State President and Membership Chairman Report C Michael Clepper and Robert P Wahls
October 2019
On Thursday, September 12, 2019, my wife, Sylvia and I headed to New Bethlehem where we were met by District Four Director and Aerie Secretary Allan Doverspike and bartender George Hopper. We also met Paul Minich brother of State Treasurer Ted Minich, Terry Shirey no relation to Jack Shirey, Chaplain Dave Wolfe and Marty King and Cindy Dinger. Allan Doverspike presented me with a check for my charity. After leaving New Bethlehem we traveled to Kittanning where I met President, Justin Batten and Secretary, William Jones. It was meeting night and I attended the meeting where they voted in six new members, two reenrolled members, and two dual members. One thing that was very interesting was that they gave two free drinks to everyone who attended the meeting. They had a very good Thursday night crowd. On Friday morning, I was joined by Bob Wahls and Mel Fry in Ford City at the golf course for a practice round. After the practice round Bob, Mel, and our wives went to the Ford City Aerie where we were met by Roger King, tournament chairman, Secretary Scott Kirkwood who doubled as the shuttle driver, Auxiliary Secretary Teresa Spenvcer, Cook Sis Hancock, John and Ruth Jordon, Rick Cujas, dual member Randy Schwartz who is the Chaplain, Trustee Todd Kirkwood and auxiliary members Amy Hindman, Deb Cobb, and Jill Davis who is the Auxiliary President. On Saturday we played the state golf tournament which included state officers and past state officers Mike Clepper, Bob Wahls, Mel Fry, Ray Roberts, Joe Bargella, Mike Deli, Clint Slima, Jim Hinderliter, Scott Brasile, and Jim Crossan five time State Membership Chairman. After the tournament we all returned to the Aerie for a fine dinner and awards presentations. I was presented a check for my charity. On Sunday Sylvia and I had breakfast and started home by way of Harrisonville where we met Dick Karper who was past Treasurer and Vice President, Trustee Boyd Kelvin, Trustee Dan Yohn and his wife Pam who is the Auxiliary Secretary, Roger Skvarka, and Leonard and Nancy Bingaman. Boyd Kelvin presented me a check for my charity. Fraternally, Mike and Bob

• NO ONE wants to lose an Aerie but you MUST operate your Aerie as an
Aerie of the Fraternal Order of Eagles and not just a bar. Follow all Statutes
of the Grand Aerie and your Local By-laws as well as all Federal, State and
Local laws. Failure to do places your entire Aerie in jeopardy.

Many Aerie’s have been afflicted with the issue of illegal memberships. This will provide you with the proper procedures to prevent members from being improperly admitted then removed.
PLEASE BE SURE YOU ARE FOLLOWING THE PROCEDURES LISTED BELOW
Section 75.1. of the Constitution and Statutes states, “Any member of an Aerie who is in good standing, and against whom no charges are pending, may, without the payment of any fee, resign his membership in the Order, and his membership in the Order shall forthwith cease upon presentation of such resignation to any regular meeting of the Aerie without the formality of acceptance by the Aerie.” Section 6.1 of the Auxiliary Rules and Regulations states, “Any member of any Auxiliary who is in good standing and against whom no charges are pending may, without the payment of any fee, resign her membership in the Auxiliary and her membership in the Auxiliary shall forthwith cease upon presentation of such resignation to any regular meeting of the Auxiliary. Upon her resignation, she must return her Official Receipt to the Secretary.” Examples:
• If an Auxiliary member would like to join the Aerie they must resign their membership and wait a period of twelve (12) months before applying to the Aerie.
• If an Aerie member would like to join the Auxiliary they must resign their membership and wait a period of twelve (12) months before applying to the Auxiliary. Please keep in mind, they must meet the qualifications for membership as stated in Section 1.2 of the Auxiliary Rules and Regulations.
• If an Auxiliary member has been dropped and later wishes to join the Aerie, they
must re-enroll in to the Auxiliary and then resign their membership, this kicking in the twelve (12) month waiting period.
• If an Aerie member has been dropped and later wishes to join the Auxiliary and meets the requirements of Section 1.2 of the Auxiliary Rules and Regulations, they must re-enroll in to the Aerie and then resign their membership, this kicking in the twelve (12) month waiting period.
Bottom line: If an Auxiliary member wishes to join the Aerie, OR an Aerie member wishes to join the Auxiliary and they meet the requirements for membership as stated in Section 70.2 of the Constitution and Statutes and Section 1.2 of the Auxiliary Rules and Regulations, they must be in good standing, resign their membership and wait a period of twelve (12) months before applying.

Grand Aerie Hall of Fame
Dear Brothers:
We are seeking nominations again this year for Grand Aerie Hall of Fame.
Please find below, the requirements that were put together by the Hall of Fame Committee and approved by the Board of Grand Trustees at the February 2016 Board Meeting in Florida:
➢ Nominee must be a member of the Grand Aerie
➢ Nominee must have been a member for 20 consecutive years
➢ Nominee must have been active in some capacity at the Grand Aerie level
➢ Each State/Province is limited to one (1) submission per year
➢ Nomination documents shall be certified under the signature of the State/Provincial Worthy President and the signature and seal of the State/Provincial Secretary.
If you know an Eagle member, living or deceased, that these guidelines would pertain to, we would appreciate you sending in the name for consideration. A resume of that member’s accomplishments as an Eagle and any pertinent facts about him would help us in making the selections.
We usually select four (4) from the Fraternal category. The other three (3) categories which are Sports, Entertainment and Humanitarian. If you know of anyone who is a nationally known sports or entertainment figure and is a member of the Eagles in your State/Province, please let us know. If you know of a Senator or Congressman who has proposed legislation beneficial to our Aeries and is a member of an Aerie in your State/Province, we would like to learn of that also.
PLEASE NOTE: The deadline for receipt of the 2020 submissions is Thursday, December 19, 2019.
This will give the Hall of Fame Committee time to make a decision and forward to the Grand Aerie.
Anything received after that date will be held over for the following year’s review.
Please submit to: Pa. State Aerie F.O.E.
