The role will enable compliance with all of the legal and regulatory obligations of RAQ, and ensure that RAQ maintains accreditation relating to the Human Services Quality Framework and ISO 9001:2015. Initially there will be an emphasis on embedding these frameworks within RAQ, to ensure development of a culture that regularly considers and responds to risk and compliance, and regards these concepts as integral to our business model. Key Responsibilities Risk and Compliance Provide effective advice and guidance on compliance and risk management issues to the Executive Team and reporting managers throughout RAQ. Provide support to the Chief Executive Officer and the Executive Team regarding the regular review and update of the RAQ Risk Register. Be responsible for the development, administration and maintenance of the RAQ’s risk management systems and their integration as an effective tool in the RAQ’s overarching risk management policy. Undertake risk assessment and accident, injury and incident investigations and identify contributing factors to define preventable actions to avoid a recurrence and make recommendations to improve learning, risk identification and early intervention. Assist in the devising of business continuity management plans. Ensure venue risk registers, assessments, and other associated risk records are maintained. Support the General Manager – Corporate Services in providing regular reports to the Board, Quality and Performance Committee and Quality Management Meeting on risk management issues. Develop mechanisms for integrating quality and risk concepts across the organisation. In consultation with the Learning and Development Team, regularly review risk management education provided to employees. Continuous Improvement and Business Process Management Champion a continuous improvement agenda across RAQ. Assist the Quality Coordinator in the implementation and monitor of the continuous improvement functionality, including the integration of feedback provided from external and internal sources.

Key Responsibilities

Risk and Compliance

Provide effective advice and guidance on compliance and risk management issues to the Executive Team and reporting managers throughout RAQ.

Continuous Improvement and Business Process Management cont’d

In consultation with Process Owners, Sub-Process Managers and subject matter experts, carry out business process analysis, ensuring organisational processes are documented within process maps, and are readily available to applicable internal parties.

Workplace Health and Safety

Ensure Work Health and Safety policies and procedures are current and meet or exceed legislative requirements.

Collect and present data relating to identified incidents and hazards, and workplace injury/illness for presentation and regular reporting to the Board, Quality and Performance Committee and Quality Management Meeting.

Complete mandatory reporting to Workplace Health and Safety Queensland when required.

Ensure the organisation meets all WH&S legislative requirements, including by consultation with the Property Team regarding building requirements.

Oversee the completion of workplace health and safety audits, as carried out by the Quality Coordinator, within the venue audit process.

Follow up on WH&S issues with management and WH&S Representatives.

Ensure the allocation of Workplace Health and Safety Representatives to venues, providing relevant training to Representatives, and monitor the Representatives completion of responsibilities as per the requirements contained in the RAQ industrial agreement.

Ensure the allocation of qualified First Aid Officers within venues, and monitor the Officers completion of responsibilities as per the contained in the RAQ industrial agreement.

Document Management Manage the Document Management System, including seeking improvements to the system, and monitoring of approval and publication processes.

Contribute to and coordinate the development and review of policies and procedures, ensuring documentation on the DMS is current and meets accreditation and legislative requirements.

Liaise with Process Owners to ensure they understand what documents they own and when review of these documents are required.

Promote and educate on good document management practices i.e. Document creation, approval, publishing, review, archive, disposal, storage and recall.

In conjunction with the Information Communications Technology (ICT) Team organise and enforce records management practices, to safeguard data, prevent data breaches and ensure data integrity.

Auditing

Provide support to the Quality Coordinator, and when required, lead internal auditing practices, to ensure statutory obligations and accreditation requirements are met.

Prepare reports for the Quality Management Meeting to allow for an analysis and identification of compliance issues.

Support the Quality Coordinator to ensure preparation and compliance for second party and third party audits.

Provide support to the General Manager – Corporate Services and Process Owners regarding preparation for maintaining the Human Services Quality Framework (HSQF) and ISO Accreditation.

Assist with the coordination of accreditation processes.

About You To be successful in this position you will have:

Required Highly Desired

Qualifications Undergraduate qualifications in business administration or equivalent.

Certificate IV in Work Health and Safety.

Experience Previous experience in the areas of risk management, compliance and Workplace Health and Safety.

Previous leadership role in the carrying out of audit functionality and continuous improvement initiatives.

Previous experience in providing managerial support to direct reports.

Knowledge

A strong understanding of the Australian Risk Management

An understanding of the Human Services Quality Framework.
