Both are against it. Yet North Korea has defied both, and the international community, since the mid 1990s and has pushed forward with a robust nuclear weapons program. The effort to stop North Korea from becoming a fully operational nuclear-weapons state has been protracted and frustrating to both China and the United States. The surprise tests of two nuclear devices in 2016 alone, combined with numerous ballistic missile tests, suggest that Pyongyang may be close to being capable of delivering nuclear weapons atop such missiles. “Preemptive recognition” of North Korea by the US might achieve a denuclearized Korean Peninsula, is something Beijing would support, and is something the new US president, Donald Trump, should consider.
