EUROMED: The Euro-Mediterra-nean Partnership, formerly known as the Barcelona Process, now in-cludes all 27 member states of the European Union, along with 16 partners across the Southern Medi-terranean and the Middle East.

Union for the Mediterranean con-sists of the 27 EU states and 16 countries on the Mediterranean rim that participate in the Euro-Medi-terranean Partnership. The idea is to form economic and political con-nections between Europe, North Af-rica and the Middle East.

EMUNI is a University and currently a network with 142 member institutions from 37 countries, sited in Slovenia. It was established in 2008 – the European Year of Intercultural Dialogue and Euro-Mediterranean Year of Dialogue Between Cultures. EMUNI is a project of the Union for the Mediterranean.

The Euro-Mediterranean University - EMUNI University was established on 9 June 2008 as an international higher education and research institu-tion. The Joint Declaration of the Paris Summit for the Mediterranean (July 2008) specified EMUNI as one of the priority projects of the Union for the Mediter-ranean.

The official date of the establishment of EMUNI is 13 February 2009, when EMUNI was officially registered as a legal entity. On 17 July EMUNI entered into the Register of Higher Education Institutions of the Repub-lic of Slovenia, while on 22 December 2009 it ob-tained the ERASMUS Charter.

EMUNI is a unique university, serving as a hub for networking of institutions, advancing the exchange of students, research and academic staff, the develop-ment of joint study programmes and projects in the Euro-Mediterranean region. Since 2010, 142 higher education and research institutions from 37 countries are members of EMUNI.

The international dimension of the operation of EMUNI is further emphasized through cooperation with sev-eral estimated international organisations, such as UN Alliance of Civilizations (AoC), the Anna Lindh Foun-dation (ALF), Association of Arab Universities (AAU), European Training Foundation (ETF), Council of Europe and IPEMED (Institute of Economic Forecasting in the Mediterranean).

Academic link groups for supporting and diffusing the EMUNI initiatives as well as some affiliated institutes for research, teaching and training (i. e. “light houses”) are promoted inside the EMUNI member institutions. EMUNI can also (co)establish or support the establish-ment of EMUNI “dislocations” in others countries of UfM. The legal, academic, financial and operational

framework of such “dislocations” will be discussed in 2011.

L’Université Euro-méditerranéenne – l’Université EMUNI a été créée le 9 Juin 2008 en tant qu’institution international d’enseignement supérieur et de recherche. La Déclaration commune du Sommet de Paris pour la Méditerranée (Juillet 2008) a quali-fié l’EMUNI comme l’un des projets prioritaires du Union pour la Méditerranée.

La date officielle de la création d’EMUNI est le 13 février 2009, quand EMUNI a été officiellement enregistrée en tant qu’entité ju-ridique. Le 17 juillet, l’ EMUNI a été inscrite au Registre des Insti-tutions de l’Enseignement Supérieur de la République de Slovénie, tandis que le 22 décembre 2009, elle a obtenu la Charte Universi-taire ERASMUS.

L’EMUNI est une université unique dans son genre, qui agit comme une plateforme pour mettre en réseau des institutions, promouvoir l’échange d’étudiants, de chercheurs et d’académiciens.Elle vise aussi le le développement de programmes d’études et de projets communs dans la région Euro Méditerranéenne. Depuis 2010, 142 institutions d’enseignement supérieur et de recherche appartenant à 37 pays ont adhéré à l’EMUNI et en sont désormais membres.

La dimension internationale de l’activité de l’EMUNI est davan-tage soulignée par la coopération avec plusieurs organisations in-ternationales, telles que l’ONU Alliance des Civilisations (AoC), la Fondation Anna Lindh (ALF), l’Association des Universités Arabes (AUA), la Fondation européenne pour la formation (ETF), le Conseil de l’Europe et l’IPEMED (Institut de Prospective Economique du Monde Méditerranéen).

Les groupes académiques de liaison pour soutenir et diffuser les initiatives de l’EMUNI ainsi que les instituts affiliés à la recherche, l’enseignement et la formation sont promus au sein des institutions membres de l’EMUNI. L’EMUNI peut également (co) fonder ou sou-tenir la mise en place de «dislocations»de l’EMUNI dans d’autres pays de l’UpM. Les cadres juridique, académique, financière et opérationnelle de ces «dislocations» seront discu-tés en 2011.

EMUNI is organised as an international university with a seat in Portorož, Slovenia. It has the following bodies: the General Assembly, the Man-agement Board, the Senate, the President and the Student Council. The General Assembly is composed of 142 member higher education and research institutions from 37 countries. The President of the university is Dr. Joseph Mifsud. The Sen-ate of the university is composed of 20 professors from 20 different partner universities and 20 countries. The Manage-ment Board of the university is composed of 8 members from 6 countries. The Student Council will be elected in 2011. Representatives of students are also members of all bodies of the university. The main channels of funding of EMUNI are the Govern-ment of Slovenia, the European Commission and the EMUNI Foundation.• The Government of Slovenia provides premises and funds

for enabling operation of the university. From 2007 - 2010 it allocated 2.5 mil EUR to EMUNI, mainly through EMUNI Center, established as a public entity in 2007 for enabling the establishment of the university and perform-ing tasks of the university’s secretariat;

• The European Commission funds the activities of EMUNI University through the ENPI project. An estimate of 1 mil EUR in 2010 and 2011 is planned to be allocated to EMUNI;

• donations for EMUNI are channeled also through the EMUNI Foundation, established in 2008. EMUNI Foun-dation is the fund–raising arm of the University with a mission to support EMUNI. Since September 2008, it has provided 0.5 mil EUR for University’s activities, through financing scholarships and grants, development of study programmes, research projects and other activities.

On the long term, EMUNI plans to acquire funding also through other countries’ contributions, EMUNI members’ contributions, tuition and registration fees and through differ-ent projects (e.g.UfM, EC, ESF).

L’EMUNI est une université internationale ayant son siège à Portoroz en Slovénie. Elle a la structure suivante: l’Assemblée Générale, le con-seil d’administration, le Sénat, le Président et Conseil des étudiants. L’Assemblée générale est composée de 142 membres, des institutions de l’éducation supérieurs et de recherche issues de 37 pays. Le Prési-dent de l’Université est le Dr. Joseph Mifsud. Le Sénat de l’université est composé de 20 professeurs issus de 20 universités partenaires et 20 pays. Le Conseil d’administration de l’université est composé de 8 membres issus de 6 pays. Le conseil des étudiants. Les représent-ants des étudiants sont également membres de tous les organes de l’université. Les principaux canaux de financement de l’EMUNI sont le gouverne-ment Slovéne, la Commission européenne et la Fondation EMUNI.• Le gouvernement Slovéne fournit des locaux et des fonds permet-

tant le fonctionnement de l’Université. De 2007 à 2010, il a alloué 2,5 millions d’EUR à l’EMUNI, principalement par le biais du Centre EMUNI,qui existe depuis 2007 comme entité publique pour per-mettre la mise en place de l’université et accomplir des tâches de secrétariat;

• La Commission européenne finance les activités de l ‘Université EMUNI à travers le projet de l’IEVP. On estime que les sommes réservées à l’EMUNI entre 2010 et 2011seront d’une valeur de 1 million d’euros.

• La Fondation EMUNI, créée en septembre 2008 a pu contribuer au financement avec 0,5 million d’euros réservés aux activités de l’Université, aux bourses d’études, aux subventions, au développe-ment des programmes d’études, des projets de recherche et d’autres activités.

A long terme, l’EMUNI espère pouvoir compter sur d’autres sources de financement comme la contribution d’autres pays membres aux frais de scolarité et d’inscription et à travers d’autres pro-jets (par exemple UpM, CE, FSE).

EMUNI University’s

work focuses on the Education and Re-

search Activities. The main goals of its operation are: promoting

the priorities of the Union for the Mediterra-nean; fostering cooperation among higher educa-

tion and research institutions throughout the Euro-Medi-terranean region; strengthening student mobility; strengthening

academic mobility; enabling diverse educational and research study programmes at various locations throughout the whole Euro-Medi-terranean region; transferring knowledge and the direct application thereof; raising awareness of multiethnic, multicultural and multi-religious diversity of the Euro-Mediterranean.

From its official establishment in 2009 EMUNI University success-fully developed activities in the field in education and research, which have already become traditional activities of the university and also contributed to the visibility of EMUNI University in the region.

EMUNI’s activities involve Master and Doctoral study programmes, professional training and summer courses, doctoral research semi-nars, projects, conferences and issuing different publications.

EMUNI’s thematic focus is on the Priority Areas of the Union for the Mediterranean and on other areas that are currently of focal interest of the Euro-Mediterranean and broader international com-munity, such as: Maritime and Land Highways, Civil Protection, Use of Alternative Energies, Higher Education and Research, Business Development and Economic Studies, Maritime Issues, Culture and Tourism, Human Rights and Migration, Euro-Mediterranean Studies, Gender Issues, Development Studies, Water Management, Perform-ing Arts and Regional Integration.

L’activité de l’Université EMUNI se focalise sur l’éducation et la

recherche. Les principaux objectifs de son fonctionnement sont les suivants: promouvoir les priorités de l’Union pour la Méditerranée : promou-

voir la coopération entre les institutions de l’enseignement supérieur et de recherche dans toute la région Euro-méditerranéenne; le renforcement de la mobilité des étudi-ants, le renforcement de la mobilité d’académiciens; le transfert de connaissances et l’application directe de celle-ci, l’augmentation des prise de conscience de la diversité ethnique, multiculturelle et multi-religieux du partenariat Euro-méditerranéen.

Depuis sa création officelle en 2009 l ‘Université EMUNI a développé avec succès des activités dans le domaine de l’enseignement et de la recherche qui, aujourd’hui, font partie de ses activités traditionnelles et qu’ont également contribué à la visibilité de l’Université EMUNI dans la région.

Les activités de l’EMUNI impliquent des programmes d’études en Master et en doc-torat, des stages de formation professionnelle et des cours d’été, des séminaires de re-cherche doctorale, des projets et des conférences qui génèrent différentes publications.

L’EMUNI s’est focalisée sur les domaines prioritaires de l’Union pour la Méditerranée, tels que: les Autoroutes Martimes et Terrestres, la Protection Civile, l’Utilisation des Energies Alternatives, l’Enseignement Supérieur et la Recherche, le Développement des Affaires et des Etudes Economiques, les AffairesMaritimes, la Culture et leTourisme, les Droits de l’homme et l’Immigration, les Etudes Euro-méditerranéenes, les Questions de Genre les Etudes de Développement, la Gestion d’Eaux, les Arts et l’intégration régio-nale.

One of the most important projects in 2010 – 2011 is the ENPI project for EMUNI, which is financed through the ENPI project of the European Commission. The leader of the project is Prof. Dr. Nehale Fariid Mostapha, Dean of the Faculty of Commerce and Business Administration, Beirut Arab University in Lebanon. The European Commission has already selected experts who have expressed the interest to cooperate with EMUNI by the implementation of the project.

The main aims of the project are:• Development of new EMUNI postgraduate study

programmes in the area of the Union for the Mediterranean, which are planned to be implemented in 2011/2012;

• Development and preparation of the policies for the EMUNI Observatory for the important areas of Higher Education, such as master and doctoral study programmes, quality assurance and e-learning;

• Dissemination of project achievements through different education and research activities, mainly through EMUNI conferences, regional days and publications.

L’un des projets les plus importants en 2010 - 2011 est le projet de l’IEVP pour EMUNI, qui est financé par le projets IEVP de la Commission européenne C’est le Pr.Dr. Nehale Fariid Mostapha, Doyenne de l’Ecole d’Administration des Affaires à l’Université Arabe de Beyrouth, au Liban qui est à la tête de ce projet. La Commis-sion européenne a déjà choisi les experts qui ont exprimé leur désir de coopérer avec l’EMUNI pour la mise en œuvre de ce projet.

EMUNI “Label” ProgrammesThe degree is issued by EMUNI partner University. In the framework of study programmes, which are selected by the university senate, EMUNI implements the module Euro-Mediterranean studies (10 ECTS), which is held in Slovenia as blended learning and where multicultural learning environment is assured. In the two academic years from 2008 to 2010, 6 programmes were implemented under EMUNI “Label”. 83 students from 18 countries and 158 professors from 16 counties participated in them.

In the Academic Year 2010/11, 6 master study programmes will be delivered as the EMUNI “Label”.

Les programmes de abel EMUNI Le diplôme est délivré par le partenaire de l’Université EMUNI. Dans le cadre de programmes d’études, qui sont choisis par le Sénat de l’université, l’EMUNI met en œuvre le module des études Euro-méditerranéen (10 ECTS) qui a lieu en Slovénie en tant que mélange d’apprentissage et où l’environnement d’apprentissage multiculturel est assuré. Dans les deux années universitaires de 2008 à 2010, 6 programmes ont été mis en œuvre sous le régime de label EMU-NI 83 étudiants de 18 pays et 158 professeurs de 16 pays y ont participé.

Pendant l’année scolaire 2010/11, 1 doctorat et 6 programmes d’études de Mas-ter avec le label EMUNI seront accrédités.

New EMUNI master study programmesThe objective of the EMUNI University is to create a network of specialised postgraduate study programmes among Euro-Mediterranean universities. International comparability will be ensured with respect to credits, courses, as well as awarded scientific and professional titles. Complete study programmes (or parts of them) will be carried out at several universities, partners of the EMUNI University. The development of these programmes is partly supported by the EMUNI Foundation, partly by the EMUNI University (ENPI project and other sources) and Higher Education Institutions, which participted in the development.

Les nouveaux programmes de l’EMUNI d’étude de Master.L’objectif de l’Université EMUNI est de créer un réseau de programmes d’études de troisième cycle spécialisés dans les universités euro-méditerranéennes. Où, la comparabilité internationale des crédits et des cours sera assurée, ainsi que le décernement des titres scientifique et professionnelle. Les programmes d’études complets (Ou parties d’entre eux) seront effectués dans plusieurs universités parte-naires de l’Université EMUNI. Le développement de ces programmes est soutenu en partie par la Fondation EMUNI et d’en autre partie par l’Université EMUNI (IEVP projet et des autres sources), ainsi que les établissements d’enseignement supérieur, qui participeront à ces programmes.

EMUNI Professional Schoolis an opportunity for participants to study issues, relevant for the Euro-Mediterranean region, improve their knowl-edge and obtain official certificates with ECTS credits, gain international and intercultural experience, explore the cultural and natural heritage of the region and make new friends. In the frame of the Professional School, EMUNI Summer Semester and Doctoral Research Semi-nars are organised. One of the most important modules is the module Euro-Mediterranean Studies, which pro-vides participants with a broad understanding of the Euro-Mediterranean region from the political, cultural, economic and environmental perspectives.

EMUNI Summer SemesterEMUNI University with partner institutions organises a traditional Summer Semester. Courses focus mainly on the areas of the Union for the Mediterranean and are delivered from June to September. In years 2008 and 2009 the implementation involved more than130 lec-turers and 270 participants. The 3rd Summer Semester will end in September 2010. EMUNI will continue with the implementation of the summer semester also in the academic year 2010-2011.

EMUNI Doctoral Research SeminarsIn these activities EMUNI brings together respective professors/researchers and young researchers (PHD candidates), discussing topics, important for the re-gion from the multicultural perspective. Until now 25 students from 12 countries and 14 professors from 9 countries participated in three seminars: De-Pollution of the Mediterranean Basin, Intercultural Dialogue in Higher Education/Research in the Euro-Mediterranean, Leadership for Cultural Diversity. EMUNI will continue with the implementation of the doctoral seminars also in the academic year 2010-2011.

L’Ecole Professionnelle de l’EMUNIest une occasion pour les participants d’étudier des questions pertinentes pour la région Euro-Méditer-ranéenne, d’améliorer leurs connaissances, d’obtenir un certificat officiel avec les crédits ECTS, d’acquérir une expérience internationale et interculturelle et d’explorer le patrimoine culturel et naturel de la région et faire de nouveaux amis. Dans le cadre de l’École Profession-nelle, le Semestre d’été de l’EMUNI et des Séminaires de recherche doctorale sont aussi organisés. L’un des modules les plus importants est le module des études Euro-Méditerranéennes, qui offre aux participants une compréhension globale de la région Euro-Médi-terranéenne et les perspectives politiques, culturelles, économiques et environnementales de la région.

Le Semestre d’été de l’EMUNIL’Université EMUNI avec des institutions partenaires organise rituellement un semestre d’été. Ses cours por-tent principalement sur les domaines de l’Union pour la Méditerranée sont organisés en Juin et en Septembre. Dans les années 2008 et 2009, le Semestre d’été de l’EMUNI a enregistré plus de 130 conférenciers et 270 participants. Le 3ème semestre d’été prendra fin en Septembre 2010. L’EMUNI prévoit l’organisation d’un autre semestre d’été pour l’année académique 2010-2011.

Les Séminaires de l’EMUNI de la recherche doctoraleDans ces activités l’EMUNI réunit des professeurs/chercheurs et des jeunes chercheurs (doctorants) pour discuter de sujets importants pour la région dans une perspective multiculturelle. Jusqu’à présent, 25 étu-diants de 12 pays et 14 professeurs provenant de 9 pays ont participé à trois séminaires: La dépollution du bassin méditerranéen, le dialogue interculturel dans l’enseignement supérieur et la recherche dans la région Euro-Méditerranéenne et le leadership de la diversité culturelle. L’EMUNI va continuer à mettre en œuvre d’autres séminaires doctorales pour l’année académique 2010-2011.

EMUNI is acting as coordinator or partner in different projects. EMUNI members are kindly invited to include EMUNI University as partner in their projects.

EMUNI University offers at its seat in Slovenia the possibility of hosting individual researchers for their sabatical or team of researcher on their research projects.

EMUNI joined the

Entrepreneurial Learning Project of ETF

(European Training Founda-tion, Turin), along with 4 partner

universities: International School for Social and Business Studies (Celje, Slovenia), Univer-

sity of Nova Gorica (Nova Gorica, Slovenia), Univer-sity of Sousse (Sousse, Tunisia) and Al Akhawayn University

(Ifrane, Morocco). They are working on self-evaluation and external evaluation in the framework of ETF indicators. The final conference is planned for 29-30 November in Croatia.

research journal IJEMS was first published in 2008, with the main focus on the field of social science, while special thematic issues are also prepared:• Seeking Business and Economic Stability within Euro-

L’EMUNI a rejoint le projet de l’ETF de l’apprentissage

de l’entrepreneurial (La Fondation européenne pour la formation, Turin), avec 4 universités partenaires:

l’École Internationale pour les études d’affaires et sociales (Celje, en Slovénie), l’Université de Nova Gorica (Nova Gorica, Slovénie), l’Université

de Sousse (Sousse, Tunisie) et l’Université Al Akhawayn (Ifrane, Maroc).Ils travaillent sur l’auto-évaluation et l’évaluation externe dans le cadre des indicateurs de l’ETF. La conférence finale est prévue pour les 29-30 Novem-bre à la Croatie.

EMUNI HE&R: Euro-Mediterranean Confer-

ence on Higher Education and Research is an annual conference, which focuses on important issues in higher education. It is a research conference and conference proceedings are issued.

EMUNI ReSouk (Research Souk): The Euro-Mediter-ranean Student Research Multi-conference The aim of the conference is to enable young researchers to present their research outside their home institution and to introduce the young minds’ creative ideas and knowledge in the field of Euro-Mediterranean re-search to the broader public. The concept of the con-ference is to bring together researchers at the same time at different locations in the Euro-Mediterranean, discussing common issues of the region.

EMUNI MedPri: Conference on the Priorities of the Mediterranean aims at bringing together research-ers and discuss topics important for the region from different perspectives in the framework of UfM priori-ties. It is a research conference and conference pro-ceedings are issued.

EMUNI HE&R: Conférence euro-méditerranéen sur l’enseignement supérieur et la recherche est une conférence annuelle, qui se concentre sur des questions importantes dans l’enseignement supérieur et dont ses actes sont émises.

L’EMUNI ReSouk (le Souk du recherche): Le parte-nariat Euro-méditerranéen, Multi-conférence de recherche pour étudiants. L’objectif de la conférence est de permettre aux jeunes chercheurs de présenter leurs recherches en dehors de leur établissement d’origine promettre les idées et les connaissances des jeunes créatifs dans le domaine de la recherche euro-méditerranéenne pour le grand public. Le concept de la conférence est de réunir des chercheurs dans le même temps dans des différents endroits dans la région euro-méditerranéenne, pour discuter des prob-lèmes communs de la région.

EMUNI MedPri: Conférence sur les priorités de la Méditerranée vise à réunir des chercheurs et de dis-cuter des sujets importants pour la région, à partir de différentes perspectives, dans le cadre des priorités de l’UPM. Il s’agit d’une conférence de recherche et dont ses actes sont émises.

EMUNI round tables are thematic panels, organised on various oc-casions and in different topics important for UfM in Slovenia and at EMUNI member universities.

EMUNI members are invited to organise at least one Round Table at their institution.

EMUNI regional days are intended to intro-duce EMUNI to the institutions, students and other interested participants in selected countries and regions. Until August 2010 they were held in Egypt, Poland, Slovenia and Lebanon.

EMUNI TalksEMUNI Talks is a series of events, launched by the EMUNI Foundation, which aim at spreading the awareness of Euro-Mediterranean issues among the general public and at involving members of the diplomatic corps, academia and other prominent members of the international so-ciety in a greater extent into the EMUNI activities. By September 2010 French and Italian Ambassadors to Slovenia delivered lectures in frame of the Talks.
