1.0 Executive Summary
This December 2014 Monthly Progress Report is being issued in conformance to the re-quirements of Article 3.2.1 of the Program Management Consultant (PMC) Contract with MCA-Jordan.
MCA-Jordan is the implementing entity for a compact of $275 million funded by the Mil-lennium Challenge Corporation (MCC) of the US government for the Government of Jor-dan. The compact comprises of three major projects in the water sector – a) Water Network Project; b) Wastewater Network Project and c) Expansion of the As Samra Wastewater Treatment Plant.
As of the end of December 2014, the Water Network Project (P1-B) has a budget of ap-proximately $102.57 million and aims to reduce non-revenue water (NRW) and to improve water service delivery in the two major cities of Zarqa Governorate; Zarqa and Russaifah, through restructuring and rehabilitation of their water systems. Current estimates are show-ing that the budgets will be adequate to implement all of the activities under the Water Network Project, with a potential for a budget surplus. The $57.3 million approximate budgeted Wastewater Network Project (P2) is targeted to expand the service and to collect additional wastewater from Zarqa Governorate to be pumped to the expanded As-Samra Wastewater Treatment Plant, which serves both Amman and Zarqa. In July, MCC issued an implementation letter, modifying the compact by introducing an amount up to $16.4 million of funds to expand wastewater coverage in the Princess Haya area of Zarqa Gov-ernorate and to construct a new Administration Building for WAJ-Zarqa. The compact is also contributing approximately $90 million to the project expanding the As-Samra Wastewater Treatment Plant.
The PMC’s scope of work essentially comprises of providing Program Management and Construction Supervision Services to the Water Network and Wastewater Network pro-jects. The PMC contract was amended in October 2012 to include the detailed design of the Water Network Project. The Water Network Project was successfully re-tendered based on measured quantities by the end of 2013. After this retendering process, the Pro-gram budget update indicated adequate funds to implement the optional items of work identified in the Water and Wastewater Network Projects. Subsequently, on 27 March 2014, the PMC contract was further amended to manage the supervision of the fully funded projects. The PMC contract was further amended in October 2014 to assist with the im-plementation of the new projects associated with the implementation plan for Princess Haya Wastewater Network and the WAJ-Zarqa Building.

All of the Program Management Plans with the exception of the Program Closeout Plan have been submitted by the PMC and approved by MCA-Jordan. These plans were up-dated and submitted in September 2014 and included the management plans for the newly tendered Water Network Project contracts and the new work in Princess Haya area and the WAJ-Zarqa Building. The PMC continued to work on the Program Closeout plan and is expected to present draft copies of the plan in January 2015.
MCA-J has approved monthly reports till November 2014.
Water Network Project: Trenching, pipe laying, backfilling, house connections, testing and reinstatement activities on all the contractors are proceeding, with production rates showing marginal improvement in most contracts. Based upon completed surveys and shop drawings, the PMC and MCA-Jordan are now reviewing the quantities to ensure that the projects are properly funded.
The pipe network contractors have installed approximately 309 km out of a contracted total of 700 km, representing approximately 44.1% of project completion. Testing and reinstatement has been lagging behind at approximately 154 km of total networks. Since payments can only made when testing and reinstatement is completed, payments to the contractor continue dropping below projections. Because of the large volume of pipelines with backfilled trenches waiting testing and reinstatement, public complaints channeled through the municipalities, Governorate and the media are increasing. The Contractors are now focusing on surface restoration in order to respond to these complaints. However, as the project goes into the final year of active construction, it is likely that a substantial amount of pipe trenches would be awaiting testing and reinstatement on a daily basis. Public concerns of such large volumes of unfinished work are expected to increase. The PMC and MCA-Jordan are working with the Contractors to speed up testing and reinstate-ment. MCA-Jordan with the PMC have commenced developing presentations and story lines to be published in media outlets and public forums, educating the public about the upcoming disruption to the neighborhood streets and businesses.
Under the C1 Contract, work in the Ministry of Public Works (Yajouz Road) required for Sectional completion has been further delayed because of permits. MCA-Jordan is assist-ing in expediting the required approvals. However, the Ministry of Public Works recently informed MCA-Jordan that the C1 pipelines will not be allowed to be installed as currently design. Accordingly, the PMC, MCA-Jordan and the C1 Contractor recently met and de-veloped feasible pipelines rerouting plans, which are currently being hydraulically checked. The Ministry will still have to approve the connection points that cross Yajouz Street. The Contractor is seeking another time extension because of this delay. MCA-Jordan and the PMC have asked the Contractor to provide the new revised date for com-pletion. Contractual steps to address this delay including providing relief to delay damage assessments are under review by the PMC. This delay may have a short term impact on

the commissioning of the two DMAs being completed by the C3 contractor. This may trigger delay claims by the C3 contractor.
The C2 contractor, Mango Tree has continued to face challenges in increasing resources to increase their production. MCA-Jordan summoned the Managing Director of Mango Tree to discuss ways to recover lost time by increasing resources or by assigning all or part of the works to another qualified contractor. Mango Tree’s Managing Director tried for a week to increase resources, and seeing difficulties, sought MCA-Jordan permission to as-sign the contract to Al Omaria Contracting Co. MCA-Jordan/MCC and the PMC are re-viewed the proposal and allowed the Assignment Agreement to proceed. The Assignment Agreement was signed on 16 December 2014 with an effective date of 30 December 2014.
The C3 and C4 contractors have increased their production rates. The C4 contractor has indicated in progress meetings that they will be delayed considerably if optional DMAs are implemented.
The C5 Contractor has expressed officially their intent to not implement their optional DMAs. MCA-Jordan and MCC are assessing options. It appears now that there is a strong possibility that the completion date for the Water Network Project will extend by several months. MCA-Jordan and the PMC remain optimistic that all of the work can be imple-mented with six months to spare from Compact Closeout (December 2016).
The C3 Contractor plans to move their HDPE claim to Arbitration.
The Contractor previously requested amicable settlement to the issue. MCA- Jordan elected not to move forward with amicable settlement. Cost-loaded schedules development and cash flow projections have been challenging for the tertiary pipe network contractors because of the variations in the contracted quantities versus the actual quantities in the completed DMA designs. These problems are expected to be resolved once the surveys are completed, contracts are properly amended and the quantities and funding corrected to actual needs.
As shop drawings of almost all of the base DMAs and all of the Primary and Secondary networks have been completed, budget updates will be made to accurately fund the con-tracts. Budgetary estimates were presented to MCA-Jordan and MCC on 4 December 2014.
Wastewater Network Project: The wastewater contractors have continued to show good progress for the month of December 2014; a total of 8.2 km of network was installed. 174.7 km (69.7%) out of the 244.3 km (including the base quantities of the PH project) have been installed. Princess Haya Expansion requires approximately 60 km of pipelines of which 50% has been assigned to the C84 contractor. The extent of PH implementation will need to wait until budgets are finalized for all projects and the tendering and award process for the new wastewater contractor has been completed. The PMC continues to supervise

construction and HSE compliance, conduct monthly meetings and process Interim Pay-ment Requests from all three contracts. The Contractors have begun revising their sched-ules to plan the additional money released to fund the optional items of work. At this time, the Wastewater Network project progress to date shows an on-time completion of all of the allotted work. Further increases in scope to add more new applications to connect to the network can only be reviewed after budget updates presented in December 2014 are accepted by MCA-Jordan and MCC.
With the available savings in the Program budget, new activities have been added into the compact. Amendment No. 4 to C84 contract to execute up to 50% of the Princess Haya Network has been executed. MCA-Jordan has obtained and started evaluating bids for the remaining 50% of the Princess Haya area works through a new contract. The PMC has also commenced the design of the new WAJ Zarqa Building.
The monthly staff input by the PMC is listed in Chapter 7. The December 2014 inputs include Program Management staff, Water and Wastewater Network supervision. The PMC’s billings and payments received to date are shown in Chapter 8.
An update of the Program Schedule is provided in Chapter 10. The Program construction remains on schedule for completion by early 2016. However, this date may begin to show some slippage based upon recent developments in the Water Network Project.
Program cash flow and budget updates are provided in Chapter 11. Wastewater Network disbursements in November 2014 were close to the projected cash flows. The Water Net-work Contractors C2-C5 have been behind in invoicing, this can be attributed to their dif-ficulties in testing and reinstatement of pipelines. Chapters 12-15 describe the progress on Health, Safety & Environment (HSE), Social & Gender Integration, Trafficking in Persons and Resettlement Action Plan (RAP) issues. Despite their efforts, the water and wastewater contractors’ efforts to comply with the safety requirements in the ESMP have fallen short at many locations this month. The addition of “filling gaps” and new application work in the wastewater network project have added additional RAP cases. These cases will be re-viewed in detail by MCA-Jordan and the PMC during the surveys. Also, the new Princess Haya Wastewater Network can be expected to require a few RAP cases.
PMC continued to follow with MCA- Jordan and PMC plan that started implementation several improvement to HSE performances by the Contractors including the following:
1. PMC revised and further enhanced the daily inspection checklists to be shared with the Contractors.
2. The PMC initiated a direct worker safety awareness program through a series of safety presentations designed for an audience of trench workers. Sessions were scheduled and conducted for Water Contracts C1 (4 December), C3 (28 Decem-

ber), C5 (14 December); and for Wastewater Contract C83 (18 December). Addi-tional sessions are scheduled for Water Contracts C2 (29 January 2015) and C4 (3 January 2015); and, Wastewater Contracts C84 (8 January 2014) and C85 (11 Jan-uary 2015).
3. Further tightening of stoppage of inspection of work if safety violations occur at a site is being enforced by the PMC.
4. Trench security and traffic management plans are being required before the PMC Resident Engineer issues a permission to commence work in each location.
5. MCC plans to follow up with further missions by their Health & Safety consultant.
Photographs of progress and exhibits to the monthly report are presented in Chapters 17 and 18. The Program Budget has been revised as the funding for the new Compact activi-ties including the Princess Haya works and the new WAJ Zarqa Building are moved into implementation phase.
The table below is a summary of allocations and budget for the various program elements at this time. These allocations will be further reviewed during a mission by the MCC In-frastructure group and will be subject to change as the program progresses.

2.0 Program Description
2.1 Water Network Project
The Water Network Project aims to reduce non-revenue water (NRW) and to improve water service delivery in the two major cities of Zarqa Governorate; Zarqa and Russaifah, through restructuring and rehabilitation of their water systems. The infrastructure compo-nent project includes:
● Improvements to the primary distribution system associated with the conversion of transmission and distribution network from a high-pressure pumped to a low-pressure gravity-fed supply.
● Reduction of water losses by upgrading the secondary and tertiary distribution systems and household connections.
The Water Authority of Jordan (WAJ) estimates Zarqa and Russaifah have very high levels of non-revenue water (NRW). According to independent reports, causes for the elevated NRW might include chronic under-investment in transmission and distribution infrastruc-ture, the use of high-pressure distribution to supply households on an intermit-tent basis, and poor maintenance. Additionally, the current Zarqa Water Administration estimates that the average life span of pipes (design standard is 40 to 50 years) is reduced to 20 to 25 years due to high-pressure delivery.
The proposed activities attempt to address these issues in these two water service areas by initiating construction of the reservoirs and transmission lines needed to support a low-pressure, gravity-fed supply system, the delineation of district metered areas, and the re-placement of significant portions of the secondary and tertiary system and household con-nections, where an estimated 80 percent of leaks occur. The eventual goal is to improve the system and hand over the system to a newly formed Zarqa Water Administration.
In addition to the infrastructure project described above, MCA-Jordan is implementing an intervention at the household level, called the Water Smart Homes Activity, aimed at en-hancing the benefits for households, particularly poor households, in Zarqa and Russaifah who will gain from the increased availability of water in the water supply network. The Water Smart Homes Activity is comprised of a public outreach campaign that will dissem-inate information on techniques for cleaning water storage tanks and properly maintaining water systems inside the home, along with the benefits of regular maintenance, and a direct assistance program that will fund critical improvements in the water and sanitation systems inside poor homes. Also, MCA-Jordan has concluded procurements of domestic Water meters and four shipments totaling 50,000 water meters were received by MCA-Jordan. The meters are being stored awaiting contractors’ requests for release for installation.

2.2 Wastewater Network Project
The Wastewater Network Project is targeted to collect additional wastewater from Zarqa to be pumped to the expanded As-Samra Wastewater Treatment Plant, which serves both Amman and Zarqa. Eventually, the treated wastewater will be conveyed to the Northern Jordan Valley for agricultural use to allow for an offset of fresh water from the King Ab-dullah Canal. That freshwater will then be pumped for municipal and industrial use in Amman and Zarqa. The project includes rehabilitating and upgrading the trunk sewer lines in Zarqa that are now at or near their full carrying capacity. The Project will extend lateral sewer lines to populated areas that are not connected now to the central wastewater collec-tion system.
On 14 July 2014, MCC issued an implementation letter (2014-1) that revised the overall scope of the Wastewater Network Project. The implementation letter commits an addi-tional $16.4 million to: a) increase the area of wastewater collection by adding networks in the Princess Haya area of Zarqa Governorate, estimated at a value not to exceed $15.6 million; and, b) add a new activity entitled “WAJ Administration Building Activity”, esti-mated at $800,000. The additional funds will be released in phases as the construction on the authorized projects proceed and budgets for the existing activities are confirmed.

3.0 PMC Scope of Services
The Program Management Consultant Services Contract commenced on 1 July 2012. The Contract has undergone three amendments and is scheduled to end on February 29, 2016.
As the Program Management Consultant, the PMC represents MCA-Jordan and assists in the overall management of the two projects as part of the MCC Compact program, the Water Network Project and the Wastewater Network Project. The PMC fully represents and safeguards the interests of MCA-Jordan as the implementer of the Program. The over-all scope of work consists of general program management, construction management and supervision, and commissioning of all water and wastewater networks improvements. Amendment No. 1 expanded the PMC’s scope of services to include performing design related services for the Water Network Project. Amendment No. 2 further expanded the PMC’s scope of services to supervise the expanded projects. The PMC contract was further amended to include the supervision of the Princess Haya Wastewater Network and the design of the WAJ-Zarqa Administration Building.
The PMC’s activities generally fall under six main categories of services:
● General program management ● Assistance with required procurements when requested by MCA-J ● Oversight and tracking program disbursements ● Construction management and supervision ● Detailed design of the water network Contracts and the newly added WAJ-Zarqa
Administration Building ● Program close-out support
The minimum activities required under the broad categories of service are organized into seven major work tasks, including:

The PMC and MCA-Jordan signed Amendment No. 3 on 14 October 2014, which includes the following additional responsibilities for the PMC:
Program Management and Construction Supervision for the new Princess Haya area wastewater collection system that will include work to be performed by two contractors.
Design and tendering services for the WAJ-Zarqa Building.
The Amendment includes funds to supervise all of the projected PH Works including al-most 50% of the work to be implemented as Options based on funds and time availability.

5.0 PMC Work Completed through December 2014
For the Program as a whole, the PMC has submitted the following documents during the month of December 2014:
● The PMC Monthly Report No. 29 for November 2014 – Final.
● The PMC Annual Performance Report No. 2 for 2013-2014 – Final.
5.1 Water Network Project
The PMC performed the following tasks related to the Water Network Project during the month of December 2014:
● The PMC worked extended hours during this month to address the Contractor’s needs for contracts C1, C2, C3, C4, C5, and C6.
● The PMC continues to review Contractor’s submittals and process shop drawings submittals for Contracts C1, C2, C3, C4, C5, and C6. A summary of the status of the review of these submittals is presented in Exhibit 4.
● The PMC continues to receive and review submittals for the Basateen Pump Station and Reservoir project (C6) including reservoirs and pump station shop drawings. The PMC and MCA-Jordan are coordinating with WAJ on the progress of the design and construction of the discharge pipeline from the Pump Station to Russaifah Low Res-ervoir.
● PMC and Contractor coordination continues with WAJ-Zarqa to execute connection points between new pipelines and existing pipelines.
● Multiple meetings with Zarqa Municipality to resolve the slow progress in road re-instatement efforts by the contractors were held during December 2014.
● Employer/Engineer representative conducted an inspection visit to VAG valves in Germany as part of the C4 Contractor contractual obligation between 14 December 2014 and 19 December 2014

5.2 Wastewater Network Project
The PMC performed the following tasks related to the Wastewater Network Contracts:
● The PMC continues to provide construction supervision and management.
● The PMC continues to receive and expedite the review of shop drawings, submittals and test reports for the three wastewater network Contracts. Most of the base contract work shop drawings have been submitted and approved, except for Princess Haya project under Contract 84 as noted below. Shop drawing submittals of select “filling gaps” and new applications work that are already funded through Amendment No. 2 and Amendment No. 3 have been released for construction based on MCA-J approval on a case by case basis. All shop drawings are expected to be completed by the end of January 2015.
● Shop drawings for the Princess Haya project are under development, and the PMC staff appointed after Amendment No. 3 are checking the Contractor submittals.
● The PMC reviewed and approved all of the contractors' interim payment certificates submitted in December 2014.
● The PMC continues to supervise the implementation of filling gaps and new appli-cations; such supervision work will follow according to the PMC Contract Amend-ment No.2.
● The PMC prepared the expected budget for the Wastewater project and discussed the budget with MCA-J in the presence of the MCC representatives during their last mission.
● The PMC staff continue to check part of the networks in Contract 83 and 84 for temporary use by WAJ and partial handing over.

6.0 Upcoming PMC Work for January 2015
For the Program as a whole, the PMC plans to work on the following deliverables during January 2015:
● The PMC Monthly Progress Report for January 2014. ● The PMC Quarterly Report No. 10 for the Fourth Quarter of 2014. ● Continue working on the draft Program Closeout Plan (Projected draft submittal
is January 2015). ● Update Water and Wastewater Network budgets based upon shop drawings fina-
lization.
6.1 Water Network Project
The PMC activities for the Water Network Project during January 2015 will include the following:
● For Construction Supervision, the PMC will be focusing closely on monitoring the Contractors’ progress with a view to update the Program budget and schedule during the month of January 2015. Also the PMC will be focusing on reviewing all contractor submittals and shop drawings as the Contractors are progressing with the work activities. The PMC will conduct progress meetings for contracts 24/2013, 28/2013, 29/2013, 30/2013, 31/2013, and 120/2014.
● Amendments to water Contracts C1, C2, C3, and C6 will be prepared to address extended working hours to work on asphalt thickness and new BOQ items.
● PMC will continue with the HSE and TIP training for its staff. ● Continue monitoring HSE, TIP and Social and Gender issues. ● PMC is working closely with the contractors to conclude shop drawings for the
Basateen Pump Station and Reservoir including surge system, piping, water stops, finishes, and electrical equipment.
● PMC will work with the contractors to connect to existing systems for both C1 and C3 contracts. In addition, PMC will continue to coordinate jointly with the contractors to resolve the outstanding permits for crossing under the existing rail-ways for C1, C2 and C5 contracts.
● PMC is working closely with the contractors to conclude reinstatement activities of already backfilled and tested lines and helping with the coordination efforts with the Municipality and authorities, regarding un-reinstated road trenches.

6.2 Wastewater Network Project
Activities by the PMC in the Wastewater Network Project anticipated during the month of January 2015 include the following:
● Receive and review the contractors’ schedule updates and implement the Earned Value Management System (EVMS) based on the cost-loaded schedules.
● Supervise and report on construction activities. ● Continue to expedite review of shop drawings for the additional optional items of
work and new application. ● Continue to review and expedite other contractors’ submittals. ● Receive and review contractors’ monthly reports. ● Receive and review contractors’ Interim Payment requests and expedite the issu-
ance of Interim Payment Certificates. ● Respond to contractor’s claims and letters. ● Assist in tracking the RAP cases. ● Continue monitoring HSE, TIP and Social and Gender issues. ● The PMC will continue to review submittals that include CESMP, Baseline Sched-
ules, pipeline shop drawings and Traffic Management Plans ● The PMC will continue in the preparation of detailed design of the WAJ Zarqa
Building.

* The Contractor has cited unforeseen conditions and requested a non-compensable time extension. MCA-Jordan has agreed to such an extension, as it did not affect the
overall commissioning of the system. The Engineer has issued an Instruction to Vary. Despite this first extension, the Contractor continues to have problems obtaining
permits for the completion of Sections 1 A and 1B. The Contractor has further claimed a delay; the final impact of this delay claim is unknown. An Amendment will need to
be issued to extend the Sectional Time for Completion.

9.2 Wastewater Network Projects
9.2.1 Wastewater Contract 83- East Zarqa Zone This system covers the neighborhoods, within Zarqa City, that drain to the East Zarqa pumping Station. The currently un-served communities and new expansion areas are located within the newly developed area East of Zarqa.
During December 2014, Contract 83/2011 (East Zarqa Zone) Contractor worked on sev-eral pipelines at multiple locations. A summary of performed sewer pipes, manholes, and house connections as of the end of December 2014 is shown in the table below.

9.2.2 Wastewater Contract 84 - West Zone Zarqa This system covers the neighborhoods, within Zarqa City, that drain to the West Zarqa pumping Station. The currently un-served communities and new expansion areas are lo-cated within the newly developed area west of Zarqa and north of Russaifah. During December 2014, Contract 84/2011 (West Zone Zarqa) Contractor worked on sev-eral pipelines at multiple locations. A summary of performed sewer pipes, manholes, and house connections as of the end of December 2014 is shown in the table below.

9.2.3 Wastewater Contract 84 – Amendment No.4 - Princess Haya Zone Princess Haya Works: The Amendment No. 4 to C84 was executed on 31 August, 2014. During the month of October, the Contractor was hiring staff, locating offices, securing storage yards, submitting CESMP and starting site surveys. Production summaries for PH Works will be issued commencing with the December 2014 report.
During December 2014, Contract 84-PH/2011 (West Zone Zarqa) Contractor worked on several pipelines at multiple locations. A summary of performed sewer pipes, manholes, and house connections as of the end of December 2014 is shown in the table below.

This system covers the neighborhoods that drain through the West Zarqa Pumping Station within Russaifah City, in addition to trunk lines along Wadi-Zarqa to connect with the West Zarqa Pumping Station.

10.0 Program Schedule Update
The updated Program Master Schedule for November 2014 is included as Exhibit 5 to this report.
The Jordan Compact will end on 12 December 2016. The critical path for completing the implementation phase of the Program will now be driven by the completion and commis-sioning of the Water Network Contracts. In addition, budget surpluses have become avail-able and MCA-Jordan will be investing this surplus by expanding the Wastewater Network Project. The time line for execution of such additional work will control the critical path for the completion of the Program.
10.1 Water Network Contracts
During this reporting period:
Contract C1 (24/2013): The Contractor submitted his November updated schedule on December 6th, it was returned with action Code #3 (Amend Resubmit) on December 29th. The Contractor has not submitted another revision to date.
Contract C2 (28/2013): The Contractor submitted the updated schedule for November 2014 on December 3rd, the Submittal was returned with code action #4 - Rejected on December 30th. The Contractor has not submitted another revision to date.
Contract C3 (29/2013): The Contractor submitted the November updated schedule on December 13th. This submittal is under review.
Contract C4 (30/2013): The Contractor submitted an updated schedule on December 10th, the submittal was returned with code #4 - Rejected on December 20th. The Con-tractor has not submitted another revision to date.
Contract C5 (31/2013): An updated schedule for Contract C5 (31/2013) was submitted on December 3rd. The submittal was returned with action code #3 –Amend and Resubmit on December 14th. The Contractor has not submitted another revision to date.
Contract C6 (120/2013): The Contract C6 (120/2013) Contractor’s revised baseline schedule was submitted on November 20th. This submittal was returned with action code #3-Amend and Resubmit. To date the Contractor has not submitted another revi-sion.

10.2 Wastewater Network Contracts
The Program Schedule shows that for the three Wastewater Network Contracts the con-struction phase commenced on 1 November 2012. The as-planned duration for the three Wastewater Contracts before considering PH Works is three years or one thousand ninety five (1095) calendar days. This in turn results in a base work completion date for the wastewater Contracts on 31 October 2015. PH Works that have been amended to C84 is contracted to finish on 29 February 2016. The wastewater contracts are therefore approxi-mately several months ahead of the Compact end date of 12 December 2016.

The revised schedule for the C83 Amendment No. 3 was accepted on November 23rd, 2014 To date the Contractor has not submitted their cost loaded baseline schedule for acceptance. The December updated schedule for C83 was submitted on December 29th. This submittal is under review.
The C84 Amendment No. 3 was signed on May 22nd 2014. The C84 revised schedule for Amendment No. 3 was accepted on November 27th, 2014. To date the Contractor has not submitted their Amendment No. 3 cost loaded baseline schedule for acceptance. The De-cember updated schedule for C84 was submitted on December 28th. This submittal is under review.
Also, The C84 Amendment No. 4 was signed on August 31st, 2014 for one-half of the Princess Haya works. The baseline schedule for the Princess Haya was accepted on No-vember 23rd, 2014. To date the Contractor has not submitted the Amendment No. 4 cost loaded schedule. The December updated schedule for the Princess Haya work was submit-ted on December 28th. This submittal is under review. It should be noted that the Decem-ber update for Princess Haya shows a slippage of 152 days due to flooding on the trunk line work. The Contractor was asked to explain this slippage during the progress meeting on December 29th and indicated that this slippage will be corrected in the January update by re-sequencing the affected activities to minimize any impact on the schedule and to commit to the Contractual end date
The C85 Contractor has submitted their revised schedule for Amendment No. 3 four times, with most recent one received on December 24th. All four schedule submittals were re-turned with a Code 3 – Amend and Resubmit since most of the required corrections were not made. The December updated schedule for C85 was submitted on December 29th. This submittal is currently under review.
Please refer to Section 9 of this report for details of work performed during December 2014.

11.0 Program Cash Flow and Earned Value Management System
11.1 Water Network Contracts
Contract C1 (24/2013): the Earned Value for this contract continues to show low cumula-tive SPI value due to the contractor being behind schedule in term of DMAs interconnec-tion points’ construction as well as lack of pressure testing and reinstatement. As a result, the Contractor is behind in planned payments since payment is only made after testing and reinstatement. However, the better accuracy of the updated cash flow projection for this contract alleviates the impact of this poor performance.
Contract C2 (28/2013): The Earned Value analysis for this contract continues to show a low cumulative SPI value for the same reasons as in previous months, the contractor has not done any reinstatement works to date and therefor the contractor has not received any payments corresponding to reinstatement work. However, there was a small improvement in the SPI for this month due to the contractor submitting a payment application that was approved. With the anticipated assignment of this contract to a new contractor, these num-bers are expected to improve as the rate of progress increases.
Contract C3 (29/2013): This contract continues to demonstrate increased progress in terms of pressure testing and reinstatement. This is reflected in an increased SPI over previous months as the contractor has focused on tasks that make it possible to receive payment for his work. As noted previously, the contractor’s progress in term of pipeline laying has exceeded the planned values in the contractor’s baseline schedule, and now the contractor is more focused on pressure testing and reinstatement which should also result in an in-creased SPI in the coming months.
Contract C4 (30/2013): The Earned Value analysis for this contract shows a lower SPI value than the previous month again reflectingC4. The contractor last applied for an in-terim payment application in September which was paid in October. As with other con-tracts, the lack of completed pressure testing and reinstatement of pipelines hinders the contractors’ ability to submit payment applications.
Contract C5 (31/2013): The Contractor’s progress in term of pressure testing and reinstate-ment continues to improve. However, despite of this increased rate of progress in these two areas, the Contractor is having difficulty in producing interim payment applications in the proper form. The result is that a cash flow that is less than predicted and thus, lower SPI values. Additionally, the contractor still behind the progress required to finish the project on time, in term of pipe laying, pressure testing and reinstatement.
Contract C6 (120/2013): The Earned Value analysis for this contract is not available due to the fact that the contractor has not submitted an accepted cost loaded schedule to date.

In addition to the advance payment ($258,572) the contractor submitted his first interim payment application which is being processed.
The PMC continues to work with the contractors to ensure that the Baseline Schedules include all details regarding the Commissioning and Transition Plan, DMAs’ Isolation and coordination between the contractors, and to ensure that the updated schedules reflects the actual progress of the contractor’s work.

11.2 Wastewater Network Contracts
The contractors of all three wastewater contracts have submitted revised schedules to in-clude the Amendment No.3 activities.
In order to clarify the table for the Schedule Performance Index (SPI) below, it should be noted that the Budgeted Cost of Work Scheduled (BCWS) amounts in the table come from the cost-loaded schedule, project cash flows developed by the Contractors based upon schedule projections as accepted by the PMC before execution of Amendment No. 3. The Budgeted Cost of Work Performed (BCWP) amounts come from the Interim Payment ap-plications. As a result, the values in the table below will not be identical to the separate cash flows that are submitted by the contractors as part of the quarterly financial plan, reviewed by the PMC and MCA-Jordan and then submitted to MCC by MCA-Jordan. Furthermore, since the contractors are paid only after pavement reinstatement, there is sig-nificant time lag between the payments made for work actually performed and the progress reported through monthly progress reports. The monthly progress reported represents pipe in the ground that could be put into operation, even if restoration is not fully completed.

12.0 Health, Safety and Environment (HSE)
The table below shows the update for the health, safety and environmental performance status for Water and Wastewater Network Projects on the sites. In general, during the month of December2014, the PMC has noticed slight improvements in some locations however there were setback at others regarding the compliance with ESMP requirements, contractors have mentioned that the non-compliances are mainly due to worker shortage, materials theft and vandalism.

14.0 Trafficking in Persons (TIP)
The tables below details all TIP issues brought to the attention of the PMC during the month of December 2014, contractors were informed of MCC’s ZERO TOLERANCE TIP policy, TIP incidents encountered during the month are summarized in the table below. The con-tractors have encountered difficulties obtaining work permits for their foreign staff under their sponsorship in accordance with the Jordanian labor law. The Contractors have been advised in monthly progress meetings to substitute such foreign positions with local staff.

15.0 Resettlement Action Plan (RAP)
As of December 2014, the PMC is in receipt of the 26th progress report for the Resettlement Action Plan (RAP). Implementation of the RAP, which includes the updated list for Right of Way (ROW) and Land Acquisition (LA) in each Contract, continued in December 2014. The table below summarizes the number of current RAP cases as of end of December 2014, based on RAP Consultant Report No.26. Future monthly reports will track changes of the cases as well as including any additional RAP cases.
