INTRODUCTION & PREAMBLE TO THE PRICE & TECHNICAL SCHEDULES

BRIEF DESCRIPTION OF THE WORKS

The bidder shall be deemed to have visited site, inspected, gathered data and verified details of the as-built system in order to design, supply and interface their new equipment. All necessary materials, adjustments, dismantling, re-routing, temporary, remedial and tiding-up work in order to complete the work specified shall be included in the contract price. The contractor is responsible for ensuring that all and/or and any item(s) of work required for the safe, efficient and satisfactory completion and functioning of the works, are included in the Bid Price whether they be described in the specification or not. The scope of work comprises the following: - DESCRIPTION OF WORKS

The brief description of works under this contract is as follows:

1. Meghnaghat 400/230kV Air insulated Substation

The scope of works under this turnkey contract is design, supply, delivery, installation, testing & commissioning of outdoor type AIS 400/230kV substation by expanding the existing Meghnaghat 230kV switching station. The following is a brief description of the scope of works, and details are described in the subsequent sections of the Bidding Documents. 1) 400kV Switchyard (1 and 1/2 circuit breaker scheme)

— Four (4) overhead line bays to connect two (2) 400 kV double circuit lines (Madunaghat-1 & 2 and Aminbazar-1 & 2 ),

— Two (2) transformer bays for two (2) sets of 3-phase 400/235/33kV, 750MVA auto transformers,

— Two (2) 400kV IPP (Independent Power Producer) line bays — Space for future extension of four (4) 400kV diameters, comprising:


Space for future extension of four (4) 400kV overhead line bays & Space for future extension of two (2) 400kV transformer bays Space for future extension of two (2) 400kV IPP line bays.

— Two (2) shunt reactor bays with two (2) sets of 3-phase 400kV, 40MVAR shunt reactors, connected on the line side.

2) Transformer Yards

— Two (2) sets of 3-phase , 400/235/33kV, 750MVA auto transformers with 33kV switchgears,

— Space for two (2) 400/235/33kV, 750MVA auto transformers yard for future provision,

— Two (2) station transformers with the capacity of 3-phae, 33/0.415kV, 500kVA.

3) 230kV Switchyard (1 and 1/2 circuit breaker scheme)

— Two (2) 230 kV line bays to connect two (2) 230 kV overhead lines (Shyampur-1 &2),

— Two (2) transformer bay for 230kV side of 400/235/33kV, 750MVA auto transformers,

— Space for future extension of six (6) 230kV overhead/underground line bays and two (2) transformer bays for 230kV side of 400/235/33kV, 750MVA auto transformer,

— Two (2) bus section bays connecting the new and the existing 230kV switching station,

— 230kV busbar interconnection to the existing 230kV Switching Station, and re-configuration of entire 230kV busbar protection,

The scope of work also includes associated control, protection, fiber optic multiplexer equipment for communication & protection, substation automation, digital fault & disturbance recorder (DFDR), station power facilities, including towers and gantry structures, relocation of transmission lines and relevant accessories , re-configuration of existing 230kV Switching station operation and protection function, and associated civil works for switchyards, two storied Main Control Building, two (2) 400kV Switchyard Panel Rooms (SPR) and two (2) 230kV SPRs to accommodate protection and control IED and associated equipment, local control kiosks, 33kV tertiary equipment, cable trenches, water supply & sewerage, security wall, fences, access road & internal roads, security guard stations, and all other necessary substation facilities and supply of mandatory spare parts and maintenance & special tools. The scope of works shall also include two (2) Three-Phase Shunt Reactors with its capacity size for each line and associated air-insulated switchgears including all necessary works and services if the EMTP study result confirms the shunt reactors are necessary. The details of EMTP study that shall be performed by the Contractor is specified in section 16, Volume 2 of 3 of the Bidding Documents. The scope of work may also include the insulation co-ordination based on EMTP study with surge arrestors, Point-on-Wave device, and PIRs for each busbar and associated gas- and air-insulated switchgears. The scope of works includes all


necessary works and services if the EMTP study result confirms surge arresters, Point-on-Wave, and PIR are necessary to mitigate surges to transmission lines, busbars, and transformers. The “Schedule of Requirements” for equipment, materials and services and the detailed technical specifications of equipment and materials of the Bidding Documents shall be read in conjunction with the scope of work described herein. The drawings provided in the Bidding Documents are indicative only and hence the entire scope of work is not fully reflected in those drawings.

The Programme of Works shall be as shown in Schedule C of Times for Delivery and Completion. Within one month of the signing of the Contract, the Contractor shall submit a programme chart detailing times required for the design, manufacture, testing, delivery and erection for the complete contract. The Contractor is responsible for ensuring that all and any items of work required for the safe, efficient and satisfactory completion and functioning of the works, are included in the Bid price whether they be described in the Specifications or not.

2. Training and Inspection:

The Contract Price shall include all costs of training & inspection of Employers and the instruction of staff on site for the following:

(a) International Training: the following engineers nominated by the Employer shall be

(c) Local Training: On-site instruction by the manufacturer’s engineer on operations

and maintenance of the (i) Substation facilities including HV AIS Substation equipment & transformers (ii) control, protection & Substation automation system (iii) fiber optic multiplexer & digital PABX for a period of two (2) weeks and for fifteen (15) PGCB engineers in each program.

The Contractor shall be responsible for bearing all costs for the trainees (for item (a)), including but not limited to air fares, accommodation, meal, healthcare, transportation, visa fees together with payment of a daily allowance of US$ 70 for each of the Employer's trainee. The Employer's engineer & consultant attending the Pre-shipment inspection (as mentioned in item (b) shall be provided with the same facilities except the payment of daily allowance which is to be US$ 100.

3. Employer’s Engineer’s Site Office

The Contractor shall provide office accommodation as per clause 12.1.9 of Section 12, Volume 2 during the Contract period. The Employer’s Engineer’s Office at site or nearest town shall be an independent house or building with 2000ft^2 , three (3) bed rooms, a meeting room (20 attendants), kitchen, sanitary facilities (toilet, bathroom etc.) and car parking for three (3) vehicles at the adequate place of the office. The Office shall also be provided with air conditioners, three (3) sets of desks and chairs, a bookshelf, a meeting table with twenty (20) chairs. Security guard services for the Employer’s Engineer’s Office for full-date basis shall also be provided. This Bidding Documents is for the design, manufacture, quality assurance, new packing for export, insurance, shipment, custom clearance, inland transportation to site, complete construction and installation, jointing, terminating, bonding, earthing, painting, setting to work, site testing and commissioning including civil work and building services, warranty for a period of three-hundreds and sixty-five (365) days for all equipment, including all civil works.


SCHEDULE A REQUIREMENTS Section-I 400/230kV AIS Substation

The equipment to be designed, supplied, installed, tested & commissioned as stipulated in bid specification and shown in bid drawings (volume 2 of 3):

1) PGCB SCOPE WITHOUT EQUIPMENT FOR IPP POWER PLANTS

Item Description 1A 420 kV Air Insulated Switchgear (AIS)

The 420kV AIS shall comply with the particular requirements as detailed in the Schedule of Technical Requirements included as Appendix A1 to this section and shall comprise the following:-

1A1 Six (6) sets of 420kV, 4000A, 50kA/1sec, 50Hz, 1425kVp BIL, gang operated SF6 gas circuit breakers with spring-stored energy operating mechanism or spring-hydraulic operating mechanism.

CSD (Control Switching Device) is required for transformer switching. The breaker shall be either live tank type or dead tank type. In case of dead tank type breaker the bidder need not to quote against the item 1A7 below (CT), In case of live tank type breaker the bidder shall quote against the item 1A7 below (CT).

1A2 Four (4) sets of 420kV, 4000A, 50kA/1sec, 50Hz, 1425kVp BIL, single-

phase operation, SF6 gas circuit breakers with spring-stored energy operating mechanism or spring-hydraulic operating mechanism.

CSD or Pre insertion resistor (PIR) is required for line circuit breaker. In the case where one diameter consists one line with PIR and transformer bay with CSD, the Mid. Breaker shall be equipped with PIR & also shall be controlled by CSD. In the case where one diameter consists one line with only CSD and transformer bay with CSD, the Mid. Breaker shall be controlled by CSD.

The breaker shall be either live tank type or dead tank type. In case of dead tank type breaker the bidder need not to quote against the item 1A7 below (CT), In case of live tank type breaker the bidder shall quote against the item 1A7 below (CT).

1A3 Four (4) sets of 420kV, 4000A, 50kA/1sec, 50Hz, 1425kVp BIL,

horizontal double side break, post type, motor operated disconnectors with motor-operated earthing switch.

1A4 Twenty (20) sets of 420kV, 4000A, 50kA/1sec, 50Hz, 1425kVp BIL,

horizontal double side break, post type, motor operated disconnectors without


earthing switch. 1A5 Two (2) sets of 420kV, 2000A, 50kA/1sec, 50Hz, 1425kVp BIL, horizontal double side break, post type, motor operated disconnectors without earthing switch. 1A6 Two (2) sets of 420kV, 50Hz, 1425kVp BIL, post type, motor operated

busbar grounding switches. 1A7 Forty two (42) nos. of single-phase, 6-core, 420kV, 50kA/1sec,

4000A/1A, 50Hz, 1425kVp BIL, post type current transformer. 1A8 Twenty four (24) nos. of single-phase, 3 secondary windings, 420kV,

50kA/1sec, 50Hz, 1425kVp BIL, capacitor type voltage transformers. 1A9 Thirty (30) nos. of 390kV rated voltage, 303kV(rms) continuous

operating voltage at 50oC, 10kA nominal discharge current, 50Hz, Heavy duty station class, gapless metal oxide type, single phase surge arresters.

1A10 Eight (8) nos. of wave trap (single phase, 420kV, 4000A, 1mH). 1A11 Three (3) nos of 420kV post type support insulators required for

completing 420kV busbar and switchgear as specified in the technical specifications and bid drawings.

1A12 One (1) lot of Rigid tubular bus [Aluminum of grade 63401 WP], for

completing 420kV busbar as specified in the technical specifications and bid drawings. Bus capacity shall be 4000A and calculation is required for the confirmation of the above bus capacity during execution. Any busbar supporting insulator shall be included.

1A13 One (1) lot of Rigid tubular bus [Aluminum of grade 63401 WP], flexible

conductors, insulators, fittings including all necessary clamps and connectors required for completing 420kV switchgear connection as specified in the technical specifications and bid drawings. 400kV line bay shall have the capacity of 4000A, transformer bay shall have the capacity of 2000A and diameter (switchgear) connection shall have the capacity of 4000A. Calculation is required for the confirmation of the above connector capacity during execution.

1A14 One (1) lot of Steel structures for gantry and equipment supports

required for completing 420kV busbar and switchgear as specified in the technical specifications and bid drawings.

1B 245kV Air Insulated Switchgear (AIS)

The 245kV AIS shall comply with the particular requirements as detailed in the Schedule of Technical Requirements included as Appendix A1 to this section and shall comprise the following:-

1B1 Six (6) sets 245kV, 3000A, 50kA/1sec, 50Hz, 1050kVp BIL, gang


operated, SF6 gas circuit breakers with spring-stored energy operating mechanism for diameter.

The breaker shall be either live tank type or dead tank type. In case of dead tank type breaker the bidder need not to quote against the item 1B7 & 1B8 below (CT), In case of live tank type breaker the bidder shall quote against the item 1B7 below (CT).

1B2 Two (2) sets of 245kV, 3000A, 50kA/1sec, 50Hz, 1050kVp BIL, single-

pole operation, SF6 gas circuit breakers with spring-stored energy operating mechanism for bus sectionalizing. The breaker shall be either live tank type or dead tank type. In case of dead tank type breaker the bidder need not to quote against the item 1B7 & 1B8 below (CT), In case of live tank type breaker the bidder shall quote against the item 1B8 below (CT).

1B3 Two (2) sets of 245kV, 2000A, 50kA/1sec, 50Hz, 1050kVp BIL, double

side break, post type, motor operated disconnectors with motor-operated earthing switch.

1B4 Sixteen (16) sets of 245kV, 3000A, 50kA/1sec, 50Hz, 1050kVp BIL,

double side break, post type, motor operated disconnectors without earthing switch.

1B5 Two(2) sets of 245kV, 2000A, 50kA/1sec, 50Hz, 1050kVp BIL, double

side break, post type, motor operated disconnectors without earthing switch. 1B6 Two (2) sets of 245kV, 50Hz, 1050kVp BIL, post type, motor operated

busbar grounding switches. 1B7 Twenty four (24) nos. of single-phase, 5-core, 245kV, 3000/1A,

50kA/1sec, 50Hz, 1050kVp BIL, post type current transformer. 1B8 Twelve (12) nos. of single-phase, 2-core, 245kV, 3000/1A, 50kA/1sec,

50Hz, 1050kVp BIL, post type current transformer. 1B9 Eighteen (18) nos. of single-phase, 3 secondary windings, 245kV,

50kA/1sec, 50Hz, 1050kVp BIL, capacitor type voltage transformers. 1B10 Eighteen (18) nos. of 196kV rated voltage, 160kV(rms) continuous

operating voltage at 50oC 10kA nominal discharge current, 50Hz, Heavy duty station class, gapless metal oxide type, single phase surge arresters.

1B11 Deleted 1B12 Three (3) nos. of 245kV post type support insulators required for

completing 245kV busbar and switchgear as specified in the technical specifications and bid drawings.

1B13 One (1) lot of Rigid tubular bus [Aluminum of grade 63401 WP], for

completing 245kV busbar as specified in the technical specifications and bid


drawings. Bus capacity shall be 3000A and calculation is required for the confirmation of the above bus capacity during execution. Any busbar supporting insulator shall be included.

1B14 One (1) lot of Rigid tubular bus [Aluminum of grade 63401 WP],

flexible conductors, insulators, fittings including all necessary clamps and connectors required for completing 245kV switchgear connection and for completing interconnection between existing 230kV switchyard and new 230kV switchyard, as specified in the technical specifications and bid drawings. 230kV line bay shall have the capacity of 3000A, transformer bay shall have the capacity of 2000A and diameter (switchgear) & bus section connection shall have the capacity of 3000A. Calculation is required for the confirmation of the above connector capacity during execution.

1B15 One (1) lot of Steel structures for gantry and equipment supports

required for completing 245kV busbar and switchgear including interconnection between existing 2230kV switchyard and new 230kV switchyard, as specified in the technical specifications and bid drawings.

1B16 One (1) lot of complete design, supply and construction including

necessary overhead lines, fittings, gantry structures, intermediate 2-circuit and 4-circuit towers, and conductors for interconnection between auto transformer & newly built 230kV bus.

1C Deleted 1D 36kV Air Insulated Switches and Connection for Earthing /

Auxiliary Transformers

The 36kV Switchgear shall comply with the particular requirements as detailed in the Schedule of Technical Requirements included as Appendix A1 to this section and shall comprise the following:-

1D1 Two (2) sets of 36kV, 630A, 31.5kA/1sec, 50Hz, 170kVp BIL, SF6 gas or

vacuum circuit breakers with spring-stored energy operating mechanism. 1D2 Four (4) sets of 36kV, 630A, 31.5kA/1sec, 50Hz, 170kVp BIL, single vertical

break, post type, motor operated disconnectors. 1D3 Six (6) nos. of single-phase, 2-secondary windings (33/√3kV / 110/√3V /

110/√3V), 36kV, 31.5kA/1sec, 50Hz, 170kVp BIL, inductive voltage transformers.

1D4 Six (6) nos. of 30kV rated voltage, 10kA nominal discharge current, 50Hz,

Heavy duty station class, single phase surge arresters. 1D5 Tertiary side connection between 36kV terminal to switches including

necessary fittings, structures, conductors and 36kV XLPE cable etc. for 2 sets of 400/235/33kV Auto transformer and 33/0.415kV Earthing/Auxiliary transformer.


1E Power Transformers & Earthing/Auxiliary Transformers 1E1 Deleted 1E2 Two (2) nos. of 400/235/33 kV, 500/750 MVA (ONAN/ONAF), three

phase outdoor type auto transformer, equipped with the delta connected 33 kV tertiary winding (brought out to terminal bushings) for the purpose of supplying the substation auxiliary power requirements.

1E3 Two (2) nos. of 33/0.415 kV, 500kVA three phase outdoor type

earthing/auxiliary Zig-Zag transformers with associated steel support structures including all necessary connections.

1F Control, Protection, Substation Automation & Metering

400 kV Circuits

The equipment to be supplied, installed and commissioned is shown in bid drawings are comprising of:-

including event recording function for four (4) sets of overhead line circuits to Ashuganj (Aminbazar-1 & 2 and Madunaghat-1 & 2).

1F3 One (1) set of Busbar protection for 400kV system. 1F4 Tariff metering panel to accommodate programmable & recordable

digital 3-phase, 4 wire import and export MWh and MVArh meters (accuracy class 0.2) for each 400kV line and transformer feeders. For each feeder minimum two meters (main & check) including one set software and communication cord. Substation Automation System shall include monitoring of the metering for all the bays. Tariff Metering is to be supplied from Europe, USA or Japan origin. Printed catalogue, operation and service manual are to be provided.

1F5 Independent standalone Digital Fault and Disturbance recorder (DFDR)

to monitor complete substation including all bays & shunt reactor section as per drawing.

230 kV Circuits

The equipment to be supplied, installed and commissioned is shown in bid drawings are comprising of:-

33kV Station Power System


including event recording function for 33kV station power system. Substation Automation System shall include 33kV side control & protection and tariff metering for 0.415kV side. Tariff Metering for 0.415kV side is to be supplied from Europe, Canada, USA or Japan origin. Printed catalogue, operation and service manual are to be provided.

1G Multicore Cables 1G1 One (1) lot of complete set of multicore low voltage XLPE insulated

power and control cables (IEC 60502) shall be supplied, installed, glanded, terminated and have individual cores identified to be used for connection of all equipment supplied under the Contract. The overall substation cable routing and core schedules shall also be provided.

1H Earthing and Lightning Protection 1H1 One (1) lot of design, supply and installation of earthing system and

lightning protection screen including connections, connectors and clamps, to suit the substation overall arrangement and provide supporting design calculations.

1H2 Two (2) sets of 3-phase portable (maintenance) earthing equipment

devices with connectors and telescopic glass fibre operating pole suitable for plant supplied. (400kV and lower voltages)


1I Batteries, Chargers and DC Distribution 1I1 110V substation alkaline batteries complete with chargers and

distribution switchboard to be supplied, installed and commissioned to provide all DC supplies to equipment being supplied.

The system shall generally be as shown in bid drawing and shall include:

a) The following battery sets shall be under this contract:

i. Two (2) sets of 100% batteries complete, each capacity shall not be less than 330Ah at the 5-hour rate of discharge for 400kV & 33kV side to be located in one 400kV Switchyard Panel Room (SPR).

ii. Two (2) sets of 100% batteries complete, each capacity shall not be less than 250Ah at the 5-hour rate of discharge for 230kV side to be located in one 230kV SPR.

During execution stage the capacity shall be confirmed with calculation by the contractor considering the bays under scope of work and future bays as per clause 8.4.3 of section 8 of Volume 2 of 3 of the biding document. The battery with higher capability if required after calculation shall be supplied within the same price.

b) The following battery charger sets shall be under this contract:

i. Two (2) sets of battery chargers complete, each float charge shall not be less than 110A rating and input voltage three phase 50Hz, 415V AC for 400kV & 33kV side battery to be located in one 400kV SPR.

ii. Two (2) sets of battery chargers complete, each float charge shall not be less than 80A rating and input voltage three phase 50Hz, 415V AC for 230kV side battery to be located in one 230kV SPR.

The rating shall be on the load and boost charging rate and the higher charging charger after calculation shall be supplied within the same price.

c) The following DC distribution boards shall be under this contract:

i. Two (2) sets of DC distribution boards complete for 400kV and 33kV systems, one will be located at 400kV SPR #1 with chargers and the other will be located at #2.

ii. Two (2) sets of DC distribution boards complete for 230kV system, one will be located at 230kV SPR #1 with chargers and the other will be located at #2.

The DC distribution board shall be with 50% overall spare switches for future use. All DC status excluding control & protection (DC voltage status for each bus including coupling breaker on/off status, fail with alarm) shall be


incorporated in substation automation system.

1I2 48V DC system and distribution equipment to be supplied, installed and commissioned in the main control building for the new fibre optic multiplexer equipment for communication, protection and powering two 240V, 50Hz, 1.5kVA UPS for 30 minutes. One set shall be used as standby supply.

The system shall generally be as shown in bid drawing and shall include:

(i) Two (2) sets of 100% batteries complete, each capacity shall not be less than 250 Ah at the 5-hour rate of discharge

(ii) Two (2) sets of battery chargers of output 48V DC, 70A and input

voltage three phase 50Hz, 415 V AC.

1M Fibre Optic Multiplexer Equipment and PLC Equipment for

The equipment to be supplied, installed and commissioned shall be as shown on bid drawing. One (1) lot complete set of design, supply, installation and commissioning of fibre optic multiplexer equipment covering five (5) related substation optical interfaces with necessary works to interface with existing system is to be provided for:

- 21 relay for each transmission line protection (through fibre cores) - 21 relay carrier signal (main and back-up) - 87 (current differential) relay for each transmission line protection - SCADA data from switchgear and control system - Hot-line telephone system - Substation LAN system Additionally, if any Optical Interfaces are required for system configuration at

each remote end substation, then interface devices shall be installed in each existing system.

1M2 PABX:

Extension of existing digital PABX with subscriber telephone sets for the complete substation including necessary works to interface with existing system.

1M3 Optical Fiber: Underground optical fibre cables (48 cores for 400kV) from terminal

box gantry structure at each 400kV double circuit transmission line termination point to MDF (Main distribution Frame) to be installed in control room. The Contract includes supply and installation of MDF and pig-tail cables with adequate length.

1M4 PLC Equipment:

The equipment to be supplied, installed and commissioned shall be as per the SLD.

The scope of supply is summarised as follows:-

400kV 2 sets:- Indoor PLC equipment including teleprotection at Madunaghat for (direction Meghnaghat-1 & 2) 400 kV line and 2 sets:- Indoor PLC equipment including teleprotection at Aminbazar for (direction Meghnaghat-1 & 2) 400 kV line. 8 nos.:-Line traps and line matching units for phase to phase circuit coupling for 400kV lines.


1 set: - Digital Type telephone exchange and must be compatible with existing network scheme. Additionally, if any Interfaces are required for system configuration at each remote end substation, then interface devices shall be installed in each existing system as a lot.

1N SCADA system for Telecontrol and Telemetering 1N1 Design, supply, delivery, installation, testing & commissioning of hardware and

software to provide the telecontrol & telemetering facilities required at the existing National Load Despatch Center (NLDC) at Rampura and back up station at Biddyut Bhaban for integration of complete new 400/230kV substation. All required electrical signals shall be transmitted to the NLDC through the Industrial Gateway of the substation automation system. All HV breakers, motorized disconnectors, tap changer, etc. shall be controlled form NLDC through the Gateway of the substation automation system using IEC 60870-5-104 protocol. All necessary modification works in the software of master station of NLDC at Rampura & Biddyut Bhaban are to be carried out.

Section-II Mandatory Spares, Erection & Test Equipment

Supply of complete spares and spare parts of transformer, switchgear,

control equipment, protection relays, meters, erection & test equipment as per quantity mentioned in Schedule B. The materials shall have to be handed over to the designated store as per instruction of the Employer.

Section-III EMTP Study, Shunt Reactor and associated bay considering both

Meghnaghat 400kv & Madunaghat 400kV sides Requirement of Shunt reactor and associated shall be determined by EMTP study which shall be carried out under this scope of work. The clause related to change of facilities (no. 39 of General Condition of Contracts-GCC) shall not be applicable for the works under this section-III.

3A Works and Equipment for Shunt Reactor Installation

The works for shunt reactor shall comply with Section 16 of the Technical Specification and the particular requirements as detailed in the Schedule of Technical Requirements included as Appendix A1 to this section and shall comprise the following:-

3A1 EMTP study shall be done by the contractor to determine the requirement & the size of the shunt reactor and to determine the requirement & the number of lighting arrester at 400kV switchyard. EMTP study shall also include the insulation co-ordination for surge arrestors and requirements for Point-on-Wave device and PIRs for each busbar.


3A2 Two (2) sets of 400 kV, 40MVAR, three phase outdoor type Shunt Reactor (ONAN) as specified in the technical specifications of this Section as per the EMTP study to be done by the Contractor.

No works whatsoever may be executed as day works, nor will payment be made for any Day works except in accordance with provisions of the Conditions of Contract, and with prior written authorization of the Engineer/ Employer.

The Contractor shall be entitled to the following payments in respect of labour employed on Day works:

The aggregate amount of wages for such labour calculated on the actual hours worked at the wage rate set out in this schedule up to the grade of charge hand or overseer working with the men.

The wages given in this schedule shall cover Contractor’s profit, on cost, superintendence, insurance and all allowances to labour, time keeping and all clerical and office work as well as the use of tools, timber, light equipment and non-mechanical equipment and all incidental charges whatever.

The “Normal working Day” as hereinafter referred to shall be taken to be of eight hours excluding meal breakers and rest periods.

Including the sums due to the Contractor for the execution of Day works, the hours for which payment shall be made for all personnel and the hire of all equipment shall be reckoned from the time of starting the particular item of day work, either at the beginning of or during the course of a normal working day to the end of the normal working day or the time of completion of the particular item of Day work, whichever maybe sooner. No payment shall be made for personnel or plant for hours outside the normal working day unless the said personnel and plant are employed on Day works outside the Normal Working Day on the written instruction of the Employer’s Representative, The same Day work rate shall apply for works done both during and outside the Normal Working Day.

On completion of any authorized Day works, a written statement shall be issued by the Employer’s Representative who shall sign it together with the Contractor and which shall state the number of workmen and their grades involved in the Day work, the number of hours worked and a detailed description of the Material used and the work carried out. A copy of this signed statement shall be retained by the Employer’s Representative and the Contractor and shall be the sole basis upon which payment for Day Works will be made.

Any other class of labour envisaged by Contractors for the execution of any Day works, except that covered by Paragraph 3 above, i.e. superintendent, etc., shall be entered above together with the appropriate labour rates, and such rates shall be the only rates considered in any Day works claim.

The labour rates to be entered above shall include all other benefits or contributions made by the employer such as contributions to Social Insurance Schemes, Annual leave, Termination of Employment and Redundancy Law, Provident fund, Health Schemes, etc.; which are imposed either by Law or by agreement with Trade Unions.

EQUIPMENT AND TRANSPORT

The rates for hire of equipment and transport shall apply only to equipment, which the Contractor has on site, and are to apply for the actual running for which the equipment is employed on work.

The rates shall include service, operators and necessary attendants, fuel, lubricants and other consumable.

The Contractor may insert additional items.

MATERIALS

The rates for materials shall apply to the net amount of materials actually provided, erected and foaming part of the works and shall include for delivery to the site of operations.

SUPERVISORY STAFF RATES

The following rates shall apply where, by agreement with Employer’s Representative, supervisory staff are employed on Day works in a direct capacity, i.e. other in their normal supervisory capacity.

The rates also be used as a basis for assessing any legitimate claims for extra costs in accordance with the provision of the Conditions of Contract, where these have not been claimed as Day works.

No payment shall be made without the prior written authority of the Engineer, and the provisions of the Conditions of Contract shall apply to any claim for payment.
