New Delhi, Jan 5 Prime Minister Shri Narendra Modi today described the LED bulb as a “Prakash Path” – “way to light,” as he launched a scheme for LED bulb distribution under the domestic efficient lighting programme in Delhi; and a National Programme for LED-based Home and Street Lighting. The Prime Minister also symbolically replaced one bulb in South Block, with an LED bulb. Replacement of all bulbs in South Block with LED bulbs will enable savings of 7000 units of energy each month. Speaking on the occasion, the Prime Minister called for making energy conservation PM launches scheme for LED bulb distribution through the spread of LED bulbs, a people’s movement. He noted that it is much more economical to conserve power, than to produce power. However, he added, it is much more difficult to conserve power, than to produce power, because while one producing entity can produce a large quantity of power, it requires the active participation of crores of people to conserve that amount of power. Therefore, he called for generating awareness among people for the same. He called for extensive involvement of celebrities and eminent citizens in these programmes, who could motivate people to adopt LED bulbs. The Prime Minister said these programmes launched today also represent a challenge to manufacturers, to rise to the occasion, and produce LED bulbs without any compromise on quality. Suggesting innovative ways to generate awareness and spread the message of energy efficiency, the Prime Minister said gifts such as diaries and calendars on New Year should be replaced by gifts of LEDs. Companies could distribute LED bulbs along with dividend payments, he suggested. The Prime Minister called for setting district level goals, and to prioritize this scheme in all towns with population above one lakh. as specified in Serial No. 2 to 4 of the Schedules I to II annexed to these rules. 3. Method of recruitment, age limit and qualification etc. : The method of recruitment, age limit, qualifications and other matter relating thereto shall be as

specified in Serial No. 5 to 15 of the Schedules aforesaid. 4. Disqualification : No Person -- (i) Who has entered into or contracted a marriage with a person having a spouse living ; or (ii) Who, having spouse living, has entered into or contracted a marriage with any person, shall be eligible

for appointment to the said posts: Provided that the Lieutenant Governor (Administrator), Andaman and Nicobar Islands may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

5. Power to relax : Where the Hon’ble Lieutenant Governor (Administrator), Andaman and Nicobar Islands is of the

opinion that it is necessary or expedient to do so, he may, by order for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings : Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, Scheduled Tribes and other specified categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

responsibilities Inspection and supervision of all types of primary Co-op. Societies under statutory functions of the Registrar are delegated to Inspectors of Co-op. Societies to assist him in the functioning of Co-op. Societies. All powers in respect of Primary Coop. Societies in which Govt. participation by way of share capital or loan is less than Rs. 50,000/-. Decide any dispute/arbitration referred under Section 55, 55(1), 55(2), 55(2) (a), (b) whether it is non-monitory and/or monitory dispute to the extent of Rs. 25,000/-. Under Section 49 of the Regulation the Inspector who is authorized to conduct the inspection shall at all times have access to all books of accounts, papers, vouchers, securities, stock and other property of the Co-op. Societies under his charge and may in the event of serious irregularities discovered during the inspection take them into custody. Subject to the general or special orders of the Registrar the Inspector shall call meeting of the Committee and general meeting of the Society. The Inspector is authorized under Section 50 of the regulation to conduct an enquiry into the constitution, working and financial conditions of a Coop. Society. Any disputes touching the constitution, management or business of the Co-op. Societies as defined under Section 55 of the Regulation when referred to the Inspector as Arbitrator for disposal. Work as Sale Officer when appointed for execution of decree by attachment and sale of movable and immovable properties. Work as Liquidator when appointed by Registrar under Section 57 of the Regulation. Organization of new Co-op. Societies. To revitalize defunt/dormant Co-op. Societies. Attend Managing Committee/General Body meeting of Coop. Societies under his circle. To conduct election to the Managing Committee of a Co-op. Society under Rule 27 of the Rules, 1974 as Returning Officer when appointed. Preparation and submission of plan proposal for providing financial assistance to Co-op. Societies. Implementation of policies and programmes of Co-op. movements as required by the RCS/DRCS from time to time. Maintenance and submission of statistical data in respect of Co-op. Societies to Registrar through the ARCS/DRCS for onward submission to the Administration, RBI, NABARD, NCCF and NCDC etc. To impart short level training to members potential members and office bearers of Co-op. Societies under plan schemes. Scrutiny of short terms and medium term loan application in respect of primary agricultural credit Coop. Societies for sanction through the A&N State Co-op. Bank Ltd. Organize conference and seminars on Co-op. Movement. Ensure timely by recovery of Co-op. dues from Co-op. Societies. Function as Administrator of a Co-op. Society when Managing Committee of a Co-op. Societies is superseded by the Registrar and appointment made under section 27 of the Regulation. Conduct of annual physical stock verification of Coop. Societies as assigned by the DRCS/RCS. To examine the plan, policies and procedure laid down by the management and to see whether effectively carriedout by the executive staff. Whether all internal check in accounting as well as control in management are adequate for the full protection of the interests of the society and its employees and are functioning properly. In particular, the concurrent Auditors would participate in the quarterly/half yearly stock taking and should help the society in correctly calculating the values of the inventory of stocks. Whether the primary policy followed by the society is sufficiently sound to cover the costs and to give the pre-determined return or capital. Whether the operational results of the various activities of the society are correctly carriedout and measured against carefully established standards of performance. Whether the plans and policies effectively and efficiently being executed. Whether the management is correctly informed about the operational results and other important facts relating to the working of the Society. Whether rectification of audit observation are done and implemented. Submission of monthly audit returns. Exercising of powers under Section 84 of the Regulation where needed in course of conducting audit. Completion of audit reports within the time schedule of audit ordered by the RCS. Conducting the annual physical stock verification of societies assigned by the Registrar/DRCS. To audit the accounts of Co-op. Societies in their respective areas as authorized by the Registrar of Co-op. Societies or Asstt. Registrar of Co-op. Societies under Section 48 of the Regulation. Examination of valuation of assets, verification of fixed assets and its valuation, classification of currents assets, valuation of fixed assets and depreciation, valuation of stocks and works in progress, verification of sundry debtors, loan outstanding, verification of debit balance and credit balance, classification of liabilities and arrangement and grouping of liabilities etc. Exercise of powers under Section 48 (6) of the Regulation for getting the accounts up to date, if incomplete. The Inspector who are engaged in audit of accounts of the Apex/Central Co-op. Societies concurrently shall have to perform the following duties. Any other duty as may be assigned by the ARCS (Audit)/DRCS/RCS.

decided to recommend woman shuttler Saina Nehwal’s name for thecountry’s third highest civilian honour “as a special case”, according toa statement. Olympic bronze medallist Saina on Friday expressed herdispleasure at being overlooked for two-time Olympic medal winningwrestler Sushil Kumar. This prompted Sports Minister SarbanandaSonowal to assert on Sunday that he received Saina’s nomination

from the Badminton Association of India (BAI) only on Saturday.However, the ministry decided to recommend her name to the ministryof home affairs on Monday. “The ministry has since received thenomination of Saina Nehwal for Padma Bhushan Jan 3 from

Badminton Association of India,” the ministry said in astatement. “In view of the achievements of Saina, the

Department of Sports has decided to recommend her casefor Padma Bhushan to the ministry of home affairs as a

special case although the last date for making therecommendation is long over.”The Hyderabadi had also questioned the criteria on the basisof which the sports ministry has recommended former worldchampion Sushil’s name.
