APPROACHES: Leixoes:By day: Vessels coming from the North should take due heed of theOrca Rock situated 130 m. beyond the Northern Quay on the parallel41� 10' 37" N. and should pass to the South of the breakwater light.By night: Vessels approaching the port should be guided by the lightsof the breakwater and then by the lights of the lighthouse, positioned atthe heads of the North and South Moles of the Port, placing the Lecalighthouse in the middle of them.Entrance Channel: The width of the port entrance between the headsof the breakwaters is 220 m.; in the foreport the channel widens to500 m., from the entrance for 240 m. and is reduced again towards theentrance of Dock No. 1 to 113 m. By dredging, the depths are maintainedat 10 m. The width of the entrance to Dock No. 2 is 58 m.PILOTAGE: Pilotage is compulsory for entry and leaving, with theexception of coastal vessels and national flag craft up to 500 g.t., coastaland local fishing vessels and pleasure craft. Available day and night inLeixoes, but in Oporto only between sunrise and sunset, and thendependent upon sea conditions. Vessels must communicate their ETAa minimum of 12 hours prior to arrival and confirm again 4 hours inadvance. Departures must be communicated 2 hours ahead between0800 hrs. and 1930 hrs. ANCHORAGES: Douro River:Outside the Port: Vessels may await entry, anchoring to the North of

the alignment of the bar entrance lights of the Douro River in an areadefined by the Leca alignment beacons, and the N.E. side of the Leixoesbreakwater. In this area, the depths vary between 16 m. and 21 m.

The anchorage is not safe in certain weather conditions.Leixoes:

Outside the Port: Vessels can await entry, anchoring outside a radiusof half a mile from the head of the breakwater to the West, and with anEastern limit as the Leca alignment beacons.

Anchorage is not safe during bad weather.Inside the port: Vessels can anchor in the foreport for loading and/or

unloading.RESTRICTIONS: Douro: Subject tide and bar conditions.The main alignments of the bar, are as follows:

1. Tres Orelhas (a pillar with 3 battlements on the upper part, locatedat Sobreiras) or Marca Nova do Mato, on the Anjo (an archwayon the Tower of S. Miguel da Cantareira).

2. Tres Orelhas by Marca Nova da Cantareira (light on iron column).Marking of navigation channel – The channel is defined by 8 buoys.Also see ‘‘Pilotage’’.

MAX. SIZE: Douro River: Permitted draft on entering the port, variablewith the state at the bar is from 18 ft. to 19 ft. (MHWS) and 16 ft. to 17 ft.(MHWN).

The height of the tide of the port is: Average during Spring tides 2.30 m;average during Neap tides 1.80 m.

At times and particularly during the months of January, February andDecember, normal movement of vessels is affected by the rough seawhich in conjunction with the river current causes frequent variation, bothin the width and in the depth of the access channel, and necessitatesannual dredging in order to guarantee conditions of navigability.Leixoes: Cargo Vessels: Max. depth 11.0 m. at Chart Datum.Tankers: Max. depth 14.0 m. at Chart Datum.

Depth 13.5 m.Can receive vessels up to 30,000 d.w.t. Loading 2,000 t.p.h.(4�500 t.p.h.).

The Palenca Terminal for oleaginous cargo (soya oil), etc., operatedby Tagol, has a storage capacity for 100,000 tons of seed and includesa factory for edible oil with silos of 20,000 cu.m. capacity.

A cement storage terminal operated by Secil is available at Poco doBispo, and, at Alhandra, another cement terminal is operated by Cimpor.At Barreiro, iron ore is discharged for the steelworks at Seixal.CONTAINER HANDLING FACILITIES: Container and Ro/Ro Facilities:The Santa Apolonia Container Terminal, which is operated directly bythe Port of Lisbon Authority has 870 m. of quay length, 8.0 m. depthalongside, 8 ha. of storage and is equipped with three Mague 35 toncapacity container gantries. There are 7 Paceco 35 ton capacityrubber-tyred transtainers, 9 forklift trucks (12 tons – 40 tons capacity)and 37 tractors and trailer units. The Alcantara-Sul Container Terminal, operated by Liscont,concessionnaire with German participation (of Eurokai, containeroperator in the Port of Hamburg) counts with 630 m. of quay length,10 m. to 13 m. depth alongside and 10 ha. of storage. This Terminal isequipped with 2�45/68 ton gantry cranes.

Fuel Oil Facilities: The Port of Lisbon fuel oil installations belong toprivate companies and are concentrated along both banks of the Tagusat the following points:

Report: Cautionary Advice: The entrance to the River Tagus (Rio Tejo)is fully exposed to the Atlantic Ocean, especially from the S.W., andheavy, breaking seas are experienced at the Bar during and afterWestern semi-circle gales. The worst conditions arise duringSouthwesterly gales on an ebb tide. During a maximum of 30 days peryear Pilots cannot board in the normal boarding area. The channelthrough the Barra Grande, the normal entrance for larger ships, is poorlydefined. The 047� leading lights Esteiro and Gibalta have little sensitivityat the Outer Reaches of the channel and can be obscured by poorvisibility and Pilots usually use radar to identify ship’s position. Day marksusing a beacon on Mama Sul in line with beacons at Caxias and at BoaViagem delineate the Northern and Southern extremities of the channelonly after crossing the Bar where the dredged width is only 200 m. wideand unmarked. The flood tide sets on to Forte Bugio and Cachopo doSul, the ebb tide sets on the Cachopo do Norte. When approaching thePilot Station at Cascais from the South and when proceeding from thePilot Station to the entrance channel care must be taken not to be seton to Cabeca do Pato.

The channel is dredged to 18.8 m. chart datum.Fishing boats operate in the Outer Reaches and to seawards of the

channel in fine weather, sometimes without lights at night.Pilotage: Pilots board from shore based pilot boats. A good lee isrequired. Pilot hoists are acceptable, but if no hoists are available onships over 9 m. from sea level to the embark/disembark point, acombination of the pilot ladder and accommodation ladder is required.

Attention must be paid to pilot ladders which must be in accordancewith the SOLAS regulation (17th rule).

If the weather is bad for boarding in Cascais area, the pilot boat, ora tug with a pilot, will sometimes lead a ship through the South Channeluntil S.Juliao Lighthouse, where the pilot will board the ship. Helicoptermay also be used for the operation.Traffic Control: Port Regulations lay down certain traffic priorities andother controls that are exercised by the Pilots.Anchorages: The main anchorage inside the port is at the confluenceof the Samora Channel with the various channels S.E. of Lisbon, alsoon the South side, West of the bridge that crosses the River Tejo.

The anchorages which are numbered are shown on the I.H. ChartsNo. 46/INT1876 and 47/INT1877.

All these anchorages are good and sheltered.Cautionary Advice: There is some silting in the river, therefore Masters

must ensure that the ship’s draft is no more than that advised. This siltingtakes place in all the berths and piers of the North bank of the river, andalso at the Trafaria Terminal (Esso) and in the channels, piers andterminals of Siderurgia, Quimigal, Tanquipor, Rosairinho and Seixalinho.

Swell is sometimes felt at Esso Terminal (Trafaria), Silopor (Trafaria)and also at Liscont Container Terminal.

The water density changes from 1025 at the anchorages up to 1023at Cabo Ruivo, and to 1002 at Alhandra and Cement Terminals.

As at all riverside berths in Lisbon, the current is strong, particularlyon the ebb tide, and special attention must be paid during the rainyseason.BALLAST: There are no facilities for receipt of dirty ballast water, exceptat the tanker cleaning station. It is strictly prohibited to discharge pollutedballast water into the river. Vessels causing any kind of pollution aresubject to heavy fines.DENSITY: 1025.FRESH WATER: Usually supplied by barge unless vessel lyingalongside a pier where water provided.FUEL: Shell, Esso, Petrogal. These companies can supply through theirown barges or alongside their private bunkering stations on pier.CONSULS: Most countries are represented in Lisbon.REPAIRS: There are several repair workshops. The biggest is LisnaveShipyard with several docks, one for vessels up to 300,000 tons and anew dock where vessels up to 1,000,000 tons can be repaired.REPATRIATION: No difficulties for crew changes or repatriation.AIRPORT: Within the Lisbon area. Similar cards, but white, are required for passengers in transit.GARBAGE DISPOSAL: The Port of Lisbon Authority provides a dailyservice for the collection of solid waste along the quays and in the docks,using metal containers with a capacity of 1,100 litres, together withplasticsacks attached to appropriate receptacles. Reservoirs are available at the Belem and Bom Sucesso PleasureDocks for the collection of used engine oil.Oil and Bilge Water: The removal, transportation and treatment of slops,sludge, bilge water and contaminated bunkers is carried out by Auto-Vila(Tel: 7576666).

SHIPMASTER’S REPORT: May 1991 (Updated 1998).Anchorage: The anchorage is said to be unsafe and have a sandybottom. We anchored stemming the ebb tide, using one tug made faston a line forward, and a second tug standing by.

Pilot advised that a second anchor must be ready for immediatedropping, full bridge watch required and engines on short notice. Pilotstation keeps permanent watch on VHF Channel 14.

Vessel is not allowed to immobilise engine for maintenance. The agentconfirmed that ships do frequently drag, particularly in Winter withfreshets or strong gales. On occasions tugs have to be kept fast to theship at all times when at anchor in bad weather conditions.Communications: Port Control and agents monitor VHF Channel 12, andshift to a duplex channel for working. However, out of office hours thereis only a skeleton staff and calls are often not answered as the staff areattending vessels.

The watchman’s office has a telephone with a meter and, when nototherwise engaged, will arrange telephone calls (accepts cash).Officials: Vessel was cleared by an inspection party consisting of theAgent, Customs and Immigration on dropping anchor (0100 hrs.).A Customs officer stays on board throughout the discharge but did notask for a cabin.Berthing: Tagol Silo Berth: This is the first berth downstream from thebridge on the South bank and handles mainly animal feedstuffs. This219 m. vessel berthed starboard side to the line of dolphins, some180 m./190 m. long, using the port anchor with 4 shackles in the water.A total of 4 tugs were employed. The pilot required 5 headlines to shore,2 breastlines and 2 forward springs to the dolphins and 4 long sternlines,2 long breastlines to the shore and 2 after springs to the dolphins (a totalof 17 lines). However when the ebb tide developed it was seen that onlyone after backspring was holding the vessel and so 2 forward springswere sent out from the main deck plus an extra backspring aft to makea total of 20 mooring lines. The ebb tide sets off the berth and lines hadto be tended frequently to keep the ship alongside the dolphins.

Access to the ship is by shore gangway from a tower and then overa bridge to the shore. The berth has a pneumatic suction pipe at eachend and a central chain and pneumatic suction unit in the middle.All are mobile and move along the line of the dolphins.

Non-portable stores have to be lifted onboard by the stevedores attheir convenience, a cage is provided.

Water is not available and a water barge had to be employed.It was not possible to discharge oil sludge due to the distance offshore.Stevedore working hours are 24 hours, 7 days a week.Two tugs were employed on sailing in light draft.It was said that only 2 sets of scales were fitted to the equipment.

Stores: All stores, provisions, lub oil, etc. seemed to be delivered after1700 hrs.Repairs: Port State Inspection: Vessel carried out engine maintenancealongside and was inspected by a representative of the Harbour Masterto ensure that all work was completed under Port State Regulations.

Departures and movement in the River: Between 0800 hrs. and1800 hrs. on weekdays and 0800 hrs. and 1300 hrs. on Saturdays,Sundays and holidays to communicate by telephone or on VHF with the‘‘Estacao de Pilotos de Setubal’’ at least one hour beforehand, givingthe name of the ship, the time and place where the Pilot is required andthe service needed.

Only in cases of emergency will requests be accepted outside thesehours.

To effect requests for Pilots, the Pilots use the following means ofcommunication:

VHF — Listening permanently on Channel 14 being able to reply onany of the following Channels as requested: 11, 12 and 16.

MF — Listening in permanently on 2182 kHz, replying on 2132 kHz,their working frequency. Once contact has been established ships mustchange to this frequency. Communications can be made in SSB or AMaccording to the equipment of the ship.

Loading and discharging operations can be commenced only after theMaster or his Deputy fills out and signs the Safety Check List.1. The loading or discharging of static accumulator products such as:

Gas oil, Kerosene, Jet fuel, Naphtha, Gasoline, etc., shouldcommence in accordance with the following scheme (a cargo planof the ship should be produced to the Safety Inspector who, togetherwith the Operations Team Supervisor, will analyse it).Any loading or discharging shall begin at a slow flow rate (not higherthan 1 m./sec.):(a) In case of loading, and until the ship’s lines are full, free from

air and water, and the product height in the tank bottom issufficient (between 0.6 m. and 1 m.) to prevent both airdispersed product particles and liquid surface turbulence.

(b) In case of discharging, until the ship lines and loading armsare full and Refinery confirms that the product is rising in thetank.

Only after beginning in accordance with (a) or (b) above, may theloading or discharging speeds be increased up to 5 m./sec. or tothe maximum the ship and Terminal can support, in the event thatship/terminal cannot reach that limit.

2. Non static accumulator products (crudes, fuel oil) loading ordischarging should commence at a slow rate until:(a) In case of discharging, the Refinery confirms that the product

is filling the tank.(b) In case of loading, the Chief Officer confirms that product is

entering the tank or tanks in accordance with the cargo plan.As soon as the above conditions are sustained the flow rate canbe raised to the required rate.

3. Loading or Discharging Operations Completion – Pressure Surges:The line length between Terminal and Refinery is about 8 km.The following precautions should be taken while pumping in or offcargoes at high flow rates:(a) The cargo pump rate should be slowly reduced when finishing

or whenever there is a stoppage.(b) Flow rates should change slowly by controlling the cargo

pumps r.p.m.(c) If the flow rate reductions of loading/discharging operations

interruptions are controlled by valves they should be slowlyreduced or closed.

Usually motor-valves have an acceptable closing speed which doesnot cause pressure surges when flow rate reductions ofloading/discharging interruptions take place.Simultaneous loading and deballasting operations are permitted ifa previous agreement has been settled between Master and thecargo loader or receiver, with terminal agreement.

Ballast: Ballast in the cargo tanks cannot be pumped out into SinesHarbour waters.

On arrival Masters must declare the ballast loaded in the cargo tanks.Ballast will be pumped out into inland ballast tanks or will remain on

board. Port Authority Safety Inspector may request the ballast tankmeasurements together with the ballast valves sealing.

The permanent ballast can be pumped out to the sea. Before pumpingthe permanent ballast into the sea, the Master must be sure it is notcontaminated. Terminal Safety Inspector may require a sample of theballast which will be sealed in the presence of the Master or his Deputy.Crude Oil Washing – Inert Gas: Sines Port Authority gives permissionfor crude oil washing (COW) during discharging. Permission to berequested through Agent 48 hours in advance.

However, this operation can only be permitted if the ship has an inertgas system in good working condition.

The tank atmosphere will be considered inert when the percentage ofoxygen in it is not higher than 8%. Nevertheless, during operations, theoxygen percentage in the tanks cannot be higher than 6%.

If by any means the oxygen percentage increases to over 8% or itsevaluation is doubtful, the washing procedures should cease at once.

The washing operations also cease if there are leakages or traces ofleakages in the deck lines.

If the condition of the pipes is not satisfactory under a visual inspectionthe washing is not permitted.

Transhipment: This type of operation in the Sines Harbour is subject tothe permission of the Maritime Authority and A.P.S. (Port Administration)who will set up the conditions by which the transhipment should beperformed.

When this operation is a ship-to-ship transfer the correct functioningof the inert gas system is compulsory.

During approaching and mooring manoeuvres, ballast, deballasting,internal cargo transfers, bunkering, etc., are not permitted.

If there will be a gas concentration over the ships or the wind velocityis lower than 4 knots, the transhipment will cease.

Also there will be a stopping of the transhipment and separation ofthe ships if the weather conditions become unfavourable for that typeof operation.

All the applicable safety rules should be strictly followed during thetranshipment.Gas Freeing and Cleaning of Ship’s Cargo Tanks: Under previouspermission of A.P.S. and the Maritime Authority, gas freeing and cleaningcan be performed by a ship at anchor.

With bad weather threatening or wind velocity lower than 4 knots theseoperations should cease.

Cleaning of tanks alongside is possible for ships equipped with inertgas system and fixed washing systems.

Entry of persons inside cargo tanks for cleaning or drying operationsnot permitted whilst vessel alongside.

LPG tankers can inert tanks on Piers No. 9 or 10. The owner shouldcontact Neste Chemicals, S.A., to agree to the operation.Bad Weather: When there is bad weather threatening, all operationsmust cease, the tank lids must be closed and secured and the loadingarms disconnected. In the case of bad weather, when it is likely the shipwill exceed the safety limits of the loading arms, all operations shouldbe brought to a stop.

Masters are requested to strictly follow the Operations TeamSupervisor and/or the Terminal Safety Representative instructions.

Even with surplus mooring lines, there will still be a threat to the shipand/or the Port, and vessel must prepare to unberth.

In the case of a thunderstorm threatening from windward about 5 km.away the operations should cease and tank lids be closed.

Undertow: The Port of Sines, as with any other open port, is subjectto the undertow effects. The phenomenon is due to waves which mayhave their source either in the North or South hemispheres.

At Sines the undertow effects show up between November and March.During that period the Masters must be more concerned about theirship’s mooring. If necessary and taking into account the weather forecastfor the laytime, Masters will be supplied with special safety instructions.Foodstuff, Lubricants or Spares: Foodstuff, lubricants or spares can beshipped aft if permission is granted by A.P.S. and the Maritime Authority,after ascertaining that there are no operations on board, that involvetank lids opening or zones with gas concentrations (next to the pumphouse, blowers, etc.).

With ship alongside, shipping of foodstuff and spares can be doneover the quay when the packages can easily be carried by hand.

Metallic objects or steel banded packages should be handled withcare to avoid direct contact with the steel deck plate.

A ship with an inert gas system can receive heavy packages forshipping at the stern while loading, discharging or ballasting. If there isno inert system in the ship, packages to be loaded must be held untilafter loading.

Shipping of foodstuff, spares, etc., whether the ship is alongside oranchored can only be made with permission of A.P.S. and the MaritimeAuthority.Watchmen and Crew: Master must maintain permanently on duty,sufficient number of qualified members of the crew to ensure theexecution of manoeuvres, operations, to face an emergency and standguard at the gangway.Visitors: Persons who are not crew such as family, visitors, technicians,etc., must carry a special permit issued by the ship’s Agents.

Permits issued by the Port Safety Authority are to be used forcirculation in the Terminal premises only.

Visitors on board are the Master’s responsibility.During loading, discharging or ballasting operations visitors are not

allowed to stay on the forecastle or amidship, especially women andchildren.Crew Identification and Circulation in the Terminal: Crew are requestedto keep with them their IDs (especially the yellow pass given by Customs)which must be shown on request to any Terminal Officials.

Crew and visitors are not permitted to walk around the Terminal Zoneand when in it Safety Rules in force should be strictly followed.Mooring Lay Time: The ship is not permitted alongside more than2 hours after operations are completed.GENERAL: The anchorages are provisional. No difficulties arise inSummer. and have to be returned before departure.Approaches: The approaches are visually identified and on the radar.Anchorage: Small vessels anchor under the direction of Port Control inapproximate position Lat. 37� 56.5' N., Long. 08� 52.2' W. between thePetro Chemical Terminal and the new Coal Harbour breakwater. Theanchorage is relatively sheltered.

In fine weather the Pilot boards off the Molhe Oeste Buoy and in badweather inside the main breakwater. The Pilot boards from a pilot boatand is available throughout 24 hours for berthing and unberthing. Pilotmay be contacted on VHF Channels 16 and 12.

The Pilot reports that berthing is undertaken in most weatherconditions.Tugs: 5 � 2,400 h.p. stationed at the port. A minimum of 1 tug is requiredfor all vessels and it is too large and too powerful for handling smallvessels.Berthing: Vessel berthed at the Petro Chemical Terminal (B.A. ChartNo. 3276).

The depth at both berths was approximately 12.0 m. but the pilotreports maximum draft normally allowed is 10.0 m.

For ethylene loading and discharging, Berth No. 10 on the East sideis used. Vessel berths head out, starboard side to.

For propylene and ‘‘C4’’ discharge, Berth No. 9 on the West side isused. Vessel berths head out, port side to.

It is possible to berth head in if this is required for manifoldconnections.The concrete quay is very high and has large fenders.There is a swell running in the harbour even when conditions are calm

in Winter time.Tidal range is approximately 2.5 m.Berthing and unberthing undertaken throughout 24 hours. Moorings

consisted of 2 head/stern lines, 2 breast lines and 2 springs at eachend. These were secured on to hooks.

2 mooring boats are provided. Shore gangway provided.Cargo: Berth No. 10: Vessel loaded ethylene. The liquid and vapourarms are 8 in. 150 ASA.

We loaded at a rate of approximately 100 tonnes per hour with twoplants. Manifold temperature �99�C.

The charterers were concerned at the temperature due to dischargeport temperature requirements and only 20 hours steaming. Just beforecompletion of loading the shore agreed to connect the vapour arm andwe loaded an extra 20 tonnes to take account for a vapour return. Twoplants are required and shore compressor drew from manifold.

It took 8 hours to return 20 tonnes and reduce temperature from�99�Cto �101.9�C.

Bill of Lading figures are calculated using the weight of Air not Vacuum.Shore personnel connect and disconnect arms.Berth No. 9: Vessels discharge propylene (Refrigerated storage).Shore requested maximum of 3 pumps which gave discharge rate of

150 tonnes per hour.The Terminal like the product very cold. Ours being at �48�C created

no difficulties. However some ships arrive with the product at around�40�C and this can cause difficulties.

The liquid arm is 8 in. No vapour return line. It was not used due toproduct contamination.

It was requested that we berthed starboard side to in order to connectto our extended starboard manifold but this was not satisfactory as theChicksan arm was too close to the catwalk, so we had to shift aroundand berth port side to.

Shore tank pressure maximum 90 mbs.Shore nitrogen is used to purge the Chicksan arm upon completion.

They do not allow a vessel to ‘‘hot gas’’ purge ashore.Bureau Veritas Cargo Surveyor attended.

Fresh Water: Fresh water is available from the quay at a good rate andis metered. The waterman supplies shore hoses.Stores: It was difficult to store at both berths as the lorry can only proceedto the car park which is about 100 m. from the ship. From there a handtruck is to be used and there is no shore crane.General: Personnel are not allowed to walk through the Terminal. Theuse of transport is compulsory and this is arranged through the agent.

The new Coal Harbour to the East of the oil port is very conspicuous.The breakwater is completed and has navigational lights: Fl. G. 6 sec.

on the N.W. head; Fl. Y. 6 sec. on the S.E. head, and Fl. R. 4.5 sec. onfishing harbour breakwater. Breakwater leisure harbour – Fl. G. 4 sec.

Berth construction is finished and operations start in 1992.
