Free Package Pickup: Fall advertisingcampaign kicks off

Fall mailing season — meet the fall advertising cam-paign. The Postal Service kicks off its fall campaign thisweek with a variety of advertisements touting Free Pack-age Pickup, which takes advantage of our Carrier Pickupfeature on USPS.com.

And who better to deliver that message than our lettercarrier ambassadors?

If it can be seen, heard, read, delivered or streamedover the Internet, the Postal Service has it covered. Overthe next several weeks and months, ads will appear on TV,on the radio, in magazines and on the Web. And a DirectMail campaign on Free Package Pickup is being sent to2 million small businesses across the country.

Television ads began running recently. The first ad fea-tures an animated lamp and a Global Priority Mail box pon-dering the age-old question “Can I use Package Pickup forInternational shipping?” Cedar Rapids, IA, Letter CarrierAmbassador Darren Bogner swoops in and answers in theaffirmative.

In the print ad shown on the cover of this issue of thePostal Bulletin, Santa Ana, CA, Letter Carrier AmbassadorNeosia Morris and Free Package Pickup are just the ship-ping solutions this time-strapped specialty shoe store own-er needs. “I’m all about Free Package Pickup,” the storeowner says. “Running my shop is a lot easier when I’mactually in my shop.”

Survey shows record-settingimprovements in Remittance Mail

Time is money, a simple equation with significant im-plications for USPS and remittance mailers. Now, accord-ing to the results of an independent study, USPS isproviding record-setting service to this important customergroup.

Phoenix-Hecht, a leading financial services researchfirm, reports that service performance for Remittance Mailimproved by 1.2 nationwide workhours since last year andby 6 hours over the last decade. A “nationwide workhour” isa measurement of time for non-local mail to reach itsdestination.

USPS credits improved focus, internal training and the na-tionwide rollout of the “Best Practices Handbook” for the im-provement. For a summary of the Phoenix-Hecht study, go tohttp://blue.usps.gov/remittancemail/_pdf/PH_ExecSum061.pdf.

USPS awards seven air transportcontracts

The Postal Service hasawarded air transportationcontracts to seven pas-senger airlines effectiveSept. 30, 2006 — Ameri-can Airlines, AmericanTrans Air, Continental Air-lines, JetBlue Airways,Midwest Airlines, SunCountry Airlines and USAirways. The agreementscontain on-time deliveryrequirements and perfor-mance standards estab-lished in 2003 as part of

the Postal Service’s previous 3-year commercial air contract.

USPS Network Operations Vice President Tony Pajunassaid the contracts contain tracking provisions so USPS canaccount for a customer’s mail the entire time it is in the airtransportation system. The airlines are required to scanmail at three key points — when they take possession fromthe Postal Service or when mail is loaded onto a flight, dur-ing transfers to connecting flights and when mail is deliv-ered to the Postal Service after the flight’s arrival.

The 5-year contracts cover domestic transport ofExpress Mail and First-Class Mail items, and Priority Mailitems originating from designated Transportation SecurityAdministration sites.

August financial results released — Netdeficiency of $1.5 billion posted afterescrow allocation

USPS revenues for August were $6.3 billion, or $143million over plan, and 6.6 percent more than August 2005.Expenses for the month were $6.3 billion, or $223 millionover plan, and 6.9 percent more than same period last year(SPLY). The net loss was $38 million before the escrow al-location. The net deficiency in August after the escrow al-location was $288 million.

YTD, the net income before the escrow allocation is$1.3 billion. A YTD net deficiency of $1.5 billion exists afterthe escrow allocation.

Seatbelts did their job for one lettercarrier

Orchard Park, NY,Letter Carrier John Ma-rasco recently learned alife-saving lesson —seatbelts do indeed savelives.

Marasco was behindthe wheel of his long-lifevehicle (LLV) with hisseatbelt attached when a car backing out of a driveway hithim. The LLV rolled over. But Marasco emerged with no se-rious injuries.

Officer in Charge Keith Krempa believes that Marasco’sexperience will have a greater impact on his fellow carriersthan the usual motor safety lectures. “There’s a reason thePostal Service is so adamant about carriers buckling upwhen in their vehicles,” Krempa said. “But getting a first-hand account from a co-worker puts policy in a properperspective.”

New EEO hotline available

A new hotline number for filing an Equal EmploymentOpportunity (EEO) claim has been established —1-888-EEO-USPS. If you’ve been discriminated against be-cause of age, race, sex, color, national origin, religion,physical or mental disability, or retaliation for previous EEOactivity, you can file an EEO claim. Deaf and hard-of-hear-ing people can call 800-877-8339 (Federal Relay Service)to begin filing a claim.

When you call the hotline, an interactive voice responsesystem will collect pre-complaint information such as yourname, address, finance number, Social Security numberand telephone number. A counseling packet will be mailedto you. Complete the enclosed forms and mail them to theaddress indicated. When the EEO office receives yourpacket, your request for counseling will be assigned to anEEO specialist for processing.

This is part of the EEO program improvements imple-mented in fiscal year 2004 when all EEO investigationswere centralized. The hotline will take advantage of proventechnology and move the Postal Service further along in itsefforts to be a model federal employer. Response time willimprove and employees will have more convenient accessto the EEO process.

Second hydrogen fuel vehicle added toUSPS fleet

USPS is extendingfor 1 year an agreementwith General Motors(GM) to test hydrogenfuel vehicles.

The Postal Servicehas been testing one ve-hicle in Washington, DC.Now, GM has provided asecond hydrogen fuelcell-powered vehicle that

USPS will station in California.

USPS has reported good results with the vehicle it hasbeen operating over the past 2 years. Postal Service engi-neers say the minivan has held up well to the rigors of stop-and-go driving and dramatic shifts in weather.

A vehicle powered by hydrogen fuel cells emits just purewater and is twice as energy efficient as an internal com-bustion engine.

Destination Sectional Center Facility Mail Entered at Bulk Mail CentersDue to the small volumes of Package Services parcels

entered at destination sectional center facilities (DSCFs),we no longer need mailers to enter pallets of parcels forcertain ZIP Codes� at bulk mail centers instead of SCFs.Therefore, we are removing the restrictions in sections456.2.7 and 466.4.1 of the Mailing Standards of the UnitedStates Postal Service, Domestic Mail Manual (DMM�). Thischange will allow mailers to enter pallets for all ZIP Codesto the designated SCF under Labeling List L005.

In addition, the exhibits that describe the “delivery facilityfor the exceptions to the majority of the city carriers rule”and the “delivery facilities different from those in the DropShipment Product” are now contained within the Drop ShipProduct. Accordingly, we have modified our standards todirect mailers to the Drop Ship Product to obtain the mostup-to-date information.

EmployeesElection Campaigns — Hatch Act and Other RequirementsHatch Act Requirements for Postal ServiceEmployees

The Hatch Act affects some political activities, includingoff-duty activities, for Postal Service� employees. TheOffice of Special Counsel, which investigates possibleHatch Act violations, has prepared examples of permittedand prohibited activities for federal, including PostalService, employees:

Postal Service employees may:

� Be candidates for public office in nonpartisanelections.

� Register and vote as they choose.

� Assist in voter registration drives.

� Express opinions about candidates and issues.

� Contribute money to political organizations.

� Attend political fundraising functions.

� Attend and be active at political rallies and meetings.

� Join and be an active member of a political party orclub.

� Sign nominating petitions.

� Campaign for or against referendum questions, con-stitutional amendments, and municipal ordinances.

� Campaign for or against candidates in partisanelections.

� Make campaign speeches for candidates in partisanelections.

� Distribute campaign literature in partisan elections.

� Hold office in political clubs or parties.

But, Postal Service employees may not:

� Be candidates for public office in partisan elections.

� Use their official authority or influence to interferewith an election.

� Collect political contributions unless both individualsare members of the same federal labor organizationor employee organization and the one solicited is nota subordinate employee.

� Knowingly solicit or discourage the political activity ofany person who has business before the agency.

� Engage in political activity while on duty.

� Engage in political activity in any government office.

� Engage in political activity while wearing an officialuniform.

� Engage in political activity while using a governmentvehicle.

� Solicit political contributions from the general public.

� Wear political buttons on duty.

Campaigning on Postal Service Premises

Postal Service regulations (see Postal OperationsManual 124.54; 39 CFR 232.1; and Poster 7, Rules andRegulations Governing Conduct on Postal Property) pro-hibit campaigning for election to public office on leased orowned Postal Service property. Tell individuals who askabout the availability of Postal Service property for suchpurposes about the prohibition, and give them a copy of theregulations. The following points will help you interpret andapply the regulations:

� The focus of the regulations is to identify activitiesthat are “prohibited.” Activities that are not prohibitedby any of the regulations are permitted. For example,in the context of political campaigning, informationalleafleting would be permitted, so long as the informa-tion in the leaflet itself is not political campaigning andthe leafleting was carried out in a way that does notdisrupt Postal Service business.

� Campaigning for election to public office is prohibitedon Postal Service property, even if the candidate isindependent of any political party.

� The regulations do not prohibit all activities related topolitical issues. For example, distributing literaturepertaining to a referendum or ballot measure ispermitted. The regulations do prohibit, however, thesolicitation of signatures on petitions, polls, andsurveys.

� The regulations prohibit depositing posters or litera-ture on Postal Service property, obstructing en-trances, any activity that tends to impede or disturbthe public in transacting Postal Service business, thesale of goods, and the solicitation of contributions onPostal Service property.

� The regulations cover activity only on Postal Servicepremises. Activity outside Postal Service property,even if it affects our premises, is not governed by ourregulations.

REVISED FORM

Revised PS Form 1608, Emergency Salary AuthorizationEffective October 1, 2006, Post Offices� and postal

retail units must begin using the August 2006 edition ofPS Form 1608, Emergency Salary Authorization (seepage 19 of this Postal Bulletin). Previous editions areobsolete and must be disposed of properly.

When to Use PS Form 1608

Use the revised PS Form 1608 only for issuing emer-gency salary to an employee that did not receive a sched-uled payroll check. Make sure that an emergency salary isnot issued before the date of the scheduled date of the pay-roll check.

Note: Do not use the revised PS Form 1608 for employeepayroll adjustments. If an employee receives a payrollcheck that is less than amount due, use the appropriateform: PS Form 2240, Pay, Leave, or Other Hours PayAdjustment Report; PS Form 2240-R, Rural Pay or LeaveAdjustment Request for PS Form 1314; or PS Form2240-RA, Rural Pay or Leave Adjustment Request forPS Form 1314-A.

How to Issue Emergency Salary

Supervisor

The supervisor follows these steps:

1. Refers to the payroll register for the amount to beissued. Do not issue emergency salary if a net-to-bank is validated in the payroll register.

2. Completes PS Form 1608 (August 2006 version).

3. Issues the authorized PS Form 1608 to the em-ployee.

Employee

The employee signs and submits the completed andauthorized PS Form 1608 to a Post Office or postal retailunit.

Postal Retail Unit

The retail associate at the postal retail unit follows thesesteps:

1. Issues a no-fee postal money order (AIC 100 andAIC 101 with offset to AIC 586) for the authorizedamount to the employee.

2. Annotates the money order serial number onPS Form 1608.

3. Records the amount issued into AIC 754, AuthorizedEmergency Salary Issued, in his/her PS Form 1412,Daily Financial Report.

4. Provides system-generated or PS Form 3544, USPSReceipt for Money or Services, to the employeetogether with the no-fee money order.

5. Attaches the money order receipt and a copy ofsystem-generated or PS Form 3544 to the PS Form1608 and files locally.

6. Does not send PS Form 1608 to the Scanning andImaging Center (SIC).

REMINDER

Federal Taxation Percentages for Supplemental WagesPostal Service� employees are reminded that the

percentages used to tax supplemental wages are differentfrom the normal taxation percentages. As information,supplemental wages include, but are not limited to, the fol-lowing: prizes, awards, back-pay awards, severance pay,and reimbursements for moving expenses. The AmericanJobs Creation Act of 2004 and Section 31.3402(g)-1 ofInternal Revenue Service (IRS) regulations created a tem-porary two-tiered taxation rate for supplemental wages thatwas effective as of January 1, 2005. However, these regu-lations have now been finalized.

The final regulations provide for taxation of supplemen-tal wages up to a total of $1 million within a calendar year ata mandatory withholding rate of 25 percent. The final regu-lations also provide for a mandatory withholding rate of35 percent for any supplemental wages paid in excess of$1 million within a calendar year. These rates will remain ineffect until Congress and the IRS change the taxationpercentages.

Verifying U.S. Postal Service MoneyOrders

Follow these steps to cash a Postal Service�money order:

1. Check that the amount does not exceed the le-gal limit: $1,000 for domestic, and $700 for inter-national postal money orders.

2. Check that the proper security features arepresent:

� When held to the light, a watermark of Benja-min Franklin is repeated from top to bottom onthe left side.

� When held to the light, a dark line (securitythread) runs from top to bottom with the word“USPS” repeated.

� There should be no discoloration around thedollar amounts, which might indicate theamounts were changes.

These appear in Postal Service Notice 299, U.S.Postal Money Order Reference Card, or online at http://www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call theU.S. Postal Service Money Order VerificationSystem at 866-459-7822.

Please provide this information to local banks andretailers, as they also receive Postal Service moneyorders for cashing.

� Known mailers are exempt from providing customs documentationon non-dutiable letters, and printed matter weighing 16 ounces ormore. (A known mailer is anyone who legally applies a permit imprintto a mailpiece. Mail with meter postage is not considered to be froma known mailer.)

� All federal, state, and local government agencies are exempt fromproviding customs documentation on mail addressed to an APO orFPO, except for those APOs/FPOs to which restriction B2 applies.

� Prepaid mail from military contractors is exempt, providing themailpiece is endorsed “Contents for Official Use — Exempt fromCustoms Requirements.”

B1. PS Form 2976 or 2976-A is required. Articles are liable for customsduty and/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of militarypersonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

B2. All federal, state, and local government agencies must completecustoms documentation when sending mail addressed to or from this APOor FPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc.,

and horror comics and matrices are prohibited.D. Coffee is prohibited.E1. Medicines or vaccines not conforming to French laws are

F. Firearms of any type are prohibited in all classes of mail. Seedefinitions of firearms in DMM 601.11.1.2c. This restriction does not applyto firearms mailed to or by official U.S. government agencies. The restrictionfor mail to this APO/FPO ZIP Code does not apply to firearms mailed fromthis APO/FPO ZIP Code, provided ATF and USPS regulations are met.Antique firearms are a separate category defined in DMM 601.11.2 and ATFregulations; they do not require an ATF form.

pictorial postmarks to commemorate local events cele-brated in communities throughout the nation. A list ofevents for which pictorial postmarks are authorized ap-pears below. If available, the sponsor of the pictorial post-mark appears in italics under the date. Also provided, asspace permits, are illustrations of those postmarks thatwere reproducible and available at press time.

People attending these local events may obtain thepostmark in person at the temporary Post Office� stationestablished there. Those who cannot attend the event,but who wish to obtain the postmark, may submit amail order request. Pictorial postmarks are available onlyfor the dates indicated, and requests must be postmarkedno later than 30 days following the requested pictorialpostmark date.

Political Campaign Mail Season Is Winding DownThe Postal Service� is responsible for providing informa-

tion to assist in the knowledgeable preparation and depositof political campaign mailings, as well as for the proper ac-ceptance, processing, delivery, and recording of these mail-ings. In addition to this article, see “POM Revision: PoliticalCampaign Mail Processing Procedures,” in Postal Bulletin22186 (8-3-06, pages 17–21).

The American electorate votes on numerous politicaloffices and issues each year. This year includes electionsfor one-third of the U.S. Senate and all members of theHouse of Representatives. In addition, there are also state,county, and local offices and referenda measures. The gen-eral election is Tuesday, November 7. This can be a hectictime for political candidates, campaign committees, andcommittees of political parties.

Mailings are created by individual candidates, their cam-paign organizations, and local, state, and national commit-tees of political parties. Campaign organizations planningto prepare their own mailings using volunteers need todetermine if their campaign workers and volunteers haverecent mail preparation experience. Local Post Offices�need to be ready to answer any questions and provideassistance.

Mailing Assistance

Committees of political parties, candidates, and the can-didates’ campaign organizations will be contacting PostOffice(s) where they hold mailing permits, or plan to applyfor a mailing permit, to obtain information on mail prepara-tion standards, procedures, and each Post Office’s hours(and days) of business mail acceptance. Verify the status ofmailing permits and nonprofit authorizations, if applicable,as well as information on eligible rates. Provide mailers withcurrent First-Class Mail� and Standard Mail� rates anddirect them to Postal Explorer� at http://pe.usps.com, andhave them click Ratefold (Notice 123).

When asked, Post Offices can review proper prepara-tion, makeup, and handling of mailings; explain the use,and associated costs, of ancillary service endorsements;and advise of any restrictions as to what may and may notbe mailed as Standard Mail and what may be mailed atNonprofit Standard Mail rates (see Nonprofit Standard MailEligibility and Rates, pages 55−56).

Mail Service Providers

Political campaign workers and staff may be unfamiliarwith current mailing standards and how the Postal Serviceprocesses and delivers the mail, resulting in unrealisticplans. Getting the assistance of a mailing professional(e.g., letter shop, presort bureau, etc.) before printing (andmaking commitments) may provide insights about pre-ferred mailpiece designs and characteristics, optimumaddressing and automation features, and ideal mailingschedules to enable timely delivery.

Letter shops and presort bureaus specialize in preparingmailings for customers. Some of these businesses can takecare of the entire mail preparation process, from printing toentering the mailings. These businesses can be found bydoing a Web search or by checking the local phone bookunder “letter shops,” “mailing services,” or “printing.” Mailservice providers assist with the following:

� Obtaining an address list.

� Designing and printing mailpieces.

� Sorting mailpieces.

� Possibly reducing postage.

� Entering mailings.

Additional Reminders for Political Mailers

Discount mailings are subject to specific volume, mark-ing, and preparation requirements and must be entered at abusiness mail entry unit of the Post Office where the permitis held and the annual mailing fee paid.

� Mailpieces paid with precanceled stamps must beara complete domestic return address.

� Postage statements can be obtained from the localPost Office, as well as online at http://pe.usps.com;click Business Forms.

� First-Class Mail that cannot be delivered asaddressed is forwardable and returnable, asappropriate. Standard Mail (including Nonprofit Stan-dard Mail) that cannot be delivered as addressed isdisposed of at the delivery office unless the mailpiecebears an appropriate ancillary service endorsement(e.g., “return service requested”). Explain theancillary service endorsement options available andtheir associated cost to mailers. Mailings bearing anancillary service endorsement must have a returnaddress located in the upper left corner of theaddress side of the mailpiece.

� Standard Mail may receive deferred handling, anddelivery time cannot be assured.

Political Campaign Mailings

Any material mailed at First-Class Mail or Standard Mailrates for political campaign purposes is classified as a

“political campaign mailing” if mailed by any of thefollowing:

� A registered political candidate.

� A campaign committee.

� A committee of a political party.

An individual or organization recognized as such by theappropriate government (national, state, local) electioncontrol authority is considered to be a registered politicalcandidate or party.

Using Tag 57 with Political Campaign Mailings

First-Class Mail and Standard Mail items entered by aregistered political candidate, campaign committee, orcommittee of a political party can be identified by using Tag57, Political Campaign Mailings, on the mailing containers.Use of Tag 57 with eligible campaign mailings is optional.

For mailings prepared in trays and strapped, mailers canaffix Tag 57 with a wire twist tie to the strap at the end of thetray that bears the tray label. If the Post Office permits lettertrays to be tendered without strapping, Tag 57 can beaffixed to the tray with a rubber band double-loopedthrough the handhold of the tray at the end that bears thetray label. For flat-size mailings (prepared in sacks), affixTag 57 to the strap or label holder — depending on the typeof sack used.

Mailings made by organizations other than those listedabove, promoting or endorsing political candidates, refer-endums, and so forth, are not classified as political cam-paign mailings, and may not use Tag 57.

Nonprofit Standard Mail Eligibility and Rates

Section 3626(e) of Title 39, U.S. Code, permits certainStandard Mail material to be mailed by a qualified politicalcommittee at Nonprofit Standard Mail rates. The followingpolitical committees may be authorized to mail at NonprofitStandard Mail rates:

� A national or state committee of a political party.

� The Democratic Congressional or Senatorial Cam-paign Committee.

� The National Republican Congressional or Senatori-al Committee.

A “national” (or “state”) committee is the organizationthat, by virtue of the bylaws of a political party, isresponsible for the day-to-day operations of the politicalparty at the national (or state) level.

Only the above named political parties and committees,which have received authorization from the Postal Servicefor the location where they enter mailings, may mail eligiblematerials at Nonprofit Standard Mail rates. Except for mail-ings deposited under plant-verified drop shipment (PVDS),a separate authorization is required at each Post Officewhere mailings are entered.

A qualifying political committee may mail election-related materials (e.g., candidate endorsements, sampleballots, etc.) at Nonprofit Standard Mail rates if the materi-als are exclusively that of the qualifying political committee.Qualified political committees may not make cooperativemailings at Nonprofit Standard Mail rates involving materialmailed on behalf of, or produced for, individual candidatesor political organizations that do not qualify. Such coopera-tive mailings must be paid at First-Class Mail or StandardMail rates.

The following are examples of political committee mail-ings that do not qualify for Nonprofit Standard Mail rates:

� Material identified as having been paid for by thecampaign committee of, or treasurer of, an individualcandidate.

� Flyers, brochures, or other printed material preparedor printed by a political candidate or his or her cam-paign organization.

Political organizations and committees other than thequalified political committees defined above are ineligible tomail at Nonprofit Standard Mail rates. Political party com-mittees organized at the county or local level are not eligi-ble to mail at Nonprofit Standard Mail rates. Theserestrictions, however, do not prohibit a state committee of apolitical party from endorsing and supporting local candi-

dates, as long as the campaign materials to be mailed atNonprofit Standard Mail rates are the state committee’sown and the committee pays the postage with no reim-bursement from the candidates or other committees sup-porting those candidates.

Identification

All mailings at Nonprofit Standard Mail rates must identi-fy the qualified political committee. The name and addressof the authorized qualified political committee must appeareither on the outside of the mailpiece or in a prominent loca-tion on the material being mailed. If the mailpiece bears anyname and return address, it must be that of the authorizedqualified political committee. For mailpieces paid with pre-canceled stamps, the name and address of the authorizedqualified political committee must appear as the returnaddress on the mailpiece.

ALL IRT AND DEBIT/CREDIT CARD OFFICES

Setting Clocks for Standard TimeManagers must ensure that before opening for business

on Monday, October 30, 2006, the clocks in all integratedretail terminals (IRTs) and debit/credit card terminals undertheir control are set back (in most locations) 1 hour to re-flect the change to Standard Time. Facilities with Saturdaynight operations should reset the time as soon as possibleafter the 2 A.M. start time, Sunday, October 29, 2006.

The correct system time in IRTs is critical since their in-ternal clocks are used to verify Express Mail� and GlobalExpress Guaranteed� acceptance times and service com-mitments. The IRT system time is also printed on customerreceipts and employee reports. It is very important that thedebit/credit card terminal clocks be set to the correct day,date, and time as this will help reduce the possibility of ac-cepting an expired debit/credit card.

Integrated Retail Terminals (IRTs)

On the UNISYS III Supervisor Disk, select menu item11, Set System Date and Time, from the Control menu, andperform the following steps:

1. Observe that the date appears.

2. Press the ENTER key to accept the current date. Thetime appears.

3. Press the CE key to clear the time.

4. Enter correct Standard Time in military format(Examples: 8 A.M. = 0800, 1:30 P.M. = 1330).

5. Press the ENTER key to save the corrected time.The Control menu appears.

6. Observe that the corrected time is displayed in theupper right-hand corner of the screen.

Tranz 380 Debit/Credit Card Terminals

For Tranz 380 debit/credit card terminals, follow thesesteps:

Mobile Data Collection Devices (MDCDs)

The Delivery Confirmation� handheld scanners will au-tomatically change to Standard Time. No manual changesare necessary.

Intelligent Mail Devices (IMDs)

The new handheld imager will automatically change toStandard Time. No manual changes are necessary.

IBM and NCR POS ONE Terminals

The IBM and NCR POS ONE terminals will automati-cally change to Standard Time. No manual changes arenecessary.

New Touch Tone Order Entry System Upgrade and Telephone NumberEffective September 29, 2006, there are new changes to

the touch tone order entry (TTOE) system. The new TTOEsystem will be consolidated with the St. Louis AccountingService Center Call Center and will use up-to-date univer-sal telecommunications standards and system fault toler-ance and will improve service and simplify support.
