Potential of Clean Coal Technology in Myanmar

• Have not been well developed in Myanmar.

• To develop coal power in Myanmar, we think the following steps should be taken.

• Now, MOEE is now reviewing Electricity Master Plan.• After reviewing master plan, it will decide CCT used coal

fired power plant to continue or not.• So, According to this New Energy policy will be formulated.

• Environmental laws including EIA and environmental conservation agreement should be developed.

All of coal power projects are objected by citizens because of environmental concerns. Even though projects comply with World Bank guideline and MOECAF guideline, they do not believe that projects are environmentally friendly. Systematic EIA and environmental conservation agreement should be introduced like Japan and South Korea

• The point of the systematic EIA is as follows.• Because EIA is carried out at the planning stage of the project, it

is easy to reflect the results of EIA in the project.• Government can virtually direct based on Citizens’ opinions. If

• The point of the environmental conservation agreement between developers andgovernment entities on behalf of citizens is as follows.

- Company should monitor emission, record its amount and report it to the government entities. - When the emission exceeds the limit stipulated in this agreement, the government entities can order Company to stop its operation.

• Transmission line should be developed harmoniously.

. According to electricity master plan, power demand in 2030 will run to more than five times as much as that in 2016.

300 MW power plants are hardly to be constructed. Under 300MW plants hardly improve thermal efficiency even if they adapt USC, compared with over 300MW plants. As a result , developers are likely to adapt cheap Sub-critical plants, which emit larger amount of CO2 than USC plants .

That’s why transmission line should be developed harmoniously for the purpose of the introduction of clean coal technology.
