1994 Year Type for Hand Stamp and Canceling MachinesPostal installations must submit requirements for 1994
year type for hand stamp and canceling machines to theirsupporting materiel distribution center (MDC) betweenOctober 1, 1993, and November 19, 1993. Use Form7380, MDC Supply Requisition, and write Year Typebelow the return address block on the envelope. MDCswill mail year type no later than December 13,1993.
Postmasters must check the model number on the ma-chine nameplate to requisition the proper year type forcanceling machines. Postal Service drawing 14-340, YearType for Hand Stamps and Canceling Machines, revisedMay 21, 1971, is in Publication 247, U.S. Materiel Man-agement Equipment and Supply Catalog, page 2-23, as aguide for ordering the correct type.
The requisition must indicate the year type, quantityneeded, and the facility's FEDSTRIP address code andfinance number. Staple a self-addressed penalty label tothe requisition. Do not request any other items on thisspecial requisition.
Indicate quantities required on the following:
1. Item 076E for Models, D, K, and G new style can-celing machines using 77, 225, and 218-A diehubs.
2. Item 0103HD2 for Model HD-2 canceling ma-chines.

National Consumers WeekThe United States Office of Consumer Affairs has se-
lected the week of October 24 through 30 for this year'sobservance of National Consumers Week. As in the past,the Postal Service supports this consumer educationeffort by encouraging all postmasters and facility manag-ers to sponsor activities that will educate customers aboutUSPS products and services, as well as Inspection Serv-ice efforts to protect consumers from perpetrators offraudulent schemes and other postal crimes.
This article replaces the National Consumers Week kitformerly sent to postmasters annually.
Postmasters and facility managers are urged to partici-pate in one of the customer service initiatives in thisPostal Bulletin during National Consumers Week. Docu-mentation regarding local observances (e.g., newspaperarticles, taped TV interviews, descriptions of events),should be provided to district consumer affairs and claimsmanagers by Friday, November 12. Consumer affairs andclaims managers will consolidate the feedback and for-ward information regarding particularly noteworthy ob-servances to Headquarters Consumer Affairs. A checklistof suggested initiatives is provided for ease of referral(see page 5).
Suggested Activities for Postmasters
• Hold an open house/postal fair during NCW. Pro-vide an information booth for local consumer affairs andclaims manager to give demonstrations on proper pack-aging and how to get the most from postal productsand services. Provide a booth for the local postal in-spectors to discuss the danger of mail promotions thatoffer items that are too good to be true. Consider infor-mation booths for: proper and complete addressing;automation; learn your ZIP + 4 code; and/or meet yourpostmaster. Host tours showing customers their mailslots or the latest postal machinery.
• Have a Customer Appreciation Day during NCWinviting the general public to meet their local postalcontacts who will tell them how they are there to helpthem and that they want to make working with thePostal Service easier. Display publications available forconsumer reference especially Publication 201, A Con-sumer's Directory of Postal Services and Products.Have representatives available to answer questionsabout products and services.
• Celebrate/announce something recently done toimprove local service during NCW and to enhance cus-tomer satisfaction. For example, promote extendedhours, expanded post office box section, an improvedfacility, or a new ramp for the physically impaired.
• Start a regular tour program during NCW—if theoffice does not already have one. Advertise the pro-gram to the media. In their presentation, have tour
guides discuss how customers can help the PostalService utilize full automation capabilities through com-plete addressing and correct mail preparation.
• Hold special training/education sessions on mailpreparation for mailers/customers in conjunction withNCW.
• Focus on an improvement or educational area—such as creating customer friendly information sheets inother languages to inform and deal more effectivelywith the diverse customer base; mail forwarding; or anawareness of how to handle unwanted mail.
• Be a guest on local TV and radio talk shows dis-cussing consumer protection/ satisfaction issues.
• Establish a Customer Advisory Council. Develop acommunity partnership to benefit the Postal Service andthe community. The district consumer affairs and claimsmanager will provide a handbook on how to get started.A good first project for the council could be to linkconsumer protection efforts with the Postal InspectionService and local law enforcement.
• Work with the local postal inspector and hold ajoint press conference. The postal inspector could dis-cuss the latest postal-related scams, and the postmas-ter can discuss proper addressing, packaging, mail tips,etc.
• Work with the local postal inspector to involvesenior citizens in combating fraud against the elderly.Postal inspectors can discuss prevalent schemes, howto detect spurious offers, etc. The local postal inspectorcan also send out news releases on consumer issuesand postal crimes.
• Open dialogue with other city, county, or state con-sumer affairs professionals. Share ideas, on consumerprotection and awareness issues.• Have local officials declare National Consumers
Week and prepare a promotion around the event Con-sider having the mayor sign a consumer bill of rights.(See sample proclamation on page 4.)
• An especially fitting activity for one event might bepresenting an award to the local TV or radio consumerreporter during NCW with an appreciation award fromthe post office. If the town has more than one con-sumer reporter, the office may want to honor them all.The award ceremony could be the centerpiece for afull-fledged event, with tables arranged to display con-sumer information and mailing aids. A block of 1982Consumer Education stamps on a plaque would be ap-propriate for the presentation. (A suggested format forthe plaque is on page 4.)
• Sponsor poster or essay contests.• Participate in a public seminar.• Host a consumer fair or prepare a library or lobby
display.

• Appoint a planning committee. Set a date for eachevent and work backward, leaving plenty of time forglitches.
• List the events.• Identify the audience for each event—households,
businesses, students, or special interest groups.• If the post office plans to team up with other con-
sumer groups, pick an event and contact the othergroups to share ideas. For names of consumer groupsin the area, contact the local Society of Consumer Af-fairs Professionals (SOCAP).
• As soon as the week is planned, issue a newsrelease outlining the events. Include pertinent facts:date, place, purpose, etc. Place posters in publicplaces.
• Pitch the event to news reporters, television/radioprogram producers, talk shows, etc.

We provide, at no cost toyou, free Express Mail envelopes, Express Mail flat enve-lopes, Express Mail tubes, and Express Mail boxes (tubesand boxes are at most major post offices). We also pro-vide free Priority Mail envelopes, Priority Mail boxes, andPriority Mail flat rate envelopes.
Imagine! Now you can purchase a gift, put it in an Ex-press Mail overnight box, send it the same day, and haveit arrive the next. This service is great if you tend to forgetspecial occasions until the last few days.

AIDS Awareness Postage StampSeveral marketing initiatives are developed to support
the issuance of the AIDS Awareness stamp on December1. They include: (1) local stamp ceremonies/events, (2) apictorial postmark, (3) waiver of licensing and royalty feesfor nonprofit organizations, and (4) a partnership with thesponsors of World AIDS Day—the American Associationfor World Health (AAWH).
As part of World AIDS Day, local organizations and/orcommunity groups will conduct local activities/events-re-lated HIV/AIDS awareness and educational programs. Inconjunction with the stamp issuance, these groups areencouraged to request the participation of local postalofficials in their activities/events. Postmasters can sup-port these local activities/events by conducting localstamp ceremonies/events as a part of the groups' plans.
For those post offices planning to conduct local stampceremonies/events, a standard pictorial cancellationexists. Area and district managers, customer service andsales and PCES postmasters will receive a reproduciblesample of the World AIDS Day cancellation in the mail.
Information about the types of postal programs andservices available to groups planning activities/events onWorld AIDS Day are released to organizers of World AIDSDay. A resource booklet distributed by AAWH and mailed
We also have Postal Answer Line (PAL) with 24-houraround the clock answers to postal questions. PAL liststhe hours of all the post offices in our area and providesinformation. Around special times, such as Christmas orincome tax night, PAL offers a list of post offices that areopen additional hours (in most major cities). USPS AIDS Awareness Postage Stamp
On December 1, 1993, in conjunction with World AIDSDay, the United States Postal Service will issue an AIDSAwareness postage stamp. Available in all post officesbeginning December 1, the AIDS Awareness stamp isissued to generate awareness for this worldwide concernand to serve as an educational vehicle. The AIDS Aware-ness stamp continues a long tradition of public service bythe Postal Service. Over the years, stamps have contrib-uted signficantly towards generating awareness, support,and understanding for social and health issues.
In conjunction with the issuance of the AIDS Aware-ness stamp on World AIDS Day, December 1, local orga-nizations or community groups may request the participa-tion of local postal officials to conduct stamp ceremoniesas part of the communities' planned activities/events. In-terested local groups may contact their local postmasterafter October 1 to arrange local stamp ceremonies in con-junction with special meetings, exhibitions, or seminars/

AIDS Awareness Postage Stamp—Continuedworkshops that take place in a community. Local stampceremonies are events that include a dedication of theAIDS Awareness stamp by the local postmaster or otherlocal officials. Also, they include the availability of tempo-rary postal units to sell the stamp and provide specialcancellations. Local organizations planning to conductspecial programs on World AIDS Day and interested insponsoring a local stamp ceremony should contact thepostmaster of the city where the event will take place atleast 8 weeks before the event.
In addition to generating awareness and providing edu-cational information on World AIDS Day, local organiza-tions may wish to utilize the AIDS Awareness stamp tosupport their planned fundraising activities. The stamppresents numerous opportunities for local groups to de-velop fundraising activities.
Opportunities for Associations/Organizations• Stamp Pins
Using the actual AIDS Awareness stamp, fundraisers mayproduce and sell laminated stamp pins. Organizationsmay purchase stamps and send them to a local manufac-turer for laminating and mounting after the stamps areissued on December 1.
However, for those organizations planning activities onWorld AIDS Day that would like to have stamp pins as partof their program, the Postal Service accepts orders forlaminated stamp pins featuring the AIDS Awarenessstamp. The pins are sold at cost, $42.90 per 100 pins($40.00 for the pins, $2.90 for shipping).
The Postal Service accepts stamp pin orders until No-vember 1, 1993, and only orders in lots of 100. To placean order, include the following information:
• Name and complete address• Telephone number• Name and address of the post office to ship the
pins• Amount of pins ordered (available only in lots of
100)• Check to cover the cost of the order ($42.90 per
100 pins) (Make check or money order payable to U.S.Postal Service.)
NOTE: The stamp pins will be shipped directly to thelocal postmaster that services the area and held there forpickup on the afternoon of November 30 or on the morn-ing of December 1, the first day the stamp goes on sale.

DOMESTIC MAILUnited States Navy: Change in Mailing Status
The United States Navy will convert all its mailing pro-cedures from penalty mail to prepaid postage effectiveOctober 1,1993. The Navy plans to discontinue all penal-ty mail and billing through the Official Mail AccountingSystem (OMAS) by close of business September 30,1993.
All Navy commands are advised of the new proceduresand will make every effort to complete the conversionprocess by October 1, 1993. Because this conversionprocess is highly decentralized, Navy activities may con-vert at different times. However, their instructions are tocomplete the conversion by October 1, 1993, or as soonas possible thereafter.
Because this is a major procedural change for the Navyand the Postal Service, all postal employees must under-stand the conversion process and provide the necessaryinformation and assistance to Navy activities within theirdelivery areas. Postmasters serving Navy activitiesshould consult with local Navy representatives to ensurethat their conversion plans meet Postal Service require-ments and to provide a contact for any advice or assist-ance required during the conversion process. Conversionguidelines for post offices follow, based on Navy plans foruse of commercial mailing procedures.
Penalty Mail Stamps/Envelopes/Postal CardsThe Navy will not purchase penalty mail stamps or pre-
printed penalty mail stamped envelopes or penalty postalcards after September 30, 1993. Stamp distribution of-fices will return unfilled any Navy orders (Agency Code043) received after that date. To permit Navy activities touse up their existing stocks of penalty mail stamps/enve-lopes/postal cards, however, the Postal Service willaccept indefinitely all Navy preprinted penalty mail enve-lopes, penalty postal cards or mail with penalty mailstamps affixed. It will even allow them to be commingledon the same mailing with prepaid postage stamps. Navyactivities using prepaid stamps or printed stamped enve-lopes will purchase them using the same payment optionsavailable to commercial mailers (check or cash).
Postage MetersThe Navy plans to convert its existing penalty postage
meters to commercial postage meters by October 1, or assoon as possible thereafter. To complete this conversion,each Navy activity using meters must submit Form 3601-A, License to Use Postage Meter, to its local post officefor assignment of a commercial meter license number.Because of the large number of meters involved, postoffices must accept the applications and issue the li-censes, even if the Navy activity does not yet have thecommercial meter in its possession. When the Navy activ-ity receives its commercial meter from the manufacturer,the activity will present it at the local post office for the
initial setting. The activity must pay for all settings on com-mercial meters by check or from an advance deposit trustaccount at the time of the setting.
Do not reset penalty postage meters for Navy activitiesafter the initial setting of a commercial postage meter.Also do not transfer balances from a penalty postagemeter to a commercial postage meter. The Navy instruct-ed all its activities to have their penalty postage meterlicenses canceled and penalty postage meters checkedout of service at the time the commercial postage meter ischecked into service. The Navy does not intend to use itspenalty meters until the postage is exhausted. Settingpost offices will complete Part B of Form 3634-G, Trans-ferring Postage to or Canceling Penalty Mail PostageMeters, and submit it through OMAS. OMAS will credit theNavy for all unused postage on these penalty postagemeters. Do not issue any refunds (including Treasurycheck and postal money orders) for any penalty mailtransactions.
Permit Imprint MailEffective October 1,1993, the Navy will cancel Penalty
Mail Permit G-9. Any Navy activity that wants to use apermit imprint must obtain a commercial mailing permit atthe post office where it deposits the mailings. The activitymust complete and submit Form 3601, Application to MailWithout Affixing Postage Stamps, and pay the samepermit fee as other commercial mailers. The activity mustpay all bulk and presort mailing fees before the first mail-ing as required by Domestic Mail Manual (DMM) P040. Allunits using permit mail must comply with the regulations inDMM P040 and with the regulations governing that par-ticular class of mail. Post offices will allow Navy activitiesto continue to use their existing stock of G-9 penaltypermit imprint envelopes and labels until October 1,1994,provided the activity obtains a commercial permit imprintand has money on deposit in an advance deposit accountto pay for the mailings at the time they are deposited.
Express MailEffective October 1, 1993, the Navy will no longer use
Agency Code 043. All Express Mail items presented byNavy activities must have prepaid postage affixed (theNavy may use penalty mail stamps until it exhausts exist-ing stocks) or be paid through an Express Mail corporateaccount. Any Navy activity that wants to establish an Ex-press Mail corporate account must complete Form 5639,Express Mail Corporate Account Application, and main-tain sufficient funds in an advance deposit account.
Business Reply MailEffective October 1, the Navy will cancel its business
reply mail (BRM) permit number 12503. Any Navy activitywishing to receive BRM must complete and submit Form3614-A, Application for a BRM Permit, to its local post

Once it estab-lishes a commercial BRM account, employees shouldcharge any articles bearing BRM permit number 12503 tothe commercial account. When individual activitieschoose their payment options (BRM account or pay ondelivery), post offices should explain the differences inprocedures and surcharges as well as the business replymail accounting system (BRMAS).
Post offices will allow Navy activities to continue to useexisting stock of BRM permit 12503 cards, envelopes, orlabels until October 1,1994, provided the activity appliedfor and obtained a commercial BRM permit, established aBRM account, or elected to pay for the BRMs upon deliv-ery.
Merchandise Return ServiceEffective October 1, 1993, the Navy will cancel Mer-
chandise Return Service (MRS) permit number 905. AnyNavy activity wishing to use MRS must complete Form3625, Merchandise Return Permit Application, and submitit and the appropriate fee to the post office to receive thereturned merchandise. All Navy activities using MRS mustcomply with the regulations in DMM S943. Once a com-mercial MRS account is established, employees shouldcharge any articles bearing MRS permit 905 to the com-mercial account.
Second-Class PublicationsNo later than October 1, 1993, postage must be fully
prepaid on all Navy second-class publications. Navy ac-tivities need not reapply for second-class authorization forpublications already approved. They must, however, senda letter to the postmaster of the post office where theoriginal second-class mailing privilege was authorized re-questing the second-class publication be converted fromthe penalty mail system to a commercial account. ThePostal Service charges no fees for making this conver-sion. When a Navy activity converts to commercial statusand presents a publication for mailing, it may no longeruse the penalty mail format.
Postage DueThe Navy established a general policy to accept post-
age due only from other government agencies whose mail
is not habitually shortpaid. It will refuse shortpaid mailfrom private individuals. Postmasters should contact theirlocal Navy activities to determine how they will handleshortpaid articles and any Forms 3547, Notice to Mail ofCorrection in Address, or Forms 3579, Undeliverable 2nd,3rd, 4th Class Matter.
EXCEPTION: When Navy units engage in hostile oper-ations, regulations specified in the DMM supersede thisdirection. The DMM permits recipients of a postage-duearticles from units engaged in hostile operations to pay forthe item with regular postage stamps and/or meter stripsin addition to the other authorized payment methods.
Payment for ServicesPost offices must ensure that each Navy activity con-
verted to prepaid postage pays for all service by cash,check, or advance deposit account. Navy representativesindicate that they will rely primarily on advance depositaccounts to pay for their postal service, except for stampsor other retail products, for which they will normally pay byseparate check. The account identifier codes (AIC) thatapply to Navy transactions are: AIC 051, Second-ClassAdvance Deposits; AIC 052, Permit Imprint Advance De-posits; AIC 068, Business Reply Mail Advance Deposits;and AIC 074, Customer Meter Advance Deposits.
Each Navy activity will normally present one check atits serving post office to establish or supplement its vari-ous trust accounts. The presenting Navy official mustspecify exactly how much to place in each account. Theaccepting USPS employee must request exact depositinformation from the Navy official.
The Postal Service discourages transfers between ad-vance deposit accounts and makes them only upon writ-ten request of the depositing Navy activity. Postal manag-ers must advise Navy personnel of the need to maintainadequate funds in each advance deposit account.
Conversion of a government organization as large asthe Navy to commercial mailing status is a complex un-dertaking. All employees must make every effort to pro-vide as much assistance as possible during this process.

Postage Stamp ConversionsEffective immediately, Domestic Mail Manual (DMM)
P014.1.7 is revised to maximize local control and expediterequests for converting postage stamps into meteredpostage or permit imprint advance deposit accounts.These revised standards for stamp conversion allow re-quests to go directly to the district level instead of PostalService Headquarters. In addition, the conversion fee
charged to customers is reduced to reflect the costs as-sociated with the conversion.
District managers of Customer Service and Sales andinspectors in charge are responsible for evaluating stampconversion requests. These officials have binding approv-al and denial authority (cosigning) approvals and denialswhen issued) under DMM P014.1.7. When disagreements

a. Only full panes of stamps (or coils of stamps in theoriginal sealed wrappers) are accepted for conversion.Accepted postage stamps include commemorativestamps issued no earlier than 1 year before the requestedconversion date or regular stamp issues not officially with-drawn from sale.
b. Requests for stamp conversions must be in writing tothe district manager of Customer Service and Sales of thedistrict where the customer's post office is located. Thedistrict manager forwards a copy of the request to thepostal inspector in charge of the division where the cus-tomer's post office is located. The customer's letter mustinclude:
1. Name, denomination, quantity, and value of postagestamps for which conversion is requested.
2. Name of the post office where the stamps werebought.
3. Evidence of purchase of the stamps.
c. The amount of postage applied to a meter-setting orpermit imprint advance deposit account through conver-sion is the full face value of the stamps submitted minus aconversion charge of 5% of the face value of the stampsor $75, whichever is greater.
d. The district manager of Customer Service and Salesand the inspector in charge review the request. Theseofficials may ask the mailer to submit additional records tosupport the information in the request. Both officials mustapprove or deny the request. If the conversion is ap-proved, the postmaster is advised of the procedures foraccepting the postage stamps and making the requiredaccounting entries. Credit for the value of the convertedpostage is to be used at the post office where the samecustomer's meter is set or deposit account for permit im-print mail is maintained. If the district manager and in-spectc r in charge disagree about the approval or denial ofthe request, they must contact the Business Mail Accept-ance manager at USPS Headquarters, who issues thefinal determination. If a request is denied, a letter of denialand the purchased postage stamps submitted for conver-sion are sent to the requester.
e. No part of any amount applied to a meter-setting oradvance deposit account from the conversion is later re-fundable in cash or by any other means.

222.232 Known Mailer. A known mailer is any holderof an Express Mail Corporate Account (EMCA) or a feder-al government agency account, or any customer whomails items regularly and is known to the acceptanceclerk. Shipping, transfer, business, commercial, or otherorganizations may adapt Form 3801 to identify their em-ployees presenting Express Mail Same Day Airport itemsat an AMF.
222.233 Unknown Mailer. A mailer who is not knownunder 222.232 is classified as unknown. An unknownmailer must sign the From portion of the Label 11 andprovide a photo identification. The signature on the identi-fication must match the signature on the Label 11. Thesource of the identification must be written on the Label11. An Express Mail Same Day Airport item is not to beaccepted from an unknown mailer who does not providephoto identification or whose signature does not matchthat on the identification.

Flat Mail Barcoding—85-Percent QualificationOn April 1, 1993, the Postal Service amended the Do-
mestic Mail Manual (DMM) to temporarily lower the mini-mum percentage of qualifying mailpieces in a barcodedflat-size mailing from 85 to 80 percent, to provide mailersan opportunity to make improvements in their addresslists or to their production processes. This temporary re-laxation expires October 1,1993.
Since April, flats customers have taken steps to im-prove their address accuracy and production processes.Despite these efforts, some are still not able to qualifybarcoded flats mailings at the 85 percent level. Therefore,the Postal Service will grant customers who have madegood faith efforts to increase barcoded levels an exten-sion of the 80 percent barcode minimum for up to 6months, if they meet the following criteria:
1. Customers must be ongoing participants in the Ad-dress Element Correction program and must havesubmitted their initial lists for processing to the Na-tional Customer Support Center no later than Sep-tember 30. The Address Element Correction pro-gram provides diagnostic information and limited ad-dress corrections for addresses that cannot be suc-cessfully matched by Coding Accuracy Support
System (CASS) certified address matching soft-ware. Mailers desiring more information about thisprogram may contact the National Customer Sup-port Center at 1 -800-238-3150.
2. Customers must be taking additional ongoing stepsto improve address quality. Examples include: usingAddress List Correction Service (DMM A910.3), im-plementing procedures to capture correct addressinformation prior to input into addressing databases, implementing procedures to contact custom-ers whose addresses are unmatched, or using thedelivery type file to identify the correct addresswhere dual addresses exist.
Submit written extension requests to the appropriaterates and classification service center (RCSC) where ex-tensions of the 80 percent barcode minimum may be ap-proved for up to 6 months.
Unless an extension is received from the appropriateRCSC, flat barcoded mailings entered after October 1,1993, must meet the 85 percent ZIP + 4 or delivery pointbarcode qualifying standard to be eligible for barcodedrates.—Customer Service and Sales, 9-16-93

cial cancellation die hubs listed below may use them forthe periods designated. At the end of the period, theyshould withdraw the die hubs from use and store them.Postmasters and plant managers who do not have thesespecial die hubs may not request them without applicationby the sponsors.

Revised Post Office to Addressee ExpressA revised Label 11B, Post Office to Addressee Express
Mail Label, will be implemented Monday, September 27,1993. The revised Label 11B, dated May 1993, (seebelow) is available at both the Topeka and SomervilleMateriel Distribution Centers (MDCs). An automatic distri-bution to all post offices, stations, and branches will bemade during the week of September 20 for initial localinventory.
Upon receipt, submit an order for only Label 11B onForm 7380, MDC Supply Requisition, to the MDC to coverthe retail unit's additional needs. Offices will receiveorders for the new label by priority mail to facilitate earlieruse. This new label, like all Express and Priority Mailsupply items, is a no cost item to all post offices, stationsand branches, and other field installations. Destroy all oldLabels 11B once an ample supply of the new label is ininventory. Complete stocking the inventory by the end ofAccounting Period (AP) 1 Fiscal Year (FY) 1994. There-fore, local inventories must be destroyed by the end of AP2, FY1993.
Origin Area (Postal Use Only)1. International Shipments Only. This green section re-
minds clerks and customers that many internationalshipments require customs declarations. It does notreplace any customs declarations.
2. No Delivery—Weekend or Holiday. The customermay now request no weekend or no holiday delivery
Mail Labelwhen appropriate. For domestic Express Mail tononmilitary ZIP Codes, the integrated retail terminal(IRT) offers clerks these options: (1) normal deliv-ery, (2) no weekend delivery, (3) no holiday delivery,(4) no weekend and no holiday delivery.
The clerk must enter one of these selections, and theselection may affect the final service commitment in theElectronic Marketing Reporting System (EMRS). Foritems mailed with old Express Mail labels, the clerk mustenter (1) on the IRT for normal delivery.
If the customer chooses an option other than normaldelivery, the clerk must request the customer to mark thecorresponding block in the shaded orange box under thecustomer use only section of the label and obtain thecustomer's signature.
For items mailed early in the week with no holiday, theclerk should assume normal delivery rather than offeringthe customer the other options, since holiday and week-end delivery is not involved.
No holiday and no weekend delivery are options onlyon domestic Express Mail to nonmilitary ZIP Codes. Formail to international destinations and APO/FPO destina-tions, normal delivery is provided, and the IRT will notdisplay the list of options.
3. Flat Rate Envelope. If the customer is using an Ex-press Mail flat rate envelope, the clerk should checkthe box on the top line near the center of the label.

Delivery (Postal Use Only)1. Delivery Attempts. Delivery personnel now have two
delivery attempt areas instead of the one on theprevious label.
2. Name—Please Print. Delivery personnel should re-quest the addressee or agent to print his or hername in the block provided after they sign. This in-formation is sometimes needed to respond to mail-ers' inquiries. If the customer refuses to print his orher name, the delivery person should complete thedelivery nonetheless.
3. Important—Delivery Options Noted in Customer UseOnly Area. Accountable clerks and delivery person-nel must check the Customer Use Only orange-shaded area that contains Waiver of Signature andNo Delivery—Weekend or Holiday options to seewhether any of the blocks are marked and whetherthe customer signature area is completed. If any ofthe blocks are marked but the customer does notcomplete the signature area, normal delivery of thepiece is required.
CAUTION: Presence of a signature in this section of theform does not mean a delivery signature is waived, unlessthe Waiver of Signature block is also marked. The signa-ture may instead be authorizing no delivery attempt forweekend, holiday, or both.
Customer Use Only1. Method of Payment. Separate lines for Express Mail
Corporate Account Number and the Federal AgencyCode are provided.
2. Waiver of Signature and No Delivery, Weekend orHoliday. Each of these options requires the custom-er's signature. Delivery personnel must rely on thecustomer's signature in this area to support the op-tions requested and clerk carefully to determinewhich blocks, if any, are marked. If the signaturearea is not completed, normal delivery is required.
NOTE: Continue to accept items presented for mailingwith older versions of the Express Mail Post Office toAddressee Label. Both IRTs and EMRS recognize the oldstyle label ID numbers. However, make every effort to re-move the old labels from local and customers' invento-ries.

Pictorial CancellationsAs a community service, the Postal Service offers picto-
rial cancellations to commemorate local events celebrat-ed in communities throughout the nation. A list of upcom-ing events for which pictorial cancellations are authorizedappears below. If available, the sponsor of the pictorialcancellation appears in italics under the date. Also provid-ed, as space permits, are illustrations of those cancella-tions that were reproducible and available at press time.
People attending these local events may obtain thecancellation in person at the temporary post office stationestablished there. Those who cannot attend the event,but who wish to obtain the cancellation, may submit a mailorder request. Pictorial cancellations are available only forthe dates indicated and requests must be postmarked nolater than 30 days following the requested pictorial can-cellation date.
All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail post-age (29 cents per envelope or 19 cents per postcard).
Items submitted for cancellation may not include postageissued after the date of the requested cancellation. Suchitems will be returned unserviced.
Customers wishing to obtain a cancellation should affixstamps to any envelope or postcard of choice, addressthe envelope or postcard to one's self or others, insert acard of postcard thickness in envelopes for sturdinessand tuck in the flap. Place the envelope or postcard in alarger envelope and address it to: PICTORIAL CANCEL-LATIONS, followed by the NAME OF THE STATION, AD-DRESS, CITY, STATE, ZIP + 4 CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).
After applying the pictorial cancellation, the PostalService returns the envelope or postcard through themail. Customers who want their serviced item returnedunder protected cover should include a larger, stamped,self-addressed envelope.

Country Music Commemorative Stamps
The Postal Service celebrates country music, withthe issuance of a sheetlet of 20 and a $5.80 bookletof 20 29-cent stamps on September 25 in Nashville,Tennessee.
Designed by Richard Waldrep of Baltimore, Maryland,the four stamps feature legendary performers of countrymusic—Patsy Cline, the Carter Family, Hank Williams,and Bob Wills.
The Country Music stamps are a part of the PostalService's Legends of American Music stamp series, whichbegan earlier this year with the issuance of the Elvisstamp. Other stamps featured this year in the new seriesinclude, Hank Williams, Rock and Roll/Rhythm and Blues,and the Broadway Musicals stamps.
The Legends of American Music series will run forseveral years, featuring performers of jazz, blues, andpopular music.
How to Order First Day of Issue Postmark
Customers have 30 days to obtain the first day of issuepostmark by mail. They may purchase the new stamps (Item4482) at the local post office, affix the stamps to envelopesof choice, address the envelopes (to one's self or others),insert a card of postcard thickness, tuck in the flap, and placethe envelopes in a larger envelope addressed to:

The new delivery Form 5626 (shown below) is for useon all inbound Express Mail International Service (EMS)items. Exchange offices currently receiving inbound EMSshould have an initial supply of Form 5626 on hand beforereceiving instructions to use it between October 1 and 31,1993. This form replaces Express Mail Label 11-F, PostOffice to Addressee, as the inbound EMS delivery receipt.
Form 5626 was designed specifically to: (1) identify in-coming EMS items as Express Mail for field personnel; (2)assist delivery personnel in obtaining the required deliveryinformation; and (3) provide the necessary information fordata entry personnel. The new label will be phased in atexchange offices so these offices will continue to overla-bel with Label 11-F until they receive instructions to use

Inbound Delivery LabelForm 5626. Delivery personnel should continue existingprocedures for handling inbound EMS items overlabeledwith Label 11-F.
NOTE: Do not use the new Label 11-B, dated May1993, for this purpose.
Treat the inbound item according to delivery proce-dures for domestic Express Mail except as noted, specifi-cally:
1. The accountable clerk or other designated employ-ee must enter the delivery ZIP Code in the deliveryZIP Code block. The delivery employee obtains thesignature of the addressee or addressee's agentand fills in the date and time of delivery (and at-tempted delivery, if appropriate). The delivery em-ployee must sign in the employee signature block atthe time of delivery or attempted delivery.
2. The delivery employee leaves the addressee copyof Form 5626 and the foreign label on the item. Thedelivery employee returns the delivery office copy tothe delivery unit, the label is scanned into CTT andsent to the designated Express Mail office for filingand recordkeeping.
Do not use the Available at Pickup Point and Availablefor Delivery blocks on the label. These blocks will be re-moved in the next printing.
