PART A – INTERPRETATION

1. Application and interpretation of these rules

1.1. These rules govern the main Winter Season Junior outdoor hockey Competitions between Clubs affiliated with the Port Macquarie Hastings Hockey Association (PMHHA).

1.2. These rules are approved by the Junior Match Committee (JMC) under the provisions of the PMHHA Hockey Constitution and can be amended under those provisions. The JMC is the committee appointed by the PMHHA Board to advise on the interpretation and operation of these rules and is also the committee responsible for recommending any amendments to these rules.

1.3 These competition rules are to be read in conjunction with other PMHHA Hockey policies including Deferrals and Forfeits, Extreme Weather, Judiciary Investigations and Playing Rule breaches, Permanent Suspensions, Registrations and Hookin2Hockey Handbook.

To the extent that there is any inconsistency between these rules and other Association governing documents, the JMC will provide a provisional ruling, and that the PMHHA Board of Management may have to issue a final ruling.

PART B – MODIFIED RULES

2. Modified Rules

2.1. The Association conducts all matches in accordance with the Rules of the Game of Hockey and Directions to Umpires issued by Hockey Australia to Hockey NSW.

2.2. Modified rules are played for younger age divisions in line with the directives from Hockey NSW and the Hookin2Hockey program.

2.3. Local competition rules may be introduced by the JMC across all or any of the playing age divisions.

2.4. Modified Hockey rules are contained within Schedule 1 of this document.

PART C – COMPETITION STRUCTURE

3. Grade structure

3.1. The PMHHA Junior competition will be divided into the following age groups and be a mixed (boys and girls) competition, unless otherwise decided by the JMC.

3.2. Clubs may enter teams to participate in the following Competitions:

3.2.1. Under 16 Competition. Teams must be comprised of boys and girls older than 13 and less than

16 years old on the first of January in the year concerned.

3.2.2. Under 13 Competition. Teams must be comprised of boys and girls older than 11 and less than

13 years old on the first of January in the year concerned.

3.2.3. Under 11 Competition. Teams must be comprised of boys and girls older than 9 and less than

11 years old on the first of January in the year concerned

3.2.4. Under 9 Competition. Teams must be comprised of boys and girls older than 7 and less than

9 years old on the first of January in the year concerned

3.3. Within each of the competitions specified in Junior Competition Rules 3.2.1 & 3.2.2 teams may be further placed into divisions by the JMC.

3.4. Team composition must be mixed and contain a ratio of no greater than 70% of either gender.

3.5. Teams must be formed with at least 50% of nominated players being the right age for the age division of the nominated team.

3.6. Individual players may be registered in only one team, in only one grade, and with only one Club

3.7. Clubs must confirm team lists of registered players no later than round 4 of the competition. Goal keepers must also be identified on the list along with any other player requirement (e.g. dual registration).

3.8. A player can play a maximum of two (2) junior competition games in any given competition week / round.

3.9. Players must register and play in their appropriate age division and may also play in a division one age higher than their registered division, without being formally registered as part of the secondary team.

3.10. The JMC may grant an exemption of these requirements for exceptional circumstances, any exemptions may be reviewed throughout the season and are subject to change if deemed necessary by the JMC.

4. Player Grading

4.1 A player’s grading determines which competitions and teams a player is eligible to play. It is also

the basis for player movements between age divisions, grades and teams.

4.2 A player’s initial grading is in the team and age in which they were registered.

4.3 Players may not play for a team from any Club other than the one with which they are a registered player.

4.4 A player is eligible to play for any team for which they are currently graded. They may also play for a team from their (registered) Club in any higher grade than their registered grade.

4.5 A player must not play in a team below that in which they are graded without the prior approval of the JMC.

4.6 A registered player may play in competitions for their Club up to one age group higher than their age (e.g. a 10-year-old can play U11s, U13s only).

4.7 A Player registered as a Goal Keeper in one age division can also play on the field for a different team if a club has more than one team in the same age division.

4.8 If a Club has more than one team in the same grade and division players registered in one team may not play for the other team in that age and division, except for as described in (4.7).

5. Competition Points and Position in the Competition

5.1. Competition points shall be awarded as follows:

WIN 3 points DRAW 2 points LOSS 1 points

BYE 2 points

FORFEIT (given) 0 points and a score of 0 goals for and 0 goals against FORFEIT (received) 3 points and a score of 0 goals for and 0 goals against

5.2. Should a club declare a forfeit in the 2 highest junior grades, that club’s junior teams shall not be entitled to any competition points for that week of matches.

5.3. The final position of each team in a grade shall be determined by applying each of the following tests in order:

a. By aggregate competition points earned;

b. Games won;

c. Goals difference; d. Goals for;

PART D – FINALS

6. Finals Matches

6.1. No deferments of finals matches will be permitted

6.2. The format of the finals series will be determined by the JMC. This format will be included in the competition fixtures and published no later than Week 10.

7. Eligibility for Finals

7.1. A player may not play in finals matches for a team unless he or she has played at least one third of the season for that team (or for any lower graded team of the same Club).

7.2. With JMC approval, a player shall be deemed to have played games for which they were unavailable because of NSW or national representative or PMHHA Association commitments when determining the number of round matches in which a player has played for a team. It will be the Club’s responsibility to inform the JMC of relevant cases and appropriate information.

7.4. By the date determined by the JMC, Clubs must provide to the JMC lists of players expected to

play for each of that Club’s teams that have qualified to play finals.

8. Deciding Finals Matches

8.1. If the scores are equal at the completion of a final series match (other than a grand final), then the winner will be determined by the ladder position of the two teams. The team highest on the ladder will be declared the winner.

8.2. If the scores are equal at the completion of a grand final match a period of extra time will be played, if scores are still equal following extra time the winner will be determined by a penalty shoot-out.

8.3. In competitions under 11 years, if the scores are equal at the completion of the grand final, then the two teams will be deemed “joint premiers”.

Under 9s

Teams a. Each team may have seven (7) to ten (10) players.

b. There are six (6) field players, permitted on the pitch at any one time.

c. There are no goal keepers permitted on the field at any time

d. Kicking backs are not permitted.

e. The remaining players are interchange substitutes, all players must have equal time.

f. Teams must be a mixture of each gender.

g. Coaches permitted on the field to assist and instruct their players. They are however not to become part of or hinder the game and should avoid the circle areas and centre of the field

Equipment a. Players must wear Shin Pads and Mouth Guards and are not permitted to take part in games if not worn.

b. Under 9 competition games must use the “Joey” ball to be provided by clubs

Coaches/Managers

a. Every team participating must have a coach or manager present at all games.

b. All match cards are to be fully completed by each Team Coach/Manager prior to the commencement of each match, and handed to the Umpires.

Duration a. Two (2) periods of twenty (20) minutes with an interval of no more than five (5) minutes for ½ time.

b. No more than five (5) minutes between games.

Rules Synopsis a. All rules are to be the same as the FIH Rules of Hockey, with the following exceptions;

● The ball cannot be raised above shin pad height in play. ● No reverse side hits known as "tomahawks". ● No reverse side hits (hands separated) known as "shaves".

● There is NO self-play on any free hits. (The ball must be passed to another player). ● No field player is to remain positioned in front of the goal mouth as a designated Goal keeper while no attack is

occurring during play. Coaches are to encourage all players to participate. (it’s about participation for all players)

b. There will be NO penalty corners at U9s. ● If the ball hits a defending foot in the circle it will be a side line ball or free hit outside of the circle. ● The ball must be passed once to another player before entering the circle. ● During a ’16 yard hit’ or free hit at the top of the circle the opposing team (team without the ball) has to retire to halfway

while the free hit is being taken. ●

Umpires a. Under 9s shall be controlled by one or two instructing umpires. This can be an umpire, a parent or coach. b. The umpire is responsible for all decisions and penalties. c. An instructing umpire is a coach, parent or qualified umpire who can assist players on the field. An instructing umpire must have a basic understanding of the game and Rules of Hockey.

Under 11s

Teams a. Each team may have nine (9) to twelve (12) players.

b. There are seven (7) outfield players and one (1) goalkeeper allowed on the field during play.

c. Kicking backs are not permitted.

d. The remaining players are interchange substitutes, all players must have equal time.

e. Teams must be a mixture of each gender.

f. Coaches permitted on the field to assist and instruct their players. They are however not to become part of or hinder the game and should avoid the circle areas and centre field.

Equipment a. Players must wear Shin Pads and Mouth Guards and are not permitted to take part in games if not worn.

b. All match cards are to be fully completed by each Team Coach/Manager prior to the commencement of each match, and handed to the Umpires.

Rules Synopsis a. All rules are to be the same as the FIH Rules of Hockey EXCEPT

● The ball cannot be raised above shin pad height in play ● No Tomahawk shooting or passing allowed, only reverse edge pass with stick flat and hands apart to be encouraged. ● b. Penalty corners will consist of 4 attackers and 3 defenders (inclusive of GK). ● ALL remaining players must be withdrawn to the other team’s circle at the opposite end of the field until the ball is

played. ● The corner will be played out like a standard penalty corner with the ball being pushed out from the back line to the

attacking players at the top of the circle. ● One Pass to another player atleast one (1) meter must be made before any shot on goal.

● During a ’16 yard hit’ or free hit at the top of the circle the opposing team (team without the ball) has to retire to

halfway while the free hit is being taken.

Umpires a. Super 8’s shall be controlled by two umpires b. Hockey NSW recommends a junior training umpire or community level umpire gain experience at this level. Instructing umpires can still be utilised where necessary. c. The umpires are responsible for all decisions and penalties.
