. g. Note 7 on Sheet C301 has been removed as requested. h. The cut/fill analysis is provided as requested.

15. The following drainage and stormwater management comments have been addressed: a. Inlets and piping have been added along the Multi-purpose field to keep the

runoff from the proposed sidewalk. b. The post-development Tc calculation (pg 65 of PCSM report) now includes the

Area B Bypass area. c. The table on page 7 of the PCSM report has been revised to indicate that

runoff flows are in CFS. d. Calculations are now provided on pages 221 and 222 of the PCSM Report

showing how much distribution capacity exists in each of the basins given the pervious pipe layouts currently indicated. Per discussion with Township Engineer at the January 3, 2019 meeting it was agreed that Basin A2 would add an additional distribution pipe perpendicular to the 96 LF distribution pipe to bring the distribution length to 412 LF which would provide more capacity than the 100 year inflow rate.

e. The calculations have been revised to show the 18" distribution pipe and the 24" outfall pipe.

f. The rim elevation for MH A30 has been corrected in the storm report to show the 205.58 (reset top) as indicated on the plan.

g. The rim elevations for A14 (221.80), A17 (220.33), A19 (221.03), and A20 (206.50) have been updated on the plans and storm reports to match.

h. The pipe information for the runs from A14 to A15, A16 to A17, A17 to A19, and A20 to A21 has been updated on the reports to match the plans. Please note that there is some minor discrepancy on the slope but just because the pipe design program utilizes a rounded length to calculate the slope where the CAD plans utilize an unrounded length.

i. A profile of the Basin A2 discharge pipe (MH A2-2 to MH A31) is now shown on Sheet C506. Please note that this is an existing pipe that is being reutilized in the proposed design.

16. Per discussion with the Township Engineer at the January 3, 2019 we believe that the Drainage Easement would best be handled as a blanket easement. The Township Engineer indicated that he would check with the Solicitor to determine the suitability of providing the Drainage Easement as a blanket easement.

17. The requested note has been added as General Plan Note #11 on Sheet C301. 18. The following utility comments have been addressed:

a. The Township Engineer was not entirely certain what this comment was concerned about. However, we have rechecked our plans to make sure the waterline is consistent on Sheets 10 and 11.

b. The requested note has been added as Grading & Utility Note #15 on Sheet C401.

c. The Demolition plans have been revised to indicated Existing pipe to Remain and Existing pipe to be Abandoned.

19. Survey monuments have been added to sheet C301 at the ultimate right of way. 20. A waiver is requested from Section 212-32.F.(8).(c) which requires a 100 foot planted

water course buffer along the Sandy Run. The site currently has a driveway and athletic fields that fall within this area and which the school district would like to continue use of.

21. Per discussion with the Township Engineer at the January 3, 2019 meeting this comment has been resolved.

22. The key maps have been revised so that the hatched area indicates the sheet view. 23. The items in the demolition legend have been added to the demolition plan view. 24. The width of the cartways, curb radii and road names are shown on Sheets C101 and

C301 through C304. A waiver of Section 212-43.C.(1)(c) is requested from providing centerline bearings and distances of the internal driveways since these are private driveways. Building dimensions have been added to Sheets C302 through C304.

25. Per discussion with the Township Engineer on January 3, 2019 it was noted that utilities on site are owned by the School District. Therefore, he indicated that adding Grading & Utility Note #16 which addresses construction to utility provider standards would adequately address the comment.

26. Per discussion with the Township Engineer we approached the school and asked them to clarify the intent of the large concrete patio at the intersection with Limekiln Pike and Twining Road. The school district has reevaluated the layout and has removed the concrete patio.

27. Curb elevations at the PC and PT of intersections is now provided on Sheet C402 through C404. However, please note that the information for the roadway widening along Twining Road is being prepared by McMahon Associates and is not completed yet.

28. Per discussions with the MCCD, it was recommended that we take credit per PA DEP standard worksheet #10 for the utilization of existing drainage patterns for utilizing the existing discharge points of the two pipe systems and protecting sensitive natural resources for staying out of and leaving the existing vegetation along the Sandy Run.

29. We believe that a blanket easement should be included in the Stormwater Operation and Maintenance Agreement prepared by the Township Solicitor.

30. It is understood that approvals from MCCD, PADEP, and PennDOT are required. We have included the FEMA floodway on Sheet C403. We have contacted Jeff McKenna at MCCD and he indicated that his office would not be requiring any encroachment permit because no net fill is being added in this area; therefore, we do not believe an encroachment permit is required.

31. We do not believe that any part of the project area is within a wetland area. Per discussion with the Township Engineer he indicated that he would perform a site inspection and if he was satisfied that no wetlands exist in the project area that this comment would go away.

32. The plans have been designed to include installation of Snouts upstream of the underground beds (in Inlets A10, All, A29, B10, B12, B16, and B17). The detail has been added to Sheet C802 and to the profiles.

33. This comment was discussed with the Township Engineer at the January 3, 2019 meeting and was resolved.

34. It is understood that the site is underlain by carbonate geology. We have spoken with the Geotechnical Engineer who prepared the Geotechnical Report for the site and he indicated that he did not observe any depressions or sinkholes on the property. He also noted that the Carbonate Geology in this area is more stable, and thus less likely to form sinkholes, than it is in other areas of the state. Additionally, he has written a letter indicating these issues which we've added as pages 307-309 of the PCSM report.

General Stormwater Management Comments

35. This comment was discussed with the Township Engineer at the January 3, 2019 meeting and was resolved.

Engineering and Construction Standards

37. A waiver is requested from Section II.A.1.i of the Engineering and Construction Standards, which requires all new private streets to be constructed to residential street standards. This would require the cartway of the school driveway to be 30 feet. The school believes that 25 feet is sufficient and therefore requests a waiver to construct their driveway with a cartway width of 25 feet.

38. A waiver is requested from Section II.A.2.b.(1) of the Engineering and Construction Standards, which refers to AASHTO design standards and which the vertical curve at section 23+85 is indicated as being too short. We would note that the vertical curve at 23+85 is provided longer than the existing condition in this same location. Therefore, we request a waiver to permit the construction of the vertical curves on the driveway as indicated on the current design. Also, the portion of "driveway" at station 25+00 is really

just an access for the loading area and has been remove this from the profile per discussion at the January 3, 2019 meeting with the Township Engineer.

39. A waiver is requested from Section II.A.2.b.(4)(a) of the Engineering and Construction Standards, which requires a minimum centerline radius of 150 feet. The outer driveway loop has one horizontal centerline radius of 87.5 feet in the northwest corner around the synthetic turf field. The turning templates verify that this works for the vehicles utilizing this site. Therefore, we request a waiver to permit the horizontal curves on the driveway as indicated on the current design. Per discussion with the Township Engineer at the January 3, 2019 meeting it was also agreed that a sight triangle would be placed at the curve to make sure that no obstructions to sight would impede vision around the curve.

40. PennDOT site distances are being prepared by McMahon Associates and will be provided when completed.

41. Clear sight triangles are now shown on Sheet C301 per Table 2 requirements. Additionally, General Plan Note #12 has been provided which notes the owners responsibility in maintaining the clear sight triangles.

42. A waiver is requested from Section II.A.2.c.(7) of the Engineering and Construction Standards, which requires that all approaches to an intersection shall not exceed a slope of 4% for a distance of 100 feet measured from the nearest right of way line of the intersecting street, along the centerline of the street. The current design has a loop driveway slope of 5.6% and the loading dock driveway slope of 5.7%, which is slightly flatter than the existing driveway condition in this area. Please also note that Audubon Road exceeds this 4% slope as well. Therefore, we are requesting a waiver to allow the driveway to be constructed as depicted on the current design, which is greater than the 4% slope.

43. The Township Engineer confirms that the use of HDPE is permitted with the approval of the Township Engineer.

44. A waiver is requested from Section II.C.3.e of the Engineering and Construction Standards, which requires all storm sewer piping have a minimum of two fee of cover from outside of bell to finished grade. Specifically, we are requesting a waiver to allow a minimum cover of less than 2' at the pipe leaving Inlet Al (1.42') , the pipe leaving Inlet Al4 (1.55'), the pipe leaving Inlet A27 (0.57'), the pipes entering and leaving Inlet A28 (1.56'), the pipe leaving Inlet B7 (1.75'), the pipes into Inlet B25 (1.75'), and the pipe leaving Inlet B26 (1.75'). We believe that we've been able to lower the pipes to provide the 2' of cover at Inlets A7, A9, A10, B 1, B2, B11, B16, B17, B19, and B20.

45. A waiver is requested from Section II.F.1.c of the Engineering and Construction Standards, which requires us to install energy dissapaters be installed where pipes discharge. Per discussion with MCCD we intended to not alter these discharge locations as they currently have the same flows or less than existing flows at the exact same discharges and are likely to cause more erosion issues by disturbing that leaving in the existing condition, which isn't currently causing erosion.

General Plan Comments

46. Per discussion with the Township Engineer, 15' high netting is placed at the perimeter of the softball field.

47. It is understood that shop drawings will be submitted to the Township Engineer for review and approval prior to construction.

48. We understand that the Township is requesting that a title report be performed. We have passed on that request to the School District and will provide the title report when it is received.

49. The waiver requests and the variance request are now included on the Cover Sheet C000.

50. Inlet labels have been added to driveway profiles. Per discussion with the Township Engineer it was agreed that the driveway profile need not include the sanitary and storm information, but would instead reference the sheets that the sanitary and storm profiles associated with those sections of driveway are located. We've added the centerline stationing to Sheets C402, C403, and C404 as requested.

51. We understand that deep cuts are proposed in areas along the northern property line. Soil testing performed in this area does not indicate the presence of rock to the excavation depths and therefore blasting is not proposed or anticipated to be required. If blasting is required the school will have to follow Township rules.

52. Sheet C203 has been revised to show the leader line for the existing inlet (w/ TG 212.61).

53. A site retaining wall construction detail is now shown on Sheet C903. Additional design is being performed to document the location of tie-backs for the rear property retaining wall. This will be provided once completed.

54. Directional arrows have been added to the bus loop to clarify that the intent is for this to be a one-way traffic pattern. As was mentioned in the comment the signage already indicates this.

55. This comment was discussed with Township Engineer at the January 3, 2019 meeting and was resolved.

57. The school districts traffic consultant is submitting for PennDOT HOP approval for the improvements at the Limekiln Pike intersection.

58. It is our belief that a blanket easement for access to stormwater management facilities makes the most sense. Per discussion with the Township Engineer, he indicated that he would evaluate this with the Township Solicitor.

59. Netting and chain link fence is now indicated along Twining Road to prevent interference onto the road from the softball field.

Clarification for the school bus loading area is provided in the responses below: 60. The bus parking area will be the designated drop off area for students on the buses. All

other students being dropped off will utilize the parent drop loop. 61. Buses will not be kept at this location overnight. 62. The bus drop-off area was designed to operate with a pull forward pealed off pattern.

No buses are anticipated to back up as the school specifically does not want this. 63. The bus loading area event parking will be designated with a different color (white)

striping than the bus parking striping (yellow). Both striping patterns will be provided on the pavement. The event parking will only be utilized for those few large events at the school where additional parking beyond that currently provided elsewhere is anticipated.

64. Per discussion with the Township Engineer at the January 3, 2019 meeting it was agreed that the McMahon Engineer turning templates could be included as supplemental materials. These materials have not been revised from the previous materials submitted.

Ladies and Gentlemen,

On behalf of the Upper Dublin School District (UDSD) we are submitting the following waiver requests for the Sandy Run Middle School project:

1. A waiver is requested from Section 211-35.1.D.(g), which states that roadway and signal improvement plans shall not be submitted to the Pennsylvania Department of Transportation until such plans are approved by the Board of Commissioners or the Montgomery County Department of Roads and Bridges and that the submittal to the Pennsylvania Department of Transportation be accompanied by comments of the Board of Commissioners and the Montgomery County Planning Commission. The Pennsylvania Department of Transportation approval process is lengthy and we request that submission be allowed be made concurrently to the Pennsylvania Department of Transportation and Upper Dublin Township.

2. A waiver is requested from the portion of Section 212-23.A & 212-32.F.(7), which requires sodding on slopes greater than 25%. Specifically, the school is requesting a waiver to allow seeding of slopes greater than 25% grades. Slope stabilization meeting the standards of the Montgomery County Conservation District will be provided.

3. A waiver is requested from Section 212-32.E.(1)(h) from providing the location, diameter, and species of all existing individual trees with trunks eight inches or greater on the site. We request a waiver to work with the Township's landscaping consultant to put information he deems necessary on the plan, but otherwise not provide all the information required by ordinance.

4. A waiver is requested from Section 212-32.E.(1)(k) to allow the landscaping plans to be shown at a scale of 1"=60'.

5. A waiver is requested from Sections 212-32.F.(1)(a)[2][e] and 212-32.F.(1)(b)[1], which require that street trees be provided along the proposed driveway from Twining Road to Audubon Road. Trees are provided along this driveway where possible. However, trees cannot be planted to satisfy this requirement because of the location of the parking lots and synthetic turf field. Therefore, a waiver is requested to allow a reduction of these street trees.

6. A waiver is requested from Section 212-32.F(4)(c) which requires a maximum of 12 parking spaces permitted in a row without a landscape island. The proposed design utilizes landscape islands between the bays of parking as an alternative to placing the islands every 12 parking spaces. This actually creates more landscape area than the ordinance requirement and provides easier maintenance for the school. Therefore, we request a waiver to allow the landscape area to be placed between the parking bays in place of the requirement for a landscape island between every 12 parking spaces.

7. A waiver is requested from Section 212-32.F.(8).(c) which requires a 100 foot planted water course buffer along the Sandy Run. The site currently has a driveway and athletic fields that fall within this area and which the school district would like to continue use of.

8. A waiver is requested from Section 212-43.C.(1)(a) to allow the private driveway to be designed without providing all the information required of streets such as bearing and distances of centerline geometry, street tie ins by courses and distances to the nearest intersection. We believe that the information provided on the plan is more than sufficient for construction of the private driveway.

9. A waiver is requested from Section II.A.1.i of the Engineering and Construction Standards, which requires all new private streets to be constructed to residential street standards. This would require the cartway of the school driveway to be 30 feet. 12. A waiver is requested from Section II.A.2.c.(7) of the Engineering and Construction Standards, which requires that all approaches to an intersection shall not exceed a slope of 4% for a distance of 100 feet measured from the nearest right of way line of the intersecting street, along the centerline of the street. The current design has a loop driveway slope of 5.6% and the loading dock driveway slope of 5.7%, which is slightly flatter than the existing driveway condition in this area. Please also note that Audubon Road exceeds this 4% slope as well. Therefore, we are requesting a waiver to allow the driveway to be constructed as depicted on the current design, which is greater than the 4% slope.

13. A waiver is requested from Section II.C.3.e of the Engineering and Construction Standards, which requires all storm sewer piping have a minimum of two fee of cover from outside of bell to finished grade. Specifically, we are requesting a waiver to allow a minimum cover of less than 2' at the pipe leaving Inlet Al (1.42') , the pipe leaving Inlet A14 (1.55'), the pipe leaving Inlet A27 (0.57'), the pipes entering and leaving Inlet A28 (1.56'), the pipe leaving Inlet B7 (1.75'), the pipes into Inlet B25 (1.75'), and the pipe leaving Inlet B26 (1.75').

On behalf of Upper Dublin School District we are resubmitting revised materials for the Sandy Run Middle School project. The revised plans reflect comments from the Township Engineer's office dated December 12, 2018. Responses are listed in the order presented in the review letter.

a. Section B - General Landscape Requirements

1. Section B.(4): The plans will be sealed by a landscape architect registered in the Commonwealth of PA once the plans are ready for recording.

2. Section B.(7): Sheet C602 has been revised so that Note #9 references Sheet C709 and that Note #10 has been added to reference the location of other related details.

b. Section E. - Required Information on the Landscape Plan

1. Section (1)(a): A location map based on the zoning map has been added to Sheet C602. 2. Section (1)(b): Building restriction lines and buffer lines have been added to sheet C602. 3. Section (1)(h): A waiver is requested from Section 212-32.E.(1)(h) from providing the

location, diameter, and species of all existing individual trees with trunks eight inches or greater on the site. We request a waiver to work with the Township's landscaping consultant to put information he deems necessary on the plan, but otherwise not provide all the information required by ordinance.

4. Section (1)(i): A schedule of the existing trees to be removed will be provided at a later time.

5. Section (1)(k): A waiver is requested to allow the landscaping plan be shown at a scale of 1" =60'. Additionally, the shade tree symbol has been revised to be 30' in diameter.

6. Section (1)(o): Landscaping Note #9 has been revised to reference Sheet C709 for the seeding.

c. Section F. — Specific Plant Requirements

1. Section F.(1) Street Trees a. The street trees have been changed to include more variety. The existing tree

to remain is not to be removed. b. Township consultant indicates that gaps shown along Twining Road are

acceptable because of existing tree cover and to avoid interference with athletic facilities.

c. The street trees have been moved to be outside of the clear sight triangles at all intersections. Please note there is a clear sight triangle at the corner of the synthetic turf athletic field as requested by the township engineer.

d. A waiver is requested from Sections 212-32.F.(1)(a)[2][e] and 212-32.F.(1)(b)[1], which require that street trees be provided along the proposed driveway from Twining Road to Audubon Road. Trees are provided along this driveway where possible. However, trees cannot be planted to satisfy this requirement because of the location of the parking lots and synthetic turf field. Therefore, a waiver is requested to allow a reduction of these street trees from 85 trees being required to 74 trees.

e. The notes of section (c)[1] have been added as Landscaping Note #12 on Sheet C602.

2. Section F.(2) Softening Buffer. 48 shrubs are proposed along the golf course property line where the existing tree line is sparse.

3. Section F.(3) Screen Buffer a. Screen buffer is provided along the northern property line. b. The proposed screen buffer will consist of evergreen shrubs on top of the

proposed retaining wall. Trees can not be planted behind the retaining wall due to the structure of the retaining wall.

c. A detail of the loading and outdoor storage area site wall is included on sheet C903. Gates are being provided in the outdoor storage area where the mechanical equipment is located (i.e., generator & transformer). Please refer to sheet C304 for clarity on the outdoor storage area. Additional details of this area will be provided as they are developed.

4. Section F.(4) Parking Area Landscape a. Township Consultant documents that the minimum landscape area

requirement has been met. b. The tree species and counts have been changed to include more variety

within the parking lot landscaping. c. A waiver is requested from Section 212-32.F(4)(c) which requires a maximum

of 12 parking spaces permitted in a row without a landscape island. The proposed design utilizes landscape islands between the bays of parking as an alternative to placing the islands every 12 parking spaces. This actually creates more landscape area than the ordinance requirement and provides easier maintenance for the school. Therefore, we request a waiver to allow for the landscape area to be placed between the parking bays in the place of the requirement for a landscape island between every 12 parking spaces in a TOW.

5. Section F.(6) Individual Lot Landscaping

a. The building gross floor area has been reduced and is reflected in the Landscaping calculations.

b. The landscaping has been revised to include additional street trees and relocation of the individual lot landscaping.

c. The individual lot landscaping has been revised to include more variety. d. All proposed trees shall be a minimum 3" cal.

6. Section F.(7) Landscaping on Slopes. A waiver is requested from Section 212-32.F.(7) to allow grass seeding on slopes greater than 4:1. There are no slopes greater than 3:1 proposed.

7. Section F.(8) Watercourse Buffers a. The wooded area along the Sandy Run watercourse is not to be altered. b. A waiver is requested from Section 212-32.F.(8).(c) which requires a 100 foot

planted water course buffer along the Sandy Run. The site currently has a driveway and athletic fields that fall within this area and which the school district would like to continue use of.

d. Section G. Preservation and Protection of Existing Trees

1. Tree protection fencing is indicated on the landscaping plan in areas where there is proposed construction.

e. Section H. Tree Replacement

1. The tree preservation and replacement information will be provided at a later time after the existing tree inventory is conducted.

2. The replacement tree calculations will be provided at a later time after the existing tree inventory is conducted.

f. Section I. Recommended Plant List

1. A wider variety of plant materials are proposed as indicated in the plant material list.

Project Review of Tuesday, February 5, 2019

Project Review:

Final review of UD#18-07: Sandy Run Middle School reconstruction project

Presentation by Terry McGroot. Mostly a discussion of planting items, with the

assumption that previous drainage comments had been addressed and reviewed by the

township engineer. Note that we received the landscape review letter after the

meeting, so some of the comments below were discussed by the group (by e-mail) after

the meeting.

The following items were questioned and discussed;

1- Plan Scale -- We recommend that the plan be drawn at the code required scale of

1"=40', particularly for the north side buffer and the main parking lot areas. These areas

cannot be properly evaluated at this smaller scale. Also, there is no indication that this

plan was prepared by a registered landscape architect, a code requirement.

2- Meadow at Twining Road entrance — We are concerned about the UDSD's capacity to

do the nurturing of this area that will be required to properly maintain the meadow over

the next several years and beyond. The adjacent neighbor strongly expressed his dislike

of the unkempt meadow at a previous meeting. We would like to see some or all of this

area planted with trees, with the intent of returning it to a wooded area, some of which

will be subject to flooding. Although meadows have an important role in the

environment, we also want to maximize tree canopy area on a site with so much

impervious and ball field coverage. Sweetgum, Blackgum, maple, and several types of

oaks could work well here. But if some meadow is retained, a portion of it could provide

a food source for butterflies and other fauna. On a separate note, we would encourage

areas like the FW Office Park to establish meadows wherever possible, in lieu of lawns.

3- North property line buffer — (East end) There are existing resident fences along these

four properties, and utility lines in the area, but we can't assume fences will always be

there, so we recommend planting as much of the screen buffer as possible.

(West end) At the top of the long, high wall, very small shrubs are proposed at spacing

of 1O'±. One of those is the invasive Japanese barberry, but these should all be replaced

with larger evergreen shrubs, at a spacing which will create an 8' high continuous buffer.

A moderate root system may also provide stabilization. A strong, un-mountable

railing/fence should be placed here due to the significant drop to the lower elevation.

4- Parking lot islands —The requirement for tree islands was waived, in consideration of

the long islands between the parking rows, but we recommend that the remaining

islands at the ends of each row have 2 shade trees each, in lieu of the dogwood and

redbud trees. The dogwood trees typically have very low branching, and will block sight

lines, and both trees are not likely to do well with the heat and salt exposure in those

locations. We would also like to see additional plantings in the islands and green areas

near the main entrance to the building.

5- Parking lot trees — Honeylocust trees will not provide a lot of shade for the parking

lot, and may not look great alternated with linden trees. Please also consider elm,

zelkova, or hackberry for those locations. Other trees that may work well in various

locations on this site would be Blackgum, tulip tree and sweetgum. For the small

parking lot in the NE corner, oak trees are shown to overhang cars. This will not be a

popular place to park in the fall. Oaks also have droppings in other seasons as well.

6- Parking lot lighting and underground drainage — There are several conflicts with

lightposts and underground drainage lines. Please review the plan carefully to remove

these conflicts. We also question whether adequate protection is in place where

proposed shade trees are within a few feet of the underground storage areas. Note that

this would be easier to evaluate if the plan was printed at a larger scale.

7- Red Maple trees north of softball field — It was requested at the meeting that these

trees be replaced with oak trees. Please look at this, with consideration of the acorns

that oaks will drop. Elms or zelkovas would also work well in this location.

8- Existing trees —The existing trees, not within the wooded areas should be shown on

the plan. This should particularly include the row of 3" to 4" caliper trees near the

Limekiln & Twining intersection. These appear to be healthy, established trees, several

of which can be saved with appropriate grading. Ailanthus Trees — A note should appear

on the plans that all Ailanthus trees will be identified and removed from the site.

9- Ornamental trees —The serviceberry trees are better able to handle tougher site

conditions, and in some case can be switched with dogwood or redbud trees, to place

the latter trees in more protected locations. Hawthorn and snowbell (styrax) trees are

also capable of handling tougher conditions.

10- Native trees — It appears that all or most of the trees are pure native varieties

(although few of the listed shrubs are natives). Although we prefer that a high

percentage of the plants are natives, we wonder if some of the hybrid varieties of the

shown trees should be considered (for possibly better performance on this site), and a

few non-natives be used for slightly more diversity.

11- E-Vehicle charging stations — it was indicated that underground conduits will be

placed for future charging station installations. We encourage the school district to set

an example for other township developments.

12- Underground detention — We discussed previously the need for a maintenance plan

for the underground storage facilities, and are including this here to confirm that this

will be provided.

13- Other site features — No place was provided on the site for features such as rain

gardens, monarch way station, bat habitat, or pervious paving — items which had been

discussed at the previous presentation.

Per your request, we have reviewed the proposed land development application for this property and the Code requirements for landscape compliance.

We have reviewed the plans based on the Township Code - Chapter 212-32 and 255-243 et. seq. The landscape plan reviewed include Sheet 29 of 47 (C602) prepared by Terraform Engineering, LLC, revised 1-22-19. Other landscape details and specifications are located on other sheets in the plan set.

Responses to prior review comments noted in blue.

a. Section B — General Landscape Requirements

Section B. (4) requires that all Landscape Plans be prepared and sealed by a landscape architect registered by the Commonwealth of PA. This information needs to be provided. Consultant will sign & seal final Landscape Plan.

Section B. (7) — As planting details and specifications are provided throughout the plan set, it is requested sheet number for these be added to reference these requirements (e.g., planting details on Sheets C802, C901). Also, complete Landscaping Note 9 for seeding specifications. This allows bidders and contractors to find and follow the specifications. Notes #9 and 11 were modified or added accordingly.

b. Section E. —Required Info illation on the Landscape Plan

Section (1) (a) A location map needs to be added to Sheet C602, as required. It can be a copy of the Zoning Map on Sheet C101 as zoning information is required. Added and acceptable.

Section (1) (b) Setback lines are required and should be added as shown on other sheets (Sheet C301). Buffer and r-o-w lines have been added; building setback lines need to be added.

Section (1) (h) Existing trees are to be shown on the plan including location, diameter and species. Sheet C101 has location and diameter, but except for a few labels (e.g., pine), species names are not identified, as required. Note: This inventory can be limited to the areas where construction and site improvements are proposed and a waiver requested and supported in other areas such as between Twining Road and Sandy Run. A waiver was requested to focus on impacted areas and is supportable.

Section (1) (i) A schedule of existing tree 8" or greater that will be removed must be provided with the required information (e.g., name, sizes, etc) per this section. This information is needed for the Tree Replacement requirements noted below. To be provided later and remains a requirement.

Section (1) (k) Plans shall be drawn to a scale of not less than 1"=40' for clarity. The scale of these plans is 1"=60'. Waiver request is supportable.

Section (1) (o) Notes and specifications are required for planting and lawn (seeding) areas. Landscaping Note 9 should be completed and cross references added to other sheets (e.g. E&S Control sheets) where this information is provided. See also Section F. (7) below. Notes #9 and 11 are acceptable.

Section (1) (p) A Tree Protection Fence detail is provided (Sheet C901), but the locations of its use needs to be added to the plan. TPF has been added to plans and legend.

Section (1) (r) A partial table is provided as Landscaping Calculations. This should be modified to add missing categories (e.g. Tree Replacement, Section H) . It also needs to be modified to add graphic symbols, as required, to indicate which plant materials satisfy which categories. This can be graphic tree symbols or by adding other symbols (e.g., +, &, #) to the plant abbreviations (e.g., TC) indicating the category such as Street Tree, Softening Buffer, etc. Tables are sometime submitted with further detailed to show calculations (e.g., 400 feet of road/40-foot spacing = 10 trees). The revised calculations table overall is acceptable. A Tree Replacements section needs to be added later; it remains a requirement.

c. Section F. — Specific Plant Requirements

F. (1) Street Trees — Street trees are required along existing street and access driveways to non-residential developments. Street trees have been shown along the public roads (Twining Road and Limekiln Pike). These calculations are correct and

species acceptable. Note the one existing tree along Limekiln Pike to be counted needs to be identified and condition noted to count (Section (b) [4]). The count and species are acceptable. Noted that the one existing tree along Limekiln Pike will be removed and a new tree planted.

It is noted there are gaps in Street Trees along Twining Road. This appears to be 1) where there is existing tree cover, and 2) where trees may interfere with athletic facilities. For both conditions, this is acceptable as the required number is provided and uniform spacing is not required. Spacing is acceptable.

Per Section (b) [3], Street Trees must be planted at least 40 feet from the intersection of the curbs. It is noted that the Street Trees flanking the fire access from Twining Road are less than 40 feet and should be shifted. Revised locations are acceptable.

Per Section (a) [2] [e] and (b) [1], the access driveway from Twining Road connecting to Audubon Drive requires Street Trees on both sides per the Code. Note the travel aisles in the parking lots are excluded. Given some space limitation per the proposed site plan, if the full complement of trees cannot be placed on each side, a waiver might be requested for that portion of them and such waiver may be supportable. Note: If existing trees are to be counted, they must be shown and identified by species, size and condition. Per Code, they must be healthy, >8 inches, and within 20 feet of the curb face. The access drive Street Trees are fewer than required due to space limitations and use restrictions (e.g., sports fields). The number provided is 74 and the number required is 85 (net -11). The species and spacing are acceptable. A waiver was requested. Alternatively, see Section F. (8) below.

Per Section (c) [1], notes regarding clearance height and side branching should be added to the Landscaping Notes on the Landscape Plan. Note is acceptable.

F. (2) Softening Buffer — These buffers are required where the development abuts the homes on Martin lane and the adjacent golf course as these are side and rear yards. The portions of the property line where opaque fences have been installed do not require a Softening Buffer as such fences with landscape are considered Screen Buffers and take precedence. The remaining boundary lines have short supplemental sections of Softening Buffer per the Code formula or rely upon existing vegetation.

Based on a site visit, there are longer stretches than shown that require supplemental buffer. Where existing vegetation is to be used for the buffer, the trees meeting the requirement need to be qualified as to species and condition. From a casual observation, there appear to be sufficient mature, healthy trees but inadequate shrubs as most of the shrub layer is overgrown scrub, vines and mostly invasive species. The addition of this buffer and the calculations are correct. A compliant buffer requires trees (existing or new) and shrubs. Existing trees are to be inventoried and assumed will be documented as adequate in number and good condition when the inventory is completed and submitted. The shrub additions are acceptable, and the species are on the Township list. If the consultant wishes to specify suitable native,

deer resistant species (on or not on the Twp. list) rather than non-native species, a waiver from the list is supportable.

F. (3) Screen Buffer — A Screen Buffer is not required except in the case of loading and outdoor storage areas as shown on the Plan along the interior driveway near the connection to Audubon Drive. A wall is shown which is acceptable but details of that wall, including dimensions and materials should be provided for review. In addition, any other walls or fences should have similar details provided. A buffer is shown as all shrubs (74 evergreens) as the retaining wall cannot structurally permit trees and their root systems. There is also a gas line along the property line. Depending on the neighbors' viewpoints, it is also possible to install fence with shrubs that would meet the Code requirements. The applicant may wish to explore this option. If the fence option is not acceptable to the neighbors and given the site constraint and the wall (height 1+ to 14+ feet), a waiver can be considered. If the consultant wishes to specify suitable native, deer resistant species (on or not on the Twp. list) rather than non-native species, a waiver from the list is supportable.

A Screen Buffer east of Audubon Drive is incomplete. Combining some shrubs with the existing fences is acceptable.

The proposed gates are shown (Sheet C903) and the loading/storage area layout is provided (Sheet C304). They are acceptable. The applicant is requested to provide details of the wall as to height and finish (brick, stucco) and any landscape. This information was not found on the referenced sheets (Sheets C903, C304), and noted as being provided as developed.

F. (4) Parking Area Landscape — Interior parking lot green space for parking lots greater than 5,000 square feet (s.f.) must have a minimum landscape area of 10%. The plans indicate that this is met at 17.62%. The green space was recalculated to 11.55% which meets the required percentage.

The required number of trees per the Code (1 tree per 10 spaces) are shown on the plan based on 220 parking spaces (200 cars and 20 buses). The total number of trees shown is 23 which meets the requirement. Note the numbers in the Landscaping Calculations table (23) does not match the Plant Material List (13) for the species. It is recommended that they not be all one species and variety can be more attractive but is valuable in cases where disease attacks that species (e.g., ash). The required number of trees (22) are provided and with two species. The consultant might consider some groupings of the species in the islands rather than alternating.

Per Section F. (4) (c), a maximum number of 12 parking spaces shall be permitted in a row without a landscape island. Sizes of those islands are noted in the Code. All of the parking rows except one exceed the 12 space limit and should be modified to meet Code. The long islands between the bays provide area for trees. The Code requires perpendicular islands to break up long rows of spaces. The shade objective is achieved; however, the row length limit of 12 has not. The values of easier

maintenance and maximum number of parking spaces are understood. The waiver request is referred to the Township Engineer.

F. (6) Individual Lot Landscaping

Lot landscaping is required by Code at a ratio of one shade tree per 5,000 square feet of gross floor area. The calculation for this should be 43 allowing for rounding up and adjusted in the Planting List. The use of tree equivalents (2 flowering trees for 1 shade tree) up to 50% is acceptable per Section F. (6) (c) [2]. The calculation is correct and the use of tree equivalents is acceptable.

The Red Maples shown are called out for this category, although they look more like Street Trees needed for the requirement for driveways. The plan should be revised to account for the Street Tree comments above and relocation of the required 23 trees for this category. This comment was addressed.

The applicant may wish to consider a change in species given that native Dogwood and Redbud are often overly stressed in direct sun. Comment remains.

Per Section F. (6) (c) [1], trees in this category must be 3" caliper and are indicated as lesser size. Flowering trees used as tree equivalents should meet the Code size requirements per the Township Recommended plant list. This comment was addressed,

F. (7) Landscaping on Slopes

Sodded lawn and/or ground cover planting are required on slopes in excess of 25%. Based on the grading shown, there appear to be slopes in the category requiring this planting. The applicant is asked to address this. A waiver has been requested to seed the steeper slopes. It is assumed erosion control matting or similar will be used with seeding. This request relates to E&S control and referred to the Township Engineer.

F. (8) Watercourse Buffers

A Watercourse Buffer is required and at a width of 100 feet each side of the Sandy Run per the Code. The Code requires retaining a healthy vegetation and supplement to meet the requirements. Much of this stream through the school property is wooded.

There are gaps that should have some supplemental plantings based on the specifications. The Code requires for each 100 linear feet (1.f.) of stream edge, 2 shade trees, 4 understory trees, 15 shrubs and ground cover to 70% coverage. Where the required width cannot be achieved as in the case with athletic field conflicts, a waiver may be requested and supported. It is recommended that the maximum possible width be attained. Note: This is especially important to the Township given the ongoing Water Quality Improvement Plan (WQIP) of which the Township is a part with other (12) municipalities and which includes the Sandy Run. The applicant has request a waiver of this requirement. In cases where the 100-foot buffer extends into existing and needed uses,

including driveway and athletic facilities, the request is reasonable and a waiver is supportable.

On the opposite (Twining Rd.) side, the area is naturalized, and some additional planting meets a valid and important environmental goal related to water quality, stream buffers, and habitat. It is recommended that consideration should be given to a Partial Waiver with the request that the Street Trees that cannot be fit along the driveways (Section F. (1)) be planted here as a supportable alternative. Some meadow overseeding can also be done and counted. Tree equivalents may be used up to 50% which is consistent with other parts of the Code. Such planting supports the Township's MS4 program and anticipated recommendations of the draft WQIP.

d. Section G. Preservation and Protection of Existing Trees

This section of the Code encourages preservation and protection of existing healthy trees and shrubs to the extent possible. Areas where individual or tree masses are to be preserved should be protected with fencing as noted in the section above. This comment addressed.

e. Section H. Tree Replacement

Tree preservation and replacement information is based on an inventory of what exists on site before the project and what needs to be removed. It is based on trees that are 8" diameter or more. The Code allows up to 25% to be removed with no replacement. Greater than 25% requires replacement based on ratios stated in the Code.

The inventory of existing trees is incomplete as noted above and is needed to determine if replacement trees are needed. This requirement will be reviewed with additional information requested in this review. The inventory is to be provided when completed; this will allow requirements and compliance to be assessed.

All of the proposed plant materials selected for the plan is on the Recommended Plant List. Please note prior comments about diversity and alternative species that might better fit the site conditions. The selected species are on the Township plant list, but note comments about use of native species to the extent possible.

The Fire Marshal has been in correspondence with Mr. DeGroot concerning the placement of fire hydrants and has come to the following agreement.

1) A fire hydrant will be located within a reasonable distance of the fire department connection. 2) A secondary auxiliary water supply system (dry fire hydrant) will be installed at or near the

crossing of the Sandy Run Creek.
