Poland Activity Report Last Update 04/05/2016 1 Poland Activity Report A. Executive summary Year 2015 was full of challenges for the EURES network in Poland. This was the first year when the network hadn’t received any financial support in the form of grants from the European Commission (EC) (except for grants for EURES-T Programme for Employment and Social Innovation - EASI), nor any support from the European Social Fund (ESF). It was also the time of intensive work on the Regulation 2016/589 of 13 April 2016 of the European Parliament and the Council (EU) on the European network of employment services (EURES), employees’ access to mobility services and the further integration of labour markets, changes introduced in Regulations (EU) No 492/2011 and (EU) No 1296/2013 (the EURES Regulation), and also the first year of operations in Poland of EURES network’s new partner from outside the Public Employment Services (PES) - Voluntary Labour Corps (VLC), as well as a period of intense work in the area of modernization and the creation of new national IT systems (IT) supporting Polish EURES network. Two cross-border partnerships EURES-T were also re-established the in order to continue their activities in 2015-2020.There was also a change of Government of Poland in the late autumn of 2015. This involved, among other things, the creation of the Ministry of Family, Labour and Social Policy (MFLSP), which took over tasks and responsibilities from the previous Ministry on 16th November 2015. Despite these challenges and difficulties Polish EURES network has managed to realize several activities. The activities of the Department of Labour Market in the Ministry of Labour and Social Policy (currently the Ministry of Family, Labour and Social Policy) which performed the tasks of the National Coordination Office for the EURES network, focused - beside regular coordinating activities - mainly on: participation in proceedings and preparation of EURES Regulation (preparation of instructions for the total of 15 meetings of: the Social Question Working Party of the EU Council, COREPER I, and the Council of the EU - EPSCO); preparation of report on the implementation of the EURES activities in the period from 06.01.2013 to 31.12.2014 and the National Action Plan of the EURES network in Poland in 2016 (what, in the face of decentralization of the PES system in Poland, and a large number of EURES partners and EURES associates partners was a very intensive and time consuming process); the support of the General Headquarters of VLC in the area of implementation of EURES activities, as a way of introducing a new partner of EURES network in Poland; cooperation on the modification of Ministry’s IT systems that support district and regional labour offices (SYRIUSZ, WUP-VIATOR, Central Database of Jobs - CBOP) and supporting VLCs IT systems (Jobs Database "Youth Labour Office" - MBP), which resulted in connecting of both databases (CBOP and the MBP) at the end of 2015, what in turn enabled the posting of VLCs job offers on the EURES portal: www.eures.europa.eu; cooperation on creating an electronic register of accredited EURES entities that contains a list of all actors (PES, and VLC) authorized to provide EURES services in Poland equipped with search engines allowing for the identification of the type of services provided by the EURES partner and EURES associate partner, which resulted in launching of the register in August 2015;works on the modernization of the national monitoring database to reflect the changes associated with the reform of EURES, including the work on the incorporation of a new EURES partner in Poland (VLC) to the national system for monitoring the activities of the EURES network (a new version of the database was launched on 1 January 2016);developing detailed guidelines of the MFLSP for institutions managing operational programs (on national and regional level) concerning the possibility of using the ESF 2014-2020 funds for EURES activities in Poland (which was a difficult and laborious process);conducting information activities through the national EURES homepage: www.eures.praca.gov.pl, which recorded approx. 1 million visits, releasing a series of information materials for the PES and VLC (approx. 674 thousand copies.), developing a series of new graphic projects of EURES information materials for use in 2016 and developing EURES Communication Activities Plan for Poland for 2016 in accordance with the new EURES communication strategy for 2015-2020;organization of an annual training for EURES staff from the Regional Labour Offices and VLC, for a total of 75 people and coordination of the participation of Polish EURES staff in the EU training attended by a total of 215 people from PES and VLC (of which 37 persons took part in stationary training and 178 people in virtual one);preparation of materials on living and working conditions and the labour market in Poland for the EURES portal;participation in meetings at the EU level, i.e.: meetings of the EURES Board, EURES Coordination Group, Working Group on Information and Communication, Ad Hoc Working Group on EURES cross-border partnerships, conferences on EURES in the ESF, and the Committees of the EURES- T Beskydy;preparation of information on the national EURES service catalouge for the EC;revision of the accounts on the Extranet of the EURES portal, in connection with the data transfer to the new platform supporting this portal;participation in the process of re-establishment of two EURES-T partnerships in Poland, including the process of consulting framework agreements for actions to be taken in 2014-2020.

Poland Activity ReportA. Executive summary

Year 2015 was full of challenges for the EURES network in Poland. The activities of the EURES network in Poland at the regional and local level were conducted by atotal of 427 units [16 regional labour offices, 340 district labour offices, 16 regional headquarters of VLC, 49centers of education and work of youth run by VLC and 5 organizations of social partners (3 trade unionsand 2 employers' organizations ) and 1 vocational training organization].These activities were conducted bynearly 1 thousand people (approx. 200 full time equivalent).The main actions that Polish EURES networkhas completed in the area of delivering services for job seekers and employers at the regional and locallevel, include: jobplacement for Polish employers interested in employing citizens of the European Union /European Economic Area and Switzerland (the "EU / EEA") in the process of preparation of their job offers,during pre recruitment and recruitment stage, in employment projects and after recruitment is finished. Themain outcomes include: approx. 5.3 thousand contacts with Polish employers, approx. 1 thousand nationalvacancies from employers who were interested in employing citizens of the EU / EEA were processed, CVsfor 441 EU / EEA citizens were processed, 22 foreigners (citizens of the EU / EEA) obtained employment inPoland as a result of the supported recruitment;jobplacement for foreign employers from EU/EEA countriesinterested in employment of Polish citizens - job vacancy handling and after recruitment support. The mainoutcomes include: approx. 114 thousand individual contacts on working abroad with Polish job seekerswere made, approx. 6.1 thousand foreign vacancies from employers from EU / EEA were processed,approx. 6.8 thousand CVs of Polish citizens interested in working abroad were processed, approx. 1.1thousand people working abroad got supported (this number is only part of the effects of closed recruitmentprojects); joint organization of international job fairs in Poland (a total of 6 events in which recorded approx.14 thousand visitors, participation of 79 foreign employers and conduction of 507 interviews wasorganized); information activities on EURES. Approx. 271 thousand contacts with Polish unemployed andjobseekers were carried out as a part of these activities, approx. 21 thousand contacts with Polishemployers were made, approx. 1.8 thousand contacts with foreigners, citizens of the EU / EEA and 436contacts with Poles staying abroad were made;cooperation with national organizations and EU networks inorder to expand the access of Polish unemployed and jobseekers and Polish employers to expert advice onmobility. Contacts with 30 types of national organizations and 14 networks of the Union weremaintained;European Job Days online, which was attended by 57 exhibitors, including 41 employers (26from abroad and 15 from Poland) and 313 registered job seekers. During this event we presented 574 joboffers for approx. 2 thousand vacancies;actions to support the mobility of young people under 29. As part ofthese activities approx. 41 thousand contacts with Polish youth were carried out, approx. 360 vacanciesfrom foreign employers specifically interested in recruiting Polish youth was served for which approx. 1thousand CVs was processed and 157 young people found work abroad. Moreover, approx. 300 job offershaving the nature of internships and apprenticeships was processed, among which approx. 44 CV wasprocessed and 34 young people found work abroad;operations in Polish/ German and Polish/CzechRepublic and Slovakian border regions in two cross-border partnerships EURES-T Beskydy and EURES-TriRegio and two cross-border initiatives EURES Odra-Oder and EURES Poprad-Dunajec, in which thetotal number of contacts made amounted to approx. 6 thousand, of which 53% (approx. 3 thousand.)referred to contacts with mainly Polish unemployed and job seekers, 24% (approx. 1.5 thous.) referred tocontacts with employers, mainly from countries neighboring Poland, approx. 11 % (approx. 770) referred tocontacts with external institutions and approx. 11% (approx. 700) referred to the subject of living andworking in the border region.

A.1 Conclusions and recommendations

The results of the implementation of activities undertaken by the EURES network in 2015 give rise to thefollowing conclusions:

Changes that have been introduced by the European Commission since 2015 in the area of rules offinancing the EURES network in Member States caused, in case of Polish structures of EURES, a bigimpact on the degree of implementation of the activities planned in the EURES National Activity Plan forPoland in 2015 (NAP 2015).

It is important to note that funding activities should be clearly and precisely defined before the beginning ofthe process of preparing a plan of activities for any given calendar year, what was not possible to achievein the case of NAP 2015.

Lack of access to European Social Fund (ESF) resources for funding EURES activities for 2015 meant thatpart of the planned activities did not take place, in particular, the large scale activities absorbing substantial

amount of resources, like the international job fairs or stationary European Job Days.

It should be emphasized that some activities, like international job fairs organized by EURES and describedin this report, were mostly organized as a part of the events or activities prepared by other organizationsthat co-financed those events.

As a result of limited financial resources, EURES activity in 2015 was focused rather on low cost solutions.

Limited financial resources increase the relevance of events organized on-line over the Internet.Unfortunately, this technique cannot be used to all the activities of EURES network.

In relation to measuring the effects of recruitment within the EURES network, there is still a problem ofvery limited opportunities to obtain feedback from foreign employers after their recruitment process wasfinished.

Direct meetings with jobseekers during job fairs, meetings and consultations play an important role in theactivities of EURES network.

Collaboration with high schools is an effective method of reaching with information to young people under29.

Working with partners promotes the dissemination of knowledge about EURES activities.

According to national legal regulations - Act of Parliament as of 20 April 2004 r. concerning promotion ofemployment and labour market institutions as well as relevant implementing acts, the following bodies areentitled for implementation of EURES actions:

In 2015 EURES actions in Poland were delivered by total of 951 persons within:

• - 199 full-time equivalent (FTE) devoted for national, regional and local activities,

• - 12 FTE devoted for cross-border activities.

Number of EURES advisers as of 31.12.2015 was 52, including:

• - 45 EURES advisers in Voivodeship Labour Offices (38 FTE),

• - 7 EURES advisers in the Voluntary Labour Corps (5 full-time posts).

Number of EURES assistants as of 31.12.2015 was 78, including:

• - 18 EURES assistants in Voivodeship Labour Offices (15 FTE),

• - 59 EURES assistants in the Voluntary Labour Corps (27 FTE).

Number of client advisers on EURES issues in district labour offices as of 31.12.2015 was 719 (101FTE).

IT/Infrastructure Available

IT infrastructure to serve customers used by Polish PES is being expanded. IT system “Syriusz” has beenused to handle the job offer by District Labour Office (DLO), which is implemented in all 340 DLOs. TheMFLSP IT Department provided technical maintenance of IT system Syriusz. Polish job offers are beingentered by PES staff of DLO, using the IT system Syriusz, after that job offers are being collected at thenational level in the Central Base of Job Offers (CBOP). CBOP is available for clients of labour offices.These job offers are being presented at the European Job Mobility Portal EURES www.eures.europa.eu.

Tasks of Voivodeship Labour Offices (VLO), including tasks EURES, were carried out using IT system"WUP-Viator", which is implemented in all 16 VLOs. IT systems Syriusz and WUP-Viator are integrated.Development has been implemented on improving the above IT systems and CBOP. These IT systemsare being develop in the direction towards full automatization of tasks DLO and VLO especially in jobplacement area.

In August 2015 STOR IT platform has been initiated (www.stor.praca.gov.pl/portal/#eures), which serveson-line register of accredited bodies for the purpose of EURES job placement services. This platformincludes IT tools for submission of accreditation applications and managing accredited bodies, as well asthe links' list of EURES partners and associated EURES partners.

Communication within the EURES network at the national level has been taking place with the use ofnational website www.eures.praca.gov.pl. Internal network - Extranet. Extranet has been also available forEURES staff which is used to operate software of Monitoring EURES activity at the national levelDatabase and Calendar of events.

IT infrastructure to serve the clients used by Voluntary Labour Corps (VLC) for job placement consists ofthe IT system "Youth Job Placement Office". Development work has been implemented on themodification of the VLC’s IT system to connect to CBOP and also to present VLC's job offers on theEURES portal. This work has been competed as of 1.01.2016.

Accessibility of office space for meetings, events, recruitment in the buildings of PES and VLC has beenlimited. The meetings in the buildings of PES and VLC were not available widely to client groups.

Videoconferencing facilities have not been widely available in Polish PES and VLC.

Financial Resources

Financial resources directed for implementation of actions under the EURES National Activity Plan for 2015amounted to2 201 917 EUR, including:

- from national funds: ca. 2 171 855 EUR,

- from EU funds: ca. 30 062 EUR.

exchange rate taken for calculation was: 1 EUR = 4.1839 PLN (avarage annual exchange rate of EURO ofNational Bank of Poland).

Information regarding ESF in Poland

In Poland financial resources of ESF are managed in a decentralized way. Part of these resources havebeen allocated in the National Operational Programme entitled: „Operational Programme Knowledge,Education, Development 2014-2020” (OP KED) which is managed by the Ministry of Development, andremaining resources have been allocated in 16 regional operational programmes 2014-2020 (RPO) whichare managed by 16 regional self-govern territorail authorities. MFLSP in co-operation with the OP KED andRPO management authorities has prepared a concept for including EURES into ESF, but due tonegotiations of OP KED and RPO with the EC it has been changed. 2 regions did not included EURES intheir RPO. In 2015 financial support for EURES from ESF has been made possible from the following axis:

1. OP KED 2014-2020 under the framework of „Axis I – young persons in the labour market ” and „AxisII – Effective public policies for the labour market, economy and education”. Under the Axis I supportfor EURES is very limited – mainly for local PES and Voluntary Labour Corps as regard difficult targetgroup of NEETS up to 30 years of age. The forms of support are also very limited to services andinstruments indicated in the national legislation, and EURES actions can be implemented only as a part ofa wider complex project. Under the Axis II suport for EURES is possible for the actions of MFLSP only inthe area of EURES staff training from labour offices, VLC and accredited bodies and should concernEURES services and actions for building institutional and organizational capacity of EURES.

2. 14 Regional Operational Programmes 2014-2020 under the Axis connected to labour market.Under the RPO it is possible to support solely the targeted mobility schemes but in this kind of projectsmany limitations and constraints exist connected to availability of resources for EURES services providers.One of the key constraints is the target group of persons above 30 years of age and of a specific profile,such as people with disabilities, which, at the practical level, does not permit for high mobility. In additionsuch projects require effective employability what means that each project must complete with theemployment result. Moreover there are limitations towards supports for employers because ESF is directedmainly towards supports for individuals persons. To summarise none of the projects supporting EURESwere initiated from ESF in 2015.

- Activity was not carriedout due to the fact thataccreditation processhas not been launched.Lack of call forcandidates for EURESaccredited entities wascaused by the fact thatthe EuropeanCommission startedproceeding new legalchanges related to theEURES network in theMember States. FromJanuary 2014 to March2016 there intensiveworks were carried outon new EURESRegulation. After entryinto force of thisRegulation (on 12 May2016) national system ofEURES accreditationwill need to be modified,therefore earlier launchof accreditation processwas not justifiedbecause it would entailcosts for accreditedentities, especiallyrelated to connecting ITsystems of accreditedentities with IT systemsrun by Ministry of FamilyLabour and SocialPolicy (MFLSP).
