KICK-OFF PUBLIC MEETING SUMMARY

POINCIANA HIGH SCHOOL CAFETERIA TUESDAY, SEPTEMBER 25, 2018

The first public meeting for the Central Florida Expressway Authority’s (CFX) Poinciana Parkway Extension Project Development and Environment (PD&E) Study was held on Tuesday, September 25, 2018, from 5:30 p.m. to 7:30 p.m., at the Poinciana High School Cafeteria, 2300 South Poinciana Boulevard, Kissimmee. This meeting was the first of three, large-scale public gatherings scheduled to allow the community to view and submit their comments on the latest corridor alternatives and other study materials. I. Study Background

In March 2018, the CFX Governing Board approved the findings of the previous Concept, Feasibility and Mobility Study of the Poinciana Parkway Extension, and authorized moving the project forward to the PD&E study phase. The PD&E study began in July of 2018. It will refine and evaluate the alternatives from the concept study in greater detail, as well as look at additional possible alignments for the proposed corridor. While the concept study considered extending Poinciana Parkway to Interstate 4 (I-4), the PD&E study is looking at alternatives to County Road (CR) 532 at the Osceola/Polk County line. A later phase – to be done by, or in close coordination with, the Florida Department of Transportation – will provide a connection to I-4, either at State Road (SR) 429 or at CR 532. The overall goals of this proposed new 3-mile, limited-access facility include improving the roadway connections from CR 532 to the greater Poinciana area, enhancing mobility of the area’s growing population and economy, relieving congestion on local roads, and promoting regional connectivity. II. Study Methodology CFX is following FDOT’s PD&E manual. This study will result in a Project Environmental Impact Report (PEIR)

with CFX’s approval. This study will analyze and document physical, natural, social, and cultural impacts. Public involvement and interagency coordination are an integral part of the assessment process, and multiple opportunities for participation are being provided. Three public meetings, including a public hearing, will be held to collect vital public input on the alignments under evaluation. Public meeting comments received during this first public meeting, as well as from stakeholders, local agencies, officials and other interested parties during the study, will be considered in the evaluation of the alignment alternatives. After the public hearing, the CFX Board will evaluate the recommended preferred alternative and determine whether the project should move forward to the design phase for the extension of the Poinciana Parkway.

III. Public Notification Public meeting invitation letters were sent on Wednesday, September 5, 2018, by email to 38 elected officials and their aides, as well as to 97 local, regional, state and federal agency contacts. An additional 5,013 meeting invitation letters were mailed to property owners and tenants within the corridor on Wednesday, September 5, 2018. Meeting information also was posted on the study webpage and Facebook page.

IV. Media Notification

The public meetings were advertised in advance with display ads in the Lakeland Ledger on Sunday, September 9, 2018 and Sunday, September 23, 2018; in the Osceola News Gazette on Thursday, September 6, 2018 and Thursday, September 20, 2018; in El Sentinel on Sunday, September 9, 2018 and Sunday, September 23, 2018; and the Orlando Sentinel’s Orange and Osceola editions on Sunday, September 9, 2018 and Sunday, September 23, 2018. An ad was printed in the Florida Administrative Register (FAR) on Friday, September 7, 2018, and a press release was distributed to major media outlets on Monday, September 24, 2018.

V. Public Meeting Agenda The meeting was an informal open house and participants were welcome to come at any time between 5:30 p.m. and 7:30 p.m. Display maps illustrating the project study area, the corridor alternatives, the project schedule, and other information were available for public review and comment. A looping audiovisual presentation was available throughout the meeting that provided an overview of the study process, history and details. Project representatives were available to discuss the studies, receive input and answer questions. The use of two large smart screens allowed project personnel to

provide a more detailed look at the potential impacts of the various alternatives to a meeting attendee’s property or business. In addition, a sign language interpreter was on hand to facilitate communications with hearing impaired meeting attendees.

Parking was available to accommodate all attendees, including those who were differently abled. Signs were placed along the roadway and on the high school property directing attendees to the meeting room. The following display boards were available for public review and comment:

VI. Meeting Attendance A total of 134 attendees – 116 community members and 18 staff members – signed in at the public meeting. Among those attending were: Jay Jarvis, Polk County Roads & Drainage; Wade Allen, Polk County Planning & Development - Real Estate Services; Steve Sykes & Robert Hamilton, Polk County Sheriff’s Office; Josh DeVries, Osceola County Transportation Planning; Bill Burchfield, Osceola County Property Appraiser – Director of Land Records; and, Rocky Hague, staff member from state Rep. Mike LaRosa (R – District 42).

VII. Meeting Handouts The Study Fact Sheet (Summer 2018 edition), comment forms and public involvement surveys were distributed to the attendees. Participants were encouraged to sign the sign-in sheets, to discuss their thoughts and concerns regarding the study with project team members, and to submit written comments.

VIII. Public Comments A total of 24 written comments were received: 17 at the meeting, and seven emailed within 10 business days of the public meeting. The information below reflects the general nature of the comments received. Many comment forms touched on multiple topics, so referenced numbers may exceed the total number of comments. The individual comment forms have been attached as part of the study record. Comment Categories and Related Statements (numbers in parentheses indicate how many times, if greater than one, a comment or statement was made):

POINCIANA PARKWAY EXTENSION: • Concerns about the impact on CR 532 and Old Lake Wilson Road. • Questions regarding the decision to extend only to CR 532 in this first phase and not to I-4.

• Alt 1 seems to impact a lot of homes and wetlands. Does it impact the historical Polk County marker?

• Consider Alternatives 4 or 5 so as not to impact 21 Palms RV Resort that provides homes to 150 families. (2)

• Use Alternative 4 or 5. We need relief here because of growth. Also, we want a decision made soon so we’ll know if we need to move or not. Unfortunately, somebody is going to be impacted by this, but we understand it’s needed. (2)

• Choose Alternative 4 or 5. That’s best for Polk County. • Alternative 1 would be perfect because it affects fewer families. (4) • Choose the alternative that has the least impact to wetlands and nature.

GENERAL COMMENTS:

• Thank you for listening to us. • Please add me to the database/email list. • Please provide a sign language interpreter for all future meetings. • Work on local roads. If people in large developments want quicker access to the highway, they

should have bought homes closer to I-4. • We don’t need this road. (2) • When is the next public meeting?

From my development it will be hard to get onto Hwy 17-92 to Kissimmee. I belive the alternative 1 may effect less people. Alternative 4 & 5 will effect my neighbors but my lot may be saved. I don't like idea of looking at a road or bridge out of my front windows. I lived here since 1984 and do hope to live here till my end. I wish you will as you know you will not make everyone happy. Progress must happen that can help everyone.
