I found myself walking in an alley along Recto Avenue where sculptors were busy with their work of art. I was emphatic on how they were able to develop such delightful statue with every single detail finely engraved. They captured my attention and eventually drove me to have a better look on how they came up with a prolific statue. According to them it is the proper use of tools on a particular part of the artwork. The tools must be vividly selected and it must be suitable to what it was meant to be. There and then, I already knew that the beauty of the artwork halfly laid on the tools being utilized and the other half laid on the skill of the sculptor making a hundred percent stunning art.

Education sets the standard of the learning process and it is considered as the benchmark that should be developed in a certain scheme for the easy absorption of the learner. It is a necessity for an institution to know what should be done and what should be developed to cope up with the learner’s need for education.

Since the Academy is known as the premier institution for the training and education of future Public Safety Officers, it is necessary to implement a standardized curriculum fitted to the learning environment of the Academy. It is comparable with how the sculptor uses the most suitable tool for the development of his artwork. The Academe should equally source out the best tool that should be imposed upon the cadets to maximize their capacity on the learning process. With these tools worked upon the cadets, it is expected to implant a will and facility for learning among them and should produce not learned but learning officers.

Education does not solely lies upon the very competent professor nor any prestigious academe but it also lies upon the suitable approach towards the realization of effective learning process.

Consider these new challenges as a strong foundation for a greater endeavor in the field of public service.

As cadets and as government scholars, you are expected to meet the highest standards of discipline, to possess a strong sense of character and be intellectually competent. To know the “yet-to be known” about the fundamentals of Public Safety will be the basic foundation for the real battle in the field. Education is the knowledge of putting one’s potentials to maximum use. We consider education as a very precious tool in life. It cannot be measured by money, fame and other things for we consider education as a key to success. It might discount one’s social status and the financial capabilities unless there is the strong desire to achieve the goals of which he or she truly envisions. Without the strong desire to achieve the goals of which he or she truly envisions. Without education people would not acquire great skills and talents to make them successful in both career and family life.

Education is the only treasure that one keeps and that nobody can take away. Every cadet can enjoy education if only there is proper management in Corps activities in the academy. Education plays the most important keys to open Corps activities in the academy. Education plays the most important keys to open the door of success and to serve as a milestone on the way going to the top as future Public Safety officers. In fact, education may be viewed as a process, a product or both. It is a lifelong process that includes both formal instruction and product or both. For some ordinary students, education is simply going to school, occupying designated seats in classrooms, taking down notes, listening to their teachers and taking the exams. With the “bahala na”, attitude students enjoy school life as light as possible. Some are neglecting the consequences it might give or what as light as possible. As Public Safety Officers, we will stand in a society not only as protector of the people’s right or an implementor of enacted laws but as an effective educator as well. So, how could we share to others if we have inadequate education? It is very much necessary that we give emphasis on learning for self improvement and intellectual progress. establishment of suitable plans and programs in pursuit of national

Another challenge that might surprise you particularly in the Philippine National Police is, we have a kaleidoscope of professionals different in so many ways, with emphasis on the manner of their entry to the commisionship, which somehow created a gap between police commissioned officer. Some may choose to see diversity as an obstacle-dividing rather than unifying. But with you, I am encouraging you to see this diversity as a stepping-stone. You need to unify the force and focus on the individuals’ strength and use their strengths in a very goal-directed niche within our organization. We are so fortunate to have personnel that enhance our vision with their special talents, given willingly and passionately.

I know for a fact that no one is perfect, but I know even with a very short time I was with you; you keep working on that, to obtain perfection in everything you do. Your moment in the public service is fast approaching and for me underneath it all-I do honestly believe that all of you will make a difference and will contribute for the good of the public service. I have the utmost belief that after four years of stay with the Philippine National Police Academy you will have the feeling of total confidence that you can make your career the way you envision it. Don’t let people tell you that you can’t do something. After all, you deserve to experience a life of joy, freedom and completeness.

SEC. 5. Rights of the Child in Conflict with the Law. - Every child in conflict with the law shall have the following rights, including but not limited to:

(a) the right not to be subjected to torture or other cruel, inhuman or degrading treatment or punishment;

(b) the right not to be imposed a sentence of capital punishment or life imprisonment, without the possibility of release;

(c) the right not to be deprived, unlawfully or arbitrarily, of his/her liberty; detention or imprisonment being a disposition of last resort, and which shall be for the shortest appropriate period of time;

(d) the right to be treated with humanity and respect, for the inherent dignity of the person, and in a manner which takes into account the needs of a person of his/her age. In particular, a child deprived of liberty shall be separated from adult offenders at all times. No child shall be detained together with adult offenders. He/She shall be conveyed separately to or from court. He/She shall await hearing of his/her own case in a separate holding area. A child in conflict with the law shall have the right to maintain contact with his/her family through correspondence and visits, save in exceptional circumstances;

(e) (e) the right to prompt access to legal and other appropriate assistance, as well as the right to challenge the legality of the deprivation of his/her liberty before a court or other competent, independent and impartial authority, and to a prompt decision on such action;

(g) The right to testify as a witness in his/her own behalf under the rule on examination of a child witness;

(i) The right to diversion if he/she is qualified and voluntarily avails of the same;

(j) The right to be imposed a judgment in proportion to the gravity of the offense where his/her best interest, the rights of the victim and the needs of society are all taken into consideration by the court, under the principle of restorative justice;

(k) The right to have restrictions on his/her personal liberty limited to the minimum, and where discretion is given by law to the judge to determine whether to impose fine or imprisonment, the imposition of fine being preferred as the more appropriate penalty;

(I) In general, the right to automatic suspension of sentence;

(m) The right to probation as an alternative to imprisonment, if qualified under the Probation Law;

(n) The right to be free from liability for perjury, concealment or misrepresentation; and

(o) Other rights as provided for under existing laws, rules and regulations.

The state further adopts the provisions of the United Nations Standard Minimum Rules for the administration of juvenile justice or “Beijing Rules”, United Nations Guidelines for the “Prevention of Juvenile Delinquency” or the “Riyadh Guidelines”, and the United Nations rules for the protection of juveniles deprived of liberty.

It has been noted on the previous years the rampant involvement of juvenile with serious offenses and petty crimes. Reports show that most children have become juvenile delinquent either out of necessity or they have been compelled or coerced by adults. Apparently, most children involve therein, are those out of school and those who came from broken families. Likewise, data indicate that most committed crimes involving juveniles are vagrancy, truancy, begging or alcohol use. These are actually status offensesthat are not deemed criminal when committed by adults.

Yet, children are being subjected to imprisonment, they must be informed of their rights as stipulated in Section 5 of Republic Act 9344 otherwise known as “The Juvenile Justice and Welfare Act of 2006” or the Rights of children in conflict with the law.

Upon availing of my two day weekend privilege, I took advantage of opening my facebook account - expecting that fresh news feeds will stir my interest. I got to know about my siblings’ whereabouts, even pried up updated photos; greeted my friends; replied to posted messages and intriguing statements written on friends’ walls. However, as I carefully read between the lines scribbled on the status walls, I deciphered a lot of grievances, regrets, and even frustrations hidden behind the worded smiles and laughters reflected on the profile image. Then, the gray lettered query, “ What’s on your mind?” caught my attention and enticed me to share my query, “ What’s on your mind?” caught my attention and enticed me to share my inner thoughts. But, I hesitated and contemplated for several moments.

Whenever we normally convey our ideas, opinions and even express our own emotions - deeply embedded with our hopes and desires - we tend to pour out our feelings and thoughts to lighten the burden and the pressure over something within. Thus, we decided to interact through social networking sites - to get sympathy from others by sending assurances or simple comments.

Once John Dewey said, “Education is not preparation for life;

education is life itself.” It is quite difficult, even impossible to contend for the statement. We should clearly understand that education is a long process, which lasts for a lifetime. More than that, life is the best teacher we might ever have. In other words, we can denote that we live educating ourselves and educate ourselves for living.

It is interesting to note that the notions “education” and “life” can be regarded as identical ones. If we speak about education, we keep in mind that it is not just a period of life but also a lifelong process of learning. As Albert Einstein once noticed, “Intellectual growth should commence at birth and cease only at growth.”

Keeping to the point, education could be given and taken anywhere. However, there is no better teacher than life itself. Nobody can dispute it. People learn much deeper and more effectively through their own actions and mistakes. Life motivates, directs, controls and evaluates us. Life teaches us. What is more important, life is always fair

towards us that is why we consider life to be the best teacher. Every person has his own attitude towards education. For some people education seems to be an obligation, even a burden, for others it is the meaning of life, for the rest it can be a means to achieve some higher goals… but there is no doubt, education is the most powerful tool that has a certain impact on our lives.

For most of us an education opens doors and gives you opportunities. As a child we do not always understand the importance of education, happily drifting through our school years. For some, learning is an uphill struggle. For some though, Academics subjects are interesting and learning comes easily. From all areas of the spectrum, education is important and you should do the best you can. One person’s best is always going to be different from another’s. It would be unrealistic to think that we can all achieve the same things. It is the variety in life that makes us interesting people for through our lives we are building our character.

So, whatever we think education is, our lives are just as important as our academic achievements.

I have always admired how a cartoonist can express many things with few images and a

set of captions. I remembered a year ago reading the comic strip Garfield. Garfieldalways questions on things which don’t seem to work out well in his world. In this particular comic strip, Garfield sat with Garfield sat with Garfieldthis puzzled look on his face, and it read, “Just when I finally figure out where it is at, somebody moves it.” Garfield hits the nail Garfield hits the nail Garfieldon the head; things are moving. It’s not easy for him to figure out where it is going and he is keeping up with change is ever more challenging.

The magnitude of change and the consequences of change are significant. Wrong decisions have more severe results than ever. Today, many decisions feel more urgent, more complicated, and require immediate attention.

For the past months, the Academy has set many declarations which apparently renewed the traditional schemes of the institution, such as the mode of admission of the new breed of cadets – the class 2015; the implementation of modular course of instruction; reorganization of group of mentors and the training staff of academics and tactics departments; and the full indoctrination of the Oath of Covenant to the prevailing condition of the Cadet Corps.

Resistance to change comes from a fear of the unknown or an expectation of loss.

The front-end of this resistance to change is how these changes are perceived. The back-end is how well-equipped to deal with the expected changes.

The degree of resistance to change is determined by whether we perceive the change as good or bad, and how severe we expect the impact of such change on us. Our ultimate acceptance of the change is a function of how much resistance we have and the quality of our coping skills and support system.

Our duty as future leaders is to address this resistance from both ends to help reduce it to a minimal, manageable level. Part of our obligation is not to bulldoze this resistance so we can move ahead.

People cannot simply change as it is when we break out from long established traditions. Perhaps, we don’t want to change, or we just want to stay where we are, or we want to change, but not in the way we want them to. Whatever the reason, getting ourselves to change would be like hitting our head on a brick wall. The brick wall doesn’t change, but your head would definitely undergo some undesirable changes.

Change can either be a good or a bad thing for a personal perspective. Much of it depends on whether they take it in a positive or negative way. According to Harold Wilson, “He who rejects change is the architect of decay. The only human institution which rejects progress is the cemetery.“

Love and Lost

What is your passion? This is the question I keep on asking when I heard the speech of Steve Jobs in a commencement exercises of Stanford University. He said he was lucky to know what he wants earlier in his life. But how about others, do they know what they really love to do?

Many of us unknowingly deny what we want to do because of what others want us to do. It seems to be very complicated. When we were still young, we dreamt to become doctors, engineers, pilots or even soldiers. But as we grow up, we realize things could not be possible for some reasons. The reason might be either financial constraints or social status. In these cases, we found ourselves in the swirls of distractions. We are unsure of what

we really want and imprisoned on the thought of what is best for us.

Others are tangled and lost because they failed to achieve what they do really aspire for and dream of. They eventually have unclear goals in life. When someone would ask of what they wanted, they bluntly reply “I don’t know”. This vague answer causes one to fear of doing or not doing something.

Once God called us for something we love, it might manifest in falling out or losing what we have now. As a cadet, we already made the choice, a tough choice. And it is the reason that the Cadet Corps keep on moving forward to achieve our own passion and noble calling in the field of Public Safety.

Recently, I have fallen into a deep sleep, not of closing my eyes for a long period of

time but for running out of ideas, words and librettos.

Nothing has really come into my mind since the start of the academe this year. My paper-ink chemistry has rested for so long wherein on this certain moment that I have to ask myself, do these paper, pen and a cup of coffee in this topsy-turvy table still work?

This intimidated me from starting something new which has always been a deep worry about my shortcomings. I know that I have weaknesses, and I am afraid of it that it may lead to sudden failure. I could foretell that my weaknesses can be turned into strengths, but sadly, I have to admit that I am becoming a mediocre.

I have to confess that for so long, I excel in an undesirable penchant of mediocrity. Although I aim of hitting the stars, still I cannot reach them out. I settled in the idea that impossibilities will always be impossible and will remain unattainable.

I have adapted the Filipino trait of “bahala na” and “pwede na basta makasulong.” Now I have known the cancer of mediocrity has attacked my system. It frustrates me that I have given less value on my craft, my studies and many other things. I am soaked in regrets, frustrations and defeat. I cannot help myself from thinking of the if’s and if’s and ifwhat could have been’s if I haven’t lived closely to mediocrity.

I remember the story of the fern and the bamboo. The story tells of a man who decided to quit his life due to occupational and relationship distresses. He went to the woods. And there he met a farmer.

“Sir”, he said. “Can you give me one good reason not to quit?” His answer surprised him. “Look around”, He said. “Do you see the fern and the bamboo?” “Yes”, he replied. “When I planted the fern and the bamboo seeds, I took very good care of them. I gave them light. I gave them water. The fern quickly grew from the earth. Its brilliant green covered the floor. Yet nothing came from the bamboo seed; I

did not quit on the bamboo.” “In the second year the fern grew

more vibrant and plentiful. And again, nothing came from the bamboo seed. But I did not quit on the bamboo. In third year, there was still nothing from the bamboo seed. But I did not quit and the same thing happened in the following year. Again, I did not quit”, he said.

“Then in the fifth year a tiny sprout emerged from the earth. Compared to the fern it was seemingly small and insignificant... But just 6 months later the bamboo rose to over 100 feet tall. It had spent the five years growing its roots. Those roots made it strong and gave it what it needed to survive.”

The farmer said to him. “Do you know, that all the time of your struggles, you have actually been growing roots? I would not quit on the bamboo. You should never quit on yourself. Don’t compare yourself to others”, he said. “The bamboo had a different purpose than the fern. Yet they both make the forest beautiful. Your time will come”, he added to him. “You will rise high.”

“How high should I rise?” he asked. “How high will the bamboo rise?”, he asked in return. “As high as it could?”, he questioned. “Yes”, He said, “Give glory by rising as high as you could.” Then and there, he had left the forest and spread this story.

It’s a beautiful story which simply tells our attitude and not our aptitude, determining our success. Life is too precious to be lived with our weaknesses. One must not follow the herd of mediocre people so he could rise beyond the infinite sky as Patti Wilson implied, “Following the herd is a sure way to mediocrity.”

Make importance of the weaknesses we possess for in return, it will be an important factor in braving indifference. Perhaps, we are not autopilot. It takes time to sprout and grow our roots and be one of those beautiful and strong grasses in the woods. It is a matter of fighting the insignificance by watering ourselves with determination and motivation to change. Let us not be trapped with the frailties within us, for with these things come our greatest strength.

During one of my summer vacations, I found myself walking boundlessly straight

along the shore as the waves of the sea flaps to and fro. I can hear the upsurge of the waves which murmurs its final verdict; further, extricating the idea entrenched within my system. I looked up to the sky and I hoped that the clouds would instantly converge to form the clues I needed. I was battling between two different decisions. Will it be the one which I really desired to or the one which from the past days subjugating my mind. In the battle between the desire and the mind, I fear that it would be me who gave triumph for the mind.

As I continue my steps, I can see how the sand sink beneath my feet and how its every specs fill the gaps between my toes. I knew I left the footprints behind but surely I also knew that it will just be washed by the waves. just be washed by the waves.

The sun strikes me and seemingly piercing my skin - letting me feel that I should now take a stand. The pain is outrageous wherein I cannot endure for so long. Muffling is a mocking idea and the least I could do. Yes, finally I denounce my desire and totally gave in to what my mind dictates. I desired to be a medical practitioner but my mind dictates that I should be at the helm of the law enforcement.

As future Public Safety Officers we are twigged to be the primary enforcers of the law and ensure that our people are bound to follow the specifications set therein. But what bombards us most is the deteriorating image of the law enforcement organization. Police officers do stumble with little things in the course of their duty. It is not because they lack sufficient knowledge but it is because their decisions and actions are swallowed by their ignorance, maybe it is harsh but definitely it is true.

Apart from the qualities of the sand, I do not want myself to be succumbed and dumped with this tainted reputation and dumped with this tainted reputation

nor shall I sink into this system as the nor shall I sink into this system as the sand tries to fit in between the toes. The system may already be set prior to my existence but it will not qualify the idea - I will also fit myself with it.

We must not be liabilities of the organization, especially as cadets. Knowledge through education and training must be acquired first so that by the time tests comes along the course of our duty, we will not be easily compelled to take an action differently from what is right, in most of the trying times.

In order not to add up to the organization’s burden, let our mind triumph over our personal desires because our boss is the Filipino people and not ourselves or any other influential individual. Consider every resources of the government spent in the most prolific way and that is our education and training. Consider every taxpayer’s money in the most productive disposition which is simply attending to our primordial responsibilities of working 24/7 to ensure public’s safety. It was late in the afternoon, the darkness of the night is about to kiss the busy city and the gentle light of the bright moon is about to be felt, another exhausting day had passed.

As I took pleasure in gazing at the bright-lighted city from the window of my condominium, it reminded me of my achievements and I could not help but to ponder on my feat. Now, I am a famous detective. I have solved hundreds of cases which brought me fame and glamour.

I dreamed of buying my own car and luckily I have acquired an expensive one. And I even have my house in an executive village. I can go wherever I wish to; I can even travel outside the country and in fact I have been in different places in Europe and in America.

As I was about to take the bed to rest, my phone rang. A TV personality is inviting me for an interview in his is inviting me for an interview in his program on the next day.

The next morning I prepared myself for the interview. As I arrived at the gate of the station, a crowd welcomes me

with unceasingly cheers and shouts with my name and pictures in their streamers and tarpaulins. Bodyguards had escorted and tarpaulins. Dreams would always be a dream unless one will work hard to attain it. Certainly, one major step towards the realization of these dreams is education. As Gen. One may not succeed if he is not determined to work hard. As I view it in deeper perspective, that spank is an awakening for me to do something in order to realize my own dreams.

A well-versed communicator is one of the expected qualities of a Public Safety Officer. Understanding the public - their demands, opinions and suggestions on social issues involving the law enforcement sector and the community will create a better society.

As future Public Safety Officers, public speaking is a necessity. It is a basic tool to manage subordinates in serious situations and eventualities in the field. It is through the intellectual utterances and wisdom that will establish public trust and respect. With the utmost confidence in speaking with the public will inspire our men in any undertakings.

The harmonious relationship between the police force and the community should be indispensable. The community is the primary

clientele where law enforcement applies its goal, “to serve and to protect”, while in return, the community gives back trust and respect to the organization.

An ineffective police community relations would result from conflict and misunderstanding which can create a gap between the community and the law enforcement. We should always be responsible of reaching out the community to the best of our abilities and initiatives.

Effective communication skill is so important to have a better relationship with the community. We must always strive for the best while inside the Academy. The knowledge we continuously acquire from cadetship training program is a mere foundation of our future profession.

SEPTEMBER 24, 2011- marked another significant date to forty- nine (49) cadets from Golf Company as Philippine National Police Academy took part in

the community outreach program sponsored by GAWAD KALINGA (GK), Couples For Christ (CFC) and Kids For Christ (KFC) staged at Gawad Kalinga Village, Barangay Adlas, Upper Silang, Cavite.

The said village is composed of thirteen (13) houses for thirteen (13) families which came from the poorest places in the region. For years, GK, CFC and KFC have worked hand in hand in promoting outreach programs that extensively influenced lives of poor families having the goal of alleviating them from poverty and restoration of human dignity.

In relation to PNPA’s advocacy of creating strong relations with the community, the group of cadets voluntarily participated for the said cause through the coordination of Mr. Romulo Banta, PNPA CFC official representative and PSI Ronaldo Maala, Unit Tactical Officer, Golf Company.

The group conducted feeding program, helped in constructing and painting new trash bins, improved landscaping, and wall stone painting within the area. The cadets also rendered songs which entertained the residents of the village. “ Ang gagaling nila!” praised by an elderly who enjoyed the presentation.

The activity was so memorable for those families as it had made them feel secured and safe amidst the tribulations and predicaments they are confronted with. GK believes that poverty is not a lack of resources but a lack of caring and sharing. “Salamat mamang pulis!”, complimented by a kid after been given his share of goods.

At the end, the group had photo op with the families and members of GK, CFC and KFC. Such fulfillment was more than those seen in the photos. It may not be captured completely, yet the memories are worth treasuring for.

Being a dedicated public servant and becoming an ideal mother at the same time were the challenges she was able to bravely face and overcome.

How do you measure success?• Success is not equated with the work and outputs

accomplished, I rather measure it by the number of people I have helped. For me, it is the very opportunity to touch other people’s lives.

What inspire you to join the Bureau of Jail Management and Penology?

• I started as a Jail Officer 1 before I entered the Academy. I opted to come back not because of the glamour of the job, but because of the big chance I have seen to transfigure this field of public service into a more noble servitude despite of the critical social responsibility it holds in ensuring the safety of the public.

What was the most difficult situation you have encountered as Jail Officer?

• There were many difficulties I have encountered wherein I was able to deal with. The most difficult probably is when you need to become a superwoman in order to find means in getting resources for the inmates’ welfare.

Looking back to your cadet life, what have you done which made a difference?

• During our time, we were the ones responsible in the creation of the Lapu-Lapu monument that brought legacy to the succeeding generations. I had the opportunity to train my juniors and practice leadership that is really useful in practice leadership that is really useful in my field today.

What is your greatest achievements?• Being the junior officer in the

year 2010, I was the first of the batch to earn the third level eligibility.

Did you make any effort to fit in the job or did it came naturally even before?

• Yes. I really have to exert effort in studying because it is not outright that I know everything. Flexibility is also a must. I have to go beyond the limits of my capabilities in order to ensure the safety of the public and the welfare of the inmates.

How do you develop the passion of caring for other people?

• Ever since I was able to comprehend, it was my parents who made me believe in the golden rule that when

I can say. I want to be an encouragement to others to do the right things and also, I want to leave a legacy for other people to emulate.

What are the things you want to impart to the Cadet Corps and to the people who expect much from you?

• To my juniors, do not content yourselves with mediocrity. Move heaven and earth so you may become ideal public servants in the next years to come. Make an impact to your actions and thread a good name for the Academy.

How do you manage your time as a mother, as a wife and a career woman?

• Most of my time is spent in the office. My work demands full attention requiring me to come early and go home late. I cope up by outsourcing. Having a three-year old son who needs me most, I always make sure he is being cared in my absence.

How do you spend quality time with your family?

• Being a full time mother-still getting there. My partnership with my husband who is also a BFP officer needs sacrifices. Recently, I was about to go to Australia for training but I did not pursue because I prioritized my family. Competitive wise, I have already family. Its a good opportunity for PSSupt Ferdinand Realtor Piedad Bartolome to serve his Alma Mater after he assumed the post as the new Commandant of Cadets last August 2011. A dine with the

Cadets Corps was held in honor of the newly appointed Commandant. The Director, PSSupt Nestor Fajura headed the symbolic turn over ceremony.

With an apparent enthusiasm in his speech, PSSupt Bartolome expressed his gratitude to the warm welcome rendered to him.

More development on training and new systems are expected to be introduced to the Cadet Corps under the leadership of the new commandant of cadets.

At the end of the day, PNPA is victorious! Last September 24-25, 2011 Pekiti and Karate

Corps Squad joined the Philippine Union of Martial Arts Arnis and Karate/Taekwondo competition held in Maliksi Covered Court, Brgy. F. De Castro, GMA, Cavite. This event was participated by several schools and different martial arts clubs in Luzon.

Once again, PNPA cadets showed their hard-hitting Arnis sticks and high-flying kicks to their opponents. Such achievement prove that cadets are not only excellent in parade and ceremonies but also in martial arts and other skills. The competition portrayed the outstanding skills of PNPA cadets in Arnis exhibitions, the country’s National Sport. During the event, the cadets had an opportunity to mingle with the community.

September 12, 2011. The traditional Monday Flag Raising Ceremony at the Academy was changed into a

day of wisdom and theoretical aspects of Police in Criminal Investigation.

PCSUPT Alex Paul I Monteagudo, Deputy Director of the Department of Investigation and Detective Management (DIDM), honorably stood in front of the Cadet Corps, who has been consistently noted as the steward of knowledge of Police force in Criminal Investigation. It is under his term that his office was able to create the new manuals related to criminal investigation.

The first book is about the Criminal Investigation Manual and the other two Investigation Manual and the other two Investigation Manualare first of its kind: The Field Manual on Investigation of Crimes of Violence and other Crimes; and the Pre-Charge Evaluation and Summary Hearing Guide(PNP Internal Discipline Mechanism). A “Ladderized’ Investigation Training Program was developed for the PNCO, PCOs, for Junior to Mid-Grade Officers and for Senior Officers for them to have Basic Criminal Investigation Course (CIC) and Police Detective Course (PDC); the Investigation Officers basic Course (IOBC); and the Investigation Officers Management Course (IOMC), respectively.

DIDM donated the said manuals to the Academy which can be used as reference for further study on the Basic Criminal Investigation Procedures and the PNP Administrative Disciplinary mechanism.

Third, use your interactions as opportunities to learn about the life and times of people you meet, and adopt the culture of your place of assignment.

Fourth, never assume you know everything, or else you will stop learning and growing.

The rainy days of the month of June signaled the beginning of the grueling days to be hurdled

as members of the Tagapamagitan Class of 2013 dared to accept the noble tradition of aspiring and prospecting the most elusive title of becoming part of the entire Slow Drill platoon.

Among the majority of them, only few young men with strong and brave hearts continued to give sheer sweat until the day they were received in the elite platoon.

Months of sacrifices and series of practices every morning - enduring exhaustion and the sleepless nights - are the things they have to undertake to develop POWER, PRECISION and PERFECTION, as requisites to become the STRONG ARMS OF THE CORPS.

The debate was participated by the cadets from all classes headed by Cdt 1C Tagsip who had encouraged all members to dedicate themselves for a month long preparation and training. Together with the joint efforts and support of the debate society adviser Prof. Miabella Mendoza, PNPA Professors, and the command group, the team garnered the Champion Trophy, one (1) BEST Debater Medallion from Cdt 4C Judediah D Tuan, Bravo company, and two (2) BEST Debater Medallions from Cdt 4C Dennis M Yuson Jr. of Charlie Company.

that the cadets also excel not only in tactics but also in academics as one of the goals of the Director, PSSupt Nestor M Fajura. The entire cadet corps was also able to establish more awareness of the debate format and issues concerning Human Rights. It was indeed a good avenue for cadets to discuss matters in a structured and peaceful manner, gaining the ability to think rigorously and critically.

The success of the event entitled the Cadet Corps to a month-long weekend pass as promised by the Director once it brings home the bacon. It was a good start for a lasting camaraderie and friendship between PNPA and SBC-Alabang. The team is now looking forward for another invitational debate with DLSU late on February.February.

Day after day, I look after the orange sun of the dusky afternoon. I remember how love began during

I know I was blinded by the love I felt maybe, but still I didn’t care. I could feel the frustration of the secret and the passion of our affair.

And time came when we met after a week of not seeing each other. I wanted week of not seeing each other. I wanted his presence but I understand he has more to do with his work and family. “Jas, we had the real love at the wrong time.” It was not the usual utterances of “I love you” I heard from him. I laughed for I thought he was joking until I had to cry when he continued,” this will be our last meeting… It is hard to love if time is not perfect. I regret why I have just found you now. pulled him back and embraced him not to let go but my mind echoed to stop holding on. It was right. He was right definitely. I was soaked with tears, hurt and regrets. After all those candid moments, I ended up losing him.

I sometimes thought what really cupids have in mind. I wonder why they struck their arrows at the right people yet at the wrong time? Or at right time yet to the wrong people? They say forbidden love is the sweetest, but the most bitter. Ours was the sweetest to nth power, but truly bitter and painful.

Now I know we are commanded to love God with all our minds as well as with all our hearts and we commit a great sin if we forbid or prevent that cultivation of the mind in others which would enable them mind in others which would enable them to perform their duty. Just as I am, letting him go to be with the right people.

Yes, we weren’t the picture perfect destiny for each other. But if I die and live again, I want to go back to that day when we were in that familiar place, where heaven and earth met in the orange and dusky skies and go on to that love that does not just ends when the sun rises. We will continue the love story and start all over again in a most wonderful and legal way.

Naisip ko na marahil ginawa iyon ng Panginoon upang wakasan ang patuloy na paghihirap ng aking ama sa loob ng tatlong buwan ng pagkakaratay sa higaan, bagkus, ako ay nagpapasalamat sa Panginoon dahil binigyan niya pa ako ng sapat na panahon upang makabawi sa aking ama sa lahat ng kasalanang aking nagawa.

Dasal lamang ang sandata ko sa lahat, maging sa pagpasok ko dito sa akademya. Sawa na ako sa pagbibigay ng kahihiyan sa aking pamilya, ngayon at nasa loob na ako, panahon naman upang bigyang karangalan ko ang aking pamilya. Itong katuparan ng pangarap na ito ay hindi lamang binuo ng ilang araw, ito ay pangarap ng mag-amang minsa’y dumaan sa labis na pagsubok. Hindi man niya nakikita ngayon ang katuparan ng aming pangarap, alam ko na masaya siya, saan man siya naroon.

There are few things in life that bring as much joy as the joy comes from assisting another improve his life or

her life - Richard G. Scott.As I scan the pages of the newspaper

as part of my usual daily routine, my attention was caught with a certain page featuring a scavenger along Taft Avenue and Pedro Gil in Ermita, Manila by Rachel C Barawid (2011) exemplified in the title “Teacher Scavenger.”

Catching up with this man while scavenging for leftover food at Agno which is a food joint at the back of De La Salle University (DLSU) and picking up plastic bottles where he generates money to fund his newspaper business. He was also acquainted with DLSU students and most of the time giving him food and money.

Behind his pitiful appearance lies a story that is so surprising to note. He is in fact a licensed teacher, certified bookworm and once worked in a public school. Taking a bit of his history, in 1966, he forcibly dropped his schooling few months before he could finally reach the completion of he could finally reach the completion of

his degree due to financial constraints. He found himself a work at F. Maria Guerrero Elementary School as a janitor. Through working vividly and religiously he was accorded with due recognition. These things do not impede him in going further in his education. He resorted to reading books to expand his intellectual domains.

Years after, he decided to finish his remaining four units in college and eventually graduated. Following the track of his success, he took the board examination and civil service examination, which he had passed without attending review sessions.

He was accused of the malversation of the funds of the school and later terminated him. He tried to re-configure his life to some other works but everyone denies his acceptance. He came wandering at places and finding himself in the helm of streets of Manila as a scavenger who was once a teacher in profession.

Sometimes we are about to reap the fruits of our hardships but so many people exist that actually outlives us. Though our intentions are conscientiously crafted within the realms of upright ideals people actually shift our inert intentions negatively, impeding us from achieving what we opted to have.

No one really goes constant in a certain point in the cirque of life. We must keep in our mind that opportunities come across our path once. We must then uphold this opportunities with utmost care and precaution. But when in some point in life this opportunity at hand detached from us, we must source out avenues to keep the dreamland still near to reality.

Tatay Fred, though deprived of experiencing the privileges supposedly for his great strife for success did not compel him from trying to inject the archetype of education for learners. Being defeated for sometime is a temporary condition but giving up to redo it makes it permanent. When we stopped striving in life that’s when we surrender living worth doing.

“Ang bawat bata ay pag-asa ng inang bayan,” ito ang mga katagang pilit nating binibigyang linaw sa ating pang araw-

araw na pamumuhay. Mga katagang pilit nating ipinapabatid sa bawat bata upang bigyan nila ng tuon ang pagbuo nila ng kanilang pangarap tungo sa maunlad na pamumuhay.

Ngunit papaano kung ang mga batang siyang pag-asa ng ating inang bayan ay nagiging instrumento na lamang ng paglaganap ng kriminalidad sa bansa?

Tinungo namin ang isang lugar sa Lungsod ng Maynila upang humanap ng isang batang lulong sa paggamit ng sinasabing “rugby”. Hindi kami nahirapan sa paghahanap sapagkat laganap nga ang paggamit ng pinagbabawal na bagay na ito. Nakita namin ang mga batang kalat sa lansangan habang humihithit ng rugby. Ang iba ay tila nga hindi na alam ang nangyayari sa kanilang paligid dahil sa epekto nito sa kanilang sistema.

Sa aming patuloy na paglalakad nakilala namin ang isang batang itago na lamang natin sa pangalang “Jonathan”. Isa rin siyang lulong sa paggamit ng rugby. Labing anim na taong gulang lamang siya at huminto na sa pag-aaral sa kadahilanang mahirap lamang ang kanilang pamumuhay. Siya ay pangalawa sa

apat na magkakapatid. Iniwan sila ng kanilang magulang pagkatapos na maghiwalay at may kanya-kanya ng asawa sa kasalukuyan.

Doon siya nag umpisang makaramdam ng pait na dulot ng masaklap na sinapit ng kanilang buhay. Naghanap siya

ng makakasama upang maibsan ang sakit na kanyang nararamdaman at doon nga niya nakilala ang kanyang mga barkada. At doon na nga nag umpisa ang aming pagtatanong sa kanya patungkol sa pagkalulong niya sa

“rugby.”

• Ano ba ang sanhi ng paghihiwalay ng mga magulang mo?

Jonathan: Dati may kaya kami sa buhay ngunit dahil sugarol ang nanay ko nawala lahat ng naipundar ng tatay ko. Nagsimula silang mag away sa lahat ng maliliit na bagay hanggang napagdesisyonan na nga nilang maghiwalay at iwan kaming apat na magkakapatid.

• Sino ang naka-impluwensiya sa iyo na gumamit ng rugby?

Jonathan: Ang mga barkada ko kasi tuwing gumagamit sila parang nararamdaman ko na hindi ako kasama sa grupo. Nainggit ako sa madaling sabi.

• Ano ang naging epekto sa iyo ng paggamit mo ng rugby?

Jonathan: Tuwing gumagamit kami parang sabog na sabog kami, palaging nagugutom at hindi mapakali. Dahil nga sa gutom kami napipilitan kaming magnakaw at gumawa ng masasamang bagay.

• Alam mo bang mali ang ginagawa mo?

Jonathan: Oo, kasi sinasabihan ako ng mga tao na masisira lang daw ang kinabukasan ko at pati na rin ang katawan ko kasi nakakatuyo nga daw ng utak. Pero wala akong magawa kasi nga na addict na ako.

• Paano kayo nakakabili ng rugby?

Jonathan: May nagsusupply sa amin. Binabagsak lang sa barkada ko tapos yun may rugby na kami. Sa umaga nag titinda kami ng sampaguita para sa hapon may pambili kami ng rugby.

• Kung mabibigyan ka ba ng pagkakataon na makapag-aral gugustuhin mo ba?

Jonathan: Oo, kasi pinangarap ko yun. Pangarap ko sanang maging isang “doctor” para makatulong sa aking kapwa.

• Naranasan mo na bang mahuli ng pulis?

Jonathan: Oo, yung mga barangay tanod. Pagkatapos kaming mahuli pinatulog kami at pinakain tapos pina uwi na kami at pagkatapos noon balik ulit sa dating gawi.

Pagkatapos ng aming panayam kay “Jonathan” naramdaman namin kung bakit niya naisipang gawin ang mga bagay na alam naman niyang mali. At ito nga ay dahilan ng mapapait na bagay na idinulot sa kanya ng kanyang buhay, partikular ng kanyang ina. At ano ang naidudulot ng maling barkada sa pag impluwensya ng isang tao lalo na sa mga may murang edad.

May mga tao sa mundo na sa kabila ng kagustuhang mag-aral ay napagdadamutan ng pagkakataon at may mga tao rin sa mundo na may kakayahang makapag-aral ngunit hindi pinagtutuunan ng sapat na halaga. Ang mga bata o kabataan nga ang huling pag –asa ng ating inang bayan tungo sa kaunlaran. At marapat lamang na bigyan natin ng sapat na atensyon ang mga batang ito.

• Ano ang tingin mo sa mga pulis?

Jonathan: Sila yung humuhuli ng mga masasama. Kaya kapag nakikita ko sila natatakot ako kasi baka hulihin nila ako.

• Kung nakakakita ka ng batang nag aaral at kasama ang buo nilang pamilya ano ang nararamdaman mo?

Jonathan: Siyempre naiinggit. Kung hindi sana nalulong sa bisyo yung nanay ko hindi sana ganito kagulo itong buhay namin.

• Kung kaharap mo ngayon si Pangulong Noynoy Aquino ano ang sasabihin mo?

Jonathan: Sasabihin ko na sana matulungan niya kaming mahihirap lalo na kaming mga bata pa na hindi makapag-aral ngunit gustong gustong makapagtapos

I think it is a great idea, especially because I still remember how much my remember how much my

own college breakup hurt. This own college breakup hurt. This is my personal advice (basically, is my personal advice (basically, this is what I tell my closest friends) about what helped me friends) about what helped me get through. It’s hard to let go of get through. It’s hard to let go of someone you loved ever since someone you loved ever since you met her/him, but I guess you met her/him, but I guess sometimes if she’s/he’s not the sometimes if she’s/he’s not the right one for you, then you just right one for you, then you just have to let go. Don’t let anyone have to let go. Don’t let anyone bring you down, especially your bring you down, especially your studies; your future does not studies; your future does not depend on them. TIPS:

There are still going to be things that trigger that memory switch, but the distraction will help you in the long run. Breakups are hard there’s just no easy way around that. And the hardest part is that it takes a while to feel better. Wait it out, and be open to new experiences. Go on dates, (naks!) hang out with friends, (take note: real friends, not friends with benefits!) and try new things (in a healthy way) or maybe just take some shots! mourning night for me until I came to the point that I feel tired of crying till I finally fall asleep.

Four weeks had past and at last! Next was month of June. This month really gives me bunch of hopes. Aside from the fact that it was the start of our classes in school (I will miss him that much because I will become more busy) but it is also because their Incorporation Rites is fast approaching. 25th of June was the happiest moment of my life; I am proud and happy seeing and being with him again for a couple of hours. All we did is to show how we really missed each other and tried to fill up the longing moments. But time runs so easily that we need again to separate ways for the precious moment were over.

And here I am now, counting several months, waiting for the time when he can be in my arms again. Can you now feel how really it feels to be a Kaydet Girl?

Yes, it is definitely hard, it’s not easy to do all the things we used to do when he was still a civilian and celebrate every special days alone, even more during anniversaries and monthsaries. But I will also tell you, I’m sure it’s worth the wait. Waiting for him teaches me how to be strong, tough and patient. I won’t ever get tired for the person I loved the most for I know very well that my love for him gives him strength for most of the trying times inside the Academy. And I will always hold unto my promise that I will be here for him faithfully upon his return, no matter how long he would be away.

A Cadet’s Girlfriend

How does it really feel to be a girlfriend of a cadet? Some people say I am crazy for making such

a commitment without guarantees and it makes me feel helpless. Nobody can understand why I’m doing this unless they feel the same as I do. Well, they just don’t feel a love like ours that’s why it’s so easy for them to judge.

Before the month of May came, my beloved cadet and I maximized the time together. We even had an unplanned overnight swimming so that we can be together for a longer time. Everyday, every hour, every minute and every second…we tell and show each other how much we treasure and love each other. Each day passed with so much love, happiness and contentment in our hearts.

Last day of the month of April, a day before his reception rites, I was not to grasp a sleep or a nap. What I did is to weep all night long. Then, May first finally came. It was his most awaited day but my most heartbreaking moment. While he was along the line of newbies in the Academy I was on his side. Suddenly he kissed me in my forehead and said, “Chel, bye muna. Palagi kang mag-ingat at lagi mong tatandaan na mahal kita…” Those were the last few words that he said before he finally took the oath. That was also the last ouch of lips upon mine.

Although there are only 31 days in the month of May, it seemed that it is already years for me. Each day I thought of something I can do in order to lessen my longing of being with him. Every night is a

October Sky is based on the book by Homer Hickam that relates the true story of four boys who

experimented with homemade rockets during the autumn of 1957, the year that the Soviet satellite Sputnik blasted into orbit. Set in the coal mining town of Coalwood, West Virginia, the movie is about the boy’s struggles to escape from a lifestyle that he views as an unsafe and unhealthy prison and to pursue a dream that is born on the night when he gazes at a star-filled sky and sees the moving object that man put there. There’s a wonder in that scene designed to remind us how majestic the idea of going into space once was.

Despite some distracting flaws, this film manages to fulfill what I consider the triumvirate that characterizes a good film-- the ability to entertain, educate, and inspire.

October Sky arrives on the right side of the fine line between a classic and a cliché. For anybody who’s been a boy obsessed with rockets, or even known one, this is a welcome trip down memory lane.

The axiom “attitude is everything” has been stated by so many motivational speakers and writers

over the years that many of us simply accept it as fact. If so many people believe it, it must be true, right?

Attitude is a primary component in determining our success. While it can’t alter what exists, it can influence our future via how we choose to deal with things we encounter in everyday life. “The happiest people,” he notes, “don’t necessarily have the best of everything; they make the best of everything.” Essentially, if we expect bad things, he says, we get them. Conversely, we often get good things by expecting them.

To change our attitude, Maxwell claims, we have to overcome what he calls the “Big Five” major attitude obstacles. “When you can learn to deal with them in a positive way,” he says, “you can face anything else life may have in store for you.”

According to Maxwell, the first hurdle is discouragement. If not handled hurdle is discouragement. If not handled correctly, discouragement can make someone give up instead of facing the situation. To this end, the difference between problem-spotting and problem-solving can be crucial. Tackling a problem head-on and working out the best way of dealing with it can often turn into an opportunity for personal or professional advancement.

The fourth obstacle is fear. Here, Maxwell invokes Franklin D. Roosevelt’s words, “The only thing we have to fear

is fear itself,” as far more than rhetoric. Maxwell contends that if permitted to run rampant, fear can generate inaction, weakness and more fear, which can be destructive. Rather than waste energy by being afraid, we need to realize the limitations fear places on us. It’s only by properly handling what we’re afraid of, he says, that we can overcome fear and achieve our full potential.

Last, Maxwell discusses failure. The premise is simple: If we fail or make a mistake, we need to learn from it and go on. Otherwise, we run the risk of letting it defeat us. By seeing failure as a teacher rather than a limit, we remain capable of taking risks - something necessary for success.

The Pintados-Kasadyaan Festival is a merry-making

event lasting a whole month, highlights of which include the Leyte Kasadyaan Festival. This festival is said to have began from the feast day of Señor Santo Niño, held every June 29th. The Leyteños celebrate a religious festival in a unique and colorful way. Since the Visayans are experienced in the art of body tattooing, men and women are fond of tattooing themselves.

The Pintados Festival displays the rich cultural heritage, incorporating native music and dances, of the people of Leyte and Samar.

At first sight, they may seem outrageous as grown men pour into the streets decorated in such dazzling colors as luminous blue or neon green. But as one gets used to this and sees the dances depicted, one gets a glimpse of the history of the people that once lived on the islands of Leyte so long ago.

The folk dances presented by the dancers portray the many traditions that flourished before the Spaniards came.

Tattoos (pintados) served as a status symbol; much like a general’s badge would today. It was the mark of courage, rank and strength. The bravest warriors were heavily adorned in tattoos which covered every inch of their bodies, head to foot.

Last August 14 at approximately between 3pm and 5pm, a series of tornado formed in the vicinity of Los Banos Laguna which was witnessed by thousands of students, civilians and even nuns and

priests during the ravage of the angry twister.

Di lamang nila ma-ibabahagi ang mabuting asal at kultura na mayroon tayo ngunit pati narin ang wika na kay daling malaman at

intindihin. Lalo na sa mga nagtatrabaho bilang kasambahay, dahil mas nabibigyang bilang kasambahay, dahil mas nabibigyang pansin nila ang mga dayuhang kabataan na pansin nila ang mga dayuhang kabataan na malaman ito.

Ang wikang pambansa ay dapat nating pagyamanin, di man tayo ang naghirap at lumaban para dito ngunit sapat na ang malaman na marami na itong pinagdaanan. We could not stand someday as hard as how superman exemplified himself in

the movies. However we could own a part or have resemblance of his leadership styles that would foster change in our society. Though we could not be on the actual realization of being excellent leader at least as we endeavor to be one and fall short of it we still become a leader-at all times. you can do everything. Pumasok ako sa academy para sa taong minamahal ko. Gusto ko siyang bigyan ng maalwang pamumuhay. But suddenly the facade shifted. Excited ako before the recognition kasi at last makikita ko na siya pero sabi ng mama ko hindi siya makakapunta. Tinanong ko kung bakit at sabi niya “Anak ngayon ang kasal niya sa kaibigan mo.”

Pinalaki ako na close sa mga kapatid ko until to the extent na lahat ng meron ako binibigay ko

sa kanila. Pero lately nang nakapasok na ako sa

Before I entered the

academy, we’re ok and then after

a month, I had the opportunity to talk to her and she told me that she has to find herself and then we cooled off. I don’t have any idea that it will be the last time that I can call her mine, because after a month, she found herself to the loving arms of my cousin.

When I entered the academy, I was very happy because I knew that we have a brighter future. I, together with my girlfriend, already had plans, I just told her to wait. After a year, she called me, only to find out that she can’t wait for me for another three years and decided to build new dreams with my best friend.

Everytime na sinasabi sa amin ng mga upperclass at tactical officers na kung may girlfriend kami sa labas ay hayaan na lang namin sila, dahil by this time nasa pag aalaga na sila ng bestfriend namin, natatawa na lang ako dahil sabi ko, it will never happen to me dahil alam ko mahal ako ng girlfriend ko. But I was wrong; it really hit me on my head when I saw my best friend and my girlfriend having a walk on the mall ng minsang umuwi ako ng hindi sinasadya. Good for me that we’ve learned inside the academy to hold of our temper, nagawa ko pa silang lapitan at batiin. Nice one.

Hindi ako naniniwala sa mga bantay-salakay, kaya ng pumasok ako sa Academy I left my girlfriend to my bestfriend for him to watch over. Iyon pala ang pinakamalaki kong pag-kakamali, dahil sa sobrang tagal ko sa loob, mas nakuha niya pang mahalin ang bantay niya kesa ang hintayin ang aking pagbabalik.

I love him, and I’m sure he loves me too. Even when I’m already at the

academy, everytime there is an opportunity to talk, we talked to each other and then suddenly our communication stopped, and then I heard the news that he’s getting married because he got someone pregnant. Ang masakit pa ako ang sinisisi niya kaya siya nagkaganoon, pinabayaan ko raw siya.

Noong nasa labas ako hinahangaan ako kasi napakaganda daw ng girlfriend ko. Kaya nagdadalawang isip ako na pumasok sa Academy baka yun lang ang dahilan ng paghihiwalay namin ng tuluyan. Everytime na wala ang bunksmate ko kinukuha ko yung cellphone niya at tinetexan ko siya until one day nag start na siyang hindi magreply at tinanong ko sa kapatid niya kung bakit at sabi niya “Kuya, mayroon nang iba si ate at hindi na siya dito nakatira.”
