    Characterized by a number of unique and distinc-tive features, the SCMP accreditation program isunlike anything else being offered in NorthAmerica today.

    Competency Based. A high-level competency mapof the professions body of knowledge forms thebasis for what candidates learn in the program.The competency map encapsulates the key knowl-edge, skills and attributes required of todays suc-cessful strategic supply chain management profes-sional. Stated simply, competencies answer thequestion: what can a supply chain management

    professional do?Progressive. Our competency-based programreflects that the knowledge, skills and attributesof a supply chain management professional mustadvance along with career stage. Candidates areexpected to progress from a tactical provider of business information in early career to operationaldecision-maker at mid career to strategic leader atpeak career.

    Balanced and Comprehensive. The program offersa balance of core supply chain knowledge throughits Modules, and high-level business and general

    management skills through its InteractiveWorkshops. It is the most comprehensive profes-sional accreditation program available in supplychain management.

    Strategically Focused and Integrated. Each Module

    and Interactive Workshop is strategic in nature always connecting with organizational goals and fully integrated with one another. The In-Residence Week serves as a capstone to the pro-gram, further synthesizing learning and sharpeningthe advanced skills of analysis, synthesis and evalu-ation.

    Theory and Practice. The program is designed tobe taken concurrent with full-time employment.Candidates apply what they have learned immedi-ately in the workplace, seamlessly combining theorywith hands-on application. A case-based approachemphasizes leadership skills, decision-making and

    teamwork in tackling the choices that managersface daily.

    Current and Timely. Readings consist of currentliterature in the field. They are drawn from aca-demic journals, textbooks, professional and busi-ness magazines and industry publications. Theentire program is reviewed and updated on acontinuous basis.

    Distinguished Instructors. Business professors,senior supply chain management professionals aswell as other subject matter experts instructModules and facilitate Workshops to provide awell-rounded learning experience.

    Highly Participatory. Our PMAC philosophy:people learn by doing. The programs adult-centredlearning model recognizes that participants bring awealth of experience with them. Candidates sharechallenges and explore opportunities throughreal-world simulations, business case studies,collaborative projects, individual exercises andgroup discussions.     The Modules and Interactive Workshops within the Strategic Supply Chain Management LeadershipProgram are delivered through the Provincial and Territorial Institutes of PMAC. Candidates can choosefrom two different options for Modules: instructor-led or self-study. The instructor-led option is offeredin locations where numbers warrant.

    Modules: Instructor-led Modules are in-class. Each Module typically consists of a series of weeklythree-hour evening sessions, for a duration of either 13 or seven weeks.

    Modules are also available by correspondence in a print-based self-study format. Self-study Modulesincorporate relevant readings with an online discussion board to help candidates gain the most from theprogram, outside of a classroom setting.

    Interactive Workshops: Each Interactive Workshop is either two, three of four days in length. Due to the

    interactive nature of the Workshops, they are conducted only in-class with a professional facilitator.IntakePlease consult your PMAC Provincial or Territorial Institute for information on the next program intakes,including dates and locations.

    LanguageAs a National association, PMAC makes the SCMP accreditation available in both of Canadas officiallanguages, English and French.

    LengthThe program is designed to be completed over 36 months, concurrent with full-time employment. Up tofive years is permitted to conclude the program for individuals who have to disrupt their studies forpersonal or employment reasons.

    EVALUATION

    Success in achieving the SCMP designation is based on grades attained through each Module,Interactive Workshop, In-Residence Week as well as the Final Examination. Evaluation is progressivewith all learning contributing to the program mark.

    A mark of 60% in total across all requirements is necessary for successful completionof the program. Each component of the program is worth the following:

    M O D U L E S

    Modules deliver functional skills that emphasizethe technical foundation of the profession of

    supply chain management in an integrated manner.

    Modules are highly participatory. They includefacilitated discussions of case studies, individualand group exercises, as well as written case reports.

    There are eight modules in total. These include four13-week sessions and four 7-week sessions.

    13-Week Sessions

    Supply Chain ManagementThe goal of this Module is to have candidates

    appreciate the big picture and recognize the critical,strategic and dynamic nature of supply chain man-agement. This Module lays the foundation for theremaining Modules and Workshops. The focus of this Module is on matters of strategic significance,from defining supply chain management for anorganization, to assessing supply chain risk andconducting a supply chain social responsibilityaudit. The issue of fit between organizational goalsand supply chain design is an overarching theme inline with our strategic approach that there is noone best way to manage supply chains. You willleave equipped to analyze supply chains and makerecommendations to improve supply chainperformance.

    Procurement and Supply ManagementThe Module breaks down the distinctions betweenpurchasing, procurement and supply management.In providing a comprehensive grounding in thedifferences between strategic and tactical aspectsof purchasing, it covers the procurement processand the role of the procurement function withinthe organization. This Module gives you the toolsto determine make or buy decisions and toconduct effective price and cost analysis. Criticalissues in supplier selection and evaluation areaddressed as are emerging and establishedtechnologies in e-procurement. The characteristicsof services procurement that differentiate it fromproduct procurement are also examined.

    Logistics and TransportationThis Module explores the vital role that logisticsplays in strategic supply chain management and itslinks to procurement. Candidates develop anunderstanding of the primary logistics activitiesof transportation, warehousing and inventorymanagement. The Module includes a considerationof a variety of analytical and technological toolssuch as activity-based costing, total cost ofownership and warehouse management systems.Issues in transportation from modal choices toindustry regulations are discussed as is logisticsoutsourcing through 3PLs and 4PLs. The Modulewill prepare you to chart a customized logisticsstrategy for your organization and make strategiclogistics decisions, based on the most currentconcepts and transportation options.

    Operations and Process ManagementThe nature of operations and the transformationsystem whereby an organization and an entiresupply chain add value to a product or service isthe starting point for this Module. You will learnto use a variety of tools to manage and improvesupply chain processes. Just-in-time (JIT)/leanproduction, process flow analysis (capacity,bottlenecks) and quality management are specifictopics of interest. You will acquire a 360-degreeview of planning and control requirements such asmaster scheduling, material requirements planning(MRP) and yield management. Project managementfundamentals are also covered. This Modulesituates operations management within the strategiccontext of global operations and the exploitationof operations capabilities.

    7-Week Sessions

    Knowledge ManagementKnowledge management is the process of capturingand making use of collective expertise. It includesthree overlapping factors (people, technology andprocesses). An organization can achieve competitiveadvantage through reusing applicable knowledgeand using newly created knowledge (i.e. innovation).This Module examines the technical and behaviouralaspects of knowledge management, prepares you toassess knowledge management systems, and equipsyou with the techniques to make improvements inknowledge management systems. Key considerationssuch as security, privacy, audit, project managementand organizational change management areaddressed. You will also learn to manage issues of information quality, sharing and overload.

    Global SourcingA critical component of any procurement strategy,global sourcing is the focus of this Module. It isespecially important today to integrate globalsourcing decisions with inbound logistics and toconsider total cost implications of global vs. domes-tic sourcing. The Module examines low-cost countrysourcing both from the point of view of barriers andfacilitators. From Africa and Asia to Europe andLatin America, you will learn about sourcing aroundthe world, including NAFTA sourcing in the U.S. andMexico. This Module also deals with types ofintermediaries (customs brokers, 3PLs and tradingcompanies) as well as freight and payment terms.

    You will gain the ability to evaluate global sourcingalternatives and to communicate in a cross-culturalcontext.

    Supply Chain Management for the Public SectorThe unique characteristics of procurement in thepublic sector are explored in this Module. The Moduleexamines a variety of public sector settings, includingthe federal government, provincial and municipalgovernments, as well as health care and educationsectors. You will learn how to undertake competitivebidding in a public sector environment and evaluate

    alternatives such as sole sourcing and negotiation.The Module will explain the different forms ofpurchasing co-operatives and consortias. Ethicalissues in public sector procurement are alsoexamined. At the end of this Module, you will be ableto understand the special supply chain challengesand opportunities in the public sector and makerecommendations for performance improvement.

    Supply Chain Management for Services, CapitalGoods and Major ProjectsService sector supply chains can differ significantlyfrom those that have a product focus. This Modulelooks at the importance of demand, capacity andyield management, as well as services spendanalysis with a view to crafting or enhancing aservices purchasing strategy. There is an emphasison retail and wholesale operations wherecollaborative planning, forecasting andreplenishment are addressed. Using financialanalysis, the Module also pays special attention toacquiring and disposing of capital goods, includingleasing. You will also gain an understanding of how to manage procurement for major projects,such as building construction. Throughout, the

    steps in taking a green approach to supply chaininitiatives are stressed.

    I N T E R A C T I V E W O R K S H O P S

    Interactive Workshops deliver high-levelmanagement and general business skills.

    By their very nature, Workshops are highlyinteractive. Facilitated by moderators, InteractiveWorkshops involve a combination of individual andgroup exercises.

    There are six Interactive Workshops. Each is

    usually either two, three or four days in length.Leadership and Professionalism (2 days)The goal of this Workshop is to develop the abilitiesof SCMP candidates to become supply chain leadersand true supply chain management professionals.

    You will foster leadership abilities such as buildingand leading supply chain teams, facilitatingcollaboration within and between groups andorganizations, as well as gain change managementskills and coaching/mentoring skills. You willcompare various other points of view (followers,bureaucrats, administrators and contrarians) withthe leadership point of view. In addition, you will

    have the chance to develop leader profiles based onyour own experience. The Workshop also includes adiscussion on the accreditation of supply chainprofessionals and the shift from purchasing tostrategic supply chain management.

    Negotiation Skills (4 days)Negotiation skills are an essential competency forany manager, and especially those responsible forsupply chain management. This Workshop providesyou with a roadmap for leading or participating insuccessful negotiations. You will focus on theentire negotiation process, and learn the activitiesand techniques to be used from the preparationstage to the actual face-to-face negotiations.It covers understanding the other negotiator,responding to power imbalances, as well aslooking beyond the deal to building longer-termrelationships. Interactive activities, includingnegotiation simulations and role-playing exercises,feature prominently and allow opportunities forcandidates to fine-tune their own negotiating skills.

    Communication and Relational Skills (3 days)Essential to the successful supply chain professionalare the competencies of listening skills, spokenand written communication, persuasiveness andthe ability to explain complex issues up and downthe organization and around the supply chain.Another critical ability is building effectiveinter-organizational supply chain relationships.This Workshop covers how to create and deliverstrong presentations and how to be professionalin your spoken communications by looking atsteak, sizzle and style. Non-verbal communicationsuch as appearance and body language are also

    explored. The Workshop offers guidance on producingclear, concise and compelling reports and writtencommunication, and examines dos and donts inelectronic communication today.

    Competitive Bidding, Contract Preparationand Contract Management (2 days)Competitive bidding and contract management,if not handled properly, can lead to serious legaland financial consequences for any organization.This Workshop seeks to equip you with the toolsrequired to turn this into a competitive advantagefor your enterprise. The Workshop looks at theconditions for successful competitive bidding and

    the elements of the bidding process, includingRFPs and RFQs. Electronic tendering is alsoaddressed. The Workshop moves on to examine

    types of contracts and contract law. Candidatesalso gain an understanding of writing contractterms and how to manage a contract fromperformance review to dispute resolution andtermination.

    International Business and MulticulturalSkills (2 days)Increasingly, business is being conducted aroundthe world as supply chains expand their reach.To be an effective supply chain manager todayrequires the ability to function in a global andmulticultural context. This Workshop readiesparticipants to work successfully across culturesand build relationships with supply chain partnersin other countries. It includes detailed discussion

    on the strategic role of cultural knowledge inmanaging global supply chains. The objectives of this Workshop are for participants to develop adeeper understanding of cultural diversity inorganizations, and to deal with professional issuesassociated with international cultures in asensitive and constructive way.

    Ethical Behaviour and SocialResponsibility (3 days)Ethical behaviour is a key pillar of professionalism,as is the commitment of supply chain professionalsto look beyond profit to the impact that theirprocurement and supply chain decisions have

    on employees, the economy, society and theenvironment. Presenting a variety of perspectives,this Workshop explores frameworks for ethicaldecision-making. Issues such as communityservice, society as a supply chain stakeholderand conducting environmental audits areexamined. The Workshop also coversethical issues related to gender andage, and safety and security. You willhave an opportunity to review anddiscuss the PMAC Code of Ethics, aswell as develop an ethics statement foryour own organization.

    I N - R E S I D E N C E W E E K

    The In-Residence Week is an intensive week thatallows SCMP candidates to synthesize, apply andtest knowledge and skills gained throughout theaccreditation program. It is the capstone to theprogram, with participants examining leading-edgeissues at the highest strategic level in supply chainmanagement.

    Through a varied schedule that includes case studies,group work, informative lectures and intensive FinalExamination preparation, candidates will integratetheir functional knowledge of supply chain manage-ment with the competencies of leadership, profes-sionalism and ethical behaviour. Participants developtheir analytical, problem solving, teamwork andcommunication skills.

    Faculty is selected from among North Americastop practitioners and academics in supply chainmanagement. These individuals are chosen notonly for their teaching ability, but also for theirfirst-hand expertise in the field. Participants enjoya high level of interaction with the faculty.

    In-Residence Week also provides an opportunityfor candidates to create and reinforce relationshipsand build valuable business networks with peers -

    both within their own industries and beyond.

    FINAL EXAM INATION

    The Final Examination is the last step in obtainingSCMP accreditation and is held once a year at

    Examination centres across Canada.

    The Examination tests the candidatesability to apply knowledge gained in

    all the Modules and InteractiveWorkshops, as well as skills acquiredthrough practical experience.

    The format of the Examination con-sists of two parts, written on sepa-

    rate days. Part 1 is four short casequestions. Part 2 is a full case analysis,

    The goal of any program leading to a professional designationis to produce competent professionals through a combinationof education and practical experience. Practical experience inappropriate supply chain management roles concurrentwith the Strategic Supply Chain Management LeadershipProgram is an essential component of earning the SCMP.The practical experience requirement ensures that SCMPcandidates have acquired sufficient real-life knowledge alongwith hands-on skills, and are able to demonstrate the compe-tencies of strategic supply chain management professionals.

    More specifically, practical experience provides a professionalenvironment in which candidates develop competencethrough:

    Enhancing their understanding of organizations, of howbusiness works and of work relationships.

    Being able to relate their work to other business functionsand activities.

    Becoming aware of the environment in which services areprovided.

    Developing appropriate professional values, ethics andattitudes in practical situations.

    Having the opportunity to work at progressive levels of responsibility.

    SCMP candidates must satisfy the following PracticalExperience Requirement in order to complete the program andearn the designation:

    A minimum of three years of full-time progressivepractical experience in any aspect of the field of practice of supply chain management (encompassing core and support-ing areas), of which:

    written two days after Part 1. At the end of writingPart 1, candidates are provided with a backgroundpaper on the case for Part 2. This allows candidatesto develop an understanding of the situation theywill be analyzing, and can spend their Exam timepreparing their response rather than reading back-ground material. The nature of the required responseto the case is provided at the Examination centre atthe commencement of Part 2.

    - No more than one year of related practical experiencegained prior to enrolment as an accreditation candidate maybe recognized.

    Progressive practical experience describes the period of employment during which candidates effectively apply theprogressive levels of competence acquired while pursuingSCMP accreditation. This competence is demonstrated by thesuccessful performance of job functions that progress incre-mentally in both scope and responsibility.

    Career advancement may typically be achieved through lateral/horizontal or vertical movement within the same or acrossmultiple enterprises:

    - Vertical Movement: Candidate moves from one position orfunctional level to another within the same company oracross companies, usually accompanied by a change in posi-

    tion title and with commensurate levels of progressivelygreater responsibility, accountability (typically includingbudgeting and staffing) and decision rights.

    - Lateral/Horizontal Movement: Candidate moves within thesame functional level or the same position (no change in jobtitle or classification), but has the opportunity to assumefunctional responsibilities that have increasingly greaterstrategic orientation, accountability (possibly includingbudgeting and staffing) and active involvement and partici-pation in decision-making.

    Assessment and VerificationThroughout the program, candidates must report details of their

    practical experience on an annual basis, or more frequentlywhen there is a change in:

    a) Job position (title change); and/orb) Employer organization; orc) Employment status.

    Competencies Across Career Stages

    The SCMP accreditation program is built on acompetency map that recognizes that theknowledge, skills and attributes of a supply chainmanagement professional must advance alongwith career stage. Our competency map identifiesthree specific roles for a supply chain managementprofessional as they progress through their career:

    Early Career- A provider of business advice and information.

    Mid Career A tactical leader and operational decision-maker.

    Career Peak A leader and strategic decision-maker.

    Candidates applying to write the SCMP Final Examinationwill be required to submit details using a designated form,along with supporting documentation, of having completedat least three years of progressive practical experience in thefield of practice of supply chain management. Examples of supporting documentation include:

    Employment confirmation and/or employer reference let-ters stating positions held with corresponding scope of responsibilities;

    Detailed position descriptions;

    Current resume; and

    Organizational chart to illustrate functional level andposition.

    The Support of the EmployerThe support of the employer is critical to the ability of SCMPcandidates to meet the Practical Experience Requirement.Organizations demonstrate their commitment to continuousimprovement and staff development by providing candidateswith opportunities to advance their professional competence.

    While practical experience usually begins at arelatively junior level, it should be incrementallyprogressive in both scope and responsibility.This period should be long enough andintensive enough to permit candidates todemonstrate that they have gained theknowledge, skills, values, ethics and atti-

    Candidates who relocate from one province to another will have their current status recognized.

    PMACs Strategic Supply Chain Management Leadership Program has been accredited bykey outside bodies as meeting demanding national and international standards. Third-partyaccreditation such as this allows students, practitioners and employers to identify thehighest quality programs.

    The program is accredited by the International Federation of Purchasing and SupplyManagement as complying with its Certificate of Competence in Purchasing and Supply.PMACs program is the only one in Canada to be accredited by IFPSM.

    The requirements of the program have been assessed as meeting the full standard of theCanadian Supply Chain Sector Council National Accreditation Program. PMACs programswere among the first group of programs to receive accreditation through the SectorCouncil.

    Designation Reciprocity

    The SCMP has become even more valuable! PMAC has signed designation reciprocityagreements with two leading global supply chain associations. Those who hold the SCMPdesignation are now eligible to receive the CPSM designation from the Institute forSupply Management in the U.S. and the MCIPS from the Chartered Institute of Purchasing& Supply in the U.K.

    The mark of a profession is the existence of a setof professional standards. It is a condition ofmembership in the Purchasing ManagementAssociation of Canada and its affiliated Institutesthat members abide by the PMAC Code of Ethicsand Bylaws of the association.

    The PMAC Code of Ethics consists of three parts.Part A sets out the Values that members operateunder and that govern the decisions and actionsof members. Part B outlines the Norms of EthicalBehaviour that members must follow in performingtheir professional duties. Part C identifies the Rulesof Conduct for members and guidance on applying

    these rules.
