111 CDR November 2013 Social Infrastructure Potable Water Supply General overview of the sector By the end of the Lebanese war, potable water installations were limited to half completed networks in main cities and smaller networks in the rest of the regions. The inadequacy of this service began to show accompanied by the aggravation of the underground and surface water pollution problem as a result of random wastewater infrastructure, thus threatening the environment and citizen’s health. The insufficient service of potable water has many reasons, mainly: 1) An increased demand of water and the incapacity of existing networks 2) Increase in water loss as a result of network deterioration 3) Absence of means to protect water from pollution (random wastewater infrastructure, industrial and agricultural pollutants…) 4) Insufficiency of consumption in both water and wastewater sectors, i.e. scant investment necessary to improve and modernize installations and developing them to the required service and environmental levels. 5) Non development of an adequate administrative and executive structure in the sector to accompany the urgent increasing needs for potable water service and wastewater and the application of new methods adopted in the administration and in modern technologies of water purification. To put up with such a difficult reality, the Lebanese government started in 1992 to act in several fields: 1) Execution of urgent rehabilitation activities for existing equipments relative to water sources and other networks and pumping and purification stations, and solving all existing or upcoming problems. 2) Completion, expansion and rehabilitation of networks according to needs. 3) Development and increase in water sources and limiting the water comedown and thus increase nutrition average. In other words, this sectoral action plan aims at completing rehabilitation and expansion of potable water in all Lebanese regions and increase water sources to put an end to the deficit expected and that through large projects like building dams and mountain lakes. However, on the institutional level, the promulgation of Law 221/2000 was an essential step towards restructuring and modernizing both water and wastewater sectors; as it determined the water public properties (surface and ground) and assigned water administration (potable water, irrigation, wastewater) to 4 public

institutions (excluding the Litani

river which remained under the

authority of the Litani National

authority to exploit its water for

irrigation in South Lebanon and

West Bekaa) into which it

integrated all water departments,

under the tutelage authority of the

Ministry of Energy and Water.

In 2001, boards of administration

for water institutions were

appointed. In 2005, new

regulatory and structural decrees

were issued and work started on

their application, in order to reach

many objectives mainly

rehabilitating and improving the

service of these institutions, the

expansion of coverage and the

maintenance of administrative

stability and financial equilibrium

of these institutions.

In parallel with the aim of the

government to involve the private

sector in the management of these

establishments, the Ministry of

Energy and Water commissioned

a French company to study the

ways for the private sector to

participate in the management of

Beirut and Mount Lebanon Water

Establishment. Furthermore, the

Ministry authorized the CDR to

award contracts for the

management of the other regional

water establishments.

Main achievements in the sector(1992-2012)

At the end of the civil war in

Lebanon, the water projects

implemented by the CDR aimed

to fulfill national objectives; they

included:

• Emergency rehabilitationprogram for water authorities

(National EmergencyReconstruction Program – NERP– first year) At a cost of US$ 60million, financed by the WorldBank and the European InvestmentBank, the program aimed at therehabilitation of networks andequipment of potable water suppliesfor 19 potable water authorities.

• Rehabilitation and expansion ofpotable water treatment plants,pumping and chlorinationstations in the regions: Theprogram covered projects for therehabilitation and expansion ofseven main potable water treatmentplants in Zahle, Kfar Halda, Tripoli,Jbeil, Kousba, Ras el Ain and al-Bass (Sour). It also coveredrehabilitation of 200 pumpingstations located in all Lebaneseregions. The cost of this programstarted in August 1996, amountedto approximately US$ 54 millionand was funded by the financialFrench-Lebanese Protocol.

• Technical assistance to theMinistry of Energy and Water:A technical assistance project of30 million FF, funded by thefinancial French-LebaneseProtocol was completed. Underthis program assistance wasprovided to the Ministry ofEnergy and Water and to majorwater authorities in the form ofcapacity building, institutionaldevelopment and supply ofnecessary equipment.

In parallel with the beginning ofexecution of these programs at thenational level, the CDR focusedon the development of watertreatment plants in all Lebaneseregions. These projects aredetailed below according to the

distribution of governorates, asfollows:

Greater Beirut area

NERP: Several contracts havebeen awarded regarding therehabilitation and construction ofpotable water supply systems inthe Greater Beirut area, for a totalcost of US$ 45 million, financedby Kuwaiti Fund for ArabEconomic Development –KFAED. These contracts includedthe following works:• Rehabilitation of water sources,

such as Qashkoush, Ain al Delbesprings and Daychounieh wells

• Rehabilitation of Daychouniehand Hazmieh potable watertreatment plants

• Rehabilitation and constructionof potable water supply anddistribution networks in theGreater Beirut area.

Expansion of Dbayeh potablewater treatment plant (Firstphase): the capacity of Dbayehpotable water treatment plant hasbeen increased to 430000 m3 perday. This project was financed bythe Italian-Lebanese Protocol,with a total amount of US$ 5.7million.

In addition to these projects, andwithin the framework of the Beirutinfrastructure rehabilitation, thewater supply and distributionnetworks were rehabilitated andupgraded in streets covered by thisproject.

Bekaa and Baalback HermelGovernorates:

Baalback-Nabi Sheet potablewater supply and Baalbackwastewater network: the

contract amounting to US$ 32million was financed by the WorldBank. By virtue of this project, therehabilitation of potable waterreservoirs, pumping stations andinstallation of distribution pipeswere completed, digging andinstallation of wells in the regionof the project, as well asgenerating a wastewater dischargenetwork in Baalback.

• Baalbeck-Nabi Sheet domesticconnections and additionaldistribution lines: the contractamounts to about US$ 1.25million was financed by the WorldBank.

• Construction of wastewaterand additional potable waterdistribution pipes in Baalbackand Amshki: these works areconsidered to complete the projecton potable water distribution andwastewater pipeline networkconstruction for Baalback-NabiShit region mentioned above;through it a pipeline network todistribute potable water andexecute domestic connections and

wastewater networks at a costamounting to about US$ 11.7million financed by the Worldbank.

• Construction of wastewaterand additional potable waterdistribution pipes in 17 villagesin Baalback district: these worksare considered to complete theproject on potable waterdistribution and wastewaterpipeline network construction forBaalback-Nabi Shit regionmentioned above; through it apipeline network to distributepotable water and executedomestic connections andwastewater networks at a costamounting to about US$ 12.2million financed by the Worldbank.

- Yammouneh potable watersupply: the contract amounts toUS$ 11.9 and was financed by theIslamic Development Bank (IDB).This project includes theconstruction of a dam forcapturing of the Yammounehspring water and installation of 76kms long of water supply pipes,

246 kms long of water distributionpipes, and construction of 23 newwater reservoirs and two artesianwells.

• Ouyoun Orghosh potablewater supply: the contractamounts to US$ 7.8 millionfinanced by IDB. This projectincludes the installation of pipesfor the supply of water fromQabua and Shemali springs, 72kms of supply pipes, 110 kms ofdistribution networks andconstruction of 18 new waterreservoirs.

• Habilitation and expansion ofpotable water systems in Bekaagovernorate (North-WestBekaa) Third stage of Phase 1:this project includes the drilling ofwells and distribution networks.The cost of the project is ofUS$  13.4 million locally fundedby virtue of Bekaa DevelopmentDecree number 12919, dated27/8/1998.

Nassara and Harik in Hermelregion: the contract amounts to

US$ 2 million and was funded by

the Kuwaiti Fund.

• Execution of irrigation worksin Hermel region: the contract

amounts to about US$ 1 million

funded by the Kuwaiti Fund for

Economic and Social

Development

• Al-Yammounehinfrastructure: this project

includes the construction of

potable water supply and

wastewater networks, in addition

to a wastewater treatment plant in

al-Yammouneh. The works

amount to US$ 3.96 million

financed by the IDB.

• Domestic connections for theregions covered byYammouneh-Ouyoun Orghoshpotable water systems: by virtue

of this project, domestic

connections are being set up for all

villages that benefited from the

Yammouneh-Ouyoun Orghosh

projects, which were achieved as

shown above; the project amounts

to approximately US$ 6.5 million

through local funding, by virtue of

Bekaa Development Decree

number 12919 dated 27/8/1998.

• Shmistar potable watersupply: this project was estimated

at approximately US$ 4.5 million,

aiming to provide potable water to

Shmistar region and its

surroundings.

• Execution of water supplynetworks and potable reservoirsfor some regions in Bekaagovernorate: amounting to

US$  1.1 million, funded by the

Arab Fund for Economic and

Social Development.

• Work execution project ofpotable water network in Jrebtain Baalback: amounting to

US$ 1.4 million, locally financed.

Project of provisioning villages in

Baalback district (north east part)

in potable water – first and second

lots: this project is executed in 3

parts to supply potable water to

the regions along Hadeth – Arsel,

reaching Kaa region in North

Bekaa, with the execution of

reservoirs and distribution

networks. The project amounts toabout US$ 13 million throughlocal funding.

• Execution of distribution linesand additional potable networksand domestic connections inBaalbeck, Khodr, Nabi Sheetand Kherbe: amounting toUS$  4.9 million, funded by theInternational Bank forConstruction

• Operating and maintenance ofwater and sewage systems inBaalbeck, Nabi Sheet region:amounting to US$ 2.1 million,funded by the International Bankfor Construction.

• Execution of additional workswithin the domestic connectionproject for Yammouneh-Ouyoun Orghosh regions:amounting to US$ 5.6 million,locally funded by virtue of BekaaDevelopment Decree number12919 dated 27/8/1998.

Rehabilitation of water supplysystems in West Bekaa andvillages in east Zahlé (first lot):financed by World Bank,amounting to US$  14.2 million

and includes the construction of

pumping stations, purification and

water reservoirs, installation

networks, domestic connection

distribution in many villages of

West Bekaa and Zahlé districts.

Akkar Governorate

• Potable water supply networkfor Kobayat Water Authorityand Akkar WastewaterNetwork: the contract amounts to

US$ 14.8 million, financed by the

European Investment Bank; it

included the execution works of

wells and reservoirs and pumping

stations as well as potable

distribution pipes.

• Potable water supply networkfor some villages in Akkarprovided from wells: the contract

amounts to US$ 4 million,

financed through a grant from the

Kingdom of Saudia Arabia.

• Akroum and Kfartoun potablewater supply: the contract value

is of US$ 6.6 million, financed by

the Saudi Fund for Development.

It included a limitation of Sabeh

spring and the execution of wells,

reservoirs, pumping stations and

potable water pipe lines.

• Installation of potable watersupply for Beit Mallat andsurrounding villages in Akkar:the project covers the installation

of reservoirs, potable water supply

pipes and pumping stations. The

value of the contract reached

approximately US$  19.5 million,

jointly funded by the IBD and

OPEC International Development

Fund.

• Execution of works for AinYacoub potable water supply:

the contract amounts to US$  5.9million funded by the Saudi Fundfor Development; it included theexecution of reservoirs, apumping station and pipes.• Installation of potable water inBarghash-Hrar, Kaf al Tineh,Kobaait in Akkar: the contractis estimated to US$5.8 millionfunded by the Saudi Fund forDevelopment. This projectincludes the execution of thelimitation of Kaf al Tineh spring,establishing local reservoirs and amain reservoir, pumping stationsand transmission lines.

• Supply potable water to Akkaral-Atika region: this project aimsat supplying Akkar al-Atikaregion and its surroundings withpotable water. The works includedlimitation of springs, establishinglocal wells and a main reservoir,pumping stations andtransmission lines. The worksamount to US$  7.6 million,through local funding.

North Governorate

• Installation of potable watersupply networks for TripoliWater Authority and Tripoliwastewater networks: thecontract amounts to US$  34million, financed by the EuropeanInvestment Bank. Works wereexpanded to include constructionof potable water reservoirs to meetthe needs of the population untilthe year 2025. The project iscurrently in operation.

Renewal of water networks anddomestic connections in Tripoli:the value of the project is 7.4million euro and is funded by theAFD.

• Expansion of Bahsas watertreatment plant: this projectincludes upgrading the capacity ofBahsas water treatment plant fromits present capacity of 40000m3per day to 70000m3 per day. Thevalue of the project is US$ 4million; it is funded by the AFD.

• Minyeh potable water supply:the project aims at supplyingMinyeh and surrounding villageswith potable water. The projectamounts to US$ 1.8 million and isfinanced by the Saudi Fund forDevelopment.

• Equipping two wells of DeirAamar and Nabi Yousha in thenorth: amounting to US$ 862thousand through local funding

• Execution of water works invarious regions of Zgharta:amounting to an approximatevalue of US$  1.7 million, it isfinanced by the Kuwaiti Fund forArab Economic Development

• Installation of potable watersupply networks for BatrounWater Authority and somewastewater networks: thecontract amounts to US$  20.5million, financed by the EuropeanInvestment Bank.

• Arranging Abi Yaghi well andits annexes in Batroun:amounting to US$860 million,through local funding.

• Execution of water supply pipelines for water purificationstation in Kousba, Kouradistrict: contract amounts toUS$387 thousand, through localfunding.

• Tripoli Water AuthorityManagement contract: This

contract is considered to be part of

the Government’s efforts to

restructure the water sector and to

involve the private sector in its

operation. The Tripoli Water

Authority Management contract

awarded to a French firm reached

8.9 million euro, financed by the

French Development Agency. The

management contractor is

operating and managing Tripoli

Water Authority installations and

facilities, as well as billing and

collection of water fees, in

addition to operating and

managing the human and financial

resources of Tripoli Water

Authority. Furthermore, the

management contractor will

supervise the rehabilitation of

Tripoli water supply network

including increasing the capacity

of Bahsas water treatment plant

from its current capacity of 40000

m3 to 70000m3 per day.

• Development contract andimproving performance andenlarging utilization clientmanagement program X7 forNorth Lebanon Water Authority:

this contract is also considered as

part of the Government’s efforts to

reorganize and redevelop the water

sector in Lebanon. The contract

amounts to about 400 thousand

Euros, funded by the AFD.

• Secondary networks inBeddaoui: contract amounts to

US$3.6 million, funded through a

grant by the Kuwaiti Fund.

• Potable water and protectionwalls in Becharre district:contract amounts to

approximately US$1.7 million,

funded through a grant by the

Kuwaiti Fund.

• Execution of Barissa Hill Lakedam: the project aims to supply

potable water and irrigation to

villages in the upper parts of

Minyeh-Danniyeh district. The

project is funded by the Saudi

Fund for Development through a

grant offered by the Kingdom of

Saudia Arabia amounting to US$

14.25 million.

• Execution of potable watersupply pipes between Fay’ andKousba in Koura district:contract amounts to US$ 3

million, funded by the Kuwaiti

Fund.

Mount Lebanon Governorate

• Potable water supply to

Keserwan coastal region fromal-Madik spring: the value of theproject amounts to US$ 76 millionfunded by the Japanese Bank forInternational Cooperation (JBIC).It included: construction of theMadik spring water captage dam;installation of main water piping(through a tunnel) to Keserwancoastal region; construction ofmain water reservoirs and potablewater distribution networks forKeserwan coastal region.

• Potable water supply networksand wastewater networks inChouf and Metn regions: thecontract amounts to US$ 25million, financed by the WorldBank. The project includes theconstruction of 22 waterreservoirs, installation ofconveyor pipes and potable waterdistribution networks, in additionto wastewater networks.

• Rehabilitation ofinfrastructure in displacedvillages: rehabilitation works andinstallation of potable waternetworks in the displaced villagesof Baabda, Aley and Choufdistricts have been carried out bythe Saudi Fund for Developmentand reached US$ 7.15 million.

• Convey Ra’ayan spring waterto Aley main water reservoir:this project will convey about12000m3 of water per day fromRa’ayan spring to Aley mainwater reservoir. The projectamounts to approximately US$ 15million financed by the KuwaitiFund for Arab EconomicDevelopment.

• Execution of various waterworks in Barouk region: thisproject amounts to US$  5.25

million; it is financed by the

Kuwaiti Fund.

• Rehabilitation of wells andexecution of wastewaterinstallations in Ain el Delb: this

project amounts to US$  4.15

million; it is financed by the

Kuwaiti Fund.

• Nahr Ibrahim water conveyor– Jbeil plant: this project is

financed locally and amounts to

about US$ 2 million.

• Qattine-Azar potable watersupply: this project amounting to

approximately US$  4.25 million

aims at exploiting Qattine spring

water to supply potable water to

the upper areas of Metn and is

financed by the Kuwaiti Fund for

Arab Economic Development.

South and NabatiyehGovernorates

• Rehabilitation, improvementand equipment of Taybehpotable water treatment plant(phases 1 and 2): executed

operations amount to about

US$31.50 million distributed in

two stages: 1st stage amounting to

about US$23.40 million funded

by the Islamic Bank for

Development and aims at

installing a potable water

treatment plant. Upon completion

of works the plant will be capable

of treating 25000m3 per day of

water and pumping it through

potable water networks operated

by Jabal Amel Water Authority.

The 2nd stage amounting to

US$  8.15 million aims at

executing rehabilitation works of

old constructions and providing

electric power, operation and

maintenance through local

funding.

• Digging and installation ofwells in various south regionsdevastated by war in 1996:amounting to about US$ 2.5million, funded by the Arab Fund. Rehabilitation and development ofSour potable water supplynetworks: the value of thiscontract amounts to US$  20.5million and is financed by theAFESD.

• Rehabilitation anddevelopment of Sour rural areapotable water supply network:the value of this contract amountsto US$ 27 million and is financedby the AFESD.

• Execution of works frompotable water pumping stationsin Sour: amounting up to aboutUS$ 1 million through localfunding.

• Potable water supply networkfor Saida Water Authority: thevalue of this contract amounts toUS$ 4.6 million and is financed bythe AFESD.

• Rehabilitation of Jezzinepotable water supply networksand systems: this project amountsto approximately US$  1.25million and funded by the FrenchAgency for Development.

• Execution of potable waterconveyor lines from Nabeh al-Taseh to Nabatiyeh region: thisproject aims at increasing thecapacity of potable water andservices in this region. The projectamounts to approximately US$5.2 million and is funded by theFrench Agency AFD.

wells and reservoirs and potablewater network in Nabatiyehregion: amounting toapproximately US$ 2 million,funded by the European Union.

• Execution of potable water inal-Habbariyeh region inHasbaya: the project amounts toapproximately US$ 11.30 millionand it is financed by the FrenchAgency.

• Execution of potable waterworks of Jabal Aamel waterinstallations in Marjeyoun andBint Jbeil amounting to aboutUS$ 12.15 million, funded by theIslamic Bank for Development.

• Execution of digging andinstallation of water wells andpotable water in Nabatiyehregion: amounting toapproximately US$ 1 million,funded by the European Union.

• Drilling of artesian wells inKfarhamam in Hasbaya:amounting to approximatelyUS$270 thousand, funded througha grant by the European Union.

• Digging and installation ofwells in Douair and Klaileh: theproject amounts to approximatelyUS$  1.2 million financed by theKuwaiti Fund.

Progress of works in ongoingprojects

North Governorate

• Completion works of waterprojects in Batroun district (orwhat is known by Sad ElFajwat): amountingapproximately to US$ 5.3 million,funded by the Kuwaiti Fund for

Arab Economic Development andabout 95% of works have beenachieved.

• Network for distribution ofpotable water and storingwasted water in Ehden-Zghartaregion amounting to US$  13.6million and funded by Abu DhabiFund for Development and about85% of works have been achieved.• Completion of potable waternetwork of Barghash-Hrar, Kafal Tineh, Kobaait in northernLebanon: it amounts to US$  4.8million financed by the SaudiFund and the Kingdom of SaudiaArabia, and about 5% of workshave been achieved until today

• Rehabilitation and expansionof water systems in Chekka andAnfe: the project covers thesupply of potable water to Chekkaand Anfe-Hreishe through thedrilling of several artesian wells inJaradeh area, rehabilitation andexpansion of potable water supplynetworks, domestic connectionsand construction of reservoirs.The project amounts to US$  8.2million and is financed by theArab Fund for Economic andSocial Development, and about5% of works have been achieved.

Mount Lebanon Governorate

• Completion of rehabilitation ofwells and execution ofwastewater installations in Ainel Delb (formerly): this projectamounts to US$  2 million; it isfinanced by the Kuwaiti Fund forEconomic Development, andabout 5% of works is achieveduntil today.

• Execution of water supplynetworks from Nabeh al-Aasal

to Bhannes reservoirs – Phase 1:this project amounts to

approximately US$ 9.5 million, it

is financed by the Kuwaiti Fund

and 50% of works have been

achieved until today.

• Rehabilitation of wells andexecution of water sources inAin al Delbe: it amounts to

approximately US$4 million,

funded by the Kuwaiti Fund for

Economic Development, and

about 98% of works have been

achieved until today.

South Lebanon and NabatiyehGovernorate

• Execution of water andwastewater works in Sour andNabatiyeh districts: the project

amounts to approximately US$ 4.8

million financed and supervised by

the Kuwaiti Fund for Arab

Economic Development.

• Rehabilitation anddevelopment of Nabatiyehdistrict water supply: the project

amounts to about US$ 4 million

funded by Abu Dhabi Fund for

Development and about 60% of

works have been achieved.

• Execution of water works ofJabal Aamel water installationsin Marjeyoun and Hasbayadistricts: amounting to about US$

29 million, funded by the Islamic

Bank for Development, and about

50% of works have been achieved

until today.

• Execution operations ofinternal network replacementand domestic potable waterconnections in Chebaa,Hbariyeh, Kfar Chouba, AinKaniya, Chweya and Kfar

Hammam – Phase 2: it amountsto approximately US$6.5 million,through local funding by virtue ofa treasure loan – decree number6841/2011, and about 10% ofworks have been achieved untiltoday.

• Execution of potable waterwells in Bint Jbeil: it amounts toapproximately US$ 1 millionthrough funding by the EuropeanUnion, and about 25% of works isachieved until today.Bekaa and Baalback-HermelGovernorates

• Rehabilitation of watersystems in West Bekaa andvillages eastern Zahle district(Phases 2 and 3): financed by theKuwait and amounting to US$37million, and it is supervised andexecuted by the granting state.

Main contracts awarded during2012

• Execution works of internalnetwork replacement anddomestic potable waterconnections in Chebaa,Hbariyeh, Kfar Chouba, AinKaniya, Chweya and KfarHammam – Pase 2: amounting toUS$17.1 million, through localfunding by virtue of a treasureloan.

• Completion of potable waternetwork of Barghash-Hrar, Kafal Tineh, Kobaait in northernLebanon: this project amounts toUS$4.8 million and financed bythe Saudi Fund for Developmentand the Kingdom of Saudi Arabia. Execution of potable water worksin Chekka and Anfe, Kouracoastal region and Batroun: theproject amounts to US$8.2 million

and is financed by the Arab Fund

for Economic and Social.

• Execution of works on watersystems in Jabal Amel (Bint Jbeil,Marj el Koukh, Chebaa):amounting to US$16.3 million,

funded by the Islamic Bank for

Development and locally funded as

well.

Main projects underpreparation (2013-2015)

Greater Beirut• Expansion of Dbayeh potablewater treatment plant: This

project aims at increasing

production in Dbayeh plant. It

amounts to US$5.1 million, and is

supposed to be financed by the

Italian Today it is under

reconsideration with Beirut and

Mount Lebanon Water

Authorities and works are

theoretical going to start by the

end of 2014.

• Supply Greater Beirut withpotable water: this project aims

at constructing a dam in Bisri

region and conveying potable

water after purification to Greater

Beirut from al-Awali River. It is a

vital project to meet needs of

people living in Greater Beirut

region in potable water for the

coming years. The cost of the first

phase of this project (supplying

water to Beirut) is of about US$

370 million, and its second phase

(construction of Bisri dam) is of

about US$ 250 million. The

World Bank has agreed to finance

the first part of the project

amounting to US$ 200 million and

the Islamic Bank for Development

will finance the second phase

amounting to US$ 70 million, it is

expected that the Saudi Fund

participates with US$ 60 million

and the Lebanese Government and

Beirut and Mount Lebanon Water

Authorities will ensure the

remaining funds to start execution

of the first phase of the project

expected by the beginning during

the second half of 2013.

Bekaa and Baalback-HermelGovernorates

• Potable water supply to Zahleregion: this project includes the

construction of water reservoirs,

supply of potable water and

distribution networks and

pumping plants to Zahle. The cost

of the project is estimated at about

US$ 30 million, and it is expected

that the Kuwaiti Fund with

finance the project, and it is

expected that works will start

during autumn 2014.

North and Akkar Governorates

• Water network of Barghash-Hrar, Kaf al Tineh, Kobaait inAkkar: this project includes

establishing reservoirs, and

construction of main transmission

lines for potable water to supply

nearly 25 villages. The contract

amounts to US$  12 million and

financed by the Arab Fund for

Development and works are

expected to start during the last

quarter of 2013.

• Installation of potable watersupply for Akkar plains: the

project covers the installation of

reservoirs, potable water supply

pipes and pumping stations for all

Akkar plain villages. The value of

the contract amounts to US$  58

million, and is funded by the

expected to be financed by the

Saudi Fund for Development and

works are expected to start by the

end of 2015.

• Execution of potable waterworks and wells, pumpingplants in Koura and Batroun:works are expected to amount to

about US$6.5 million through

funding by AFD and RDC’s

budget and revival plan; works are

expected to start during the second

half of 2013.

• Completion of water networkprojects of Qalamoun withinNorth Water Authority: cost is

expected at about US$ 5.4 million

financed by a grant from the

Italian Government. Works are

expected to start during the second

half of 2013.

• Rehabilitation and restorationof water systems in Becharreregion: this project includes the

supply of potable water to

Becharre and surrounding villages

from Qadisha spring, and drilling

of several artesian wells,

rehabilitation and expansion of

water supply networks and

domestic connections as well as

construction of water reservoirs.

The project amounts to US$  9

million and is financed by the

Arab Fund for Development, and

it is expected that works will start

during the second half of 2013.

• Completion of rehabilitationwater systems in Minyeh-Danniyeh: this project aims at

completing the water system

works executed by the Ministry of

Energy and Water during 1998 –

2002, and of which 7 parts form

the project and are not yet

exploited. After the Italian

government expressed its will to

finance these works estimated at

approximately US$  7.5 million,

the CDR started to conduct the

necessary studies and works are

expected to start during the second

half of 2013.

• Completion of water systemsin Minyeh: this project aims at

completing the water system

works executed by the CDR and

of which parts are still

unexploited. It is expected that

works will start by the end of

2013, with an estimated cost of

about US$  12 million funded by

the Saudi Fund for Development.

Completion of water networks

projects in Koura and Fouar

regions, within North Lebanon

Water Authority: cost is expected

at about US$ 4 million financed

by a grant from the Italian

Government. Works are expected

to start during the second half of

2013.

Mount Lebanon Governorate

• Improvement of Jbeil districtpotable water supply: The cost

of this project is estimated to

about US$  25 million and is

funded by the Lebanese-Italian

financial Protocol. Execution

works are expected to start during

the first half of 2013.

• Construction of Qaysmanidam in Baabda district: this

project aims at supplying Baabda

and Aley with potable water. The

capacity of the dam is about 550

thousand m3 thus supplying the

two district with 6000m3 water

per day. The project is estimated

to cost about US$ 20 million, and

it is expected that works will start

during spring 2013.

• Construction of a lake inJbailiyeh-Manzoul in Matndistrict: this project aims at

supplying the district with potable

water. The project is estimated to

cost about US$  15 million,

financed by the Kuwaiti Fund and

it is expected that works will start

by the end of 2013.

• Project of restriction ofBarouk and Kaa’t springs inChouf district: this aims at

increasing Chouf and Aley

regions with potable water. The

project is estimated to US$  3

million and is funded by the Arab

Fund and works are expected to

start by the end of 2013.

South Lebanon and NabatiyehGovernorates

• Execution of several waterworks within liberated regionsin South Lebanon: The cost of

this project is estimated to about

US$ 6 million and will be funded

by the AFESD. It is expected that

works will start during the second

half of 2014.
