As Chamber President on behalf of all
of us at your Greater Stockton Chamber
of Commerce we hope you all had a
wonderful Thanksgiving with family and
friends. I know I took time to reflect on
all the blessings we have here in Stockton,
California and America!
On November 17, the 25th Anniversary
ATHENA Award Luncheon at the Stockton
Golf and County Club was truly a day
to remember and again congratulations
to our new ATHENA Sara Garfield and
our ATHENA Young Professional Angela
Rosenquist for their much deserved
recognition. I also want to congratulate
Chamber Past President Don Mann who
started the ATHENA Program 25 years
ago and was surprised with our thanks
at the luncheon. Also a big thank you
to the ATHENA committee, made up
past ATHENA Honorees, and Heidi and
Timm for making this anniversary year
lunch a huge success.
As you can see from the cover story we
are highlighting the 60 years of Lincoln
Center providing goods and services to our
entire community and beyond. They, as
other long time Stockton businesses, are the
heart of our community and deserve our
continual support all year long.
It is my honor to wish each and every one
of you a very Merry Christmas and Happy
Holiday season and remember “SHOP
LOCAL AND SAN JOAQUIN FIRST!”

From Your CEO...by: Doug Wilhoit
It gives me great pleasure on behalf of all of us here at your
Greater Stockton Chamber of Commerce (board, staff, members
and myself) to wish you a most Joyous and Blessed Christmas and
Holiday Season!
I also hope that each and every one of you had a wonderful
Thanksgiving with family and friends and reflected on all the
things we have to be thankful for and how we can all work
together to improve those things that need all of us to be part of to
improve the quality of life for ourselves and others.
Each year, more accurately during the entire year, your
Chamber repeatedly asks you to “Shop Stockton and San Joaquin
First” so we can support our fellow citizens who own/operate
businesses in the Stockton area and at the same time raise revenue
for the services so important to all of us.
I have, as of others, repeatedly explained the importance of
shopping locally and will not be redundant but will give you a
true-life example (talking the talk and walking the walk) of what
we should all be doing and that is SHOPPING LOCAL. Whatever
you or your heart desires really can be found at the many
businesses close to you and part of your (our) community and
also one of the Chamber’s mantras, “Chamber Members Doing
Business With Chamber Members!”
Here is the true-life story that we should all experience!
November 1, 2011 was the third birthday of our granddaughter
(one of eight grandchildren) Lauren Ann, and Joan had decided
on a particular drawing easel for Lauren Ann and was told it could
be found on the, UGH, internet (boo). Joan continually being an
active and supportive member of your Chamber since December
1, 1983 with her still operating 4Seasons Travel Agency knew she
could find it here in STOCKTON. Guess what, on October 26
(have the receipt to prove it) she was correct! Within moments
she found it at one of our newest member businesses Hands On
Educational Supply Store, 5757 Pacific Avenue (joined August 9,
2011)! Not only did she find exactly what she wanted (note: name
of brand of easel was the Melissa & Doug-neat, huh?) she met the
wonderful and helpful staff of one of our newest members. I do
not think I need to say much more other than whatever you think
is so neat about internet shopping it cannot compare to a good
old fashioned, person to person, Stocktonian to Stocktonian
shopping experience.
With that in mind you will be seeing some changes in Port
O Call in the coming months that will be really showing the
importance of shopping locally and how so many of your family,
friends and neighbors have been successful for many years in both
good and bad times and their stories will make very interesting
reading and hopefully will help you in your business and stimulate
you to support their business as the need arises as Joan did.

Leadership Stockton Economy Session
Leadership Level Sponsor: Financial Center Credit Union
Stockton’s economy is influenced by many factors. During the
annual Economy Session, the class got a glimpse of a few of
those factors, and learned about the bright future that lay ahead
for Stockton.
The day began at the Stockton Metropolitan Airport and after a
welcome from Doug Wilhoit and a brief overview of the day it was
time to start the information filled day.
The first presenter of the day, Katie Patterson with the San
Joaquin Farm Bureau Federation (SJFB), was no stranger to
Leadership Stockton as she has spoken on Agriculture and
its impact on the economy to the class the last five years. She
addressed current issues and recent successes, and provided a
glimpse of what lies ahead. She then turned it over to Bruce
Fry, current President of the SJFB and local grower. Bruce
talked about what he does as President and gave great insight on
what challenges local growers are facing. We look forward to
continuing and expanding our relationship with the Farm Bureau
in the future.
Following Agriculture on the agenda was Fran Aguilera,
Enterprise Zone Administrator from the San Joaquin County
Economic Development Association, who spoke about the
Enterprise Zone. Fran discussed the recent expansion of the
zone and the benefits to both community and businesses, great
information for all.
Next on the agenda was Patrick Carreno, Interim Airport
Director Stockton Metropolitan Airport. Patrick spoke to the
class about all the things going on at the airport and the recent
success of Allegiant Airlines flights to Vegas and their upcoming
flight service to Palm Springs. He encouraged the class to spread
the good word about our hidden gem in the airport. After his
presentation he showed the class the new expanded terminal. It
was very impressive indeed!
The class then had a fantastic lunch at Tommy Joyce’s Top Flight
Café. The food and service were great!
After lunch the class heard from Mike Ammann, President
& CEO of the San Joaquin Partnership. Mike shared his
passion for our area and his strategies for selling this area to
prospective businesses.
Then the class heard from Gillian Murphy, Director of the Small
Business Development Center (SBDC). Gillian shared how small
business makes up a big part of the economy and detailed all of
the great services the SBDC offers to the small business person to
help them succeed.
The class then took the short drive to Delicato Family Vineyards
and learned a little bit more about agriculture and the wine
industry and got to taste some great wines. What a great way to
end an educational day.

Stockton, California will be the host city for the 2012 U.S. Trials,
March 30-31, 2012 and the 2014 U.S. National Baton Twirling
Championships, July 7-12, 2014.
The prestigious U.S. Trials Program selected Team USA, a group
of elite-level athletes, to represent the United States in the World

Community building effort will result in “Ultimate Stockton Ambassador”
Locals really know what makes Stockton authentic – our food,
our events, our culture, our people, our waterfront and the list
goes on.
“Your Great Stockton Story” is a civic pride campaign that aims
to engage Stockton residents in sharing and appreciating all that
our city has to offer. We hope to hear from residents in all walks of
life describing how their story has been written in Stockton.
The campaign website, www.GreatStocktonStory.com allows
locals to submit their story that describes why they choose to
make this community their home. Once you submit your story,
you can send the link to others to encourage their participation.
Stories will be displayed on www.GreatStocktonStory.com
throughout the winter. By submitting a genuine, thoughtful
story, residents are eligible to be named the “Ultimate Stockton
Ambassador” early next year. The public will be invited to vote on
the finalists to determine whose story gives them the right to be
named the “Ultimate Stockton Ambassador.”
Not only will the winner receive the title of “Ultimate Stockton
Ambassador,” they will also win a prize package of lodging, dining
and attractions (valued at over $1,000) for their friends or family
to visit them here – and share in their Stockton story.

SCAP-SE to Find Great Employees
The Greater Stockton Chamber of Commerce’s Stockton
Chamber Apprenticeship Program (SCAP) has been recently
enhanced to offer businesses in San Joaquin County an even
bigger incentive to hire!
On September 1, 2011, the SCAP program became SCAP-SE
(Subsidized Employment). How is this different from the SCAP
program? If you use SCAP-SE when hiring your next employee,
you will be reimbursed up to 50% of their wages paid for hours
worked. This includes jobs that pay up to $14 an hour.
This reimbursement is eligible to any business in San Joaquin
County that can provide us a copy of their current business
license (address listed in San Joaquin County), declaration page
of their current Workers’ Compensation Policy, declaration page
of their current Liability Insurance, signed W-9, Federal and State
Employer ID Numbers and job description for the position(s) you
would like assistance with.
If you can provide those things and need to hire, give us a
call so that we can start saving you money. The reimbursement
process is easy. You give us an invoice and timesheets to support
the information listed on the invoice. We process them and the
turnaround time for the invoices is about 30 days.
All of these CalWorks individuals can qualify for the San
Joaquin County Enterprise Zone Tax Credits so there is even more
money this program can save you.
If you would like to learn even more about the program, please
contact one of the coordinators, Mike or Mikki at 209.337.2716 or
209.337.2730. You can also view our website by visiting

COVER STORY
In the early 1950s, developers Greenlaw Grupe and
Roy Sims had a dream: to establish a new planned
community in Stockton, an inclusive residential area
supported by a selection of prime local retailers. The
developers imagined their project as a new center for
the region, a growing community served by the small
shopping center newly established at the corner of
Benjamin Holt Drive and Pacific Ave.
Sixty years after it first opened, that little shopping
center has truly fulfilled the developers vision:
Lincoln Center has become one of the major centers
of Stockton’s business and retail community—as
well as the second oldest shopping center west of the
Mississippi River—and is sure to remain an important
fixture in Stockton for many years to come.
FOUNDATIONS
When it was established in 1951, Lincoln Center
offered Stockton shoppers 25,000 square feet of retail
space at which they could purchase groceries, sundries
and specialty items. The Center opened with 12
neighborhood shops and a number of community-
centered attractions including the Astro Slide, which
became a favorite pastime of area children.
Today, Lincoln Center is one of Stockton’s retail
hotspots and considerably expanded from its original
size. Lincoln Center currently covers more than 35
acres along both sides of Benjamin Holt Drive and
offers shoppers the chance to browse a selection of
103 merchants, including retail stores, restaurants and
service businesses, across more than 300,000 square
feet of retail space. Whether shoppers are looking for
stylish clothing, delightful gifts or food from around
the globe, they are certain to find a locally owned and
family operated business that suits their needs under
“The Big L,” Lincoln Center’s iconic sign.
CELEBRATION
According to Janelle Nelson, Marketing Manager
for Lincoln Center, the celebration for the shopping
center’s 60th anniversary has lasted throughout the
year and will be capped with some special festivities
during the holiday season.
The first segment of the celebration was through
the Center’s LIVE! events, which are monthly
family-friendly events held at the shopping center
each summer to raise money for local charities.
For the LIVE! event in July, the Center held a 60th
Anniversary bash that took shoppers back to the 1950s
with live music, food from outdoor vendors, a hula
hoop contest and a 30 foot slide reminiscent of the
Astro Slide that graced the Center in the 1950s.
During the holiday season, Lincoln Center will
feature a number of major 60th Anniversary events.
Local musicians, many of whom played at the LIVE!
event in July, will be making a return to the Center on
December 10 and 15 for two large holiday concerts.
Performances by Frank Bailey, Bill Erikson, Travis
Vega, Tony Washington and a host of other musicians
will have spectators tapping their feet and singing
along with original music and favorite carols. The
Center will also be enticing shoppers with its Diamond
Anniversary Giveaway. Under this promotion,
shoppers who spend $60 at a participating store can
enter to win a $60 gift card to that store as well as
being entered for a grand prize giveaway of prizes

60 YEARS OF COMMUNITY SUPPORT
“We are so thankful
for everyone who has
been shopping here for
60 years,” said Janelle
Nelson, “They are truly what has
kept us going.”
Nelson added that the
administrators and tenants of
Lincoln Center are indebted
to Stockton for affording the
shopping center 60 prosperous
years, “We really want to make
it a goal to give back to the
community because they’ve
been supporting us for so long.”
This commitment to community support is taking
form this holiday season with two charity events
operating at Lincoln Center: the Cuddle Up Coat
Drive and the Fill the Truck Food Drive.
The Fill the Truck Food Drive is a one-day event
held on Saturday, December 3 from 8 a.m. to 8 p.m.
at Podesto’s and Trader Joe’s. Donations of any non-
perishable food items will be passed along to the
Emergency Food Bank and will go to help feed the
needy in the community this holiday season. The
Cuddle Up Coat Drive will be accepting new and
gently used coats for the Salvation Army & Women’s
Center from November 25 through December 23 at
a number of Lincoln Center locations. For collection
locations and more information on these charity
events, visit LincolnCenterShops.com.
INTO THE FUTURE
Lincoln Center has come through the down
economy in a strong position, at least
partially because of its commitment
to offering the Stockton community
a comfortable shopping environment
with a wide variety of great shops.
The Center added another two shops
to its roster in the last year, children’s
retailer Sassy Pants and Cardio Storm,
a group-exercise fitness studio, and
additional merchants are certain to
join the Lincoln Center
family in the future.
Sixty years after its
foundation, Lincoln Center
stands as a testament to the wisdom of its founders
and the value of a shopping center that offers
shoppers high quality merchants that help support
the local economy.
The Center is an integral part of our city’s history
and, with Lincoln Center’s excellent management and
commitment to the Stockton community, the “Big L”
is certain to shine above Stockton for many more years
to come.
