Why this guide? It is the essential complement of the Université de Montréal (UdeM) Policy on the status of postdoctoral fellows and includes useful information for Postdoctoral Fellows (SPB) and Postdoctoral Associates1 (SPE). You will find in this guide:

Practical information about postdoctoral fellowships at the Université deMontréal (UdeM);

Why is it important to register at Université de Montréal ? Registering as a postdoctoral fellow with the Faculty of Graduate and Postdoctoral Studies (FESP) is mandatory for all postdoctoral fellow and will give you:

An identification number (matricule) to receive your earnings (SPE) and allowyou to identify yourself to academic and governmental instances;

An official certification, upon request, of your registration from the FESP; Access to UdeM libraries and to the computer and technological services of the

UdeM (Technologies de l’information (TI));

Notification of possible scholarships and other important information. A postdoctoral fellow’s ID card

Finally, a postdoctoral fellow coming from abroad and registered at the FESP may be eligible for provincial tax exemption. Only fellows in fields of health and fundamental or applied sciences are eligible. For more information please visit the Ministry’s website.

1 Postdoctoral Associates whose remuneration come from the Research Funds of a Faculty member of the institution or a bursary managed by the institution. They are the «stagiaires postdoctoraux employés (SPE)» in the institutional Politics. Postdoctoral Fellows, on their side, directly receive a grant from a Québec Research Funds, Canadian Tri-Council agencies, or a private Foundation located in Canada or abroad. They correspond to the «stagiaires postdoctoraux boursiers (SPB)». The French abbreviations SPB and SPE will be used in the remaining of this document.

PRACTICAL INFORMATION

Before Your Arrival … Before your arrival at the Université de Montréal, you should have received from you supervisor a letter confirming that you are hired as a postdoctoral fellow. This letter will state the duration of the fellowship, its financing (the amount of the earnings for SPE), the start and end dates of the fellowship, the renewal process, the research project, etc.

If you are not a Canadian citizen, you must obtain a work permit2 and not a study permit. To obtain this permit, you must submit a request to the Canadian embassy in your home country. You will find all relevant information on the steps to follow on the website of Immigration, Refugees and Citizenship Canada (IRCC).

Practical Terminology To manage your file and communicate with you, UdeM uses a terminology which is important to understand. You will find below some of the most frequent among these terms, which are key notions in the rest of this document:

UdeM Identification Number (matricule): This ID number is given to you by the Université de Montréal when you register. It allows you to identify yourself when accessing the university’s and government services.

UNIP: Personal identification number. A temporary PIN (UNIP) will be given to you when you register. It allows you to connect to the university e-mail service as well as the UdeM portal.

UdeM Portal: The Portal grants you access to your file, e-mail, library file, personal information, etc.

SPE : Postdoctoral Associates, whose remuneration come from the Research Funds of a Faculty member of the institution or a bursary managed by the institution.

SPB : Postdoctoral Fellows. They directly receive a grant from a Québec Research Funds, Canadian Tri-Council agencies, or a private Foundation located in Canada or abroad.

Eligibility conditions

To be eligible for postdoctoral candidate status, the candidate must:

• have received, within the past five years, a research-based Ph.D. or have similar academictraining (for example a professional degree in a biomedical field + research intership).Individuals having earned their required degree in the preceding ten years mayexceptionally be eligible for postdoctoral candidate status if they can justify the additionalnumber of years with specific career interruptions (e.g.: illness, maternity, parenting);

• have received a favorable recommendation from the professor in charge of the fellowshipand from the chair of the academic or research unit in question;

• have a scholarship or be paid by the supervisor or by the unit to carry out a full-timeresearch period, which normally cannot exceed three years at the first registration

Admission application STEP 1 To be admitted as a postdoctoral fellow, you should complete an online application form: (Bilingual document to help understand the French form is available)

A non-refundable admission fees are required at the end of the admission process.

Deadlines Fall term (For an admission between September 1st and December 31st): November 15th (of the same year) Winter term (For an admission between January 1st and April 30th): March 15th (of the same year) Summer term (For an admission between May 1st and August 30th) = July 15th (of the same year)

Example: to be admitted to Winter 2016, the deadline is March 15th, 2016.

Some specifications on the online application • Title of the program: The MESRS (Le Ministère de l’Enseignement supérieur, de la Recherche et

de la Science) requires that each postdoctoral fellow be registered in a recognized program. It is important that you specify the appropriate title of the program from the list of postdoctoral programs using the programs list (the programs list is available at the letter “S” (as in “stage postdoctoral”) in the online search tool. The list is also available in the annex, p. 16 of this document).

• UdeM Identification Number (matricule): the postdoctoral fellow who is applying at theUniversité de Montréal for the first time does not need a student number. This information must only be provided by fellows who are renewing their registration.

STEP 2 – Required documents According to your status, official documents must be provided. All documents should be original and in French or English language.

STEP 3 – Transmission of the documents

These documents with the exception of the work permit for postdoctoral fellow from abroad must be sent to the following address:

N.B. To avoid delays caused by snail mail, you can send documents via email at [email protected]. However, you must submit original or certified copies to the

address mentioned above when you arrive at the Université de Montréal. Otherwise, your registration will be cancelled.

• Only applications that are duly completed will be.• A minimum processing delay of 5 to 10 working days for an admission application

should be expected.• It is important to provide sufficient funds for the beginning of stay for SPE. The

registration deadlines added to paychecks emission deadlines can sometimes be long.

UdeM Student Number and UNIP Once your online application completed, you will receive by e-mail4 a temporary login and a personal identification number (UNIP). Once your application processed and accepted by the FESP, you will receive your admission letter. Your UdeM student number (matricule) will be specified in the admission letter. The fellow must inform his department of this UdeM student number in order to receive their scholarship (e.g. Banting, Cole, IRSC) or earnings (only for SPE).

E-mail Address Through the TI (Technologies de l’information) you can obtain an institutional e-mail address which usually takes the following form: Family name.first [email protected] . With your student number and your UNIP, you can create an e-mail account (Web mail) at the following web site www.ti.umontreal.ca . For all computer problems, you should contact the TI (514-343-7288 or by e-mail).

It is very important to activate your UNIP. By doing so, your personal information becomes available in UdeM’s databases and consequently, all information with regards to you will be accessible to the relevant services.

Immigration procedures The Canadian Immigration services consider postdoctoral training as work. Therefore, it is imperative for foreign postdoctoral fellows to obtain a work permit regardless of the length of their stay in Canada. The postdoctoral fellow may contact directly the Canada Immigration services for the exact procedure to follow.

IMPORTANT 1) Without a work permit, postdoctoral fellow may be faced to a refusal of entry on Canadianterritory by the immigration authorities. 2) An international postdoctoral fellow must expect a three to six months wait beforeobtaining his work permit and completing all requirements related to his stay in Quebec. 3) The duration of registration as a postdoctoral fellow may not exceed the validity of the workpermit.

4 The fellow must provide a valid e-mail address on their application for admission. The FESP communicates almost exclusively by e-mail.

Upon Arrival … The international postdoctoral fellows must provide the Faculty of Graduate and Postdoctoral Studies with:

- work permit; - All un-shown required original document.

Social Insurance Number (SIN) To work and receive earnings in Canada and to receive services from government programs, a social insurance number is required. For more information: http://www.servicecanada.gc.ca/eng/sin/apply/how.shtml.

UdeM card When you provide the Faculty of Graduate and Postdoctoral Studies with the entire original document and the work permit upon your arrival, your registration will be completed and you obtain your UdeM card at:

Medical Coverage If you do not have medical coverage5, you must make a request for a Quebec medical insurance card with the RAMQ (Régie de l’assurance-maladie du Québec). If you are not a Canadian citizen, before obtaining your Quebec medical insurance card from the RAMQ (Régie de l’assurance-maladie du Québec), it is strongly recommended that you take out personal medical insurance for the first three months of your stay in Québec. You can take out medical insurance in either your home country or in Canada.

Renewing your admission and registration If your postdoctoral fellowship is extended beyond the end date mentioned in your admission letter, you must provide us with the following documents:

Please note, however, that the status of postdoctoral fellow cannot be extended beyond the fifth year after the completion of a doctoral degree. The Policy also states that the doctorate should preferably have been obtained in another university and that the supervisor cannot be the research director or co-director of doctoral studies, unless it is only for a short transition period.

Certification

Proof of Registration You can request proof of registration from the FESP ([email protected]). A service fee of $17 will apply and a 3–5 day processing delay should be expected.

Proof of Completion of Fellowship Upon completing your fellowship, you can request from the FESP a proof of completion. To obtain this certification, your supervisor must fill out the recommendation form available on the FESP website.

This form should then be sent by mail to:

A certificate attesting to your fellowship, signed by the Dean and the Secretary of Graduate and Postdoctoral Studies (FESP) will be mailed to you. You should clearly indicate the address to which the document should be sent.

The Completion of the Fellowship It is strongly recommended to notify the FESP when your fellowship comes to an end. You should provide the FESP and the Direction des Ressources Humaines with a mailing address as well as a valid e-mail address. This information will be extremely useful if any certification or income tax exemption certificates have to be forwarded to you after the end of your fellowship.

Your File Your file at the FESP. We strongly suggest that you keep a copy of all the documents you

provide to the Faculty. It is important to keep your file up to date and to renew yourregistration at the proper time and place. The FESP does not remind a postdoctoralfellow about the renewal of his fellowship.

If there are any changes in your personal information, please make the follow upthrough the UdeM Portal, the research center and DRH services at the Université deMontréal (for SPE). E-mail is the preferred method of communication with the FESP. Youmust provide a valid e-mail address or, if necessary, forward your e-mail to another valide-mail.

Renewing your work permit, medical insurance card, permanent resident card and socialinsurance card, when and if necessary. You must provide the FESP with a copy of anynew work permit or permanent resident card, when and if necessary.

Your income tax return. The Faculty of Graduate and Postdoctoral Studies (FESP) andthe Université de Montréal do not provide advice on questions related to income tax.The postdoctoral fellow should consult a professional (accountant, tax consultant) for alltax questions. International postdoctoral fellows are responsible for their application fora provincial income tax exemption and any subsequent renewal. The FESP does notremind fellows about the renewal of their provincial income tax exemption. If youhave an income tax exemption certificate from the MESRS, you must attach a copy toyour income tax return.

The postdoctoral fellow who is pursuing his training at an affiliated research centrelocated off campus (ex. the Montreal Heart institute, CRCHUM, Sainte-Justine Hospital,Maisonneuve-Rosemont Hospital, etc.) must also to keep his file up to date at thiscentre.

Library and Computer Services You benefit from all the advantages and privileges granted to professors and graduate students of UdeM by Library Services and the TI (Technologies de l'information) for the duration of your fellowship.

Professional Skills Courses An increasing number of doctoral and postdoctoral university graduates will be expected to make a career in private business, in government agencies and national and international organizations. In this context, FESP offers seminars to bridge the gap between the disciplinary academic training and their possible entry into function in a first research position outside academia. These courses, called IPR (insertion professionnelle), aim to promote the employability through the acquisition of transversal skills. For more information: http://saisonsfesp.umontreal.ca/accueil/

Other Information

Revenu Quebec Income Tax Return The FESP and the Université de Montréal do not provide advice on questions related to income tax, because every scholarship recipient’s personal tax situation is different.

International Fellow A non-resident hired as a postdoctoral fellow may benefit from a Quebec income tax exemption if he meets certain criteria set out by the government. This exemption, renewable yearly, may be granted for up to 5 years. To obtain an income tax exemption certificate, or for any other information, please consult the MESRS (Ministry of Education) website:

For a tax exemption (or its renewal) from the MESRS, the postdoctoral fellow must put together a file which should include the same documents as required by the FESP. The FESP will then send the request to the MESRS. Requests for a tax exemption must be received by the MESRS before February 28 of each year (for example, for the 2013 tax year, requests must be received by the MESRS before February 28, 2014).

The request for an initial tax exemption must include the following documents :

1) The MESRS form duly completed and signed (original signatures); 2) A certified copy of your doctoral degree (Ph. D.), or equivalent recognized by the

3) A curriculum vitae with a valid Quebec address; 4) A copy of your work permit; 5) A summary of your doctoral thesis (approximately 1 page); 6) A description of the fellow’s functions;

For a renewal, you must provide:

1) The renewal form from the MESRS; 2) If there is a change in your fellowship status (new contract, end of contract, promotion,

new supervisor, etc.) a document explaining the change must be provided.

Only the applications that are complete will be processed. Processing delays for income tax exemption requests may take several months. For more information on the required documents, contact directly the MESRS.

Canada Revenue Agency Income Tax Return At the federal level, funds received by postdoctoral fellows, directly related to their fellowship, is considered taxable income. For tax rates, please consult the Canada Revenue Agency website.

Please note that there are no income tax source deductions on scholarships when they are paid out. You must budget sufficient financial resources to make any required payments (income tax, provisional installments, etc.).
