    A social enterprise is a business with a mission. Its

    best features are (1) private character, but cross with

    government as it aims to correct market failures and

    address equity concerns; (2) efficiency, pragmatism isa principle; and (3) sustainability, this is the

    distinguishing feature relative to a private enterprise

    or a non government organization.

    Best practices and social enterprise models thatcould be adapted and applied to ensure success rates

    and sustainability.
