Background

• $5 million from U.S. Navy to mitigate closure of Port Chicago Highway through Weapons Station

• Contra Costa County adopted a plan in 1991 for how to use the funds – road and trails projects

• Many trail projects completed, but the road project (Evora Road Extension) remains unbuilt, due to objections from City of Concord

• In 2007 Board of Supervisors decided to revise the plan to see if funds could be used for other projects

Purpose of Fund

• To mitigate the loss of Port Chicago Highway linking Bay Point, Clyde and Concord– Restore or improve transportation

connections between communities– Restore access to waterfront

1991 Plan

• Evora Road Extension to Concord $4M– Not built due to City of Concord objections

• DeAnza Trail Plus Feeder Trails $1M– Numerous trails built

• Transportation studies and planning $235K– Studies completed

Update On Process

• Town Hall meeting in April 2007

• Input from other meetings (Bay Point MAC, Clyde M-16 District, etc.)

• Project development, June - December 2007

• Cost estimates for projects developed, Fall - Winter 2007/2008

Criteria for new plan

• Match the purpose of the funds (restore transportation links or waterfront access)

• Community input

• Achieve a mix of project types

• Projects that are realistic, “do-able” in next few years

Driftwood Drive Landscaping Improvements

Restore Driftwood Drive landscaping that was financed by the first Navy Mitigation Fund Expenditure Plan (connector from neighborhood to Delta DeAnza Regional Trail and waterfront)

Navy Fund: $750,000 (full funding)

Bay Point Waterfront Park Access Improvements

Provide easier access, including disabled access to park west of McAvoy Harbor.

Planning and environmental impact review for Great California Delta Trail

Trail will eventually ring the Delta Region, connecting to the Bay Trail in Martinez.

Navy Fund: $350,000 (full funding)

Build Great California Delta Trail from Bay Point Park to Clyde, Concord and Martinez

Trail will be a local segment of proposed Great California Delta Trail, eventually will ink to Bay Trail at Martinez); provides access to waterfront.

Navy Fund: $1 million (partial funding)

Build Great California Delta Trail from Bay Point Park to Pittsburg

Another segment of proposed Great California Delta Trail.

Draft Plan Benefits

• Balance of project types (commuter traffic relief, pedestrian/bicycle safety, trail construction, trail landscaping and long-term maintenance, waterfront access)

• Projects are relatively inexpensive and most can be fully funded by Navy Mitigation Fund

• Projects can be accomplished in next few years

Next steps

• More public outreach and input through April

• Revise final plan early May

• Adoption of final plan by Board of Supervisors mid-to-late May
