described in this telegram should be discouraged. I

cannot believe that any attempt to settle titty thousand

German refugees in Haiti would ever have a successf ul

outcome because ot the fundamental d1tterencee in race,

standard ot living, culture, and customs between the

prospective immigrants and the Hait ian people themselves .

In my opinion, even it the colony were started, it would

only be a tew years before very serious f riction would

arise between the refugees and the Haitian authorities

and people . The other possibilities pointed out in

I tully appreciate t he reasons which led the British

and French Government& to oppose any development ot that

i dea at Evian . Any action wllicb llliS)lt en.eourase other

nations of Eastern E~ope to apply pressure upon minority

groups would not only be IDOst undesirable in 1tselt but

might also Jeopardize the specific effor ts of the Co<ndttee

to solve the German retu.gee problem. No one could be more

anxious than I to avoid ouch a development. Were a suit­

able area avn1lable tor the settlement of great numbers

o t people, however, the situation would be entirely dif­

ferent.

The tact must be raced that tllere exis~s in CenW&l

and Eastern Europe a racial and rel1g1ous group ot eome

seven million persona tor whom the economic and social

future 1s exceedingly dark. While tile Intergovernmental

Committee has wisely treated the German retugee problem

as

nized thnt the larger Eastern EUropean problem is basic­

ally a Jew18h problem. Acute ae the German problem 1e,

it is, I tear, only a precursor of what may be expected

1f the l.ru•ger problem 1a not lllet before 1t reaches an

acute etage, and 1nd1eat1ons are rapidly 1nereaeing that

euoh a stage may be reached 1n the near fUture. The 1n­

oreaeing eer1ouenese or the problem may ahortly make the

political difficulties involved 1n f\nding a eolution ap­

pear tr1v'1&1 in comparison.

I do not believe that the migration of seven million

persons from their present homes and their resettlement

1n other porte of the worl d ie either possible or essen­

t1al to a aolut1on of the problem. I do believe that

the organized emigration from Eaetern Europe over a period

of years of yours pereons at the age at wh1oh they enter

actively into economic oompet1t1on, and at which they may

be expected to marry, is not bsyond the bounds or poeai­

b1l1ty . The r esultant decrease 1n economic pressure, the

actual rell)Oval over a period ot years of a very substantial

number of persons , the decrease in the birthrate and the

natural operation of the deat.h rate among the remaining ol der
