DOMESTIC FIRST FLIGHT CACHETOfficial cachets and philatelic

treatment for the first flight servicesdescribed in A, B, and G are au-thorized as outlined in 244.63, POSTALOPERATIONS MANUAL (POM).

To prepare and send covers forofficial philatelic treatment for thelisted services, observe the followingprocedures:

1. All covers must be self-addressed.

2. Applicable rate of postage percover is 15 cents for the first ounce;13 cents for each additional ounce upto 12 ounces.

3. A dear space, 2J4 by 2J4 inches,on the lower portion of the envelopeand to the left of the address, mustbe allowed for the cachet.

4. An additional clear space of1Y2 inches to the left of the innermoststamp must be provided to permit aclear postmark. -

5. Include in each envelope a uni-form enclosure of the approximateweight of a postal card to assure agood impression.

6. Endorse the lower left corner ofthe outer envelope containing thereach the office applying the cachetno later than three days prior to thescheduled date of the flight.

INITIAL LEVEL SUPERVISORY POSITIONSFollowing are changes to the ma-

terial in SPECIAL POSTAL BULLETIN21136,2-2-78, and POSTAL BULLETIN21170, 12-28-78. Revised lists ofinitial level supervisor positions (Ap-pendix I and Appendix II of theSPECIAL POSTAL BULLETIN) are alsoprinted below. All material will bereflected in the next revision of Hand-book P - l l , Personnel Operations.

Add to Section 531.1:Deviations from initial level selec-

tion procedures may be appropriatein rare instances. An installation headmay submit a request for an excep-tion, in writing, through channels tothe APMG, Employee Relations atHeadquarters. The request must de-scribe the need for the exception, andpropose an alternative procedure.

Add to Section 532.41:-^When there are not at least five

candidates from the excellent demon-

stration of ability category from thecandidate lists of all installationswithin commuting distance, then can-didates from the good demonstrationof ability category from other instal-lations within commuting distancemust be considered.

Change Section 534.325 to read:As associate office, SC facility, or

BMC can reopen the PASS proce-dures with approval from the nexthigher level of management. It is theoption of the next higher level ofmanagement to either permit the re-opening of the PASS procedures ordirect the canvassing of the candidatelists from offices within commutingdistance within the MSC.

Change Section 536.25 to read:

Candidate lists from reopenedPASS announcements are merged

with the existing list for a particularfamily of jobs. At the time of a re-opening, employees on the candidatelist who do not want to recompetebut do want to provide current jobrelated information may update theirPASS records by submitting a newForm 5940 Biographical Data Sum-mary, to their MSC. In such cases,the individual's rating is not changed.

Employees on a candidate list for aparticular family of jobs who reapplyfor that family will be given the mostcurrent rating.

Change 536.262 to read:

.262 When an announcement isreopened (at least once every twoyears), the new candidate list andnotice of rating cards are mergedwith the previous candidate list.

The regional and state summariesbelow show the USPS unemploymentcompensation liability for FY 1978.Our nationwide unemployment com-pensation liability for FY 1978 hasreached $30,304,220 with thirdquarter cost data for one state and

fourth quarter cost data for ninestates not available at this time.

During calendar year 1978, theUSPS won 70% of the appeal deter-minations rendered by state employ-ment security agencies involving the

1st, 2nd, and state court levels of thestate appeal process. Through theeffort of our USPS state coordinatorsin this area, it has been estimated thatthe USPS realized a cost-savings ofapproximately $3.8 million.

Registered Mail Receipts,Form 3806

A revised Form 3806, Receipt forRegistered Mail, has been developedand will be issued from the supplycenters when the current supply of theold style form is exhausted. The newforms are printed as individual sets,consisting of an original for the cus-tomer mailing the registered article,and a copy for the post office accept-ing the article.

Post offices that have a large vol-ume of registered mail should haveblank forms available for customersso they may complete the portion ofthe new form marked for "customercompletion", before going to the win-dow and presenting the article forregistration. This will expedite theacceptance of registered mail.

Customers who regularly mailregistered mail articles, but not inquantities that merit the use of firmmailing books (Form 3877), shouldbe given blank sets of the new formsso they may complete their portionof the form before going to the postoffice.

Postal Service employees will notapply the registered number to theform until the article is accepted.—Rates & Classification Dept.,6-21-79.

International M a i l -Papua New Guinea

Effective immediately, recall orchange of address service is availablefor all postal union mail items andparcel post packages addressed toPapua New Guinea.

Papua New Guinea now allows thewithdrawal of or change of addresson mail which has been dispatchedfrom the United States but not yetdelivered to the addressee in PapuaNew Guinea.
