PROPOSAL BY BBMP TO INCREASE PROPERTY TAXES
WHAT THE CITIZENS WANT1. Restore the block period for revision of property taxes to 5 years
from the present 3 years.
2.
BBMP to maintain an updated Property Register at all times as
mandated under the KMC Act.
3. Widen the tax base and achieve at least 90% compliance4. Draw a time bound Plan of Action to increase the revenues from
sources other than property taxes like rental income from BBMP
Properties, Licensing Fees, Taxes on Hoardings etc.
5. Prepare a white paper on the total amount of taxes collected bythe State and Central Governments in Bangalore.
6. Place it before the Finance Commission and demand devolution ofat least 8 to 10% to BBMP.
7. Revamp the list of exempted categories.8. Initiate Capacity Building exercises to enable BBMP to take up and
execute projects up to Rs 5000 crores per annum.
9. Ensure that all the above tasks are completed within a time frameof THREE years.

ROLE OF STAKE HOLDERS
A: Resident Welfare Associations:
1. To create awareness about the various aspects of revenuemobilisation and the need for a significant majority of Building
Owners to pay taxes.
2. To arrange for interactive meetings with the Corporators and theMLAs and appraise them of their role in the above.
3. To bring sustained pressure by making these Election Issues andinform them that their getting elected next time depends solely on
the efforts that they put in towards realising the citizens mandate.
B: Bangalore City MLAs
1. To initiate necessary action to amend the KMC Act to achieve theabove.
2. To place before the Finance Commission to devolve funds from theState Pool.
C: Corporators:
1. To pass a resolution demanding the restoration of the Block RevisionPeriod to FIVE YEARS & send it to the State Government.
2. To pass a resolution demanding that the Commissioner of BBMPinitiates action to update the Property Register, Revise the rentals as
per market prices, Initiate action to collect proper fees for
Advertisement Hoardings, Instruct ward level officers to collect the
Trade License Fees, Road Cutting Charges, Building Plan Sanction
charges etc as per set targets.
