Before Thanksgiving, we will send a holiday mailing to 105.2 million households that contains everything customers need to know for the holi-days.

Military MailTo send packages to loved ones serving in the military

abroad, the Postal Service offers a discounted price of $17.35 on its largest Priority Mail Flat Rate® box. The price includes a $1.50 per box discount for mail sent to APO/FPO/DPO destinations worldwide.

Priority Mail Flat Rate boxes are available at no cost at local Post Offices or customers can order them online at

usps.com/freeboxes. Customers may print postage, labels, and customs forms online anytime using Click-N-Ship® at usps.com/ship.

To ensure timely delivery of holiday wishes by Decem-ber 25, 2017, the Postal Service recommends that you send cards and packages to military APO/FPO/DPO addresses overseas no later than the mailing dates listed in the following table:

1. PMEMS is available to selected military/diplomatic Post Offices. Check with your local Post Office to determine if this service is available to an APO/FPO/DPO address.

2. PAL is a service that provides air transportation for parcels on a space-available basis. PAL is available for Standard Post™ items not exceeding 30 pounds in weight or 60 inches in length and girth combined. The customer must pay the applicable PAL fee in addition to the regular surface price for each addressed piece sent by PAL service.

3. Customers pay for SAM parcels at Standard Post prices with maximum weight and size limits of 15 pounds and 60 inches in length and girth com-bined. SAM parcels are first transported domestically by surface and then to overseas destinations by air on a space-available basis.

Military Care KitThe Postal Service has created a free Military Care Kit

based on the items most frequently requested by military families. The kit contains:

1. Two Priority Mail APO/FPO/DPO Flat Rate boxes,

2. Two Priority Mail Medium Flat Rate boxes,

3. Priority Mail tape,

4. Priority Mail address labels, and

5. Appropriate customs forms.

Addressing the Package

Use the following directions to properly address your military mail package:

Write out the service member’s full name.

Include the unit and APO/FPO/DPO address with the 9-digit ZIP Code™ (if one is assigned).

Do not write the country name where the service member is stationed in the address.

Schedule a free Package Pickup at usps.com/pickup or hand your package to your mail carrier on his or her regular delivery route.

Take your packages to the retail counter at any Post Office.

Custom Solutions to Help With Receiving Holiday Packages

The Postal Service also offers a variety of custom solu-tions designed to make receiving holiday packages more convenient:

Use USPS Informed Delivery® to sign up for free ser-vices to customize package delivery. You can receive text messages or email alerts to let you know that your package is on its way and when the carrier has delivered it. You can also provide delivery instruc-tions online and authorize the carrier to leave the package in a specific location. For more information, visit informeddelivery.usps.com.

Choose the Hold for Pickup option to request that your package is held at the Post Office.

Choose USPS Package Intercept® if you won’t be at home when the carrier will deliver your package. Before delivery, you can redirect most domestic package shipments to the sender, to a new address (like a neighbor), or to the Post Office to be held for pickup.

Help Customers Avoid a Shipping GlitchThere are a number of things that customers can do to

ensure their holiday mail gets delivered safely and cor-rectly:

Print addresses clearly and include all address ele-ments, such as apartment numbers and directional information (ex., 123 S. Main St., Apt. 2B).

Remove batteries from toys. Wrap and place them next to the toys in the mailing box. If you pack new batteries with the toys, leave them in their original packaging.

Place a card inside the package that contains the delivery and return address. This ensures the pack-age can be delivered or returned if the mailing label gets damaged or falls off.

Never guess a ZIP Code. NO ZIP is better than a WRONG ZIP. Look up a ZIP Code at usps.com under Quick Tools.

Include both “to” and “from” information on pack-ages and only on one side.

Do NOT reuse mailing boxes — they weaken in the shipping process.

Select a box that is strong enough to protect the con-tents. Priority Mail and Priority Mail Express boxes are free at the local Post Office.

Leave space for extra cushioning inside. Stuff glass and fragile, hollow items, like vases, with newspaper or packing material, to avoid damage. When mailing framed photographs, take the glass out of the frame and wrap it separately.

What’s Different This YearThe Postal Service is looking at another record-breaking

holiday season:

We will offer an expanded delivery window — deliv-ery in the morning and early afternoon on Sundays.

We rented nearly 1,600 vehicles to supplement our existing fleet of 228,000 vehicles.

We expanded our capacity by adding new equip-ment:

7 small package sorter systems (SPSS);

2 parcel sorters;

28 automated package bundle sorters (APBS) with 1,344 additional separations;

3 APBS induction systems;

2 automated package processing systems (APPS) with 144 additional separations;

3 universal sorters (USS), 3 induction upgrades, and 3 bin upgrades;

In Queens, NY: a high throughput parcel sorter (HTPS) with 400+ separations; and

2 flats culling systems.

2017 Holiday Information

Holiday Hiring

Hiring seasonal employees is a decision based on local need. Instead of seasonal hiring, the Postal Service focuses its resources on hiring long-term employees and has been actively hiring year round.

Employee Tipping

All Postal Service employees, including mail carriers, must comply with the Standards of Ethical Conduct for Employees of the Executive Branch. Under these federal regulations, carriers may accept a gift worth $20 or less (this includes store, restaurant, or mall gift cards). However, carriers must never accept cash and cash equivalents, such as checks or gift cards that they can use like credit cards (with Visa, MasterCard, or American Express logos) for any amount.

Carriers and Dogs

The Postal Service asks customers to place their dogs in a separate room before opening the front door to accept packages from carriers. Dogs are protective in nature and have jumped through screen doors and squeezed through door openings. Dogs attacked more than 6,700 carriers last year. We want everyone to go home safely each day.

Letters From Santa — Santa Mail

Build on the magic of the season by making sure your child’s letter to Santa receives a response. After your child writes a letter to Santa, draft a response to your child on the back of the letter and sign it “From Santa.” Then, follow the steps in the “Get the North Pole Postmark” section. Your

child will get his or her original letter back from the North Pole!

Letters To Santa — Operation Santa

This year marks the 105th year of the Operation Santa program. Since 1912, Postal Service employees, charities, individual volunteers, and corporate volunteers have helped children in need experience the magic of the holi-days by adopting their letters to Santa.

This year, we will kick-off the program with an event in New York, NY, at the Farley Building in Manhattan. You can find participating locations posted online at about.usps.com/holidaynews.

Get the North Pole Postmark

Show a little extra holiday spirit this year by getting your holiday cards, letters, or gifts postmarked by the North Pole — here’s how:

1. Personalize your greeting cards as usual.

2. Address the envelopes.

3. Put a holiday stamp on each envelope.

4. Put all of the envelopes in a larger envelope or pref-erably a Priority Mail box.

5. Put postage on the larger envelope or box.

6. We recommend mailing your cards by December 15 to:

272.2 Level of Clearances for Postal Service Employees

272.24 Tier 3 (Access National Agency Check with Inquiries) Background Investigation

272.241 General

Tier 3 (currently known as Access National Agency Check with Inquiries or ANACI) investigations are required for positions accessing Non-Critical Sensitive and Secret information and have the potential for serious damage to national security. Investigations conducted to this standard are for positions designated as non-critical sensitive, mili-tary accessions, or requiring eligibility for “L” access or access to Confidential or Secret information. This is the lowest level of investigation acceptable for access to clas-sified information or assignment to a sensitive position. The level of clearance for these positions is Secret. The sub-ject’s manager initiates the investigation.

272.242 Positions Requiring Secret Clearance

Positions requiring a security clearance include:

a. Any position in which the incumbent is required to have knowledge or access to information or material classified as Secret under Executive Order 12968, or

b. Any other position identified by the Chief Inspector or his designee.

272.243 Tier 3 Investigation Components

The Federal Investigative Standards (FIS) establish the Tier 3 investigation components, which include the follow-ing checks:

a. Date and place of birth;

b. Citizenship or legal status;

c. The Office of Personnel Management’s Security/Suit-ability Investigations Index (SII);

d. Department of Defense Clearance and Investigations Index (DCII);

e. Federal Bureau of Investigation investigative and local law-enforcement agency criminal-history checks (including fingerprint and name checks);

f. Prior and current investigative records in Department of Defense (DOD), Office of Personnel Management (OPM), and Intelligence Community (IC) databases;

g. Social Security number verification;

h. Terrorist and subversive activities, researched through the National Crime Information Center (NCIC), wants/warrants, and related databases;

i. Selective Service registration;

j. Military discharge;

k. Criminal history in locations where the subject resid-ed, worked, and went to school within the past 5 years;

l. Education verification;

m. Employment history within the past 5 years;

n. Credit or financial history;

o. Optional enhanced subject interview;

p. Foreign activities; and

q. Foreign-born immediate family.

Note: With regard to U.S. citizens who have not resided in the U.S. for the last 5 years, to the extent practicable and warranted by the investigative findings, investigative stan-dards must be met through use of the best sources and

records located within the United States or located within U.S. facilities or installations overseas. Unfavorable infor-mation, discrepancies, information of security or suitability significance, or significant time period gaps might be cause for tailored international coverage.

272.244 Tier 3 Processing Requirements

For Tier 3 processing, the following items are required:

PS Form 2013, Request for Background Investiga-tion;

e-Qip version of SF 86, Questionnaire for National Security Positions;

Two SF 87s, Fingerprint Card, or Postal Service-approved Livescan prints (if available);

PS Form 2181, Authorization and Release (Postal Service employee);

PS Form 2181-D, Disclosure and Authorization for Consumer Reports and Investigative Consumer Reports;

Proof of citizenship or legal status; and

A negative drug screen per the following:

All contractors working for the Postal Service and all career and non-career employees who work for the Postal Inspection Service or the Office of Inspector General must pass a 5-panel drug-screening test for the following:

Cocaine,

Marijuana,

Amphetamine/methamphetamine,

Opiates, and

Phencyclidine (PCP).

The Substance Abuse and Mental Health Services Admin-istration (SAMHSA) has identified these as the five most abused substances. The screening test must be performed by a SAMSHA-approved certified laboratory and must meet the cut-off levels established by SAMHSA. The certi-fication must include the following:

The name of the individual tested;

The name of the institution or laboratory that per-formed the test;

The name of the agency that certified the laboratory;

The date of the test, which must be within 90 days of the submission of the results; and

The negative results of the test.

Career and non-career employees, except those who work for the Postal Inspection Service or the Office of Inspector General, are drug screened per postal Human Resources (HR) requirements at the time of hiring. See Handbook EL-312, Employment and Placement.

272.245 Tier 3 Reinvestigations

After the initial clearance is granted, a Tier 3 reinvestigation is required every 5 years. The SISC initiates all Tier 3 rein-vestigations by notifying the requesting manager that a reinvestigation is due. The requesting manager is responsi-ble for ensuring the proper and timely completion and sub-mission of the required forms. The same forms required for an initial investigation (section 272.244) are required for a 5-year reinvestigation (excluding proof of citizenship and drug screening results).

Upon favorable adjudication of the initial investigation or reinvestigation, the Chief Postal Inspector or designee grants the Secret clearance. An email is sent to the requesting manager along with a copy of the completed Certificate of Investigation (if available) for inclusion in the individual’s electronic Official Personnel Folder (eOPF).

272.25 Tier 5 (Single Scope) Background Investigation

272.251 General

Tier 5 (currently known as Single Scope Background Inves-tigation or SSBI) investigations are required for positions accessing classified material that have the potential for exceptionally grave damage to national security. The level of clearance for these Tier 5 positions is Top Secret.

272.252 Positions Requiring Top Secret Clearance

Positions requiring Top Secret clearances include, but are not limited to, the following:

a. The inspector general, the postmaster general, the deputy postmaster general, the chief operating offi-cer, the general counsel, the chief postal inspector, the associate general counsel and chief ethics offi-cer, the consumer advocate, the judicial officer, pres-idents, and vice presidents;

b. The deputy general counsels, managing counsels, and chief counsels;

c. Designated employees of the Postal Inspection Ser-vice;

d. Designated employees of the OIG; and

e. Any other position in which the incumbent is required to have knowledge of and access to information or material classified Top Secret under Executive Order 12968, Classified National Security Information, dated August 4, 1995, and successive orders, and White House Memorandum, dated December 29, 2005, entitled Adjudicative Guidelines for Determin-ing Eligibility for Access to Classified Information.

Requests for Top Secret clearances for any positions not listed in items a. through e. above require the approval of the Inspector in Charge of the Security Group at Inspection Service Headquarters.

272.253 Tier 5 Investigation Components

Tier 5 investigation components are established by Execu-tive Order 12968, as amended, and the FIS, pursuant to Executive Order 13467. Tier 5 components include the Tier 3 checks listed in 272.243, as well as the following:

a. Spouse or cohabitant;

b. Public records;

c. Credit or financial history, including Financial Crimes Enforcement Network (FinCEN);

d. Enhanced employment checks;

e. Former spouse;

f. Social references; and

g. Enhanced Subject Interview (ESI).

272.254 Tier 5 Processing Requirements

The following items are required for Tier 5 processing:

PS Form 2013, Request for Background Investiga-tion;

e-Qip version of SF 86, Questionnaire for National Security Positions;

Two SF-87s, Fingerprint Cards, or Postal Service-approved Livescan prints (if available);

PS Form 2181, Authorization and Release (Postal Service employee);

PS Form 2181-D, Disclosure and Authorization for Consumer Reports and Investigative Consumer Reports;

Proof of citizenship or legal status; and

Negative drug screen dated within the last 90 days.

272.255 Tier 5 Reinvestigations

Tier 5 reinvestigations are required at least once every 5 years after the initial investigation, or more frequently, in accordance with FIS requirements. Upon receipt of notifi-cation that the reinvestigation is due, the same forms required for the initial investigation (excluding proof of citi-zenship and drug screening results) must be completed and promptly submitted to the Postal Inspection Service.

Upon favorable adjudication of the initial investigation or reinvestigation, the Chief Postal Inspector or designee grants the Top Secret clearance. An email is sent to the requesting manager along with a copy of the completed Certificate of Investigation for inclusion in the individual’s eOPF.

272.26 Continuous Evaluation Investigations

Continuous Evaluation (CE) is defined as “Review of the background of an individual at any time during the period of eligibility to determine whether that individual continues to meet the requirements for eligibility.” (FIS 2.2) Pursuant to guidance provided by the Director of National Intelli-

gence (DNI) as the Security Executive Agent, individuals may be reevaluated on a random or continuous basis between investigative cycles. CE investigations will be ini-tiated on no less than 5 percent of the Top Secret and Secret population only.

For each individual enrolled in CE, the following seven cat-egories of data will be collected from various classified and unclassified databases:

1. Eligibility — Check of CVS, JPAS, Scattered Castles;

2. Terrorism — Check of NCIC and TIDE;

3. Foreign Travel — Check of DHS databases;

4. Suspicious Financial Activity — Check of FinCEN;

5. Criminal Activity — Ongoing checks of Rap Back and NCIC;

6. Credit — Credit bureau reports; and

7. Commercial — Public record checks for civil judg-ments, liens, bankruptcies, etc.

The checks will be conducted on a frequency schedule established by the DNI.

272.27 Evaluation Criteria for National Security Adjudicative Decisions

The adjudication of Tier 3 and Tier 5 national-security back-ground investigations includes the criteria outlined in Exec-utive Order 12968, as amended, and White House Memorandum, dated December 29, 2005, entitled Adju-dicative Guidelines for Determining Eligibility for Access to Classified Information. The Chief Postal Inspector or desig-nee determines whether or not to grant or continue eligibil-ity for Secret or Top Secret security clearance based upon careful consideration of the following:

a. The adjudicative process is an examination of a suf-ficient period of a person’s life to make an affirmative determination that the person is eligible for a security clearance. The individual must meet these person-nel-security guidelines to be eligible for access to classified information. The adjudicative process is the careful weighing of a number of variables known as the whole-person concept. The adjudicator must consider available, reliable information about the per-son, past and present, favorable and unfavorable, in reaching a determination. In evaluating the relevance of an individual’s conduct, the adjudicator considers the following factors:

1. The nature, extent, and seriousness of the con-duct;

2. The circumstances surrounding the conduct, to include knowledgeable participation;

3. The frequency and timing of the conduct;

4. The individual’s age and maturity at the time of the conduct;

5. The voluntariness of participation;

6. The presence or absence of rehabilitation and other pertinent behavioral changes;

7. The motivation for the conduct;

8. The potential for pressure, coercion, exploitation, or duress; and

9. The likelihood of continuation of recurrence.

b. The Chief Postal Inspector or designee must judge each case on its own merits, and the final determina-tion remains the responsibility of the Postal Inspec-tion Service. Any doubt as to whether an individual should be allowed access to classified information will be resolved in favor of national security.

c. The determination of the granting of or continuing el-igibility for a Top Secret clearance must be consistent with the interests of national security. The determina-tion is based upon consideration of the following cri-teria, each of which is to be evaluated by the totality of the circumstances:

1. Guideline A: Allegiance to the United States;

2. Guideline B: Foreign influence;

3. Guideline C: Foreign preference;

4. Guideline D: Sexual behavior;

5. Guideline E: Personal conduct;

6. Guideline F: Financial considerations;

7. Guideline G: Alcohol consumption;

8. Guideline H: Drug involvement;

9. Guideline I: Emotional, mental, and personality disorders;

10. Guideline J: Criminal conduct;

11. Guideline K: Security violations;

12. Guideline L: Outside activities; and

13. Guideline M: Misuse of information technology systems.

272.28 Clearance or Investigation Requirements

272.281 Risk Assessment Determines Clearance or Investigation Requirement

The Chief Postal Inspector or his designee makes risk assessments for postal positions. A Position Designation Survey completed by a postal manager knowledgeable of the position is one element of this assessment. The risk assessment determines the level of risk and type of clear-ance or investigation required. The occupation codes of certain higher risk level positions state the MBI, BI, or SSBI security clearance requirement in the position’s Qualifica-

tion Standards. If an MBI, BI, or SSBI is required for a posi-tion, that requirement will display on the Qualification Standards included in the position’s vacancy announce-ment. This alerts a potential applicant that he or she is sub-ject to meeting the clearance or investigation requirement.

Unless noted otherwise on the Qualification Standards for the position, a NACI investigation is required for career employees and a SACI investigation is required for non-career employees.

272.282 Clearance or Investigation Requirement in Qualification Standards

When the Postal Service creates a new occupation code, a manager from the organization that requires the new posi-tion and who is familiar with the requirements of the posi-tion in question, completes a Position Designation Survey for that position. This Position Designation Survey is sub-mitted to the Chief Postal Inspector or his designee. Upon receipt of the clearance or investigation requirement from the Chief Postal Inspector or designee, Employee Resource Management (ERM) assigns the background investigation level to the newly created position’s Qualifica-tion Standard in the Human Capital Enterprise System.

Additionally, ERM, in conjunction with functional and area managers, conducts a cyclical review of occupation codes to delimit obsolete occupation codes and update existing occupation codes as needed with the required background investigation level. The cyclical review allows the Postal Service to manage the security risk associated with Postal Service positions.

272.283 Employee Placement in a Position With a Higher Clearance or Investigation Requirement

If an employee within the Postal Service is selected for a position with a higher clearance or investigative require-ment than the clearance or investigative requirements required by their prior position, the manager of the affected position works with Human Resources to initiate the inves-tigation immediately upon the employee’s placement in the new position. See 272.25 to request an SSBI for Top Secret clearance, 272.221 to request a BI, and 272.222 to request an MBI. The requesting manager is responsible for ensur-ing proper and timely completion and submission of the required documents.

272.284 Review and Processing of Clearance or Investigation Request

The manager reviews the forms required by each clearance or investigative requirement to ensure completion, then ini-tiates and signs the PS Form 2013. The manager then sub-mits the packet to the SISC for processing within 15 days of the Postal Service employee or potential hire’s place-ment effective date.

272.285 Granting a Suitability Determination (Background Investigation — High Risk or Moderate Risk)

Upon favorable adjudication, the SISC issues the final suit-ability determination via email notification to the requesting manager.

272.31 Denial Reconsideration for National Security Clearances

Pursuant to Executive Order 12968, part 5, section 5.2, individuals, their representatives, or both must have a rea-sonable opportunity to reply in writing to, and to request a review of, the determination made to revoke or deny a security clearance. An individual seeking reconsideration has the right to counsel or other representation at the indi-vidual’s expense.

An individual may request any documents, records, and reports as described in section 5.2(a)(2) of the Executive Order. An individual may also request the entire investiga-tive file, as described in section 5.2(a)(3).

Send written replies and requests for a review of documen-tation to the level-one appeal authority, who will be identi-fied in the initial denial letter. The level-one appeal authority will issue a written decision either upholding or reversing the decision to deny access. If the denial is upheld, the indi-

vidual may appeal the decision in writing, within 10 days, to a panel that will act as the level-two appeal authority.

The Chief Postal Inspector appoints the level-two appeal panel and it must be composed of at least three members, two of whom will be from outside the security field. The appellant may appear personally and present relevant doc-uments, materials, and information before the panel. The panel’s decision must be in writing and is final. The review proceedings will be accomplished in accordance with Executive Order 12968.

When the information and procedures contained in this section and in section 272.27, Evaluation Criteria for National Security Adjudicative Decisions, conflict with Executive Order 12968 or other applicable executive orders related to adjudication of security clearances, the executive orders will take precedence.

Thrift Savings Plan Fact Sheet

The G Fund is managed internally by the Federal Retirement Thrift Investment Board. Assets of the F, C, S, and I Funds are managed externally. The Board currently has contracts with BlackRock Institutional Trust Company, N.A., to manage the F, C, S, and I Fund assets. The F, C, S, and I Funds invest in commingled trust funds, in which the assets of tax-deferred employee benefit plans are combined and invested together. The F, C, S, and I Funds and the BlackRock funds are passively managed index funds.

Future performance of the funds will vary and may be significantly different from the returns shown above. See the Summary of the Thrift Savings Plan for detailed information about the funds and their investment risks. The monthly returns of the TSP Funds represent net earnings for the month after deduction of accrued administrative expenses and, except for the G Fund, after deduction of trading costs and accrued investment management fees as well. The returns for the four indexes shown do not include any of these deductions.

IMM Revision: Temporary Suspension of Electronic USPS Delivery Confirmation International Service at Retail for First-Class Package International Service

Effective October 26, 2017, the Postal Service™ is revis-ing Mailing Standards of the United States Postal Service, International Mail Manual (IMM®), section 252.2, concern-ing Electronic USPS Delivery Confirmation® International service (E-USPS DELCON INTL®) as it temporarily sus-pends E-USPS DELCON INTL service at USPS® retail locations.

The Postal Service suspended E-USPS DELCON INTL service at retail locations effective October 13, 2017; how-ever, the service is still available online. As a result of E-USPS DELCON INTL service being suspended at retail locations, mailers can once again purchase at retail loca-tions the following extra services for First-Class Package International Service® (FCPIS®), subject to individual coun-try prohibitions and restrictions: Registered Mail™, Certifi-cate of Mailing, and Return Receipt services. IMM Revision: IPA and ISAL Service to VenezuelaEffective October 26, 2017, the Postal Service™ is

Periodically, the Postal Service receives requests such as this from foreign posts to facilitate operational needs. Venezuela requested that we update as soon as possible the foreign office of exchange code for International Priority Airmail® (IPA®) service and International Surface Air Lift®

(ISAL®) service items sent to Venezuela. In order to provide mailers the time needed to make necessary logistical and software changes, we are not requiring these revisions from mailers until January 23, 2018. Outlook just got an exciting upgrade — you can now report suspicious emails with the click of a button! All USPS® employees with Microsoft Outlook have access to the new “Report to CyberSafe” button. This button is now the required method for reporting potential phishing emails. To use it, simply look for the image (shown right) on your Out-look toolbar.

Follow these steps to report potential phishing emails:

1. Select the suspicious email in your inbox (you can select multiple messages) and click the “Report to CyberSafe” button on the Outlook toolbar. If the email is already open, the button will appear in the email toolbar as well.

2. After clicking the “Report to CyberSafe” button, a pop-up window will appear which allows you to pro-vide optional comments.

3. Once you report the suspicious email, you will receive a notification confirming the report was sent. The suspicious email will be automatically deleted from your inbox.

When using Outlook or other email accounts, you must be vigilant in identifying phishing emails that may compro-

mise USPS networks and systems. Follow these tips to protect yourself from potential cyber threats:

Assess the email sender. Check the name and email address before opening any attachments or clicking on any links. If you aren’t sure if your col-league or friend sent you that email, give them a call.

Review the email text. Spelling and grammatical errors may indicate a potential scam. Generic saluta-tions may also be a warning sign.

Pause before reacting. Think carefully before responding to emails that require “immediate action” or request personal information.

Check web addresses. Hover over URLs (do not click) to determine if the web address matches the hyperlinked text. If the link looks suspicious, the email may be a phishing attempt.

Next time you encounter a suspicious message, report it to the CyberSecurity Operations Center (CSOC) using the new button on the Outlook toolbar. Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears on the following pages. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustra-tions of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark must affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed next to the postmark.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. Each cover must have sufficient post-age to meet First-Class Mail® requirements. Customers may purchase new stamps at their local Post Office™, by telephone at 800-782-6724, or at The Postal Store® web-site at usps.com/shop.

Digital Color Postmarks Only select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service™ recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16-inch side seams with no glue on the flap. The maxi-mum size of all digital color postmarks is 2 inches high by 4 inches long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers must submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.
