What is the Goddard Quality Management System (QMS)?

• The Quality Management System (QMS) is the NASA/GSFC business system, which has been set up to comply with ISO 9001. It is documented as a series of GSFC procedures and guidelines, or GPGs, that implement the requirements of ISO 9001.

What is the GDMS?

GDMS refers to the Goddard Directives Management System -- an automated collection of Goddard directives which are to be followed by employees, along with the procedures for establishing and maintaining such collection.

Q: What is the GSFC quality policy?

A: “ With customer satisfaction as our primary goal:– GSFC is committed to meeting or exceeding our

customer's requirements– We achieve excellence in all of our efforts.”

• You may be asked what this means to you in the performance of your job.

• It will not have to be recited or paraphrased.

• The full statement of the GSFC quality policy is officially documented in the GSFC Quality Manual (GPG 1280.1).

Q: What do you do if you find Quality Management System nonconformances or products and processes that are nonconforming?

A: Product nonconformances are documented in the Goddard Problem Reporting/Problem Failure Reporting system’s on-line database located via the GSFC QMS Web Site at: http://ncr.gsfc.nasa.gov/ in accordance with GPG 5340.2, Control of Nonconformances. Because NPP has no in-house hardware, we will likely have no product nonconformances.

All process nonconformances shall be documented on a GSFC Nonconformance Report (NCR), and entered into the NCR/CAS database. If you need help documenting a nonconformance, see the NPP NCR Lead (System Assurance Manager).

Q: Show me the quality planning that has been done for your program.

A: Quality planning is defined in GSFC GPG 1280.1, The GSFC Quality Manual. There are also detailed requirements in the NPP Project Plan and the (draft) NPP Configuration Management Plan.

Q: What are your job responsibilities? What procedures and work instructions apply to your job? Where are they located?

A: All project personnel must determine the correct answers to these questions with the help of his or her supervisor if necessary. As a minimum, each person should be able to place and explain his or her job and responsibilities within appropriate Work Instructions (WIs). WIs may be either hard copy or electronic. Correct versions of WIs must be readily available to you, and you must know where to find them. Directorate-level PGs may be applicable to your job. At this time, the NPP Project does not have any PGs. All GSFC directives are available electronically within the GSFC Directive Management System located at: (http://gdms.gsfc.nasa.gov/gdms). It is not necessary to recite a URL. Rather, you should be able to readily locate this site on your computer, or take the auditor to someone who can.

Q: How does your job support the project and program’s goals and their associated metrics?

A: The answer to this question obviously depends on your role in the project. Everyone is ultimately supporting the accomplishment of the NPP science goals. You should be able to communicate to an auditor that you are aware of the science goals and tell them how you help NPP achieve them. You might point to the particular subsystem or instrument that you are working with. If you are in an administrative position, you might say that you enable the project’s managers and engineers to accomplish their goals by doing ________ for them.

Q: Where are the master lists for your quality policies, procedures, work instructions, and other documents?

A: You must be able to demonstrate that you are using the correct versions of documents in performing your work. The Master List for ISO 9000 Quality Management System documents is located in the GSFC Directive Management System at: http://gdms.gsfc.nasa.gov/gdms.

NPP Baseline Documents are available at https://romulus.gsfc.nasa.gov/htbin/ccr/npp/login.cgi. It is not necessary to recite a URL. You should be able to readily locate this site on your computer, or take the auditor to someone who can.

Q: How do you use the applicable Nonconformance /Corrective Action Systems?

A: The GSFC GPG 5340.2 applies to ALL NPP Project Personnel, to all products and processes, and to the Quality Management System itself, so anyone can enter a nonconformance. The NPP System Assurance Manager (SAM) has been appointed as the Project Nonconformance Lead. If you wish to document a nonconformance, you may contact the SAM for help.

Q: Do you use any forms? How do you know you have the correct version?

A: The GSFC Official Forms are located in the GSFC Quality Management System (QMS) Web Site at: http://gdms.gsfc.nasa.gov/gdms/plsql/dmform.master_list

You may also be using other forms that are controlled by a WI. In any case, you should assure yourself you know the source for whichever forms you use and that the form you are using is the latest version.

Q: Show me objective evidence that you do your job like you say you do it.

Q: Are there any quality records associated with your job? Where are they maintained, and for how long?

A: Your work instructions (WI's) establish the way you do your work, and the quality records named in those instructions are the best evidence that you do your job in accordance with your instructions. To answer the auditor correctly, you must be familiar with the documentation associated with your task or activity, as well as with all the PG’s / WI’s that apply to your tasks. Where quality records are maintained, and for how long, are specifically established by various means, and are detailed in the applicable PG or WI or Project document.

Definition: Quality Record

• A document which provides objective evidence of the extent of the fulfillment of the requirements for quality or the effectiveness of the operation of a quality system element. Quality records can consist of paper, microfilm, magnetic/electronic media (including software), microfiche, x-ray, or optical media. This includes records which verify product compliance to requirements, records delivered from subcontractors, as well as records which verify effectiveness of the quality management system.

• Not every record is a Quality Record - only those identified by a specific GPG, WI or PG.

Auditee Etiquette & Philosophy• Convey with enthusiasm that what you do makes a difference • Know what the quality policy means• Know how you help GSFC meet its goals• Know where to locate applicable Goddard Procedures and Guidelines

(GPGs) & Directorate-level Procedures & Guidelines (PGs) / Work Instructions (WIs)

• Know what procedures govern the work that you are doing• Convince the auditor you follow procedures and work instructions where

required• Be professional, friendly, and courteous• Think before answering questions, answer truthfully, and directly (a simple

‘yes’ or ‘no’ is an acceptable answer), don’t answer a question that was not asked.

• If you do not know the answer, say “I don’t know, but I know who can help” and direct the auditor to your supervisor or project GDMS contacts

Some Audit No-No’s!

• Don’t think that your answers don’t count• Don’t be afraid to say, “I don’t know, but I’ll find out”• Don’t volunteer information not asked for• Don’t act like the auditor is wasting your time• Don’t guess or bluff answers • Don’t criticize coworkers or the Center• Don’t argue with the auditor• Don’t say you don’t follow procedures because...you

don’t have time, or it can’t be done that way

Bottom Line

• ISO 9001 Registration demands the active commitment and participation of all employees - get involved - stay informed

• ISO 9001 Registration is critically important to GSFC and to NASA.
