SHORT PROJECT DESCRIPTION: The Port of Rijeka plans to enlarge its container capacities as the current facilities do not meet market requirements. The Project includes the construction of new terminal for transshipment of containers (500,000 TEU/Y) on the west side of Rijeka port, which should be realized in two phases: Phase 1: construction of 400 m of waterfront, Phase 2: extension of the waterfront by an additional 280 m along with the construction of infrastructure, superstructure and equipment for the Terminal. ESTIMATED PROJECT COSTS: Total of: 321 million EUR Phase 1: 71 million EUR financed through a World bank loan, Phase 2: 250 million EUR for the completion of Project. TRANSACTION STRUCTURE: The Phase 2 is planned to be financed by private partner (concessioner). MAIN PROJECT CAPACITIES: The Project should be developed on a total of 37 hectares of land that includes 15 hectares in Phase 1 and 22 hectares in Phase 2 with planned transshipment capacity comprised of two berths for post- Panamax ships with total capacity of 500,000 TEU/Y. COMPANY: Luka Rijeka d.d. is the largest concessionaire for shipping and reload of dry cargo in the Rijeka port basin. On the basis of its one-time concession agreement, the Port offers services in maritime traffic, port services, as well as the storage of cargo at specialized terminals and other economic services: service of the port machines and equipment, maintenance and use of substructure and superstructure buildings, reinforcement, packaging and securing loads, quality and amount control of goods etc. Luka Rijeka d.d. has been awarded with a one-time concession contract from 2000 to 2012; according to amendments in the Maritime Domain and Seaports Act (Official Gazette 141/2006), a request for renewal of the concession period to another 30 years has already been filed, to start in 2012 until 2042. The Port consists of nine terminals. The Port had a total traffic of 9,145,198 tons (container transport: 150,677 TEU) in 2011, out of which 54% accounts for liquid bulk trade, 22% for bulk cargo and 24% for general cargo.     Primorje-Gorski Kotar County is situated between Slovenia in the north and the Adriatic in the south. Its exceptional geostrategic position means that the Port of Rijeka, the most important Croatian port, offers a most convenient sea route from Europe to the Middle and Far East. This makes the latter sea route comparatively advantageous offering up to 7 days shorter transit times than those of northern European ports (e.g. Suez – Rijeka: 1254 nm vs. Suez – Hamburg: 3552 nm).

    Its proximity to central Europe and the sea have characterized the County’s economic history and current development. The County has thus always depended on central European metropolitan areas, especially Budapest, Vienna and Zagreb. The County is well-connected with Continental Croatia as well as neighboring countries (Italy, Slovenia, Austria and Hungary). There are several airports within a 200 km radius (Pula, Rijeka, Zadar, Zagreb, Split, Trst, Venice, Ljubljana).

    The County’s economic backbone is three-fold – transportation, tourism and manufacturing. Manufacturing is mainly based on shipbuilding and the wood industry. With a 160-year-long tradition in tourism, the County’s touristic indicators amount to 35% of total investments in Croatian tourism and 20% of total revenue from Croatian tourism.
